An Appeal Against “Involutionary” Competition
To all member organizations and colleagues in the cultural and tourism industry:
General Secretary Xi Jinping has pointed out that “we must accelerate the establishment of a unified national market” and “comprehensively address ‘involutionary’ competition.” The 2026 Government Work Report underscores the need to “strengthen anti-monopoly and anti-unfair competition efforts, reinforce the binding nature of fair‑competition reviews, and employ a comprehensive array of measures—including capacity regulation, standard‑setting, price enforcement, and quality oversight—to thoroughly curb ‘involutionary’ competition and foster a sound market environment,” thereby charting the course for high‑quality development of the tourism sector during the 15th Five-Year Plan period.
To thoroughly study and implement the important instructions of General Secretary Xi Jinping, to carry out the “Guiding Opinions on Strengthening Spiritual Civilization in National-Level Industry Associations and Chambers of Commerce” issued by the Publicity Department of the CPC Central Committee and the Central Social Work Department, and to follow the work arrangements of government departments such as the National Development and Reform Commission and the State Administration for Market Regulation on building a unified national market and vigorously addressing “involutionary” competition, thereby jointly fostering a fair, trustworthy, healthy, and orderly market environment, the China Amusement Rides and Parks Association hereby issues the following initiative to the entire industry:
I. Abandon the “involution” mindset and return to the essence of value.
We must deeply understand the spirit of the state’s policies to address “involutionary” competition and resolutely oppose practices that seek short-term gains at the expense of low prices and poor quality. The entire industry should shift from competing on price to competing on value, and from pursuing scale expansion to enhancing quality and efficiency, thereby fostering a market environment characterized by healthy competition and win-win cooperation.
II. Uphold innovation-driven development and build differentiated offerings.
Break the cycle of “involution” through innovation, deepen engagement in niche markets, and cultivate new‑type productive forces by driving breakthroughs in technology, business models, and application scenarios. Emphasize differentiated development, fostering unique competitive advantages—offering what others lack, excelling where others excel, and standing out where others are already strong—to steer clear of homogeneous imitation. Meet and lead market demand with high‑quality, diversified offerings.
III. Uphold the safety bottom line and operate with integrity and in compliance with laws and regulations.
Firmly uphold the development philosophy of “prioritizing life and safety,” strictly enforce all national laws and regulations on special equipment, fire safety, food hygiene, and other areas, fully implement principal responsibility for safety, resolutely oppose any practice of lowering standards or neglecting visitor safety in the name of cost-cutting, and effectively safeguard consumers’ lives, health, and property. Strictly comply with the Tourism Law, the Anti-Unfair Competition Law, and other relevant statutes; honor commercial integrity; and firmly prohibit false advertising and deceptive marketing practices.
IV. Respect Intellectual Property and Strengthen the Quality Management System
Treat intellectual property as a core asset, proactively prevent plagiarism and counterfeiting at the source, and foster an industry culture that champions originality and respects innovation. Establish and refine a robust quality management system, rigorously enforce quality standards, and uphold the spirit of craftsmanship, thereby earning market recognition through high‑quality products and enhancing the industry’s reputation.
V. Deepen industrial chain collaboration and forge a new landscape of open, win-win cooperation.
Foster a holistic industry perspective grounded in win-win cooperation, openness, and inclusiveness, and strengthen information sharing and collaborative partnerships across the entire value chain. Actively establish platforms for exchange and cooperation, promote resource sharing and complementary strengths, and jointly explore effective pathways to enhance the overall efficiency and performance of the industrial chain, thereby contributing the cultural and tourism sectors to the development of a unified national market.
Let us join hands and take action, uphold innovation-driven development and quality leadership, and work together to foster a healthy, well-ordered, and vibrant market environment. By building an open, inclusive, and mutually beneficial industry ecosystem, we will contribute to the high-quality development of culture and tourism and to the realization of a strong tourism nation.
