The Ministry of Culture and Tourism Announces the Findings from the Fifth Round of Covert Inspections in the Culture and Tourism Sector

Since the beginning of this year, the Ministry of Culture and Tourism has thoroughly implemented the important decisions and arrangements made by the Party Central Committee and the State Council on safety production. To date, the ministry has organized four rounds of unannounced inspections in the culture and tourism sectors, guiding cultural and tourism administrative departments across various regions—working closely with other relevant authorities—to address safety-related risks and rectify market irregularities in accordance with the law, achieving notable progress. From August 28 to September 3, the Ministry once again dispatched an inspection team to conduct the fifth round of unannounced checks in eight provinces (regions and municipalities)—Inner Mongolia, Shanghai, Hubei, Guangxi, Yunnan, Tibet, Shaanxi, and Ningxia—and is now releasing a report on the findings.
The phenomenon of inadequate maintenance and management of safety facilities at tourist attractions continues to occur. Some tourist attractions and scenic facilities are damaged or inadequately equipped, while safety measures for certain amusement rides are insufficient, posing significant risks. For instance, Guilin Gudong Scenic Area in Guangxi A higher viewing and resting platform lacks guardrails, posing a risk of falling. Tibet's Linzhi Benri Scenic Area The isolation barriers for the Jiangxin Island beach motorcycle project have partially collapsed and been damaged, allowing tourists to enter and exit freely—posing a risk of collisions. Alxa Tengger Desert Scenic Area in Inner Mongolia The modified off-road vehicles used in the desert adventure tours lack inspection markings, and with their high speeds, they pose significant safety risks.
Problems are prominent with travel agencies and tour guides failing to provide tourism services as agreed upon in the contract. Some travel agencies and tour guides have been arbitrarily altering tour itineraries, or designating specific shopping venues and arranging optional paid tours, thereby affecting the overall travel experience. For instance, Enshi Prefecture Lezhongxing International Travel Agency Limited Company During the organization's tour itinerary in Enshi, Hubei, tour guide Zhang unilaterally arranged for participants to purchase medications at the Ramada Encore Hotel in Huaxixi Valley without consulting the tourists first. Additionally, he arbitrarily extended the stay at the China Selenium Port shopping venue in Enshi. Nanjing Yuanyuan Travel Agency Co., Ltd. The Shanghai tour itinerary organized by the company included visits to two shopping venues—Shanghai Free Trade Zone Latex Experience Center and Jiangnan Dihao Silk—but these did not match the arrangements disclosed at the time of contract signing.
Electrical safety hazards in tourist attractions and business premises cannot be overlooked. Some tourist attractions, hotels, homestays, and internet cafes have exposed wiring, improper electrical usage, inadequate protective measures, and a noticeable lack of safety awareness. For instance, Ningxia Wuzhong Qingtongxia Yellow River Grand Canyon Scenic Area The distribution box on the right side of the Great Hero Hall was left open with exposed wires, and no protective measures were taken. Yunnan Chuxiong Yixianglin Wholesale KTV There is unauthorized wiring in the third-floor lobby; Shanghai Xinghui Internet Cafe Multiple wire ends are exposed, and construction materials are scattered everywhere.
Occupying, blocking, or closing off safety exits or evacuation routes is relatively common in business premises. Some hotels, homestays, internet cafes, entertainment venues, and performance spaces have locked their safety exits or piled up clutter in fire escape routes, obstructing evacuation efforts. For instance, Ningxia Zhongwei Four Seasons Holiday Hotel The first-floor fire exit is blocked by a large amount of clutter. Hubei Enshi Sunshine Network World, HuanYu Internet Cafe Locking the safety exit during business hours; Shaanxi Xi'an Rubik's Cube KTV Multiple safety passages are locked.
In response to issues uncovered during the undercover investigation, the Ministry of Culture and Tourism has already provided feedback to the cultural and tourism administrative departments of relevant provinces (autonomous regions, and municipalities), urging them to immediately collaborate with relevant authorities to conduct thorough inspections and take corrective actions. They are also tasked with overseeing the implementation of necessary improvements by the involved business entities, while proactively identifying and addressing potential safety hazards across the board. For businesses that fail to adequately rectify their practices, strict legal measures will be enforced, or relevant leads will be forwarded to the appropriate departments, ensuring the steady and orderly development of the culture and tourism industry.
