Recently, the General Office of the Guangdong Provincial Committee of the Communist Party of China and the General Office of the People's Government of Guangdong Province issued "Several Measures on Promoting the High-Quality Development of the Tourism Industry and Accelerating the Construction of a Strong Tourism Province" (hereinafter referred to as the "Measures").
The Measures mention the implementation of the "Double Hundred" plan for 100 major ongoing projects and 100 key investment attraction projects in the tourism and culture sectors. The goal is to achieve over 9.5 billion tourist visits and tourism revenue exceeding 1.3 trillion yuan by 2027. This will lead to a richer supply of tourism products, a more prominent role of new productivity, and the basic formation of a modern tourism system. By 2030, the comprehensive functions of the tourism industry will be fully utilized, its overall strength and competitiveness will be significantly enhanced, major indicators will rank among the top in the country, and a high-level strong tourism province will be established.
The Measures propose 20 specific measures covering seven aspects: strengthening tourism development planning and layout, promoting the deep integration of culture and tourism, and optimizing the quality of tourism product supply. The key points are as follows:
Promote yacht free travel between Guangdong, Hong Kong, and Macao
High-level construction of a coastal tourism economic belt, strengthening the "ocean-island-coast" and cross-island three-dimensional development, vigorously developing cross-island tourism, and promoting the development of high-end coastal tourism projects such as cruises, yachts, sailing, diving, and sea fishing.
Develop water sports, river and lake cruise yachts and other water economy tourism industries, and promote yacht free travel between Guangdong, Hong Kong, and Macao.
Utilize the Shenzhen-Zhongshan Bridge to create high-quality tourism routes
Promote the integrated development of tourism in the Guangdong-Hong Kong-Macao Greater Bay Area, create a high-quality cultural and tourism industry circle in the Greater Bay Area, give full play to the role of the Greater Bay Area high-tower alliance, and rely on major projects such as the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen-Zhongshan Bridge to create high-quality tourism routes for cities in the Greater Bay Area.
Promote the integration of tourism with the ecological construction of "Green and Beautiful Guangdong." Utilize suburban parks, mountain parks, wetland parks, etc., to create green tourism routes. Utilize the Dongjiang River, Xijiang River, Beijiang River, Wanli Greenways, Green and Beautiful Green Belts, water conservancy scenic areas, and happy rivers and lakes to create high-quality water tourism routes and characteristic water conservancy tourism products.
Promote the creation of national 5A-level tourist attractions such as the Guangzhou Tower
Support qualified cultural venues to create A-level tourist attractions.
Based on world cultural heritage sites, national 5A-level tourist attractions, and national-level tourist resorts, create 2-3 world-class tourist attractions and resorts with international influence.
Promote the Guangzhou Tower and Qingyuan Gulongxia to become national 5A-level tourist attractions, and the Shunde OCT Happy Coast and Meizhou Ketianxia to become national-level tourist resorts.
Create a hot spring health resort cluster
Integrate resources such as hot springs, forests, and traditional Chinese medicine to promote the integrated development of "springs, medicine, medicine, health, and tourism," and create a hot spring health resort cluster.
Accelerate the construction of health-related tourist attractions and provincial-level and above tourist resorts, and promote the construction of the Nankunshan-Luofu Mountain forest hot spring health destination, the Lingnan National Park ecological tourism cluster, and the Hengqin Guangdong-Hong Kong-Macao Greater Bay Area health resort base.
Encourage scenic spots to offer free or discounted tickets during the off-season
Support Guangzhou and Shenzhen in building world-class tourist cities and building a number of well-known tourist cities.
Create themed service areas on expressways, and set up tourist rest stops, viewing platforms, and parking areas along national and provincial highways, and improve supporting facilities such as charging piles.
Plan and construct a number of national C-level self-driving and RV campsites.
Optimize the reservation mechanism for key tourist attractions and cultural venues, and encourage scenic spots to offer free or discounted tickets during the off-season.
Optimize visa and customs clearance policies
Make good use of various transit and entry visa-free policies, and optimize the 144-hour visa-free policy for foreign tourist groups entering the Pearl River Delta region and Shantou City via Hong Kong and Macao.
Implement 24-hour direct transit visa-free procedures for foreign nationals at Guangzhou Baiyun International Airport and Shenzhen Bao'an International Airport.
