Announcement from the State Administration for Market Regulation on the National Special Equipment Safety Status in 2023

Recently, the State Administration for Market Regulation issued an announcement on the national special equipment safety situation in 2023. The full text is as follows:





In accordance with the provisions of the "Special Equipment Safety Law of the People's Republic of China" and the "Regulations on the Safety Supervision of Special Equipment", the announcement on the national special equipment safety situation in 2023 is hereby issued.

I. Basic Situation of Special Equipment

(1) Registration Status of Special Equipment

By the end of 2023 (the same below), the total number of special equipment nationwide reached 21.2891 million units. Among them: 319,600 boilers, 5.3392 million pressure vessels, 10.6298 million elevators, 2.9217 million lifting machinery, 1,135 passenger ropeways, 25,200 large amusement facilities (sets), and 2.0525 million on-site special motor vehicles. In addition: 288 million gas cylinders, 991,300 kilometers of pressure pipelines (registered). (See Figure 1)

(2) Situation of Special Equipment Production and Filling Units and Operators

By the end of 2023, there were a total of 76,366 special equipment production (including design, manufacturing, installation, transformation, and repair) and filling units nationwide, holding 77,885 licenses, including: 2,275 design licenses, 16,375 manufacturing licenses, 32,062 installation, transformation and repair licenses, and 27,173 mobile pressure vessel and gas cylinder filling licenses. (See Figure 2)

(3) Situation of Special Equipment Safety Supervision and Inspection and Testing Institutions

By the end of 2023, a total of 3,289 special equipment safety supervision institutions had been established by market supervision departments at and above the county level, including 1 national-level institution, 33 provincial-level institutions, 477 municipal-level institutions, 2,689 county-level institutions, and 89 district and county branch institutions. There were a total of 126,994 special equipment safety supervision personnel nationwide.

By the end of 2023, there were a total of 5,255 special equipment inspection and testing institutions nationwide, holding 5,438 certificates. Among them, there were 635 comprehensive special equipment inspection institutions, 46 type test institutions, 897 non-destructive testing institutions, 2,172 gas cylinder inspection institutions, 1,226 safety valve calibration institutions, 370 lifting machinery inspection institutions for construction sites of buildings and municipal engineering, and 92 elevator inspection institutions. Comprehensive special equipment inspection institutions include 248 inspection institutions within the market supervision system, 385 social inspection institutions and enterprise self-inspection institutions, and 2 technical inspection institutions.

II. Safety Status of Special Equipment

(1) Overall Accident Situation

In 2023, a total of 71 special equipment accidents and related accidents occurred nationwide, resulting in 69 deaths. Compared with 2022, the number of accidents decreased by 37, a decrease of 34.26%, and the number of deaths decreased by 32, a decrease of 31.68%. No major accidents occurred throughout the year, and the overall safety situation of special equipment was stable. However, indirect accidents involving special equipment showed a high incidence. In 2023, 19 indirect accidents involving special equipment occurred, resulting in 59 deaths.

(2) Accident Characteristics

By equipment category, there were 3 boiler accidents, resulting in 6 deaths; 1 pressure vessel accident, resulting in 2 deaths; 2 gas cylinder accidents, resulting in 1 death; no pressure pipeline accidents; 14 elevator accidents, resulting in 13 deaths; 20 lifting machinery accidents, resulting in 19 deaths; 29 on-site special motor vehicle accidents, resulting in 28 deaths; 1 passenger ropeway accident, and 1 large amusement facility accident, neither of which resulted in any deaths. (See Figures 3 and 4) Among them, on-site special motor vehicles, lifting machinery, and elevator accidents accounted for a large proportion, accounting for 88.73% of the total number of accidents and 86.96% of the total number of deaths.

By occurrence stage, 60 accidents occurred during the use stage, accounting for 84.51%; 9 accidents occurred during the maintenance stage, accounting for 12.68%; 1 accident occurred during the installation and commissioning stage, accounting for 1.41%; and 1 accident occurred during the transportation stage, accounting for 1.41%. (See Figure 5)

By damage form, the main characteristics of accidents involving pressure equipment (boilers, pressure vessels, gas cylinders, pressure pipelines) are explosions, leaks, and fires; the main characteristics of accidents involving electromechanical equipment (lifting machinery, elevators, large amusement facilities, on-site special motor vehicles, passenger ropeways) are falls, collisions, squeezes, and entrapment (detention).

By occurrence time, the number of special equipment accidents was highest in the third quarter and lowest in the first quarter. The main reason is that the third quarter is the summer vacation period, and people's safety awareness is slack, and there are loopholes and blind spots in online monitoring, hidden danger investigation, and safety management, which increases the risk of accidents and makes accidents relatively frequent; the number of special equipment accidents is the least in the first quarter, mainly because the Spring Festival holiday in the first quarter, coupled with the impact of epidemic prevention and control, some equipment is in a state of shutdown. (See Figure 6)

(3) Main Causes of Accidents

By the end of 2023, a total of 45 special equipment accidents had been closed. According to the analysis of the closed case materials, the main causes of accidents are divided into two categories: First, accidents caused by improper use and management, accounting for about 84.44%. Illegal operations are still the main cause of accidents, specifically manifested as operators' illegal operations, improper operations, or even unlicensed operations, lack of maintenance, and poor management. Second, accidents caused by equipment defects and inadequate maintenance, resulting in the failure of safety components and the malfunction of protective devices, accounting for about 15.56%. III. Special Equipment Safety Supervision Work in 2023

In 2023, the entire system earnestly implemented the decisions and deployments of the Party Central Committee and the State Council and the work requirements of the Party group of the General Administration, deeply grasped the overall work approach of "emphasizing politics, strengthening supervision, promoting development, and ensuring safety", made every effort to safeguard the safety bottom line of special equipment, and continuously created a good safety environment for high-quality development.

(I) Upholding the Bottom Line: Strengthening Special Equipment Safety Supervision

First, in-depth special rectification campaigns were carried out. In accordance with the unified deployment of the State Council's Safety Committee, special rectification campaigns were organized within the market regulation system, including urban gas safety, small boilers, high-pressure gas cylinders, pressure pipelines, passenger aerial ropeways, and chemical industry transfer-related special equipment. Actions were also taken for elevator safety, and a "100-day intensive campaign" for special equipment safety hazard investigation and rectification in chemical enterprises. The system issued 161,000 safety inspection instructions, ordered 221 companies to suspend production and business, seized and impounded more than 20,000 pieces of equipment, filed more than 30,000 cases, the General Administration held talks with two companies, and issued 8 suggestions and 16 reminders. Second, special equipment service support for major events was completed. Beijing, Shanghai, Zhejiang, Sichuan, and other places successfully completed the special equipment service support tasks for major conferences and events such as the National People's Congress and the Chinese People's Political Consultative Conference, the China International Fair for Trade in Services, the China International Import Expo, the Asian Games, and the Universiade. Third, emergencies were properly handled. Participation in the investigation of the "6.21" major gas explosion accident in Yinchuan, Ningxia, and emergency response and accident investigation for incidents such as the "1.24" passenger ropeway entrapment accident in Pengzhou, Sichuan, the "10.18" elevator fall accident in Mile, Yunnan, the "10.27" roller coaster collision accident in Shenzhen Happy Valley, and the "12.09" boiler explosion accident in Yili, Xinjiang.

(II) Issuing Two Regulations: Solidifying Enterprise's Main Responsibility

Two departmental regulations were issued on the supervision and management of special equipment production and use units in implementing their main responsibilities. The "Special Equipment Enterprise Main Responsibility Promotion Year" activity was deployed, strengthening publicity and training, developing training materials and assessment guidelines for safety supervisors and safety officers, improving relevant supporting documents for the "daily control, weekly inspection, and monthly scheduling" system, regularly issuing work briefings (37 in total), and promoting the deployment of 4,311,000 safety supervisors and safety officers.

(III) Promoting Three Types of Supervision: Improving the Efficiency of Special Equipment Supervision

First, promoting legal supervision. Cooperating with the National People's Congress Standing Committee to complete the law enforcement inspection of the "People's Republic of China Special Equipment Safety Law." Promoting the revision of the "Special Equipment Safety Supervision Regulations" and completing the draft for submission. Issuing the "Rules for Elevator Supervision Inspection and Periodic Inspection," "Rules for Elevator Self-Inspection," "Safety Technical Regulations for Lifting Machinery," and "Safety Technical Regulations for Large-scale Amusement Facilities," and revising and formulating multiple safety technical specifications such as the "Licensing Rules for Special Equipment Production and Filling Units." Establishing a special equipment standard coordination mechanism, carrying out international standardization work in the field of special equipment, and promoting the formulation and revision of national standards for special equipment. Second, promoting intelligent supervision. Accelerating the construction of a gas cylinder quality and safety traceability system. All 46 liquefied petroleum gas cylinder manufacturing units nationwide have established manufacturing information traceability platforms. 10,982 liquefied petroleum gas cylinder filling units nationwide have established filling information platforms, accounting for 99.82%. Establishing a national pressure pipeline inspection information management system, the inspection coverage rate of long-distance pipelines and gas pressure pipelines has increased to 99.13% and 90.11%, respectively. Third, strengthening credit supervision. Strengthening credit supervision of special equipment production units and inspection and testing institutions, completing the information labeling of 65,000 special equipment production units and inspection and testing institutions, and labeling 56,000 pieces of relevant credit supervision information. Establishing a classified supervision mechanism for special equipment, implementing differentiated supervision and post-licensing spot checks according to the credit risk status of enterprises, and implementing self-declaration commitment exemption review for re-certification for enterprises with good credit records.

(IV) Promoting the Quality Improvement of the Special Equipment Industry and Strengthening Cultural Construction in the Field of Special Equipment

First, promoting the green and low-carbon development of boilers. Focusing on the goals of "carbon peaking and carbon neutrality," jointly issuing the "Action Plan for Green, Low-Carbon, and High-Quality Development of Boilers" with five ministries and commissions, including the National Development and Reform Commission. Accelerating the implementation of the Global Environment Facility (GEF) project, focusing on personnel training and energy-saving demonstration project construction, carrying out more than 90 boiler and heat exchanger testing and evaluation activities, selecting 9 energy-saving technologies and products to establish demonstration points, effectively promoting China's green and low-carbon boiler work. Second, promoting quality improvement. Implementing the "Outline for Building a Quality Power," guiding the continuous improvement of quality in the lifting machinery industrial clusters in Changyuan, Henan, and Yangliu, Shandong. Third, strengthening cultural construction and on-the-job training in the field of special equipment. During the 2023 "Safety Production Month," holding the launch ceremony of the "Special Equipment Safety Publicity Week," with special reports on CCTV News; holding the New Era China Special Equipment Development Art Exhibition, with reports from 10 central media outlets including the People's Daily; jointly holding the "National Special Equipment Safety Legal Publicity Knowledge Competition" with the Ministry of Justice; and jointly holding a symposium on the tenth anniversary of the promulgation of special equipment laws with the National People's Congress Finance and Economics Committee, achieving a good social response. Supporting the third "Forklift Safety Day" and forklift vocational skills competition, effectively promoting the improvement of forklift safety levels.
