Recently, eight departments—including the Ministry of Commerce and the Ministry of Culture and Tourism—jointly issued the "Guiding Opinions on Vigorously Promoting Digital Consumption to Jointly Create a Better Life in the Digital Era," focusing on coordinated efforts across both supply and demand sides. Guiding Opinions on Jointly Creating a Better Life in the Digital Era


Digital consumption encompasses the purchase of digital products, digital services, digital content, as well as consumption facilitated through digital channels. To unlock the diverse and differentiated potential of digital consumption, foster new forms of consumer spending, and drive the upgrading and quality enhancement of consumption, the following recommendations are hereby put forward.


I. General Requirements


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee. We will fully, accurately, and thoroughly embrace the new development philosophy, accelerate the establishment of a new development pattern, and vigorously promote high-quality development—always keeping in mind the people’s growing aspirations for a better life as both our starting point and ultimate goal. By leveraging the advantages of our ultra-large-scale market, we will expand the diversified supply of digital consumption, innovate and enrich digital consumption scenarios, and foster a higher-level dynamic balance between supply and demand in the digital economy, thereby invigorating and strengthening socio-economic vitality.


II. Enriching the Supply in the Digital Consumption Sector


(1) Expand consumption of digital products. Encourage enterprises to accelerate research and development innovation, boost the effective supply of AI-powered consumer products, and unlock the consumption potential of new offerings such as AI-enabled smartphones, computers, smart robots, wearable devices, and desktop-level 3D printing equipment. Meanwhile, expedite the R&D and interoperability of smart home appliances, intelligent security systems, and video care solutions. Launch pilot programs for the approval and road testing of intelligent connected vehicles. Additionally, foster the development of emerging consumer brands and drive innovative growth in digital "guochao" (national trend) brands.


(II) Boosting Digital Service Consumption. Encourage the application of information technologies such as artificial intelligence, virtual reality, and augmented reality to empower cultural and museum venues, tourist attractions, leisure districts, and other related spaces, creating immersive, experience-based, and diversified consumption scenarios. We are launching the promotion of "AI + Consumer" case studies to drive deeper integration and application of artificial intelligence across more consumer sectors. Meanwhile, we will vigorously implement the national strategy for education digitalization, expanding access to high-quality educational resources and enhancing public education services. Additionally, we’ll accelerate the digital transformation of daily life services by building smart, integrated online-and-offline convenience service platforms within 15-minute community circles—and leveraging electronic maps of service locations to boost the efficiency and accessibility of these essential services. Finally, we’ll advance "AI + Healthcare" initiatives to improve diagnostic and treatment efficiency, ultimately enhancing patients' overall healthcare experience.


(3) Innovate digital content consumption. Implement a cultural digitalization strategy, build a national cultural big data system, and promote the digital transformation, development, and sharing of outstanding cultural resources. Encourage the innovative use of technological advancements such as the metaverse, text-to-video, and image-to-video large-scale models to create more digital cultural products that seamlessly integrate museum collections and intangible cultural heritage elements. Targeting the silver-aged population, we will develop new "smart+" content such as digital cultural experiences tailored for seniors. We will also advance the seamless end-to-end development of ultra-high-definition (UHD) content across the entire industry chain, strengthening the supply of UHD programming for both broadcast television and online audiovisual platforms. Additionally, we’ll support high-quality creative projects in fields like animation, gaming, film and television, music, and online literature, while encouraging healthy secondary creations through innovative models such as derivative licensing and co-creation initiatives. Furthermore, we’ll foster the integration of culture and technology by pioneering new cinematic formats and business models, including virtual reality films and LED-equipped digital cinemas. Finally, we’ll conduct surveys to gauge user satisfaction with digital content consumption services, driving continuous improvements in the quality of these offerings. Promote the high-quality development of online audiovisual programs, innovate the "micro-short dramas + cultural tourism" model, and expand new scenarios and business formats for audiovisual consumption.


(4) Expand digital consumption channels. Develop smart retail solutions and support physical commerce enterprises in embracing all-around, omnichannel, and end-to-end digital marketing strategies. Foster the healthy growth of new business models and formats such as instant retail, social e-commerce, and livestreaming e-commerce. Strengthen the quality e-commerce standards system, guide e-commerce platforms to launch initiatives that nurture high-quality merchants, and refine platform rules to prioritize and enhance supply quality. Encourage e-commerce platforms to increase investment in areas like customized product manufacturing, digital and intelligent supply chains, AI-driven application scenarios, and logistics services for remote regions—driving the precise alignment and seamless integration of digital supply with digital consumption. Additionally, support the development of vertical industry-specific e-commerce platforms, helping to expand specialized consumer channels.


3. Foster and Strengthen Digital Consumer-Driven Enterprises


(5) Enhance the innovation capabilities of digital consumer enterprises. Strengthen research and development of foundational technologies related to digital consumption, support the establishment of industry-academia-research innovation consortia, and enhance the efficiency of transforming scientific research outcomes into practical applications. Enhance basic innovation incubation services in the digital consumption sector, and select and promote a batch of exemplary cases showcasing "digital three-product" application scenarios. Accelerate efforts to nurture a group of influential, competitive specialized, niche, and innovative SMEs in the digital consumption field, while supporting eligible enterprises to be recognized as high-tech companies. Encourage e-commerce parks to pursue high-quality, differentiated development, fostering a number of leading-edge digital consumer enterprises and industry clusters that drive innovation.


(6) Empowering SMEs to embrace digital transformation. Optimize the functions of the national e-commerce public service platform, strengthen data sharing, information services, and resource collaboration, and launch e-commerce initiatives that benefit both consumers and businesses, helping to enhance the digital transformation effectiveness of small, micro, and startup enterprises. Additionally, advance the high-quality development project for rural e-commerce, continuously expanding its application scenarios in rural areas. Implement the "Digital Commerce Revitalizes Agriculture" initiative and the "Internet Plus" project for agricultural products entering cities from villages, fostering leading digital consumer enterprises at the county level and cultivating regionally distinctive digital consumer brands.


4. Optimize the Digital Consumption Support System


(7) Build a digital consumer platform as a key platform. Encourage international consumption hub cities to enrich digital consumption offerings, optimize the digital consumption environment, and lead digital consumption trends. Accelerate the development of digital platforms such as smart neighborhoods, smart storefronts, and smart parking lots, while driving the renovation of existing pedestrian streets (commercial districts) and upgrading their business formats, thereby advancing urban digital transformation. Explore the global debut of cutting-edge digital innovation achievements at the China International Import Expo, the China International Consumer Goods Expo, and the Global Digital Trade Expo—showcasing firsts in launches, premieres, and exhibitions.


(8) Improve the express delivery and logistics distribution system. Promote the development of smart logistics by encouraging regions with suitable conditions to steadily advance drone-based feeder transportation and last-mile delivery services. Accelerate the research and establishment of relevant standards for automated delivery vehicles, drones, and other related technologies. Strengthen the construction of intelligent pickup lockers and parcel cabinets as key delivery terminals, while providing support in areas such as R&D innovation, new product approvals, and pilot testing. Encourage localities to upgrade county-level e-commerce public service centers and intensify the digital transformation of rural and township-level distribution networks. Additionally, guide e-commerce platforms to enhance their integrated fulfillment systems and collaborate with physical stores to elevate the digitalization and intelligence of last-mile delivery operations.


(9) Enhance the convenience of payment services. Promote domestic payment promotion campaigns in key venues, and accelerate the interconnection between bank card clearing institutions and international payment platforms. Additionally, expedite the expansion of digital RMB acceptance networks and application scenarios, leveraging the currency's smart, digital service advantages as well as its accessibility features tailored for older adults, to further enhance the convenience of digital consumer payments. Guide banks, payment institutions, and clearing organizations to strengthen collaboration, fully consider the needs of groups such as seniors and foreign nationals visiting China, and properly arrange age-friendly and internationally-oriented services. This will enhance the user-friendliness and convenience of mobile payment across all stages, continuously improving the overall consumer payment experience.


(10) Strengthen the guarantee of factor inputs. Encourage the revitalization and efficient use of idle venues and outdated factory buildings, helping enterprises reduce land costs while因地制宜 (adapting to local conditions) to develop multifunctional platforms such as digital consumption experience centers and digital cultural-creative industrial parks. Encourage local areas to establish professional qualification standards for digital consumption talent, incorporating them into the local classification system for high-level professionals. Provide preferential treatment in policies related to household registration, talent recruitment, and family relocation. Expand the supply of public data in the digital consumption sector, strengthen the registration of public data resources, and standardize authorization and operation practices. Explore integrated development approaches that combine various data resources, such as public data and enterprise data, to create high-quality datasets and service offerings. Additionally, regulate, in accordance with the law, activities involving the collection and use of personal information within digital products and services, and guide enterprises in implementing robust data classification, tiered protection measures, and effective risk management strategies.


(11) Strengthen fiscal and financial support. Encourage government-backed financing guarantee institutions to provide credit enhancement support for small and micro enterprises in the digital consumption sector. Also, encourage financial institutions to strengthen collaboration with digital consumer companies and payment platforms, jointly developing financial products and services tailored to the unique characteristics of digital consumption. Support eligible digital consumption projects by facilitating financing through channels such as bond issuance and asset-securitization products, thereby promoting the digital transformation of business models and the innovative reshaping of consumer scenarios. Additionally, encourage regions with suitable conditions to reduce financing costs for digital consumer enterprises via measures like interest subsidies on loans and risk compensation programs.


V. Foster a Favorable Environment for Digital Consumption


(12) Launch consumer promotion activities. Following the overall plan of the "Buy in China" series of events, we will guide and organize integrated online-and-offline consumer-promotion activities such as the "National Online New Year Goods Festival," the "Dual-Brand Online Shopping Festival," the "International Consumption Season," the "Service Consumption Season," and the "Time-Honored Brands Carnival." Leveraging the advantages of e-commerce channels, we will also launch initiatives to encourage consumers to trade in old goods for new ones. Additionally, we will support high-quality foreign-trade products in entering e-commerce platforms and live-streaming channels, continuously expanding domestic sales channels. Furthermore, we will encourage regions with suitable conditions to introduce digital consumption vouchers, digital RMB-based consumption red envelopes, and other incentive measures. By harnessing big data and other advanced information technologies, along with the smart-contract capabilities of digital RMB for transparent management and intelligent fulfillment assurance, we will ensure robust oversight across the entire process.


(Thirteen) Promote international exchanges and cooperation. Encourage Chinese and foreign enterprises to engage in high-quality cooperation across fields such as e-commerce, mobile payments, digital education, and industrial digital transformation. Strengthen the building of mutually beneficial, win-win, and pragmatic cooperation mechanisms under the "Silk Road E-commerce" initiative, organize the "E-commerce Benefits the World" series of events, and develop collaborative models like "E-commerce Platforms for Lifestyle Services + Silk Road Industrial Clusters." Additionally, support high-quality overseas products and services in entering China's vast market through e-commerce, better meeting consumers' growing demand for premium, diversified offerings.


(14) Promote standardized and healthy development. Support enterprises and industry organizations in strengthening the development of standards for digital products and services, while establishing and improving systems for brand building and cultivation. Explore a smart regulatory model that integrates "big data + credit," encouraging e-commerce platforms to leverage big data for credit evaluation. Regulate the online market order, reinforce intellectual property protection, and bolster consumer rights safeguards, creating a secure and trustworthy consumption environment. Enhance safety production education and training, thereby boosting enterprises' capacity to manage and mitigate safety risks. Establish a robust monitoring and analysis system that accurately reflects the scale and structure of digital consumption, conduct in-depth analysis and research on consumer confidence in digital spending, and provide scientific evidence to optimize digital service offerings, mitigate market risks, and inform relevant policy-making. Additionally, strengthen efforts in collecting, analyzing, and forecasting digital consumption data.


All units must fully recognize the critical role of digital consumption in driving consumption upgrades, expanding effective investment, and fostering industrial innovation. Strengthen organizational leadership, enhance comprehensive coordination and policy support, and establish robust long-term promotion mechanisms to further unleash the vitality of market players. The Ministry of Commerce will work closely with relevant departments to strengthen overall coordination, effectively communicate policies, facilitate knowledge sharing, and promptly summarize, replicate, and promote innovative initiatives and best practices—collectively ensuring that these measures are implemented and yield tangible results.
