Exploring the Low-Altitude Economy: A Collection of Policies from 26 Provinces and Cities!
1. Beijing: "Beijing Action Plan for Promoting High-Quality Development of the Low-Altitude Economy Industry (2024-2027)"
On September 30, 2024, the Beijing Municipal Bureau of Economy and Information Technology and three other departments jointly issued the "Beijing Action Plan for Promoting High-Quality Development of the Low-Altitude Economy Industry (2024-2027)". It mainly includes six key tasks: strengthening technological innovation, safety control, full industrial chain competitiveness, regulatory and service support system construction, infrastructure optimization, and innovative demonstration of flight applications. The goal is to raise Beijing's low-altitude economy industry scale to 100 billion yuan within three years.
According to the plan, by 2027, Beijing will focus on emergency management, logistics and delivery, air shuttle, intercity commuting, ecological security, and distinctive cultural tourism, forming more than 10 replicable and scalable typical application scenarios, and basically establishing a networked infrastructure system, airspace and route resources, and a low-altitude application ecosystem.
2. Shanghai: "Shanghai Action Plan for High-Quality Development of the Low-Altitude Economy Industry (2024-2027)"
On July 25, 2024, the Shanghai Municipal People's Government issued the "Shanghai Action Plan for High-Quality Development of the Low-Altitude Economy Industry (2024-2027)". The "Action Plan" consists of three parts: first, main objectives; second, 23 key tasks across 6 aspects; and third, guarantee measures.
According to the plan, by 2027, Shanghai will establish a complete industrial system for low-altitude new aircraft research and development, final assembly manufacturing, airworthiness testing, and commercial application, building a high ground for low-altitude economic industrial innovation, commercial application, and operational services, with a core industry scale exceeding 50 billion yuan, leading the global innovation and development of the low-altitude economy. In conjunction with cities in the Yangtze River Delta, Shanghai will establish the first batch of low-altitude inter-provincial general aviation cities in China, build a national comprehensive demonstration and leading zone for the low-altitude economy industry, and accelerate the creation of an internationally influential "Sky City."
3. Guangdong Province: "Guangdong Province Action Plan for Promoting High-Quality Development of the Low-Altitude Economy (2024-2026)"
On May 21, 2024, the General Office of the Guangdong Provincial People's Government issued the "Guangdong Province Action Plan for Promoting High-Quality Development of the Low-Altitude Economy (2024-2026)". The overall objectives include, by 2026, establishing a smooth management mechanism, complete infrastructure, steadily growing industrial scale, significantly improved innovation capabilities, and continuously expanding application scale.
According to the plan, Guangdong Province will actively expand low-altitude application scenarios and cultivate new low-altitude consumption formats. It will actively guide and support the development of various new low-altitude economic consumption projects, develop and promote diversified low-altitude tourism products such as low-altitude sightseeing, flight experience, high-altitude skydiving, and personal recreational flights, and build low-altitude cultural tourism application pilot demonstrations in famous scenic spots within Guangdong Province. It will explore "one river, two banks" low-altitude tours and sightseeing in eligible cities, and promote the opening of cross-provincial cultural tourism routes from Chenzhou to Shaoguan to Foshan.
4. Guangzhou: "Several Measures of Guangzhou City to Promote High-Quality Development of the Low-Altitude Economy"
On July 3, 2024, the General Office of the Guangzhou Municipal People's Government issued "Several Measures of Guangzhou City to Promote High-Quality Development of the Low-Altitude Economy," totaling 20 articles. It specifies quantitative indicators, subsidy amounts or ratios for supporting headquarters enterprises, complete aircraft and supporting projects, applying for airworthiness certification, opening routes, and conducting business. It also launched tens of billions of financial credit, in conjunction with the previously established tens of billions low-altitude economy fund, to accelerate the cultivation and growth of low-altitude economy entities, promote the improvement of low-altitude infrastructure, low-altitude technological innovation environment, and multi-scenario low-altitude applications, thereby facilitating the high-quality development of the low-altitude economy and related industries.
In terms of expanding low-altitude economic application scenarios, Guangzhou encourages the development of low-altitude tourism and aviation sports businesses. It supports aviation operating enterprises in developing low-altitude tourism and aviation sports projects. Subsidies are provided for demonstration projects that use large manned unmanned aerial vehicles with a takeoff weight exceeding 150 kg and provide over 2000 annual flight services for tourism and sports, with a maximum annual subsidy of 500,000 yuan per single route and a maximum annual subsidy of 2 million yuan per enterprise.
5. Fuzhou: "Fuzhou Action Plan for Accelerating the Development of the Low-Altitude Industry (2024-2026)"
On August 28, 2024, the Fuzhou Municipal People's Government issued the "Fuzhou Action Plan for Accelerating the Development of the Low-Altitude Industry." The plan proposes that by the end of 2025, drone flight service stations and temporary landing points will be laid out, a low-altitude industry innovation platform will be built, a strategic emerging industry cluster for the low-altitude economy will be formed, and efforts will be made to become a civil unmanned aerial vehicle test base. By the end of 2026, focusing on building a high-level drone industry system, flight services will be of higher quality, striving for the number of low-altitude industry-related enterprises to exceed 400, organizing the selection of the top ten innovative low-altitude industry scenarios, and competing to become a national low-altitude economic demonstration zone.
Around the overall goals, Fuzhou will actively cultivate new low-altitude economic consumption formats. It encourages scenic spots and resorts that meet the conditions for low-altitude flight construction to develop flight experience points such as eVTOL sightseeing, digital hot air balloons, and paramotors, actively opening up new "low-altitude + cultural tourism" formats.
6. Zhuhai: "Several Measures of Zhuhai City to Support High-Quality Development of the Low-Altitude Economy"
On June 14, 2024, the Zhuhai Municipal People's Government issued "Several Measures of Zhuhai City to Support High-Quality Development of the Low-Altitude Economy," which mainly comprises four parts: cultivating the low-altitude economic industrial ecosystem, expanding low-altitude flight application scenarios, strengthening industrial factor supply, and supplementary provisions, with a total of 12 core policy articles.
In terms of cultivating the low-altitude economic industrial ecosystem, to reduce the flight test costs for low-altitude economy enterprises, Zhuhai City provides a subsidy of 30% of the actual flight test service fees to low-altitude economy manufacturing enterprises that conduct flight tests, testing, and verification activities at local flight test sites. The maximum annual subsidy amount per enterprise does not exceed 1 million yuan.
7. Sichuan Province: Guiding Opinions on Promoting the Development of the Low-Altitude Economy
On June 4, 2024, the Sichuan Provincial People's Government Office issued Guiding Opinions on Promoting the Development of Low-Altitude Economy, proposing that by 2027, 20 general airports and over 100 vertical takeoff and landing points will be built, achieving full coverage of branch airports, and the pilot city's integrated information platform for low-altitude supervision, service, and application will be completed and put into use. Breakthrough progress will be made in the classification and demarcation of low-altitude airspace and collaborative management. 3-5 industry-leading enterprises will be cultivated in the fields of general aviation equipment manufacturing and low-altitude flight operations. By 2030, a rationally laid out, well-functioning, and widely covered flight takeoff and landing infrastructure network will be fully built, the level of airspace management and service will better meet the needs of flight activities, the general aviation equipment manufacturing capacity and industrial supporting cooperation level will be domestically leading, and a number of globally influential brand products will be formed.
In addition, the plan will focus on cultivating and expanding the low-altitude flight application market and expanding the low-altitude consumer market. Promote the opening of low-altitude tourism routes and the construction of sightseeing circles in tourist attractions, and support the integrated development of short-haul transportation and low-altitude tourism. Support the construction of aviation sports experience bases and aviation flight camps, and hold large-scale aviation sports and unmanned aerial vehicle events. Encourage the development of new cultural formats and cultural consumption models themed on the low-altitude economy, support the holding of aviation exhibitions and forums, and support the development of low-altitude cultural and creative products.
8、Chongqing: "Chongqing Action Plan for Promoting Low-Altitude Airspace Management Reform and High-Quality Development of Low-Altitude Economy (2024-2027)"
On September 21, 2024, the Chongqing Municipal People's Government Office issued the "Chongqing Action Plan for Promoting Low-Altitude Airspace Management Reform and High-Quality Development of Low-Altitude Economy (2024-2027)", pointing out that by 2025, the basic infrastructure system for low-altitude economic development supported by Beidou application will be basically completed. More than 200 new general aviation takeoff and landing points will be built, realizing "county-to-county connectivity" of low-altitude flights, and "mainline-branch line connectivity" airports and temporary takeoff and landing points will be fully interconnected. By 2027, more than 1500 new general aviation takeoff and landing points will be built, realizing "township-to-township connectivity" of low-altitude flights.
In terms of enriching new low-altitude consumption formats, Chongqing supports the creation of market-oriented commercial formats such as urban logistics, mountain logistics, aerial sightseeing, flight training, aviation sports, and flight performances. It promotes the construction of general aviation towns, flight camps, and water-based aviation sports and cultural tourism projects, and vigorously carries out low-altitude events and cultural exchanges. Actively create low-altitude flight consumption weeks and low-altitude flight competition seasons and other low-altitude economic consumption brands.
9、Zhejiang Province: "Several Opinions of the People's Government of Zhejiang Province on High-Level Construction of a Strong Civil Aviation Province and the Creation of a High Ground for Low-Altitude Economic Development"
On July 9, 2024, the People's Government of Zhejiang Province issued the "Several Opinions of the People's Government of Zhejiang Province on High-Level Construction of a Strong Civil Aviation Province and the Creation of a High Ground for Low-Altitude Economic Development." The main content can be summarized as "2+3+10+N":
Achieve two phased goals of a high-level strong civil aviation province and a high ground for low-altitude economic development by 2027 and 2035, respectively; through three key tasks: building a high-level airport hub, a modern aviation industry cluster, and a high ground for low-altitude economic development; implementing ten actions, including airport hub upgrading, global connectivity of air transport, cultivation and introduction of air transport operators, upgrading of air economic capabilities, strengthening of low-altitude new infrastructure, all-round expansion of low-altitude applications, cultivation of low-altitude economic ecosystems, strengthening of aviation industry supply chains, innovation and upgrading breakthroughs, and breakthroughs in key areas of reform; and supporting financial, tax, land, financial, talent, and state-owned assets "package" policy measures.
10、Hangzhou: "Implementation Plan for High-Quality Development of Low-Altitude Economy in Hangzhou (2024-2027)"
On July 1, 2024, Hangzhou publicly released the "Implementation Plan for High-Quality Development of Low-Altitude Economy in Hangzhou (2024-2027)". It clarifies that by 2027, under the overall goal of building a "leading city for low-altitude economy in China", five specific goals will be achieved: cultivating and introducing more than 600 on-chain enterprises, with an industry scale exceeding 60 billion yuan; building more than 275 low-altitude aircraft takeoff and landing fields (points), opening more than 500 low-altitude routes, and building a unified management and service platform; achieving more than one million annual safe unmanned aircraft operations.
In addition, focusing on the relevant target positioning, the "Plan" mainly promotes the high-quality development of the low-altitude economy from five aspects and 16 measures. In enriching low-altitude cultural, sports, and tourism consumption formats, Hangzhou will cultivate "low-altitude + tourism" characteristic projects, cultivate low-altitude sightseeing, photography, research, and performance formats, support the holding of Jiande Aviation Flight Conference and other activities, and carry out low-altitude sightseeing experiences along the Qiantang River, Thousand Island Lake, and Xiang Lake. By 2027, cultivate more than four high-quality low-altitude tourism routes. Support Hangzhou West Lake Scenic Area in creating a "low-altitude sightseeing + shuttle" scenario.
11、Hainan Province: "Hainan Provincial Three-Year Action Plan for Low-Altitude Economic Development (2024-2026)"
On September 3, 2024, the Hainan Provincial Development and Reform Commission and other departments issued the "Hainan Provincial Three-Year Action Plan for Low-Altitude Economic Development (2024-2026)", aiming to promote the high-quality development of the low-altitude economy through strengthening the top-level design and system construction of the low-altitude economy. The plan includes a core development idea, two lists, three policy systems, four goals, five breakthroughs, and the expansion of eight application scenarios.
The overall goal is that by 2026, three policy systems will be introduced; two support service platforms will be built; nine general airports and more than 500 low-altitude aircraft takeoff and landing fields will be built; the number of low-altitude routes will exceed 300; eight key low-altitude application scenarios will be developed; a number of key projects will be promoted, and the total output value of the low-altitude economy in Hainan Province will exceed 30 billion yuan.
12、Anhui Province: "Anhui Province Implementation Plan for Accelerating the Cultivation and Development of Low-Altitude Economy (2024-2027) and Several Measures"
On April 1, 2024, the Anhui Provincial Development and Reform Commission issued the Anhui Province Implementation Plan for Accelerating the Cultivation and Development of Low-Altitude Economy (2024-2027) and Several Measures. The development goal is: By 2025, the construction of low-altitude infrastructure will be accelerated, a number of application demonstration scenarios will be built, the scale and innovation capabilities of the low-altitude economy will be rapidly improved, and a clustered industrial ecosystem will be initially formed. By 2027, low-altitude infrastructure will be further improved, application scenarios will continue to expand, the scale and innovation capabilities of the low-altitude economy will reach a nationally leading level, two core cities of low-altitude economy will be built in Hefei and Wuhu, the advantages of low-altitude manufacturing in cities such as Lu'an, Chuzhou, and Ma'anshan will be given full play, the characteristics of low-altitude service industries in cities such as Anqing and Xuancheng will be highlighted, and a development pattern of dual-core linkage, multi-point support, and contiguous development of the low-altitude economy will be basically formed.
In addition, in order to stimulate the vitality of low-altitude consumption, Anhui Province will rely on rich tourism resources to develop low-altitude consumption projects such as aerial sightseeing, aerial photography, aviation performances, and private flights, explore low-altitude flight events such as drone racing, and study the opening of low-altitude tourism lines. Encourage low-altitude operation enterprises to carry out training in drone operation, general aviation flight, and aviation laws and regulations. Relying on flight camps and aviation towns to provide aviation research and study services, carry out aviation knowledge popularization, aircraft visits, model making, and simulated flight activities.
13、Jiangsu Province: "Implementation Opinions of Jiangsu Province on Accelerating the High-Quality Development of Low-Altitude Economy"
On August 12, 2024, the Jiangsu Provincial People's Government Office issued the "Implementation Opinions on Accelerating the High-Quality Development of Low-Altitude Economy," outlining development goals for 2027 and 2030, along with specific key tasks and supporting measures. By 2027, Jiangsu Province will have an efficient low-altitude airspace collaborative management mechanism, with a leading national scale of low-altitude economic development. By 2030, a smart, interconnected, well-functioning, and safe and efficient low-altitude infrastructure network will be basically completed, a characteristic industrial chain covering upstream, midstream, and downstream industries will be basically formed, low-altitude flight applications will be integrated into production and life, and the low-altitude economy will become a new growth pole for the province's strategic emerging industries, striving to build a world-influential highland for low-altitude economic development.
At the same time, actively expanding low-altitude flight application scenarios will be included in the key tasks, further enriching low-altitude cultural and sports tourism. Relying on characteristic tourism resources, the low-altitude tourism consumer market in scenic areas, resorts, and theme parks will be developed. A number of characteristic aviation flight camps will be built, supporting the development of mass aviation sports and leisure activities, and encouraging local governments to actively host various aviation sports, unmanned driving, and other activities.
14、Nanjing City: "Nanjing City Implementation Plan for Promoting High-Quality Development of Low-Altitude Economy (2024-2026)"
On May 13, 2024, the Nanjing Municipal People's Government Office issued the "Nanjing City Implementation Plan for Promoting High-Quality Development of Low-Altitude Economy (2024-2026)". The plan includes development goals, key tasks, and supporting measures. Key tasks cover ensuring low-altitude flight activities, improving industrial agglomeration levels, expanding application scenarios, building a science and technology innovation center, and improving supporting measures to ensure the high-quality development of the low-altitude economy.
In terms of industrial capacity, the plan clarifies the development goals by 2026: Nanjing's low-altitude economy industry scale will exceed 500 billion yuan, with more than 120 high-tech enterprises in the low-altitude economy field, and the construction of 15 or more provincial-level key laboratories, technology innovation centers, and engineering technology research centers, forming a low-altitude economic industrial cluster with distinct technological characteristics and leading industrial scale. In terms of scenario applications, it will expand the integration of the Yangtze River Nanjing section low-altitude intelligent network with drone inspection and interconnection applications, cultivate more than 30 innovative application scenarios with demonstration effects, and support relevant enterprises in developing commercial application scenarios such as low-altitude express delivery logistics, tourism sightseeing, and aviation sports.
15、Henan Province: "Implementation Plan for Promoting High-Quality Development of Low-Altitude Economy Across the Province (2024-2027)"
On August 12, 2024, the Henan Provincial People's Government Office issued the "Implementation Plan for Promoting High-Quality Development of Low-Altitude Economy Across the Province (2024-2027)". According to the "Implementation Plan," by 2025, Henan Province will complete the layout of low-altitude infrastructure, initially establish a low-altitude airspace management mechanism, and build approximately 10 general airports and a number of sites and landing points suitable for helicopter and drone take-off and landing. By 2027, Henan Province will build approximately 20 general airports and transport airports with general aviation service functions, further improving the infrastructure construction of the low-altitude economy, and the scale of the low-altitude economy will reach 500 billion yuan.
In cultivating and expanding the low-altitude consumer market, Henan Province encourages the development of "low-altitude +" consumption, promoting the integration of low-altitude flight with tourism, sports, photography, entertainment, performance, and other consumption activities, and cultivating new products, services, and formats for low-altitude consumption.
16、Zhengzhou City: "Zhengzhou City Action Plan for Accelerating the Cultivation and Innovative Development of Low-Altitude Economy Industries (2024-2026)"
On August 2, 2024, the Zhengzhou Municipal People's Government Office issued the "Zhengzhou City Action Plan for Accelerating the Cultivation and Innovative Development of Low-Altitude Economy Industries (2024-2026)", clarifying that by 2026, the number of enterprises related to Zhengzhou's low-altitude economy will exceed 200, and the scale of the low-altitude economy industry will exceed 200 billion yuan; a number of national, provincial, and municipal innovation platforms will be added; a number of key demonstration application scenarios such as agricultural and forestry pest control, patrol inspection, public security policing, logistics distribution, emergency rescue, medical rescue, and sightseeing tourism will be created; a low-altitude ground infrastructure network will be built, and the application to build a national demonstration zone for low-altitude economic development will be actively promoted.
In terms of creating benchmark application scenarios for low-altitude, Zhengzhou encourages the integration of low-altitude flight with tourism, photography, and entertainment consumption activities. It encourages the development of urban low-altitude logistics and accelerates the application of drones in express delivery and immediate delivery. It expands the application of drones and helicopters in public service fields such as agricultural and forestry pest control, water conservancy inspection, environmental protection, urban fire fighting, police security, emergency rescue, and medical rescue, promoting the formation of a number of characteristic benchmark scenarios.
17、Hunan Province: "Several Policy Measures on Supporting the High-Quality Development of Low-Altitude Economy Across the Province"
On June 13, 2024, the Hunan Provincial People's Government Office issued the "Several Policy Measures on Supporting the High-Quality Development of Low-Altitude Economy Across the Province," focusing on twelve aspects to cultivate the low-altitude economy into a strategic emerging industry.
The "Measures" mainly include increasing subsidies for traditional general aviation operations, increasing support for the operation of new types of aircraft, expanding application scenarios, supporting the development of new productive forces, strengthening technological innovation, actively attracting low-altitude enterprises, promoting industrial agglomeration, improving infrastructure, supporting the construction of low-altitude surveillance systems, expanding public services and production applications, increasing financial support, and gathering professional talents in the low-altitude economy.
According to the "Measures," Hunan actively attracts low-altitude enterprises, and provides rewards for major low-altitude economy-related advanced manufacturing projects based on their actual contribution to the economic and social development, with a maximum reward of 20 million yuan. Rewards are also provided for landmark foreign investment projects and key investment attraction projects, excluding those in the new productive forces industrial chain such as low-altitude economy, eVTOL, and large and medium-sized drones, core component R&D and manufacturing, and commercial operation, which are determined by the Ministry of Commerce or Hunan Province, based on their actual contribution to economic and social development, with a maximum reward of 10 million yuan. It encourages leading enterprises in the low-altitude industry to establish enterprise (group) headquarters in Hunan, and provides rewards for "three types of top 500" enterprises establishing various headquarters in Hunan, based on their actual contribution to economic and social development, with a maximum reward of 10 million yuan.
18、Hubei Province: "Hubei Province Action Plan for Accelerating the High-Quality Development of Low-Altitude Economy (2024-2027)"
On July 18, 2024, the Hubei Provincial Development and Reform Commission issued the "Hubei Province Action Plan for Accelerating the High-Quality Development of Low-Altitude Economy (2024-2027)", proposing that by 2027, Hubei's low-altitude infrastructure will be basically complete, industrial capacity will significantly increase, application scenarios will be accelerated, and the industry scale will strive to exceed 1000 billion yuan.
The "Action Plan" focuses on four key tasks: low-altitude infrastructure construction, development of low-altitude R&D and manufacturing industries, cultivation of new "low-altitude +" economic formats, and creating a development ecosystem for the low-altitude economy. In terms of cultivating new "low-altitude +" economic formats, Hubei Province actively expands "low-altitude +" operation service scenarios. Based on the characteristics of application scenarios in Hubei's low-altitude economy field, six major scenarios have been proposed: "low-altitude + emergency rescue," "low-altitude + logistics distribution," "low-altitude + urban transportation," "low-altitude + fashion and cultural tourism," "low-altitude + agricultural and forestry production," and "low-altitude + Beidou application."
19、Wuhan City: "Several Measures of Wuhan City to Support the High-Quality Development of Low-Altitude Economy"
On June 7, 2024, the Wuhan Municipal People's Government issued the "Several Measures of Wuhan City to Support the High-Quality Development of Low-Altitude Economy," mainly including supporting the settlement of major low-altitude economy projects, the construction of low-altitude infrastructure, the formulation of standards and specifications, the establishment of pilot routes, the improvement of enterprises' scientific and technological innovation capabilities, financial support, talent introduction, enterprise technological transformation investment, and industrial agglomeration.
These measures aim to promote the development of Wuhan's low-altitude economy and enhance its competitiveness in this field by providing financial subsidies, tax incentives, and policy support, attracting more enterprises and talent. The measures will be implemented from June 28, 2024, and will be valid for three years.
20. Guangxi Province: "Guangxi Low-Altitude Economy High-Quality Development Action Plan (2024-2026)"
On October 9, 2024, the General Office of the People's Government of Guangxi Zhuang Autonomous Region issued the "Guangxi Low-Altitude Economy High-Quality Development Action Plan (2024-2026)", outlining 25 key tasks in six areas: policy support, industrial chain development, scenario applications, flight service support, technological innovation, and the development of the low-altitude economy's modern service industry. The plan proposes that by the end of 2026, Guangxi will become a supplier of low-altitude scenario service solutions and a research and manufacturing base for low-altitude equipment, oriented towards ASEAN.
In terms of scenario applications, Guangxi will leverage its rich tourism resources to carry out low-altitude activities such as aerial sightseeing, aerial photography, low-altitude flight competitions, and aviation carnivals, forming a list of "small but beautiful" niche consumption scenarios that break through traffic barriers. It will encourage the integrated development of tourism and aviation sports, establish aviation-related associations and flying clubs, and support the construction of flying camps, aerospace (drone) science and education bases, and aviation sports flying circles. It will explore the establishment of standardized low-altitude tourism pilot zones.
21. Hebei Province: "Several Measures on Accelerating the High-Quality Development of Hebei Province's Low-Altitude Manufacturing Industry"
On May 31, 2024, the Hebei Provincial Department of Industry and Information Technology and three other departments jointly issued "Several Measures on Accelerating the High-Quality Development of Hebei Province's Low-Altitude Manufacturing Industry," outlining 15 specific measures in 5 areas.
In terms of promoting the intelligent and green development of enterprises, Hebei Province will promote core enterprises to build digital and flexible production lines, and promote the intelligent transformation of enterprises; support enterprises in implementing green manufacturing technologies, developing methods for recycling metals and composite materials, and promoting the formation of new industries for the dismantling and recycling of aviation equipment. In terms of demonstration park construction, it will support Xiong'an New Area in leveraging the aerospace park, information park, and future science and technology park in Xiong'an High-tech Zone to build characteristic industrial parks for aerospace information, satellite internet, spatial information, and the low-altitude economy.
22. Shandong Province: "Shandong Province's Three-Year Action Plan for High-Quality Development of the Low-Altitude Economy (2025-2027)"
On November 2, 2024, the General Office of the People's Government of Shandong Province publicly released the "Shandong Province's Three-Year Action Plan for High-Quality Development of the Low-Altitude Economy (2025-2027)", which sets out overall requirements, key tasks, and supporting measures, focusing on building a low-altitude flight service network, technological innovation empowerment, application scenario expansion, and industrial capacity upgrading.
By 2027, Shandong Province plans to achieve a nationally leading level of comprehensive low-altitude flight support, internationally influential technological innovation, rich and diverse commercial application scenarios, and a high-end leap in the low-altitude industry, forming a strategically emerging industrial cluster with international influence and competitiveness. It plans to build a provincial comprehensive flight service station and three or more municipal low-altitude flight management service platforms, 35 general airports, and 400 digital low-altitude aircraft takeoff and landing platforms. It will build more than 15 national and provincial innovation platforms, form more than 10 benchmark application scenarios, open more than 50 urban drone routes and more than 20 intercity drone logistics routes, achieve regular operation of cargo drones, and achieve commercial operation of manned drones.
23. Shanxi Province: "Several Measures of Shanxi Province to Accelerate the Development of the Low-Altitude Economy and the Construction of a General Aviation Demonstration Province"
On May 17, 2024, the General Office of the People's Government of Shanxi Province publicly released "Several Measures of Shanxi Province to Accelerate the Development of the Low-Altitude Economy and the Construction of a General Aviation Demonstration Province," proposing 21 specific measures in five aspects, including expanding general aviation application scenarios, accelerating infrastructure construction, improving general aviation R&D and manufacturing levels, stimulating the vitality of the general aviation consumer market, and increasing the cultivation of general aviation talent.
In terms of stimulating the vitality of the general aviation consumer market, Shanxi Province encourages the introduction of international and national aviation sports events and drone competitions with aviation characteristics, providing special subsidies for the introduced events and activities. Schools, relevant enterprises, and social organizations that form teams to represent Shanxi in national-level and above aviation events and win the top three will receive a reward of no less than 100,000 yuan each time. This policy will be implemented from January 1, 2024, and will be valid for three years.
24. Heilongjiang Province: "Heilongjiang Province's Implementation Plan for Accelerating the Development of the Low-Altitude Economy (2024-2027)"
On August 1, 2024, the Heilongjiang Provincial Development and Reform Commission and five other departments jointly issued the "Heilongjiang Province's Implementation Plan for Accelerating the Development of the Low-Altitude Economy (2024-2027)", clarifying the development goals, main tasks, and supporting measures from 2024 to 2027. By 2027, the scale of Heilongjiang Province's low-altitude economy industry is expected to reach more than 80 billion yuan, cultivating 3-4 low-altitude manufacturing enterprises with a scale of over 10 billion yuan and more than 10 low-altitude manufacturing enterprises with a scale of over 1 billion yuan, and promoting the airworthiness certification of 2-3 models of civil aircraft.
The main tasks cover six major aspects and 21 tasks: enhancing R&D and manufacturing capabilities, strengthening technological innovation leadership, promoting airspace management reform, improving the flight service support system, expanding flight application scenarios, and developing low-altitude extension service industries. In terms of expanding low-altitude flight application scenarios, it will actively cultivate the low-altitude tourism market. Utilizing core tourism resources such as Harbin Ice and Snow World and the "Harbin-Yabuli-Xuesong" golden tourism line, it will create a low-altitude tourism belt and low-altitude tourism groups that connect famous scenic spots, support the development of low-altitude emerging consumption formats such as flight experiences and skydiving, and form new growth points for the development of the low-altitude economy.
25. Shenyang City: "Several Policies and Measures of Shenyang City to Promote the High-Quality Development of the Low-Altitude Economy"
On October 8, 2024, the Shenyang Municipal Bureau of Industry and Information Technology issued "Several Policies and Measures of Shenyang City to Promote the High-Quality Development of the Low-Altitude Economy." Shenyang City proposed 12 policy measures in five aspects to promote the development of the low-altitude economy industry:
First, support enterprise technological innovation, proposing four reward and subsidy policies related to the research and development of key industrial technologies, the construction of innovation service platforms, aircraft airworthiness certification, and the research and development and industrialization of the first (set) of products.
Second, support the cultivation and expansion of the low-altitude economy industrial chain, proposing two reward and subsidy policies related to enterprise technological transformation investment projects and quality improvement and efficiency enhancement.
Third, support the construction of infrastructure for the low-altitude economy, proposing two subsidy policies related to low-altitude flight test bases and low-altitude aircraft takeoff and landing stations.
Fourth, support enterprises in developing application scenarios for the low-altitude economy, proposing two reward and subsidy policies related to application scenarios such as low-altitude transportation, tourism, aviation sports, agricultural and forestry pest control, and flight training.
Fifth, support talent development and financial service guarantees, proposing two reward and subsidy policy measures related to talent cultivation and financing and insurance services.
26. Inner Mongolia Autonomous Region: "Implementation Plan for High-Quality Development of the Low-Altitude Economy in Inner Mongolia Autonomous Region (2024-2027)"
On September 12, 2024, the General Office of the People's Government of Inner Mongolia Autonomous Region issued the "Implementation Plan for the High-Quality Development of Low-Altitude Economy in Inner Mongolia Autonomous Region (2024-2027)", which will leverage Inner Mongolia's advantages in location, computing power, and airspace to expand, enrich, and demonstrate the application scenarios of "low-altitude+", driving the development of low-altitude aircraft and parts manufacturing, infrastructure, and integrated low-altitude flight and support, cultivating new industries and models, and developing new productive forces.
According to the implementation plan, by 2027, Inner Mongolia Autonomous Region will cultivate 1-2 pilot programs for low-altitude airspace management reform. The number of general airports will reach 33, and the number of standardized temporary landing fields (points) will reach 100. At least 2 integrated low-altitude flight service stations will be built, and about 10 typical low-altitude economic application scenarios will be created.
In terms of consumer service application scenarios, Inner Mongolia will rely on its ecological resources such as large grasslands, forests, rivers and lakes, and deserts, as well as its northern border cultural resources, to design low-altitude tourism routes, develop low-altitude tourism products, establish low-altitude flight camps, and create low-altitude cultural tourism route brands such as "Forest Flight," "Grassland Flight," "Desert Flight," "Yellow River Flight," and "Great Wall Flight," to promote the development of "low-altitude + cultural tourism."
