About Strengthen the cultural and tourism industry

Call to Action for Child Safety Work

To all member organizations and colleagues in the cultural and tourism industry:

Children are the hope of families and the future of the nation. General Secretary Xi Jinping has profoundly stated, “Ensuring that children grow up healthier is our greatest aspiration.” As cultural and tourism activities increasingly become an integral part of children’s development, safeguarding their physical and mental well-being during visits and experiences stands as the bottom line of child-friendly initiatives—and a responsibility that the entire industry cannot shirk.

On the occasion of International Children’s Day, the China Amusement Rides and Parks Association issues the following appeal to all member organizations and colleagues in the cultural and tourism sectors, calling for further efforts to strengthen child safety:

I. Strengthening Principles and Upholding the Safety Bottom Line  

Firmly uphold the safety‑development philosophy that “life is heavier than Mount Tai,” placing children’s safety at the forefront of all work. Deeply understand the imperative to “coordinate development and security,” making children’s safety the prerequisite and bottom line for high‑quality industry development, fostering a strong sense of responsibility at the deepest level of thought, and ensuring that safety becomes the most defining hallmark of the cultural and tourism sector.

II. Optimize Products and Integrate Security by Design

Grounded in children’s physical and psychological characteristics and cognitive patterns, safety considerations are integrated throughout the entire product development process—spanning project planning, equipment selection, and environment design. By appropriately advancing child‑friendly safety upgrades, potential risks are mitigated, ensuring that the product itself serves as the first line of defense for children’s safety.

III. Enhancing Services to Convey a Sense of Safety

Strengthen training for staff in child psychology and safety services, ensuring that children and families are treated with patience, care, and a strong sense of responsibility. Enhance service protocols such as parent‑accompaniment guidance, missing‑child search assistance, and emergency medical care, and establish convenient channels for safety reporting and help‑seeking. By providing compassionate, attentive services, we can mitigate unforeseen risks, ensuring that care and protection accompany children every step of the way.

IV. Strengthening Prevention and Control to Establish a New Normal of Safety   

Adhering to the principle of prevention first and moving control points upstream, we will establish a comprehensive safety risk management system that covers the entire process. We will strengthen routine inspections, dynamic assessments, and emergency response drills, and put in place rapid‑response and coordinated mechanisms for child‑safety incidents. We will promote the development of industry‑wide safety standards, enhance self‑regulation and public oversight, and integrate safety measures into daily operations to ensure their sustained, long‑term implementation.

There is no such thing as a minor issue when it comes to children’s safety, and the responsibility of the cultural and tourism sectors is as weighty as a mountain. Let us let our guiding principles drive our actions, embed care in our products, convey warmth through our services, and fortify our safeguards with rigorous prevention and control measures—working together to ensure every child enjoys a safe and secure childhood. By turning these commitments into concrete actions, we will live up to the earnest hope that “children can grow up even better,” and contribute the unique strengths of culture and tourism to building a child‑friendly society!
