On Promoting the Cultural and Tourism Industry

Call to Action for Child-Friendly Development


 

To all member organizations and colleagues in the cultural and tourism industry:


 

Children and adolescents are the future driving force behind the great cause of building a strong country and achieving national rejuvenation. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has consistently kept the growth and well-being of children and adolescents at heart and attached great importance to work related to them. In March 2026, the National Development and Reform Commission and the Office of the State Council Working Committee on Women and Children jointly issued the “Opinions on Promoting Child-Friendly Development Across Society,” clearly stipulating that child-friendly initiatives should be systematically advanced across social policies, public services, rights protection, spaces for growth, and the development environment, thereby effectively safeguarding children’s rights to survival, development, protection, and participation.


 

The cultural and tourism industry connects countless households and serves as an important setting for children’s growth and experiences. Advancing child-friendly initiatives is both a responsible commitment to implementing the decisions and arrangements of the CPC Central Committee and the State Council, and an essential step for the cultural and tourism sector to fulfill its social responsibilities and achieve high-quality development. On the occasion of the 2026 International Children’s Day on June 1, the China Amusement Rides and Parks Association hereby issues the following appeal to all member organizations and colleagues in the cultural and tourism industry:


 

I. Uphold the safety baseline and solidify the child-friendly foundation.

Firmly uphold the concept of safe development, placing children’s safety first. Strictly enforce relevant laws, regulations, and standards, establish and improve a comprehensive safety management system that covers every stage of the process, and do everything possible to create a safe and reassuring visiting environment for children.


 

II. Uphold the principle of prioritizing children and optimize child-friendly spaces and services.

Adopt the “child-first” principle and advance child-friendly renovations of cultural and tourism venues. By viewing these spaces through a child’s lens, enhance their spatial design, facility configurations, and service processes; improve ancillary amenities such as nursing rooms and family restrooms; and create a safe, comfortable, and convenient child‑friendly environment.


 

III. Deepen product substance and enrich edutainment experiences.

Drawing on children’s physical and psychological characteristics and cognitive patterns, we fully harness the educational potential of cultural and tourism resources, integrating cultural heritage, scientific exploration, and aesthetic enlightenment into product design to create child‑focused experiences that are both culturally rich and emotionally engaging.


 

IV. Enhancing the warmth of our services and extending humanistic care.

We prioritize the diverse needs of children and families, optimize the end-to-end service experience, strengthen training for staff in child psychology and safety protection, and establish a robust feedback mechanism, ensuring that respect and care are embedded throughout our services.


 

V. Pool industry resources to jointly build a child-friendly ecosystem.

Actively establish platforms for exchange, advance the development of a child-friendly standards system, strengthen industry self-regulation and cross-sector collaboration, and pool the wisdom and resources of all stakeholders to jointly usher in a new chapter in child-friendly development within the cultural and tourism sectors.


 

Let us join hands and work in concert, leveraging the power of our industry to safeguard childhood and empower growth, creating richer cultural and tourism experiences for hundreds of millions of children, and contributing the strength of culture and tourism to building a child-friendly society!
