On the morning of March 26, the Shandong Province Game and Amusement Equipment "One Machine, One Code" Innovation Pilot Work Promotion Conference was held in Jinan. The conference aimed to further standardize and improve the content review of game and amusement equipment and the management level of game and amusement venues in Shandong Province, and to exchange and arrange the pilot work.
Relevant departments of Shandong Provincial Department of Culture and Tourism, Culture and Tourism Bureaus, Administrative Approval Service Bureaus, and Cultural Law Enforcement Departments of various cities (pilot areas), as well as responsible comrades from the Provincial Cultural Market Development Association attended the meeting.
Taking "licensing to serve the industry, innovation to empower management" as the theme of the pilot work, a comprehensive discussion and exchange were conducted on the "Shandong Province Game and Amusement One Machine, One Code Management System" and the pilot work's problem-solving, organizational structure, work content, implementation steps, and guarantee measures. The implementation results of the "One Machine, One Code" pilot in game and amusement venues were also observed on site.
The meeting pointed out that with the continuous deepening of the "streamline administration, delegate power, improve regulation, and optimize services" reform and the continuous optimization of the business environment, Shandong Province's game and amusement industry is gradually growing , and the market is booming and flourishing. At the same time, the number of game and amusement venues is increasing year by year, and a large number of scattered game and amusement equipment are emerging, , which also poses new and higher requirements for approval, management, and law enforcement at all levels. It is necessary to conduct in-depth research, continuously innovate management methods, and achieve full-chain management covering pre-event, in-event, and post-event stages.
Last year, the Shandong Provincial Department of Culture and Tourism further established and improved the content review and licensing procedures and standards for game and amusement equipment; developed the Shandong Province Game and Amusement Content Approval Application Auxiliary Service System and the Shandong Province Game and Amusement Equipment One Machine, One Code Management System; and expanded and improved the provincial expert database for game and amusement review.
On this basis, further carry out the deployment of the "One Machine, One Code" pilot work, starting from the information and digital integration guarantee of content review and licensing for game and amusement equipment, empowering the entire industry chain management, and providing basic, efficient, and convenient information assurance services. This is an exploration and attempt to optimize the market, promote development, and serve enterprises through industry management. The provincial, municipal, and county levels of the cultural tourism system, including licensing approval, market management, and law enforcement supervision, will cooperate and complement each other based on information sharing to achieve full-chain management, form a regulatory synergy, and have made active and beneficial explorations in promoting the industry through management.
