Notice from the State Administration for Market Regulation on Accelerating the Promotion of Special Equipment Upgrades

Market supervision bureaus (departments, commissions) of provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:
In order to implement the "Notice of the State Council on Issuing the Action Plan for Promoting Large-Scale Equipment Renewal and the Trade-in of Old for New Consumer Goods" (Guofa [2024] No. 7) and to accelerate the promotion of special equipment renewal, the following matters are hereby notified.
I. Work Objectives
Taking the promotion of large-scale equipment renewal as an opportunity, accelerate the elimination of backward equipment with poor safety performance and high accident risks, promote equipment renewal, quality improvement, and technological upgrading, continuously improve the safety, energy efficiency, and environmental protection levels of special equipment, concentrate on solving a number of special equipment safety issues concerning the masses, effectively prevent and reduce accidents, and enhance the sense of gain, happiness, and security of the people.
II. Key Tasks
(I) Promoting boiler renewal. Strictly implement the "Guiding Catalog for Industrial Structure Adjustment (2024 Edition)". Under the unified deployment of local governments, for boilers listed for elimination, such as oil-fired boilers mainly used for power generation, fixed grate coal-fired boilers, coal-fired boilers of 10 steam tons per hour or less, biomass boilers of 2 steam tons per hour or less, and coal-fired boilers of 35 steam tons per hour or less in key areas for air pollution control, promptly cancel their registration certificates. For boilers listed as restricted, such as coal-fired boilers that do not meet ultra-low emission requirements, fixed grate biomass boilers of 35 steam tons per hour or less, coal-fired boilers of 35 steam tons per hour or less in urban built-up areas at the county level and above (coal-fired boilers of 10 steam tons per hour or less in other areas), support the use units in carrying out renewal and transformation, and encourage the use of various heat pump units for replacement. For coal-fired boilers and heat exchangers that have exceeded their service life, encourage using units to carry out renewal and transformation; for those that cannot be immediately renewed and transformed, urge the using units to conduct safety assessments in accordance with the requirements of safety technical specifications. For industrial boilers whose operating efficiency is lower than the energy efficiency limit values of the "Technical Regulations for Energy Efficiency and Environmental Protection of Boilers" (TSG 91-2021) and energy efficiency level 2 of the "Energy Efficiency Limit Values and Energy Efficiency Grades for Industrial Boilers" (GB 24500-2020), support the use units in carrying out renewal and transformation, and comprehensively improve safety, energy efficiency, and environmental protection levels.
(II) Promoting the renewal of pressure vessels, pressure pipelines, and gas cylinders. In accordance with the work plan for the elimination and renewal and transformation of old chemical devices and the catalogs of prohibited, eliminated, and restricted devices and equipment issued by relevant departments, legally eliminate a batch of pressure vessels and pressure pipelines that do not meet the requirements of industrial policies and safety standards, and orderly withdraw and transform a batch of pressure vessels and pressure pipelines with high safety risks. Cooperate with gas management departments to promote the standardized renewal and construction of liquefied petroleum gas filling stations, renew and transform pressure vessels and pressure pipelines in filling stations with relatively high safety risks, and focus on renewing 50-kilogram gas-liquid two-phase liquefied petroleum gas cylinders that do not meet the standards of "Liquefied Petroleum Gas Cylinders" (GB 5842-2023); encourage the renewal of liquefied petroleum gas cylinders not included in the specification range of "Liquefied Petroleum Gas Cylinders" (GB 5842-2023).
(III) Promoting the renewal of old elevators and the installation of elevators in existing residential buildings. Support the renewal and transformation of elevators manufactured in accordance with the "Safety Code for the Manufacture and Installation of Elevators" (GB 7588-2003), the "Safety Code for the Manufacture and Installation of Escalators and Moving Walks" (GB 16899-1997), and earlier standards into elevators that meet current regulations and standards. Encourage the renewal or technological upgrading of old residential elevators or their components in accordance with standards such as the "Specification for Improving the Safety of Elevators in Use" (GB/T 24804-2023) and the "Technical Conditions for Scrapping Main Components of Elevators" (GB/T 31821-2015). Support the installation of elevators in existing residential buildings, encourage the introduction of new professional elevator use and management models in the residential field, and explore and cultivate elevator use management operators that provide all-inclusive services including elevator use management, maintenance, and self-inspection, to solve the short-term game dilemma in the market for elevator use management and maintenance.
(IV) Promoting the renewal of old passenger ropeways. Legally eliminate rope grips and clamp grips that have been in use for 15 years. Support the renewal of chairlift ropeways in scenic areas to gondola ropeways. Support passenger ropeways with a cumulative operating time of 40,000 hours or more than 15 years of use in accordance with relevant standards such as the "Technical Requirements for Major Repairs of Passenger Ropeways" (GB/T 34368-2017) to conduct disassembly inspections of important components such as drive detour devices, rope wheels, reducers, and carrying tools, and promote overhaul or replacement work. Encourage passenger ropeways with longer service lives to carry out equipment renewal and technological upgrades to improve ropeway capacity, safety performance, and riding comfort. Encourage key technological breakthroughs and industrial equipment development in passenger ropeways to further improve the level of ropeway equipment manufacturing and enhance equipment safety and reliability.
(V) Promoting the renewal of large amusement facilities. Legally eliminate large amusement facilities or their main load-bearing components that have reached their design service life and have no continued use value. Urge the acceleration of rectification of cliff swings, zip lines, and other equipment that do not meet current safety technical requirements, and guide updates and upgrades. Support the replacement of vehicles, load-bearing systems, drive braking devices, or complete machine renewal for high-risk large amusement facilities such as roller coasters that have been in service for a long time, especially those with extended use. Support the renewal of large amusement facilities manufactured in accordance with the "Safety Code for Amusement Facilities" (GB 8408-2008) and earlier standards into equipment that meets current regulations and standards. Urge manufacturing units to strictly regulate the safety assessment of extended-use equipment, conduct comprehensive disassembly inspections, tests, and experiments, and carry out necessary repairs and replacements, and legally assume quality and safety responsibilities such as after-sales service, technical guidance, regular return visits and inspections, risk warnings, and defect recalls.
(VI) Promoting the renewal of lifting machinery and on-site special-purpose motor vehicles. Focusing on metallurgical cranes, mechanical parking equipment, and high-working-level lifting machinery, orderly promote the renewal of equipment and its important components. Support the intelligent transformation of lifting machinery used in harsh environments in industries such as steel, metallurgy, and cement. Increase the promotion of advanced products and technologies for lifting machinery and on-site special-purpose motor vehicles, and encourage the application of high-strength steel and intelligent networking, integrated transmission, and overall processing technologies to improve the supply capacity of high-reliability, intelligent, and green products.
III. Support Measures
(I) Strengthened joint investigation. Relying on special equipment use registration data, sort out the service life of special equipment, mark old equipment that has had accidents or many safety hazards, and promptly handle the cancellation and change of registration for eliminated and renewed special equipment, and strengthen information sharing with relevant departments. Actively cooperate with the departments of development and reform, industry and information technology, ecological environment, housing and urban-rural construction, and culture and tourism to accelerate the implementation of special equipment renewal projects and approvals, and promote the implementation of special equipment renewal tasks in the region.
(II) Optimized service support. Encourage the use of units to invite production units and technical institutions to conduct relevant safety assessments and propose reasonable suggestions for updating, modifying, or overhauling outdated equipment. Strictly implement special equipment supervision and inspection, strengthen technical control, and ensure the quality and safety of updated equipment; optimize the handling process, open green channels, and provide convenient and high-quality services according to the principles of "safety, simplification, convenience, and efficiency", promoting the steady progress of special equipment updates.
(III) Improve regulations and standards. Give full play to the regulatory and guiding role of regulations and standards, accelerate the revision and formulation of regulations on the safety, quality, energy consumption, inspection, and testing of special equipment, improve the quality and safety standard system for special equipment, use standards to promote equipment updates, and promote the elimination of outdated equipment or major components with serious aging and frequent operational failures, and promptly eliminate risks and hidden dangers.
(IV) Strengthen demonstration and guidance. In accordance with the principle of government guidance, market leadership, enterprise voluntariness, and orderly implementation, give full play to the demonstration and guidance role, encourage using units to actively seek relevant support policies, formulate reasonable update, transformation, and upgrade plans, guide enterprises to eliminate backward equipment, and promote the use of advanced products and technologies for special equipment.
