Recently, the State Council issued the "Action Plan for Promoting Large-Scale Equipment Renewal and Consumption of Used Goods for New Ones" (hereinafter referred to as the "Action Plan"). The "Action Plan" clearly proposes "promoting the upgrading of tourism equipment such as cable cars, amusement equipment, and performing arts equipment." The full text of the "Action Plan" is as follows:

Action Plan for Promoting Large-Scale Equipment Renewal and Consumption of Used Goods for New Ones

Promoting large-scale equipment renewal and the consumption of used goods for new ones is an important measure to accelerate the construction of a new development pattern and promote high-quality development. It will effectively promote investment and consumption, benefiting both the present and the future. In order to implement the decisions and deployments of the Central Committee of the Communist Party of China, the following action plan is formulated to promote a new round of large-scale equipment renewal and the consumption of used goods for new ones.

I. Overall Requirements

In promoting large-scale equipment renewal and the consumption of used goods for new ones, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment of the Central Economic Work Conference and the fourth meeting of the Central Financial and Economic Committee, coordinate the expansion of domestic demand and the deepening of supply-side structural reforms, implement four actions: equipment renewal, consumption of used goods for new ones, recycling and utilization, and standard improvement, vigorously promote the production and application of advanced equipment, promote the continuous improvement of the proportion of advanced production capacity, promote more high-quality and durable consumer goods to enter residents' lives, smooth the resource recycling chain, and significantly improve the quality and level of the national economic cycle.

——Adhere to market-oriented and government-guided approaches. Give full play to the decisive role of the market in allocating resources, combine the differentiated needs of various equipment and consumer goods updates and replacements, and rely on the market to provide diversified supply and services. Better play the role of the government, increase the policy support in finance, taxation, finance, and investment, play a combination of policies, guide businesses to appropriately reduce prices, and form a scale effect of updates and replacements.

——Adhere to encouraging advanced and eliminating backward technologies. Establish a long-term mechanism that combines incentives and constraints, accelerate the elimination of backward products and equipment, improve safety and reliability levels, and promote the high-end, intelligent, and green development of industries. Accelerate the construction of a unified national market and break down local protectionism.

——Adhere to standard-led and orderly improvement. Benchmarking against international advanced levels, combining with the actual development of the industry, accelerate the formulation and revision of standards in areas such as energy saving and emission reduction, environmental protection, safety, and recycling. Taking into account the affordability of enterprises and the acceptance of consumers, orderly promote the implementation of standards.

By 2027, the investment scale of equipment in industries such as industry, agriculture, construction, transportation, education, tourism, and medical care will increase by more than 25% compared to 2023; the energy efficiency of major energy-consuming equipment in key industries will basically reach the energy-saving level, and the proportion of production capacity with environmental performance reaching the A level will significantly increase. The popularization rate of digital R&D design tools and the CNC rate of key processes in large-scale industrial enterprises will exceed 90% and 75% respectively; the amount of scrapped vehicles recovered will increase by about one time compared to 2023, the transaction volume of used cars will increase by 45% compared to 2023, the amount of waste home appliances recovered will increase by 30% compared to 2023, and the proportion of recycled materials in resource supply will further increase.

II. Implementing Equipment Renewal Actions

(1) Promoting equipment renewal and transformation in key industries. Focusing on promoting new industrialization, taking energy saving and emission reduction, ultra-low emissions, safe production, digital transformation, and intelligent upgrading as important directions, focusing on key industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, power, machinery, aviation, shipbuilding, light textiles, and electronics, vigorously promoting the renewal and technological transformation of production equipment, energy-consuming equipment, and power transmission and distribution equipment. Accelerate the promotion of energy-consuming equipment that meets advanced and energy-saving levels, and implement energy-saving and emission-reduction transformations in different industries and fields. Promote the application of intelligent manufacturing equipment and software, accelerate the construction and popularization of the industrial Internet, and cultivate new models of digital economy empowerment. Strictly implement mandatory standards and equipment elimination catalogs for energy consumption, emissions, and safety, and eliminate substandard equipment in accordance with laws and regulations.

(2) Accelerating the equipment renewal in the construction and municipal infrastructure sectors. Focusing on building new urbanization, combining with the promotion of urban renewal and renovation of old residential areas, focusing on residential elevators, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline projects, and security, classified promotion of renewal and transformation. Accelerate the renewal of old residential elevators that do not meet current product standards and have high safety risks. Promote the upgrading and transformation of equipment in water plants and pressure-regulating and water storage facilities in various places. Orderly promote heating metering transformation and continuously promote the renewal and transformation of heating facilities and equipment. Focusing on exterior wall insulation, doors and windows, and heating devices, promote energy-saving transformation of existing buildings. Continue to implement the renewal and transformation of aging pipelines such as gas pipelines. Accelerate the improvement of shortcomings in urban sewage and garbage treatment facilities and equipment. Promote the construction of supporting Internet of Things intelligent sensing equipment for urban lifeline projects such as underground pipelines, bridges and tunnels, and manhole covers. Accelerate the transformation of security equipment such as video surveillance in key public areas and roads.

(3) Supporting the renewal of transportation equipment and old agricultural machinery. Continuously promote the electrification of urban buses, support the renewal and replacement of old new energy buses and power batteries. Accelerate the elimination of operating diesel trucks with National III and below emission standards. Strengthen the industrialization capacity of green aviation equipment such as electric and hydrogen energy. Accelerate the scrapping and renewal of old ships with high energy consumption and high emissions, vigorously support the development of new energy-powered ships, improve supporting infrastructure and standards for new energy-powered ships, and gradually expand the application range of electric, liquefied natural gas-powered, biodiesel-powered, and green methanol-powered new energy ships. Continue to implement the subsidy policy for scrapping and renewing agricultural machinery, combining with the needs of agricultural production and the stage of agricultural mechanization development, solidly promote the scrapping and renewal of old agricultural machinery, and accelerate the structural adjustment of agricultural machinery.

(4) Improving the level of equipment in education, tourism, and medical care. Promote qualified universities and vocational schools (including technical schools) to update and replace advanced teaching and scientific research equipment to improve the level of teaching and scientific research. Strictly implement the standards for the configuration of discipline teaching equipment, ensure the quality and quantity of teaching instruments and equipment, and update them in a timely manner. Promote the upgrading of tourism equipment such as cable cars, amusement equipment, and performing arts equipment. Strengthen the construction of a high-quality and efficient medical and health service system, promote the iterative upgrading of medical and health institution equipment and information facilities, and encourage qualified medical institutions to accelerate the renewal and transformation of medical equipment such as medical imaging, radiotherapy, telemedicine, and surgical robots. Promote the transformation and upgrading of hospital wards and make up for the shortcomings in ward environment and facilities.

III. Implementing Actions for the Consumption of Used Goods for New Ones

(5) Carrying out the consumption of used cars for new ones. Increase policy support, smooth out bottlenecks in circulation, and promote the tiered consumption and renewal consumption of automobiles. Organize and carry out national promotional activities for the consumption of used cars for new ones, encourage automobile manufacturers and sales companies to carry out promotional activities, and guide the industry to compete in an orderly manner. Strictly implement the regulations on mandatory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old cars that meet the mandatory scrapping standards in accordance with laws and regulations. Optimize automobile purchase restriction measures in a targeted manner, and promote the construction of an automobile life cycle management information interaction system.

(6) Implement a home appliance trade-in program. With improved convenience as the core, we will streamline the home appliance renewal consumption chain. Support home appliance sales companies in collaborating with manufacturers and recycling companies to carry out trade-in promotional activities, establish online and offline home appliance trade-in zones, and offer discounts to consumers who trade in old appliances for energy-efficient ones. Encourage localities with the capacity to provide subsidies for consumers purchasing green and smart home appliances. Accelerate the implementation of the home appliance after-sales service improvement action.

(7) Promote the renewal of home decoration products. Through government support and corporate concessions, support residents in carrying out old house renovations, kitchen and bathroom renovations, and continuously promote home aging-in-place modifications, actively cultivating new consumption such as smart homes. Promote home decoration model rooms into shopping malls, communities, and platforms, encourage companies to create online model rooms, provide affordable products and services, and meet diverse consumer needs.

IV. Implement Recycling and Utilization Actions

(8) Improve the recycling network for waste products and equipment. Accelerate the development of the "renewal + recycling" logistics system and new models, support durable consumer goods manufacturers and sales companies in building reverse logistics systems or cooperating with professional recycling companies for door-to-door collection of waste consumer goods. Further improve the recycling network for recyclable resources, and support the construction of a number of centralized sorting and processing centers. Optimize the layout of scrapped vehicle recycling and dismantling enterprises, and promote door-to-door pick-up service models. Improve the recycling channels for office equipment in public institutions. Support the development of online trading platforms for waste products and equipment.

(9) Support the circulation and transaction of second-hand goods. Continuously optimize the registration and management of second-hand vehicle transactions to facilitate transactions. Vigorously develop the export business of second-hand vehicles. Promote the standardization of second-hand electronic product transactions, and prevent the leakage and malicious restoration of user information. Promote second-hand goods trading platform enterprises to establish sound evaluation mechanisms for dealers and users within the platform, strengthen the sharing of credit records and information on illegal and untrustworthy behaviors. Support electronic product manufacturers in developing second-hand transactions, refurbishment, and repair businesses.

(10) Orderly promote remanufacturing and cascade utilization. Encourage the remanufacturing of qualified waste production equipment; the quality characteristics and safety and environmental protection performance of remanufactured products and equipment should be no lower than those of the original new products. Promote the application of non-destructive testing, additive manufacturing, and flexible processing technologies to improve remanufacturing processing levels. Deepen the promotion of remanufacturing of traditional equipment such as auto parts, engineering machinery, and machine tools, and explore the development of high-end equipment remanufacturing in emerging fields such as wind power, photovoltaics, and aviation. Accelerate the research and development of residual life assessment technologies for products and equipment such as wind power, photovoltaics, and power batteries, and orderly promote the cascade utilization of products, equipment, and key components.

(11) Promote high-level resource recycling. Promote the agglomeration and scale development of recycled resource processing and utilization enterprises, and guide the gradual withdrawal of inefficient production capacity. Improve supporting policies for the treatment of waste electrical and electronic products, and study expanding the coverage of the waste electrical and electronic product treatment system. Support the construction of a number of industrial clusters for the deep processing of recycled resources such as waste steel, waste non-ferrous metals, and waste plastics. Actively and orderly develop biomass liquid fuels mainly using waste oil and non-grain biomass as raw materials. Explore the construction of an information traceability system for the use of recycled materials such as recycled plastics and recycled metals that meets international standards. Continuously improve the utilization technology level of waste non-ferrous metals, and strengthen the research and development and application of rare and precious metal extraction technologies. Timely improve import standards and policies for retired power batteries and recycled materials.

V. Implement Standard Improvement Actions

(12) Accelerate the improvement of energy consumption, emission, and technical standards. Benchmarking against international advanced levels, accelerate the formulation and revision of a number of national standards for energy consumption limits and product and equipment energy efficiency, dynamically update the advanced level, energy-saving level, and access level of key energy-consuming products and equipment, and accelerate the improvement of energy-saving indicators and market access thresholds. Accelerate the upgrading of relevant limit standards for passenger car and heavy commercial vehicle energy consumption. Accelerate the improvement of emission standards for key industries, and optimize and improve the control level of air and water pollutants. Revise and improve the clean production evaluation index system, and formulate and revise carbon emission accounting standards for key industries. Improve standards for wind turbines, photovoltaic equipment, and product upgrades and retirement.

(13) Strengthen product technology standard improvement. Focusing on automobiles, home appliances, home products, consumer electronics, civilian drones and other bulk consumer goods, accelerate the upgrading of safety, health, performance, environmental protection, and testing standards. Accelerate the improvement of the quality and safety standard system for home appliances, and vigorously popularize the safe service life and energy-saving knowledge of home appliances. Accelerate the upgrading of consumer product quality standards, formulate a consumer product quality safety supervision catalog, and strictly supervise quality and safety. Improve the carbon label and other standard systems, and give full play to the leading role of standards, green certification, and high-end certification.

(14) Strengthen the supply of resource recycling standards. Improve green design standards for materials and components that are easy to recycle, disassemble, regenerate, and remanufacture. Formulate and revise recycling standards for waste electrical and electronic products and other recycled resources. Issue national standards for information clearing methods in the second-hand transactions of mobile phones, tablet computers, and other electronic products, guide second-hand electronic product dealers to establish information security management systems and information technology service management systems, and study and formulate graded standards for the usability of second-hand electronic products.

(15) Strengthen the alignment of domestic and international standards in key areas. Establish and improve the mechanism for tracking and converting international standards, conduct comparative analysis of China's standards and relevant international standards, convert a number of advanced and applicable international standards, and continuously improve the international standard conversion rate. Support domestic institutions in actively participating in the formulation and revision of international standards, and support the "going out" of key industry standards such as new energy vehicles. Strengthen domestic and international alignment in quality standards, inspection and quarantine, and certification and accreditation.

VI. Strengthen Policy Support

(16) Increase fiscal policy support. Include eligible equipment upgrades and recycling projects in the scope of support from central budgetary investment and other funds. Adhere to the joint support of central and local governments for consumer goods trade-ins, support eligible vehicle trade-ins through energy-saving and emission reduction subsidies arranged by the central government; encourage localities with the capacity to coordinate the use of funds related to the modern commercial circulation system arranged by the central government to support the trade-in of durable consumer goods such as home appliances. Continue to implement the subsidy for the renewal of old operating vehicles and vessels, and support the renewal of old vessels, diesel trucks, etc. Encourage localities with the capacity to coordinate the use of urban transportation development reward funds arranged by the central government to support the renewal of new energy buses and batteries. Make good use of the agricultural machinery scrapping and renewal subsidy policy. The central government will establish a special fund to support the recycling and treatment of waste electrical and electronic products. Further improve government green procurement policies and increase the procurement of green products. Uphold financial discipline, strengthen the full-process, full-chain, and all-round supervision of fiscal funds, and improve the effectiveness and accuracy of the use of fiscal funds.

(17) Improve tax support policies. Increase tax incentives for energy-saving and water-saving, environmental protection, and safety production special equipment, and include digital and intelligent transformation within the scope of incentives. Promote the practice of resource recycling companies issuing "reverse invoices" to individuals who sell scrapped products. In conjunction with the simplified value-added tax collection policy for recycled resource recycling enterprises, study and improve supporting measures for income tax collection and administration, and optimize tax collection and administration standards and methods.

(18) Optimize financial support. Use re-loan policy tools to guide financial institutions to strengthen their support for equipment upgrades and technological transformation; the central government will provide certain interest subsidies to bank loans that meet the conditions for re-loan reimbursement. Give full play to the role of the mechanism for expanding the issuance of medium- and long-term loans in the manufacturing industry. Guide banking institutions to reasonably increase green credit and strengthen financial support for the production, service, and consumption of green and smart home appliances. Encourage banking institutions, under the premise of compliance with laws and regulations and controllable risks, to appropriately reduce the down payment ratio for passenger car loans and reasonably determine the loan term and credit amount for car loans.

(19) Strengthen Factor Support. Strengthen the support of land, energy, and other factors for enterprise technological transformation projects. For technological transformation projects that do not increase land use and mainly focus on equipment upgrades, simplify the pre-approval procedures. Coordinate the construction of regional classified collection, transfer and storage of domestic waste, and recycling facilities for renewable resources, incorporating them into the scope of public infrastructure land use to ensure reasonable land use needs.

(20) Strengthen Innovation Support. Focusing on the problems of industrial foundation and major technical equipment that have long plagued the transformation and upgrading of traditional industries, actively carry out scientific and technological research on major technical equipment. Improve mechanisms such as "leading the charge," "horse racing," and innovative product iteration, strengthen the support of pilot manufacturing capabilities, and accelerate the industrial application of innovative achievements.

All regions and departments should, under the centralized and unified leadership of the Party Central Committee, improve work mechanisms, strengthen coordination, improve policy interpretation, and create a good social atmosphere to promote large-scale equipment upgrades and the replacement of old consumer goods with new ones. The National Development and Reform Commission should, together with relevant departments, establish a working team to strengthen coordination and cooperation, and strengthen central-local coordination. All relevant departments should formulate specific plans and supporting policies according to their respective responsibilities, implement departmental responsibilities, strengthen tracking and analysis, and promote the implementation of various tasks. Important matters should be reported promptly according to procedures.
