Recently, the National Development and Reform Commission, the Ministry of Culture and Tourism, and 6 other ministries and commissions issued a notice on the "Implementation Plan for Promoting Equipment Upgrades in the Culture and Tourism Sector," which clearly sets out key tasks such as "Implementing Actions to Upgrade Amusement Facilities." In order to implement the Party Central Committee's decisions and deployments on promoting large-scale equipment upgrades and the replacement of old consumer goods with new ones, and in accordance with the "Action Plan for Promoting Large-Scale Equipment Upgrades and the Replacement of Old Consumer Goods with New Ones" (Guo Fa [2024] No. 7) issued by the State Council, we have formulated the "Implementation Plan for Promoting Equipment Upgrades in the Culture and Tourism Sector." This is now issued to you for your earnest implementation.

Implementation Plan for Promoting Equipment Upgrades in the Culture and Tourism Sector

To promote equipment upgrades in the culture and tourism sector, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, act in accordance with the deployments of the Central Economic Work Conference and the Fourth Meeting of the Central Committee for Financial and Economic Affairs, coordinate the expansion of domestic demand and the deepening of supply-side structural reforms, promote high-quality development in culture and tourism, and provide strong support for the development of new productive forces.

I. Overall Requirements

Adhere to the coordinated development of undertakings and industries. For the industrial sector, it mainly relies on the market to provide diversified supply; for the public service sector, increase policy and financial support. Simultaneously improve equipment levels and service levels, coordinating equipment upgrades with the improvement of systems and mechanisms and the input of supporting resources, so that the people can truly feel the results of equipment upgrades. Adhere to doing what we can and doing what we are capable of, prioritizing the replacement of dilapidated equipment, preventing debt risks, and ensuring sustainable application. By 2027, we strive to guide and promote the upgrading of a batch of facilities and equipment in the national culture and tourism sector, maintain the continued and stable growth of related investment, comprehensively improve service quality, and promote high-quality development in culture and tourism.

II. Key Tasks

(1) Implement Actions to Upgrade Sightseeing Facilities.

1. Upgrade passenger transport equipment. Promote the upgrading of ropeways, cable cars, elevators, and other transport equipment in key tourist attractions, national-level tourist resorts, and public cultural venues, eliminating outdated equipment with insufficient carrying capacity, high maintenance frequency, and excessively long service life, and improving tourist reception capacity and service levels.

2. Upgrade tourist sightseeing equipment. Promote the upgrading of land, water, and air tourist sightseeing equipment in key tourist attractions, updating a batch of advanced equipment with high technology, high efficiency, high reliability, and low energy consumption, including non-road tourist sightseeing vehicles, RV self-driving camp facilities, snow and ice tourism equipment, sightseeing cruise ships, tourist sightseeing boats, speedboats, and low-altitude aircraft.

(2) Implement Actions to Upgrade Amusement Facilities.

3. Upgrade amusement facilities. Promote the updating of a batch of highly reliable advanced amusement equipment in amusement parks, urban parks, and other venues, improving the safe operation level of facilities. Promote the upgrading of game and amusement equipment, promoting the use of equipment with high technological content, high energy efficiency levels, and a good immersive experience, to better meet the cultural and entertainment needs of consumers.

(3) Implement Actions to Upgrade Performing Arts Equipment.

4. Upgrade performing arts equipment. Promote the upgrading of stage lighting, sound, display, mechanical, and special effects equipment and corresponding control system equipment in venues for performing arts and tourism performances, encouraging relevant performing arts units to update a batch of equipment with high safety, excellent stage effects, strong stability, and high energy efficiency levels, to better meet the needs of stage content creation and display and audience viewing needs.

(4) Implement Actions to Upgrade Smart Cultural Tourism.

5. Upgrade intelligent management and service equipment. Promote the updating of smart service equipment such as signage, exhibition display, query and reading dissemination, and tourist and reader services, as well as smart management equipment such as access control gates, emergency broadcasts, and patrol monitoring, in key tourist attractions and public cultural venues, improving the level of intelligent services.

6. Upgrade immersive experience equipment. Promote high-quality cultural and tourism enterprises and institutions to update digital projection equipment, intelligent cultural equipment, and entertainment-use intelligent unmanned aerial vehicles, creating new immersive, intelligent products, content, and scenarios, cultivating new business formats, and promoting the transformation and upgrading of traditional business formats.

(5) Implement Actions to Improve the Ability to Protect and Utilize Cultural Relics.

7. Accelerate the replacement of outdated equipment in museums. Promote museums to accelerate the elimination of backward, inefficient, and overdue equipment, and upgrade packaging facilities such as acid-free paper bags and boxes for precious cultural relics, high-density storage cabinets for cultural relics, and constant temperature and low-reflection glass display cabinets. Promote the upgrading and transformation of central air conditioning and constant temperature and humidity equipment, and promote the application of energy-efficient equipment with energy efficiency level 2 or higher.

8. Upgrade equipment for cultural relic investigation, research, and display. Promote national archaeological site parks, key research bases and joint work stations, key archaeological institutions, and important grotto temple protection institutions to upgrade exhibition display facilities and equipment, large-scale laboratory equipment, archaeological cabins, and on-site platforms. Construct an immovable cultural relic protection experimental platform and update and equip it with large-displacement actuators and accelerated aging devices. Promote the configuration and updating of equipment in national key regional archaeological specimen warehouses.

(6) Implement Actions to Promote High-Tech Development in the Film Industry.

9. Promote the improvement and upgrading of film production levels. Promote the upgrading and transformation of hardware facilities in key film bases (parks), and explore the formulation of standardized production technologies and processes for high-tech format films. Encourage film production-related enterprises and equipment leasing companies to upgrade photographic equipment, lighting equipment, storage devices, and other equipment that meet the requirements of high-tech formats.

10. Enhance the overall level of film production. Encourage the use of new technologies and equipment such as artificial intelligence, virtual shooting, and virtual pre-visualization in film visual effects and post-production. Promote the upgrading and transformation of film post-production equipment systems to achieve high-tech and standardization. Promote the establishment and upgrading of cloud production platforms and cloud data centers to strengthen the industry's common production technology and computing power base.

11. Promote independent innovation in film projection technology. Promote the new generation of cinema equipment systems, implement a large-scale update plan for cinema LED screen projection systems, strengthen independent intellectual property cinema equipment brands, reshape the film projection business model, and provide audiences with more comfortable, convenient, and rich film consumption services. Encourage the upgrading and replacement of public projection equipment in rural areas, schools, and communities to improve the quality of public film services.

(7) Implement an action to update and upgrade high-definition and ultra-high-definition equipment.

12. Enhance the production, broadcasting, and transmission coverage capabilities of ultra-high-definition channels. Promote the establishment of 4K ultra-high-definition channels in some provinces and sub-provincial cities with conditions and strive for nationwide coverage. Construct 4K ultra-high-definition acquisition and shooting systems, post-production systems, media asset systems, broadcasting systems, and transmission and distribution systems to quickly form a large-scale service supply effect for ultra-high-definition channels, driving the optimization and upgrading of the entire ultra-high-definition industry chain, including content production, equipment manufacturing, network transmission coverage, and terminal presentation, and promoting the application and promotion of related equipment. Encourage the acceleration of the promotion and popularization of high-definition and ultra-high-definition televisions and set-top boxes and intelligent updates and iterations.

13. Accelerate the upgrading of content production, broadcasting, transmission, and transmission equipment. Accelerate the elimination of outdated and obsolete equipment and facilities that have exceeded their service life, properly resolve the risks of safe broadcasting, and improve the ability to ensure safe broadcasting. Encourage television stations, radio and television production, broadcasting, and transmission institutions, and online audio-visual platforms to accelerate the updating and upgrading of production, broadcasting, transmission, and transmission equipment and facilities and system upgrades and transformations to improve the supply of high-quality audio-visual content and transmission coverage capabilities.

(8) Implement an action to protect historically significant cities and districts.

14. Update and upgrade protection, management, and monitoring equipment. Relying on historically significant cities, towns, villages, districts, and historical buildings, promote the updating and transformation of public service and infrastructure equipment such as fire protection and display. Strengthen the application of energy-saving technologies, improve the configuration of ultra-low-energy-consumption equipment, and achieve green operation and maintenance of the protection and utilization of historical buildings. Update the deployment and application of related sensing equipment such as video surveillance, drones, and Internet of Things perception, strengthen the application and promotion of new technologies such as big data and artificial intelligence, and improve intelligent management and maintenance levels. Promote the updating and improvement of non-destructive testing equipment such as ultrasonic detectors, stress wave detectors, and infrared thermal imagers to improve the safety monitoring and management level of historical buildings.

III. Supporting Measures

(1) Leverage financial resources. Local governments should coordinate multi-channel funding and provide active support. Encourage cultural and tourism enterprises and institutions to actively use their own funds for equipment upgrades to improve service quality. Include eligible key projects in the scope of support from ultra-long-term special government bonds. Guide policy-based and commercial financial institutions to strengthen their support for equipment upgrades in the cultural and tourism sector.

(2) Strengthen standard guidance. Focusing on key areas such as culture and tourism, film and television, and exhibitions, formulate and revise a number of relevant national and industry standards in conjunction with industry practices, coordinate with standards such as energy saving and emission reduction, environmental protection, safety, and recycling, and guide relevant enterprises and institutions to implement equipment upgrades based on a scientific and sound standard system. Properly handle the recycling and utilization of waste equipment to avoid waste.

(3) Strengthen factor support. Strengthen the support of factor resources such as land and energy use, talent teams, and technical support for relevant projects. For projects that do not increase land use and mainly focus on equipment upgrades, appropriately simplify the pre-approval procedures and optimize the approval process.

(4) Improve the implementation mechanism. Relevant departments in various places should strengthen organization and coordination, conduct policy interpretation, establish a database of key projects, and jointly promote the implementation of equipment upgrade tasks in the cultural and tourism sector in their respective regions.
