To all member units and relevant enterprises:

Safety is the lifeline of the tourism industry and the cornerstone of its healthy and sustainable development. On this "6.29" National Special Equipment Safety Day, to further deepen our understanding of General Secretary Xi Jinping's important instructions and directives on safety production, implement the "People's Republic of China Special Equipment Safety Law" and relevant regulations and standards, adhere to the people-centered approach, and continuously strengthen the safety line of large-scale amusement facilities, the China Amusement Machine and Amusement Park Association solemnly proposes to all member units and the industry:

I. Firmly establish the concept of safe development and effectively fulfill the main responsibility for safety. Deeply understand the extreme importance of the safety of large-scale amusement facilities and prioritize safety. Strictly implement the main responsibility of enterprises for safety production, improve a responsibility system covering the entire process, ensure that all laws, regulations, technical specifications and standards are strictly enforced, and guarantee the compliant operation of facilities throughout their life cycle.

II. Strengthen risk awareness and consolidate hidden danger investigation work. Establish and improve a normalized mechanism for investigating and rectifying hidden dangers, and conduct regular and comprehensive inspections and maintenance of facilities and equipment. Hidden dangers found should be rectified immediately and dynamically cleared, with particular attention paid to risk assessment and control of old equipment, and strict control over the safe access of new equipment.

III. Embrace new technologies, and improve safety capabilities. Actively apply advanced technologies to improve the safety monitoring, early warning, and diagnostic capabilities of large-scale amusement facilities. Ensure necessary safety investment, timely update and maintain safety protection devices, emergency rescue equipment, etc., to ensure effectiveness and reliability, and strengthen the qualification guarantee and capacity building of professional personnel.

IV. Strengthen safety personnel training, improve plans, and enhance emergency response capabilities. Ensure that personnel in key positions are certified, and establish a normalized safety training system. Continuously improve the safety awareness, professional skills, and emergency response capabilities of employees. Formulate and improve practical and feasible emergency plans, and regularly organize emergency drills. Strengthen emergency linkage with relevant departments, ensure that rescue equipment and materials are sufficient and effective, and improve the rapid response and efficient handling of sudden failures and passenger emergencies.

V. Actively cultivate a safety culture and create a social atmosphere for safe development. Create a cultural atmosphere of "everyone talking about safety" within the industry. Actively carry out safety knowledge popularization and civilized travel publicity for tourists, guide tourists to strengthen safety awareness, and actively accept social supervision, and open up information feedback channels.

Safety responsibility is paramount! On this special day of "6.29" National Special Equipment Safety Day, let us all members of the industry once again remember our original intention of safety, with higher standards, stricter requirements, and more practical actions, jointly build a solid safety line for large-scale amusement facilities. The association will actively build a platform to promote the exchange and sharing of safety management experience, technological achievements, and risk control among member units and industry enterprises. Jointly participate in the construction of safety standards, play a leading role, promote the overall improvement of safety levels across the industry, create a safe and happy amusement experience for every tourist, and work together to promote the industry to a new stage of higher quality and more sustainable development!
