　　Now, I will deliver a report to the Congress on behalf of the 19th Central Committee.

　　The 20th National Congress of the Communist Party of China is a very important congress held at a critical moment when the people of all ethnic groups across the country are embarking on a new journey to comprehensively build a modern socialist country and advance towards the second centenary goal.

　　The theme of the Congress is: Holding high the great banner of socialism with Chinese characteristics, fully implementing the thought of socialism with Chinese characteristics for a new era, carrying forward the great founding spirit of the Party, being confident and self-reliant, upholding truth and innovation, striving for excellence and forging ahead courageously, uniting and striving to build a modern socialist country in all respects and to fully advance the great rejuvenation of the Chinese nation.

　　The Communist Party of China has gone through a century of struggle. Our Party is committed to the great cause of the Chinese nation and to the lofty cause of world peace and development. Its responsibility is extremely significant, and its mission is supremely glorious. All Party comrades must always bear in mind their original aspiration and mission, must remain humble, prudent, and diligent, and must dare to struggle and be good at struggling. We must strengthen our historical confidence, enhance our historical initiative, and write a more magnificent chapter of socialism with Chinese characteristics in the new era.

　　 I. The work of the past five years and the great changes of the past ten years in the new era

　　The five years since the 19th National Congress have been extraordinary and extraordinary. The Party Central Committee has coordinated the overall strategy of the great rejuvenation of the Chinese nation and the major changes unseen in the world in a century. Seven plenary sessions have been held to make decisions and resolutions on major issues such as constitutional amendment, deepening the reform of Party and state institutions, upholding and improving the socialist system with Chinese characteristics, advancing the modernization of the national governance system and capacity, formulating the 14th Five-Year Plan and the long-term vision for 2035, and comprehensively summarizing the major achievements and historical experiences of the Party's centenary struggle. Major strategic deployments have been made for the development of the Party and state's cause. The Party has united and led the people of all ethnic groups across the country to effectively cope with the severe and complex international situation and the successive huge risks and challenges, and has continuously advanced socialism with Chinese characteristics in the new era with a vigorous spirit.

　　Over the past five years, we have persisted in strengthening the Party's overall leadership and the centralized and unified leadership of the Party Central Committee, vigorously promoted the process of building a moderately prosperous society in all respects, comprehensively, accurately, and fully implemented the new development philosophy, focused on promoting high-quality development, proactively built a new development pattern, steadily advanced reform, solidly promoted whole-process people's democracy, comprehensively advanced the rule of law, actively developed advanced socialist culture, highlighted the guarantee and improvement of people's livelihood, concentrated efforts on implementing the poverty alleviation campaign, vigorously promoted ecological civilization construction, resolutely safeguarded national security, prevented and defused major risks, maintained social stability, vigorously promoted the modernization of national defense and the military, comprehensively carried out distinctive Chinese major-country diplomacy, and comprehensively advanced the new great project of Party building. We grandly celebrated the 100th anniversary of the founding of the Communist Party of China and the 70th anniversary of the founding of the People's Republic of China, formulated the third historical resolution, launched Party history learning and education throughout the Party, established the China Communist Party History Exhibition Hall, called on the whole Party to learn and practice the great founding spirit of the Party, and on the new journey, we have become more determined and more conscious in remembering our original aspiration and mission and creating a bright future. In particular, in the face of the sudden COVID-19 epidemic, we adhered to the principle of putting people first and life first, persisted in preventing imported cases and rebounding cases, and unswervingly adhered to the dynamic zero-COVID policy. We launched a people's war, an overall war, and a decisive battle against the epidemic, maximizing the protection of people's lives and health, and achieving major positive results in coordinating epidemic prevention and control and economic and social development. In the face of the fluctuating situation in Hong Kong, we effectively exercised our overall governance power over the Special Administrative Region in accordance with the Constitution and the Basic Law, formulated and implemented the Hong Kong Special Administrative Region National Security Law, implemented the principle of “patriots governing Hong Kong,” and the situation in Hong Kong has undergone a major shift from chaos to governance. We have deepened the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and supported Hong Kong and Macao in developing their economies, improving people's livelihoods, and maintaining stability. In the face of the serious provocation of “Taiwan independence” separatist activities and external forces interfering in Taiwan affairs, we resolutely launched a major struggle against separatism and interference, demonstrating our firm determination and strong ability to safeguard national sovereignty and territorial integrity and oppose “Taiwan independence,” further seizing the strategic initiative in achieving the complete reunification of the motherland, and further consolidating the international community's adherence to the one-China principle. In the face of the drastic changes in the international situation, especially in the face of external coercion, containment, blockade, and maximum pressure, we have adhered to the principle of prioritizing national interests and domestic politics, maintained strategic composure, carried forward the spirit of struggle, demonstrated our firm will not to fear power, safeguarded national dignity and core interests in the struggle, and firmly grasped the initiative in our development and security. Over the past five years, our Party has united and led the people to overcome many long-standing problems, accomplish many major and important tasks that concern the long-term future, and promote the remarkable achievements of the Party and state's cause.

　　Comrades! Ten years have passed since the 18th National Congress. Over the past ten years, we have experienced three major events of great practical significance and far-reaching historical significance for the cause of the Party and the people: first, the 100th anniversary of the founding of the Communist Party of China; second, socialism with Chinese characteristics entering a new era; and third, the completion of the poverty alleviation campaign and the building of a moderately prosperous society in all respects, achieving the first centenary goal. This is a historic victory won through the joint efforts of the Communist Party of China and the Chinese people, a historic victory that will be recorded in the annals of the development of the Chinese nation, and a historic victory that will have a profound impact on the world.

　　Ten years ago, the situation we faced was that reform and opening up and socialist modernization had achieved tremendous success, and the new great project of Party building had achieved remarkable results, laying a solid foundation, creating favorable conditions, and providing important guarantees for our continued progress. At the same time, a series of long-standing and newly emerging prominent contradictions and problems urgently needed to be addressed. Within the Party, there were many problems of unclear understanding and weak action in upholding Party leadership, and many problems of weakening, virtualizing, and diluting the implementation of Party leadership. The political beliefs of some Party members and cadres were shaken, formalism, bureaucratism, hedonism, and extravagance were rampant in some localities and departments, privileged thoughts and phenomena were quite serious, and some corruption cases were shocking; structural and systemic contradictions in the economy were prominent, development was unbalanced, uncoordinated, and unsustainable, the traditional development model was unsustainable, and some deep-seated institutional and mechanism problems and solidified interest barriers were increasingly apparent; some people lacked confidence in the socialist political system with Chinese characteristics, and problems such as failure to abide by the law and lax law enforcement were serious; erroneous trends of thought such as money worship, hedonism, extreme individualism, and historical nihilism appeared from time to time, online public opinion was chaotic, seriously affecting people's thoughts and the social environment; there were many weak links in people's livelihood protection; resource and environmental constraints were tightening, and problems such as environmental pollution were prominent; the system for safeguarding national security was imperfect, and the ability to cope with various major risks was weak; there were many shortcomings and weaknesses in national defense and military modernization; the system for implementing “one country, two systems” in Hong Kong and Macao was imperfect; national security faced severe challenges, and so on. At that time, many people in the Party and society were worried about the future of the Party and the country. Faced with these prominent contradictions and problems that affected the Party's long-term governance, the country's long-term stability, and the people's happiness and well-being, the Party Central Committee acted decisively, made bold choices, was determined to make progress, overcame difficulties, and united and led the people of all ethnic groups across the country to roll up their sleeves and work hard, moving forward without fear of wind and rain, and resolutely engaging in a great struggle with many new historical characteristics.

　　For the past ten years, we have adhered to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents," the Scientific Outlook on Development, and comprehensively implemented the new era of socialism with Chinese characteristics. We have comprehensively implemented the Party's basic line and basic strategy, adopted a series of strategic measures, promoted a series of transformative practices, achieved a series of breakthroughs, and obtained a series of landmark achievements. We have withstood tests of risks and challenges from political, economic, ideological, and natural aspects. The Party and state's cause has achieved historic accomplishments and undergone historic transformations, propelling our country onto a new journey of comprehensively building a socialist modern country.

　　—We have established the new era of socialism with Chinese characteristics, clarified the basic strategy of upholding and developing socialism with Chinese characteristics, and put forward a series of new ideas, thoughts, and strategies for governing the country. This has achieved a new leap in the Sinicization of Marxism. We have persistently used this innovative theory to arm our minds, guide our practice, and promote our work, providing a fundamental guideline for the development of the Party and state's cause in the new era.

　　—We have comprehensively strengthened Party leadership. We have clarified that the most essential characteristic of socialism with Chinese characteristics is the leadership of the Communist Party of China, and that the greatest advantage of the socialist system with Chinese characteristics is the leadership of the Communist Party of China. The Communist Party of China is the highest political leadership force, and upholding the centralized and unified leadership of the Party Central Committee is the highest political principle. We have systematically improved the Party's leadership system, strengthened the "Four Consciousnesses" among all Party members, consciously maintained high consistency with the Party Central Committee in thought, politics, and action, and continuously improved our political judgment, political understanding, and political execution. This ensures the authority and centralized and unified leadership of the Party Central Committee and ensures that the Party plays its leading core role in overall planning and coordination. Our Marxist Party, with over 96 million members, is more united and unified.

　　—We have made a scientific and complete strategic deployment for the development of the Party and state's cause in the new era. We have put forward the Chinese Dream of realizing the great rejuvenation of the Chinese nation, and are promoting the great rejuvenation of the Chinese nation through Chinese-style modernization. We have taken charge of the great struggle, great project, great cause, and great dream, clarified the overall layout of "five-in-one" and the strategic layout of "four comprehensives," determined the general work guideline of pursuing progress while maintaining stability, coordinated development and security, and clarified that the principal contradiction in Chinese society is the contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development. We have pushed forward all work around this principal social contradiction, continuously enriching and developing new forms of human civilization.

　　—Through continuous struggle, we have realized the millennial dream of the Chinese nation—a moderately prosperous society. China's development has reached a higher historical starting point. We have adhered to targeted poverty alleviation and fought with all our might, winning the largest poverty alleviation battle in human history. All 832 impoverished counties have been lifted out of poverty, nearly 100 million rural impoverished people have been lifted out of poverty, over 9.6 million impoverished people have been relocated, and the problem of absolute poverty has been historically resolved. This has made a significant contribution to global poverty reduction.

　　—We have put forward and implemented the new development philosophy, focused on promoting high-quality development, promoted the construction of a new development pattern, implemented supply-side structural reforms, and formulated a series of regional major strategies of global significance. China's economic strength has achieved a historic leap. GDP has increased from 54 trillion yuan to 114 trillion yuan. China's economic output accounts for 18.5% of the world economy, an increase of 7.2 percentage points, ranking second in the world. Per capita GDP has increased from 39,800 yuan to 81,000 yuan. Total grain output remains the world's highest, effectively ensuring food and energy security for more than 1.4 billion people. The urbanization rate has increased by 11.6 percentage points, reaching 64.7%. The scale of manufacturing and foreign exchange reserves remain the world's largest. We have built the world's largest high-speed railway network and highway network, and have made significant achievements in the construction of airports, ports, water conservancy, energy, and information infrastructure. We have accelerated the advancement of independent and self-reliant technological innovation. R&D expenditure has increased from 1 trillion yuan to 2.8 trillion yuan, ranking second in the world, and the total number of R&D personnel ranks first in the world. Basic research and original innovation have been continuously strengthened, breakthroughs have been made in some key core technologies, strategic emerging industries have grown, and significant achievements have been made in manned spaceflight, lunar and Mars exploration, deep-sea and deep-earth exploration, supercomputers, satellite navigation, quantum information, nuclear power technology, new energy technology, large aircraft manufacturing, and biomedicine. We have entered the ranks of innovative countries.

　　—With tremendous political courage, we have comprehensively deepened reforms, launched a reform offensive, strengthened top-level reform design, dared to advance into deep waters, dared to tackle tough problems, dared to venture into dangerous waters, and dared to face new contradictions and challenges. We have broken through ideological constraints, broken through the barriers of vested interests, and resolutely eliminated institutional and mechanism shortcomings in all aspects. The basic institutional framework in various fields has been basically established, and many fields have achieved historical changes, systematic reshaping, and overall restructuring. The new round of Party and state institutional reforms has been completed, the socialist system with Chinese characteristics has become more mature and established, and the level of modernization of the national governance system and governance capacity has been significantly improved.

　　—We have implemented a more proactive and open strategy, built a high-standard free trade area network facing the world, accelerated the construction of free trade zones and the Hainan free trade port, and jointly built the Belt and Road Initiative, which has become a popular international public product and international cooperation platform. China has become a major trading partner for more than 140 countries and regions, with the total volume of goods trade ranking first in the world, and attracting foreign investment and making foreign investments ranking among the world's top. This has formed a wider range, broader scope, and deeper level of opening up.

　　—We have adhered to the path of political development of socialism with Chinese characteristics, comprehensively developed whole-process people's democracy, comprehensively promoted the institutionalization, standardization, and proceduralization of socialist democratic political systems, widely carried out socialist consultative democracy, made people's role as masters of the country more solid, enhanced the vitality of grassroots democracy, consolidated and expanded the patriotic united front, presented a new atmosphere of national unity and progress, comprehensively implemented the basic guidelines of the Party's religious work, and better protected human rights. The construction of a socialist country ruled by law has been advanced in depth, the overall pattern of the rule of law has been basically formed, the socialist legal system with Chinese characteristics has been accelerated, judicial reforms have made significant progress, the guarantee of social fairness and justice has become more solid, and the construction of a country ruled by law has opened up a new situation.

　　—We have established and upheld the fundamental system of the guiding role of Marxism in the ideological field. The Party's innovative theories in the new era have become deeply rooted in the hearts of the people, the core socialist values have been widely disseminated, and excellent traditional Chinese culture has undergone creative transformation and innovative development. Cultural undertakings have become increasingly prosperous, the online ecosystem has continued to improve, and the situation in the ideological field has undergone a comprehensive and fundamental change. We grandly celebrated the 90th anniversary of the founding of the People's Liberation Army, the 40th anniversary of reform and opening up, the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 70th anniversary of the Chinese People's Volunteers' participation in the War to Resist US Aggression and Aid Korea. We successfully hosted the Beijing Winter Olympics and Paralympics. The younger generation is more positive and upward-looking, and the cultural confidence and spirited demeanor of all Party members and people of all ethnic groups across the country have been significantly enhanced.

　　—We have thoroughly implemented the people-centered development philosophy and have continuously worked on ensuring that people have access to childcare, education, employment, medical care, old-age support, housing, and assistance for the vulnerable. People's lives have been comprehensively improved. Life expectancy has increased to 78.2 years. Per capita disposable income of residents has increased from 16,500 yuan to 35,100 yuan. Annual new urban employment has exceeded 13 million. We have built the world's largest education system, social security system, and medical and health system. The level of education popularization has achieved a historic leap, basic old-age insurance covers 1.04 billion people, and the basic medical insurance coverage rate remains stable at 95%. We have adjusted the birth policy in a timely manner. We have renovated more than 42 million sets of shantytown housing and more than 24 million rural dilapidated houses, significantly improving housing conditions for urban and rural residents. The number of internet users has reached 1.03 billion. The sense of gain, happiness, and security among the people is more substantial, more secure, and more sustainable, and new achievements have been made in common prosperity.

　　We adhere to the concept that lucid waters and lush mountains are invaluable assets, and we uphold the integrated protection and systematic management of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. We strengthen ecological and environmental protection in all aspects, across all regions, and throughout all processes. The ecological civilization system is more robust, the battle against pollution is advancing in depth, and substantial progress has been made in green, circular, and low-carbon development. Historic, transformative, and comprehensive changes have occurred in ecological and environmental protection, resulting in a bluer sky, greener mountains, and clearer waters in our motherland.

　　We implement the overall national security outlook. The national security leadership system, legal system, strategic system, and policy system have been continuously improved. We stand firm on issues of principle, safeguarding national sovereignty, security, and development interests with unwavering determination. National security has been comprehensively strengthened. The system of social governance featuring joint construction, governance, and sharing has been further improved. Forces of ethnic separatism, religious extremism, and violent terrorism have been effectively curbed. The special campaign against organized crime has achieved phased results. We have effectively responded to a series of major natural disasters, and the building of a secure China has reached a higher level.

　　We have established the Party's strong military goal in the new era, implemented the Party's strong military thinking in the new era, and implemented the military strategic guidelines of the new era. We uphold the absolute leadership of the Party over the People's Liberation Army, convened the Gutian All-Army Political Work Conference, promoted political training with the spirit of rectification, firmly established combat effectiveness as the sole and fundamental standard, resolutely shifted the focus of all military work to preparing for and engaging in war, comprehensively strengthened military struggles in all directions and fields, vigorously promoted practical military training, and carried out sweeping reforms of national defense and the military. We restructured the leadership and command system of the People's Liberation Army, the modern military force system, and the military policy system, accelerating the modernization of national defense and the military. The reduction of 300,000 active personnel was successfully completed. The People's Liberation Army has undergone a complete transformation in its system, structure, pattern, and appearance, with significantly improved modernization levels and combat capabilities. The path of building a strong military with Chinese characteristics is becoming increasingly broader.

　　We comprehensively and accurately advance the practice of "One Country, Two Systems." We uphold the principles of "One Country, Two Systems," "Hong Kong people administering Hong Kong," "Macao people administering Macao," and a high degree of autonomy. We have promoted Hong Kong's transition from chaos to governance and toward prosperity, and Hong Kong and Macao maintain a good momentum of long-term stable development. We have put forward the overall strategy for resolving the Taiwan issue in the new era, promoting cross-strait exchanges and cooperation, resolutely opposing "Taiwan independence" separatist activities, and resolutely opposing external interference, firmly grasping the initiative and dominance in cross-strait relations.

　　We comprehensively advance Chinese-style major-country diplomacy, promoting the building of a community with a shared future for mankind, firmly upholding international fairness and justice, advocating and practicing true multilateralism, and clearly opposing all hegemonism and power politics. We resolutely oppose any unilateralism, protectionism, and bullying behavior. We have improved the overall diplomatic layout, actively building a global partnership network, and promoting the building of a new type of international relations. We demonstrate the responsibility of a major country, actively participating in the reform and construction of the global governance system, and comprehensively carrying out international cooperation in combating the COVID-19 pandemic, winning widespread international praise. China's international influence, appeal, and shaping power have significantly improved.

　　We have deeply advanced comprehensive and strict governance over the Party, adhering to the principle that we must strengthen ourselves to forge steel. Starting with the formulation and implementation of the eight-point central regulations, we put forward and implemented the general requirements for Party building in the new era. We use Party political construction to lead all aspects of Party building, adhering to the simultaneous efforts of ideological Party building and Party governance through systems. We have earnestly conducted Party political life, continuously carried out Party-wide centralized education, put forward and upheld the Party's organizational line in the new era, highlighted political standards in selecting and appointing capable people, strengthened political inspections, and formed a relatively complete system of intra-Party regulations, promoting the entire Party to strengthen its ideals and beliefs, its strict organizational system, and its strict discipline and rules. We have persistently rectified the style of work and disciplined the Party, using the determination of driving in nails to rectify the "four winds," opposing the ideas and phenomena of privilege, and resolutely rectifying unhealthy trends and corrupt practices among the masses. We have stopped some unhealthy trends that had not been stopped for a long time and rectified some deep-seated problems that had not been eliminated for many years. We have launched an unprecedented anti-corruption campaign, using the mission of "offending thousands but not letting down 1.4 billion people" to eliminate diseases and cure chaos. We have promoted the integrated advancement of preventing corruption, making it impossible, and eliminating the desire for corruption, using multiple approaches to "tigers," "flies," and "foxes." The anti-corruption campaign has achieved a decisive victory and has been comprehensively consolidated, eliminating serious hidden dangers within the Party, the state, and the military, ensuring that the power entrusted by the Party and the people is always used to seek happiness for the people. Through unremitting efforts, the Party has found a second answer to breaking the historical cycle of governance, turmoil, and prosperity—self-revolution. The ability of self-purification, self-improvement, self-innovation, and self-enhancement has been significantly enhanced, and the lax and soft situation in governing the Party has been fundamentally reversed. A sound and upright political ecology within the Party is continuously forming and developing, ensuring that the Party will never change its nature, color, or flavor.

　　While fully affirming the remarkable achievements made in the cause of the Party and the state, we must clearly see that our work still has some shortcomings and faces many difficulties and problems. These mainly include: the problems of unbalanced and inadequate development remain prominent; there are still many bottlenecks in promoting high-quality development, and scientific and technological innovation capabilities are not yet strong; ensuring the reliable security of food, energy, and industrial and supply chains and preventing financial risks still require the resolution of many major problems; there are still many hard nuts to crack in key areas of reform; there are many challenges in the ideological field; the gap between urban and rural areas and regional development and income distribution remains large; the masses face many difficulties in employment, education, medical care, childcare, elderly care, and housing; the task of ecological and environmental protection remains arduous; some Party members and cadres lack a sense of responsibility, their ability to struggle is weak, and their practical spirit is insufficient; formalism and bureaucratism are still prominent; the task of eradicating the soil that breeds corruption remains arduous, and so on. We have already adopted a series of measures to address these problems, and we must increase our efforts in the future.

　　Comrades! The great achievements of the new era are the result of the joint efforts, hard work, and struggle of the Party and the people! Here, on behalf of the Central Committee of the Communist Party of China, I would like to express my heartfelt gratitude to all members of the Communist Party of China, to all people of all ethnic groups across the country, to the various democratic parties, people's organizations, and patriotic people from all walks of life, to compatriots in the Hong Kong and Macao Special Administrative Regions and Taiwan, and to overseas Chinese, and to friends from all countries who care for and support China's modernization drive!

　　The great changes of the past ten years of the new era are of milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation. The Communist Party of China, having gone through a century of struggle, has become stronger and more powerful through revolutionary forging. The Party's political leadership, ideological guidance, mass organization, and social appeal have been significantly enhanced. The Party has always maintained close ties with the people. The Communist Party of China has always been at the forefront of the times in the historical process of profound changes in the world situation, has always been the backbone of the people of the whole country in the historical process of coping with various risks and challenges at home and abroad, and has always been the strong leadership core in the historical process of upholding and developing socialism with Chinese characteristics. The Chinese people's driving force for progress is stronger, their fighting spirit is more vigorous, and their determination to win is firmer. They have demonstrated a stronger sense of historical self-awareness and initiative. The Communist Party of China and the Chinese people are confidently promoting the great leap forward of the Chinese nation from standing up, to becoming prosperous, to becoming strong. Reform and opening up and socialist modernization have been deeply advanced, writing a new chapter in the two miracles of rapid economic development and long-term social stability. China's development has a more solid material foundation and more perfect institutional guarantees. The realization of the great rejuvenation of the Chinese nation has entered an irreversible historical process. Scientific socialism has shown new vigor in 21st-century China. Chinese-style modernization has provided a new choice for mankind to achieve modernization. The Communist Party of China and the Chinese people are providing more and better Chinese wisdom, Chinese solutions, and Chinese strength to solve the common problems facing humanity, making new and greater contributions to the lofty cause of human peace and development!

　　 II. Opening Up a New Realm of Marxism's Sinicization for the Times

　　Marxism is the fundamental guiding ideology for our Party's founding, national establishment, revitalization, and national rejuvenation. Practice has shown us that the reason why the Chinese Communist Party can succeed, and why socialism with Chinese characteristics is so successful, ultimately boils down to the effectiveness of Marxism, and the effectiveness of Marxism adapted and modernized for China. Having the guidance of Marxist scientific theory is fundamental to our Party's firm belief and faith, and its ability to seize historical initiative.

　　Advancing the Sinicization and modernization of Marxism is a process of pursuing, revealing, and practicing truth. Since the 18th National Congress of the CPC, new changes in the domestic and international situations and new practical requirements have urgently required us to answer, from the combination of theory and practice, a series of major contemporary issues related to the development of the Party and state's cause and the Party's governance and administration. The "Ten Points of Clarification," "Fourteen Points of Adherence," and "Thirteen Achievements" put forward at the 19th National Congress and the Sixth Plenary Session of the 19th Central Committee of the CPC summarize the main content of this thought, which must be adhered to for a long time and continuously enriched and developed.

We adhere to Marxism as a guide to use its scientific worldview and methodology to solve China's problems, not to recite and repeat its specific conclusions and phrases, and certainly not to treat Marxism as an immutable dogma. We must uphold emancipating the mind, seeking truth from facts, keeping pace with the times, and seeking truth and being pragmatic; proceeding from reality, focusing on solving practical problems in the new era of reform, opening up, and socialist modernization; continuously answering the questions of China, the world, the people, and the times; providing correct answers that conform to China's realities and the requirements of the times; drawing scientific understandings that conform to objective laws; forming theoretical achievements that keep pace with the times; and better guiding China's practice.

　　Adhering to and developing Marxism requires combining it with excellent traditional Chinese culture. Only by taking root in the historical and cultural soil of our country and nation can the tree of Marxist truth flourish. Excellent traditional Chinese culture has a long and profound history, is the crystallization of Chinese civilization's wisdom, and contains the concepts of "天下为公" (all under heaven are public), "民为邦本" (the people are the foundation of the state), "为政以德" (governing with virtue), "革故鼎新" (reforming and innovating), "任人唯贤" (appointing people based on merit), "天人合一" (harmony between humanity and nature), "自强不息" (self-reliance and perseverance), "厚德载物" (carrying the weight of the world with virtue), "讲信修睦" (honesty and harmony), and "亲仁善邻" (being friendly to one's neighbors). These are important manifestations of the worldview, world outlook, social outlook, and moral outlook accumulated by the Chinese people in their long-term production and life, and they have a high degree of congruence with the values and propositions of scientific socialism. We must firmly uphold historical confidence and cultural confidence, adhere to the principle of "古为今用, 推陈出新" (making the past serve the present, and discarding the old to bring forth the new), integrating the essence of Marxist thought with the essence of excellent traditional Chinese culture, and integrating it with the common values that the people use daily without realizing it.
