Recently, the All-China Federation of Trade Unions, the Ministry of Culture and Tourism, the China National Film Administration, and the General Administration of Sport jointly issued the "Opinions on Deepening the High-Quality Development of Workers' Cultural and Sports Activities in the New Era and Expanding Workers' Consumption in This Area" (hereinafter referred to as the "Opinions"). The aim of these Opinions is to systematically promote workers' cultural and sports activities, unlock consumption potential, and meet the growing spiritual and cultural needs of the vast number of workers.


The "Opinions" are guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the central government’s directives—including “vigorously boosting consumption”—and adhere to a people-centered development philosophy. They set forth eight key tasks and specify that by 2030, a staff cultural and sports activity system—comprehensive in coverage, clearly tiered, and distinctly characterized—will be basically established. Furthermore, they aim to create staff cultural and sports brand projects with national influence, fostering a staff culture that is healthy, civilized, uplifting, and fully inclusive.


The "Opinions" propose expanding the scale of cultural and sports activities for employees, clearly stipulating that the All-China Federation of Trade Unions will take the lead, in collaboration with multiple departments, to plan and organize nationwide cultural and sports events for workers. Trade unions at all levels are encouraged to join forces with cultural tourism, film, sports authorities, and various venues to create region-specific brands for workers' cultural and sports activities. Grassroots trade unions are encouraged to organize small-scale, diverse, and regular activities to enhance the convenience of employee participation. In terms of content provision, on the one hand, we will enrich workers’ cultural life by hosting literary and artistic performances, classic recitations, and other similar activities, promoting cultural outreach to grassroots communities, running workers’ evening schools, establishing creation bases at Workers’ Cultural Palaces, and encouraging the production of film and television works centered on workers’ themes. On the other hand, we will optimize the structure of workers’ sports development by consolidating and enhancing existing sports activities such as badminton and table tennis, promoting traditional sports like Tai Chi, introducing emerging sports such as ice and snow sports and outdoor activities, and continuously launching convenient fitness initiatives like “Get Moving During Work Breaks.”


The “Opinions” encourage the development of new types of activities such as nighttime, outdoor, social, and parent-child events. They advocate leveraging spaces like commercial districts, park green spaces, industrial heritage sites, red education bases, and movie theaters to host immersive and interactive experience activities. These activities will integrate ideological and political guidance into cultural and sports events through forms such as skill demonstrations and exchanges with model workers. Furthermore, the document promotes the orderly opening of cultural and sports facilities in enterprises and institutions, and calls for the establishment of a digital cultural and sports service platform based on the “Workers’ Home” app.


Regarding the optimization of the cultural and sports consumption environment for employees, the “Opinions” propose encouraging an increase in the proportion of trade union funds allocated to cultural and sports activities, promoting collective bargaining between employers and employees on cultural and sports events as well as paid annual leave, expanding the scale of employee health and recuperation programs, and encouraging grassroots trade unions to organize up to four spring and autumn excursions each year. Trade unions at all levels are encouraged to collaborate with departments of culture and tourism, film, sports, and other related sectors to launch exclusive cultural, sports, and tourism discount products and services tailored for employees; support the purchase of annual passes to scenic areas; issue cultural and tourism consumption vouchers and movie tickets; organize screenings of films with positive themes; and successfully run the “Benefit Workers’ Cinema Network.”


To ensure the effective implementation of the policy, the "Opinions" outline safeguard measures from four aspects: organizational leadership, team building, publicity and guidance, and standardized management. They clearly establish a multi-department coordination mechanism, cultivate specialized expertise, jointly release innovative case studies, and strengthen standardized management to guarantee the policy's practical effectiveness. Trade unions of provinces, autonomous regions, and municipalities directly under the central government; departments of culture and tourism (bureaus); film authorities; sports administrative departments; national industrial trade unions; and the Federation of Trade Unions of Central and State Organs:


To implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party and in accordance with the relevant directives outlined in the CPC Central Committee’s “15th Five-Year Plan” proposals—namely, “vigorously boosting consumption,” “widely carrying out mass cultural activities,” and “promoting the development of mass sports”—we will deeply implement the “Special Action Plan for Boosting Consumption” issued by the General Office of the CPC Central Committee and the General Office of the State Council. We will also fully implement the spirit of the “Notice issued by the General Office of the State Council on Further Cultivating New Growth Points to Prosper Cultural and Tourism Consumption” and the “Opinions of the General Office of the State Council on Unleashing the Potential of Sports Consumption and Further Promoting High-Quality Development of the Sports Industry.” In doing so, we will vigorously advance the high-quality development of cultural and sports work among employees in the new era, better meet the growing spiritual and cultural needs of the vast workforce, further expand employee consumption in cultural and sports activities, and unleash the full potential of employee consumption. The following guidelines are hereby proposed.


I. General Requirements


We will remain committed to using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, firmly anchoring ourselves to the goals and tasks outlined in the 14th Five-Year Plan recommendations. We will uphold the development philosophy centered on the people, promote and practice the core socialist values, vigorously foster and develop workers’ culture, improve institutional mechanisms, enrich content and forms, expand platform resources, strengthen digital and intelligent empowerment, and unleash innovation and creativity. Through joint efforts, by 2030, we will basically establish a workers’ cultural and sports activity system that is widely covered, clearly hierarchical, and distinctly characterized. We will also create a number of workers’ cultural and sports brand projects with national influence, enhance the quality and efficiency of workers’ cultural and sports services, and build a healthy, civilized, uplifting, and fully inclusive workers’ culture that better meets the diverse, multi-level, and multifaceted spiritual and cultural needs of workers.


II. Key Tasks


(1) Expand the scale of employee cultural and sports activities. Led by the All-China Federation of Trade Unions, in collaboration with the Ministry of Culture and Tourism, the National Film Administration, and the General Administration of Sport, we are jointly planning, organizing, and coordinating nationwide cultural and sports activities for workers. Trade unions at all levels are working closely with the authorities responsible for culture and tourism, film, and sports to enhance resource matching and activity guidance, thereby building distinctive regional brands for worker cultural and sports events. We encourage trade unions at all levels and workers’ cultural palaces to strengthen cooperation with performing arts troupes, public cultural service institutions, cultural and museum venues, performance venues, movie theaters, and sports facilities, and to widely carry out cultural and sports activities for workers. We also encourage grassroots trade unions to organize small-scale, diverse, and regular cultural and sports activities for workers, effectively enhancing the convenience of worker participation.


(2) Promote a thriving supply of employee cultural offerings. We will uphold the principle of bringing cultural benefits to the people, and jointly organize events such as the “Workers’ Arts Week” and the “Workers’ Film Week.” We will widely carry out cultural performances, themed exhibitions, and classic recitation activities for workers. We will actively promote various cultural outreach programs at the grassroots level, continuously run workers’ evening schools, and enrich workers’ leisure cultural lives. Relying on the Workers’ Cultural Palace, we will establish a base for workers’ literary and artistic creation, encouraging the production of film and television works that reflect workers’ daily lives and are popular among them, thereby fostering the flourishing of new mass culture in the internet era.


(3) Optimize the structure of employee sports development. Innovatively develop a nationwide employee sports brand, consolidate and enhance mass-based sports activities with deep-rooted popularity—such as badminton, table tennis, and workplace exercises—and promote traditional sports like Tai Chi. Scientifically introduce emerging sports activities such as ice and snow sports and outdoor sports, and continuously launch convenient fitness initiatives like “Get Moving at Work.” Encourage the organization of comprehensive sports meets for employees that span enterprises, industries, and regions.


(4) Innovate employee cultural and sports activity settings. In response to the actual needs of employees, especially those in new forms of employment, we will expand new types of cultural and sports activities tailored to nighttime, outdoor, social, and parent-child settings. We encourage leveraging distinctive spaces such as commercial districts, industrial heritage sites, park green spaces, red education bases, and movie theaters to host immersive and interactive cultural experience activities.


(5) Deepen the integration of employee cultural and sports activities. Integrate ideological and political guidance throughout the entire process of employee cultural and sports activities, embed it into union services, and collaborate with departments such as culture and tourism, film, and sports to diversify activity formats. Through skill demonstrations, exchanges with model workers, on-site services, and cultural and tourism promotion, we will uphold the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, thereby enhancing the effectiveness of union services and boosting employees’ sense of fulfillment and satisfaction.


(6) Strengthen the support services for employee cultural and sports activities. Guide enterprises and public institutions to open their cultural and sports facilities to the public in an orderly manner. Relying on the “Workers’ Home” app, build a cloud-based “Great Culture and Sports” platform for workers, develop high-quality digital cultural and sports content, and create a one-stop digital portal for cultural and sports services. Establish a national database of workers’ cultural and sports resources and formulate standardized guidelines for workers’ cultural and sports activities.


(7) Optimize the cultural and sports consumption environment for employees. Encourage increasing the proportion of union funds allocated to staff cultural and sports activities. Encourage expanding the use of union membership fees to organize staff cultural and sports events. Promote collective bargaining between employers and employees on issues such as staff cultural and sports activities and paid annual leave, clearly defining provisions regarding funding guarantees and scheduling arrangements. Expand the scale of staff health and recuperation programs, and encourage units and localities with appropriate conditions to increase their subsidies from union funds for staff health and recuperation. Union organizations at all levels are encouraged to increase the number of spring and autumn excursion activities based on actual conditions, with a maximum of four such activities per year.


(8) Promote employees’ consumption of cultural and sports activities. Encourage trade unions at all levels to collaborate with departments such as culture and tourism, film, and sports to launch exclusive, discounted cultural and sports products and services tailored for employees, covering areas such as performing arts and theater attendance, movie viewing, event watching, and sports and fitness activities. Support regions, relevant platforms, and cultural and tourism enterprises in developing annual pass products for tourist attractions based on employees’ cultural and sports needs and the actual conditions of tourist sites. Encourage grassroots trade unions to issue cultural and tourism consumption vouchers and movie tickets tailored to local circumstances, organize screenings of films with positive themes, and support the successful implementation of “Benefit Workers’ Cinema.” Grassroots trade unions are also encouraged to use membership fees to purchase annual passes and other cultural and tourism products for employees at tourist attractions within their respective provinces or regions.


III. Organizational Guarantee


(1) Strengthen organizational leadership. Establish a work coordination mechanism led by the All-China Federation of Trade Unions, with the joint participation of the Ministry of Culture and Tourism, the China National Film Administration, and the General Administration of Sport, to strengthen scheduling and guidance, promote the coordinated advancement of high-quality development of workers’ cultural and sports activities, and further expand workers’ consumption in cultural and sports fields. The Publicity and Education Department of the All-China Federation of Trade Unions will assume the responsibilities of the coordination mechanism’s office.


(2) Strengthen team building. To strengthen the professional capacity-building of staff in cultural and sports work, trade unions at all levels should collaborate with departments of culture and tourism, film, and sports, making good use of expert and talent resources in areas such as literary and artistic creation, film and television production, and event organization. They should organize training programs to cultivate a core team of staff who are professionally competent, capable of effective organization, and skilled in providing excellent service.


(3) Strengthen publicity and guidance. Four departments jointly released an innovative case study on “Employee Cultural and Sports Activities Boosting Consumption.” They will intensify publicity through mainstream central and local media, trade union media, industry-specific media, and new media platforms, widely reporting on the effective initiatives and achievements of employee cultural and sports programs, thereby fostering a positive social atmosphere that encourages widespread public attention, support, and participation in such activities.


(4) Strengthen standardized management. Implement the spirit of the Central Committee’s Eight-Point Regulation and its detailed implementation rules, strictly abide by national laws and regulations as well as the provisions governing the management of trade union funds, oppose formalism and bureaucracy, focus on achieving practical results, avoid extravagance and waste, and refrain from imposing unnecessary burdens on the grassroots level.
