Inflatable castles, inflatable slides and other facilities are popular amusement facilities for children. In recent years, there have been frequent incidents of such facilities tipping over and leaking air, highlighting safety concerns. Recently, the State Administration for Market Regulation (National Standards Commission) issued the mandatory national standard "Safety Regulations for Inflatable Amusement Facilities", which has been implemented since July 1, 2024. What is the current situation of inflatable amusement facilities on the market? What are the views of merchants and parents on the new standard?

Mandatory Standard Inflatable castles must have at least 6 fixed points

It is understood that the new standard, based on the original recommended standard, has comprehensively improved the safety requirements for inflatable amusement facilities and implemented them mandatorily.

In response to the problem of inflatable amusement facilities being prone to tipping over, the new standard proposes for the first time that inflatable amusement facilities must use fixed foundations or ballast devices fixed to their bodies when operating outdoors, and be equipped with anemometers. Outdoor inflatable amusement facilities should have at least 6 fixed points, evenly distributed around the inflatable amusement facilities, and each fixed point and its fixing or ballasting device components (such as fixed piles, ballast, fixing ropes, webbing, metal accessories, etc.) should be able to withstand a tensile force of no less than 1600N.

The new standard requires that inflatable amusement facilities should have an internal air pressure monitoring device, which can issue timely alarms in case of accidental air leakage. The inflatable blower should have an automatic alarm function for unexpected shutdown to prevent insufficient air supply leading to deformation and collapse of the facilities. In addition, it also requires that non-continuously inflated amusement facilities should have at least one safety pressure relief valve to prevent overpressure from causing danger.

The new standard puts forward comprehensive requirements for daily inspection and maintenance, detailing 14 items including air leakage inspection, fixing and ballasting system inspection, inflatable blower inspection, and wear and tear inspection of flexible fabrics. Specific requirements for operating procedures and precautions, such as weather influence, personnel allocation, and inflatable blower settings, are proposed, further strengthening the safety responsibilities of users and operators.

In addition, the new standard includes emerging water-involved inflatable amusement facilities and non-continuously inflated amusement facilities within the scope of application.

Parents say Mandatory standards will make children's play safer

Ms. Cai, a Nanning resident, has a 6-year-old son who often asks to play in inflatable castles. Ms. Cai said that she had seen news reports of accidents involving inflatable castles elsewhere, so every time she took her son to play in an inflatable castle, she would keep a close eye on which corner he was in and whether it was safe. "After the implementation of the new standard, the safety measures required for manufacturers and operators have been improved, and it is a national mandatory standard, so children's play will be safer in the future, and parents will be more at ease." Ms. Cai said.

It is understood that the market supervision department formulated and issued a recommended national standard as early as 2018, putting forward clear requirements for the anchoring and ballasting system of inflatable castles. However, as it was a recommended national standard, not a mandatory standard, it did not have much binding force. The standard is about to be comprehensively upgraded. Recently, the State Administration for Market Regulation (National Standards Commission) issued the mandatory national standard "Safety Regulations for Inflatable Amusement Facilities", which has been implemented since July 1, 2024.

Some relevant personnel said that manufacturers must unconditionally comply with the mandatory new standard, which plays an important role in supporting the safe operation of inflatable amusement facilities and protecting the personal safety of children. The release of the "Safety Regulations for Inflatable Amusement Facilities" is also hoped to ensure that children can play more safely, and requires operators of inflatable castles to strictly follow the standard. At the same time, the relevant management departments should also supervise and manage effectively.
