To all member units and industry enterprises:

To thoroughly implement the important instructions of General Secretary Xi Jinping on work safety, to carry out the requirements of the CPC Central Committee, the State Council, and government departments such as the State Administration for Market Regulation regarding the preparations for the New Year’s Day and Spring Festival holidays in 2026, to meet the spiritual and cultural needs of the people, to unleash consumption potential, and to create a positive festive atmosphere, the China Amusement Ride and Park Association issues the following initiative to the industry:

1. Strengthen the principal responsibility and solidify the safety defense line.

Safety is the lifeline of the industry. All enterprises must firmly uphold the principle of “people first, life foremost,” earnestly fulfill their primary responsibility for safety, and carry out comprehensive inspections and maintenance of amusement facilities and equipment to identify potential hazards. This ensures the safe operation of amusement facilities and equipment, fire protection systems, evacuation routes, power lines, and other critical infrastructure, thereby fully safeguarding the personal safety of visitors and maintaining orderly operations at the premises.

2. Develop and implement emergency response plans, and strengthen risk prevention and control.

Strictly enforce the 24-hour duty system for critical posts, and establish a sound coordination mechanism with local governments, emergency response agencies, cultural and tourism authorities, and market supervision departments. Closely monitor weather conditions, strengthen passenger flow monitoring and dynamic adjustments, refine emergency response plans, and firmly prevent safety risks such as crowd crushes. Enhance public opinion monitoring and guidance, promptly release safety advisories and convenient information, and raise public awareness of risk prevention.

3. Optimize service supply and unleash consumption potential.

Deepen the integration of culture and tourism, promote China’s outstanding traditional culture, innovate business models, and enrich the supply of high-quality products and services. Focusing on tourists’ needs, reasonably extend operating hours, introduce measures that benefit and serve the public, and effectively harness the role of cultural and tourism consumption in driving economic growth, thereby contributing industry-wide efforts to boost holiday economies and enhance social well-being.

IV. Put Social Responsibility into Practice and Promote New Civilized Trends

The entire industry should actively fulfill its social responsibilities and set a positive example. We should care for employees and special groups, spreading warmth throughout the industry; actively promote the concepts of civility, health, and sustainability, and jointly create a harmonious and civilized festive atmosphere. We must practice thrift and frugality rigorously, fully implementing the requirement to “continuously rectify the ‘Four Winds’ and foster a new ethos,” and carry forward the fine tradition of diligence and economy.

Let us, with a strong sense of responsibility and mission, create a joyful, safe, harmonious, and orderly festive environment for tourists and people across the country. In doing so, we will contribute our industry’s strength to meeting the people’s aspirations for a better life, boosting the prosperity of cultural and tourism consumption, and ensuring a solid start to the 15th Five-Year Plan.
