On December 22, the General Office of the CPC Central Committee and the General Office of the State Council issued the “Notice on Doing a Good Job During the New Year’s Day and Spring Festival Period in 2026,” which explicitly requires: “Carry out thorough inspections and maintenance of tourism-related facilities and equipment, and strengthen safety management of passenger ropeways, large-scale amusement rides, and emerging high-risk amusement attractions.” The full text of the notice is as follows:
2026 marks the inaugural year of the 15th Five-Year Plan. All regions and departments should, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the resolutions of successive plenary sessions of the 20th Central Committee. They should also coordinate and effectively carry out all tasks during the New Year’s Day and Spring Festival periods, ensuring that the people spend a joyful, safe, and harmonious holiday season. With the approval of the Party Central Committee and the State Council, we hereby notify you of the relevant matters as follows.
I. Pay close attention to the production and living conditions of vulnerable groups. Party committees and governments at all levels should earnestly carry out relief and assistance efforts, conduct visits and offer condolences, and truly address practical issues and help people overcome difficulties. Ensure that relief funds are distributed promptly and in full accordance with regulations; where conditions permit, relief funds may be disbursed ahead of schedule or supplemented with a one-time living allowance. Step up temporary relief efforts by promptly providing basic living support to those facing sudden and urgent hardships, and ensure adequate winter and spring assistance for disaster-affected people. Strengthen visits, condolences, and care for particularly vulnerable groups such as elderly persons with special difficulties, persons with disabilities, and children in difficult circumstances. Launch a special relief campaign called “Delivering Warmth in the Cold Winter.” Conduct a winter campaign to tackle wage arrears, and crack down on illegal practices of withholding wages from migrant workers in accordance with the law. Implement enterprise assistance policies to resolve outstanding payment issues. Provide employment assistance to those facing difficulties in finding work. Enhance protection of labor rights for flexible workers and newly employed groups. Show concern and care for grassroots cadres and staff, especially those working in harsh conditions and on the front lines of urgent, difficult, and dangerous tasks. Conduct in-depth visits and offer condolences to Party members, veteran Party members, and veteran cadres experiencing financial hardship, as well as to veteran Red Army soldiers, veteran anti-Japanese war fighters, veteran volunteer soldiers, veterans who have been demobilized, retired military officers and cadres, disabled veterans, and families of fallen soldiers.
II. Ensure a stable and orderly market supply. Make every effort to guarantee the production and transportation of coal, electricity, oil, gas, and other energy resources, ensuring stable supply and prices of energy for people’s daily lives and helping residents spend a warm winter. Implement the principle of joint responsibility of Party and government for food security and the “vegetable basket” mayors’ accountability system; strengthen market monitoring and early warning mechanisms; leverage the effectiveness of the transportation and logistics coordination mechanism to ensure an adequate supply and stable prices of essential daily commodities such as grains, oils, meat, eggs, dairy products, fruits, and vegetables. Expand the supply of high-quality goods and services, innovate diverse consumption scenarios, and unleash the potential for holiday spending. Strengthen supervision over food safety in catering services and quality safety of agricultural products sold in the market, firmly safeguarding “food safety on the tip of the tongue.” Intensify oversight of pricing and fees in key areas related to people’s livelihoods, including catering, accommodation, and New Year’s goods, and severely crack down on illegal activities such as price gouging and fraudulent pricing. Enhance regulation of online transactions and standardize promotional practices. Keep complaint and reporting channels open and promptly address consumer grievances.
Third, enrich the spiritual and cultural lives of the masses. Launch a themed interview campaign titled “Spring Festival Visits to Grassroots Communities” to amplify the powerful voice of our times and inspire a spirit of striving forward. Successfully organize cultural and artistic performances such as the Spring Festival Gala, and carry out thematic activities including “Joyfully Celebrating the New Year” and “Intangible Cultural Heritage Welcomes the New Year—Exploring the Flavors of Chinese New Year.” Implement initiatives like “Our Chinese Dream—Bringing Culture to Every Household” and the “Three Go-to-the-Countryside” program in culture, science, technology, and health, providing high-quality cultural products directly to grassroots communities. Organize joint military-civilian development activities. Enrich tourism offerings, enhance tourism quality and experiences, and introduce a series of consumer-friendly measures benefiting the public. Strengthen inter-departmental law enforcement cooperation to maintain order in the cultural and tourism markets.
4. Ensure safe and convenient travel for the public. Strengthen dynamic analysis of passenger flows, enhance capacity supply in key regions, on popular routes, and during peak hours, and coordinate efforts to ensure smooth Spring Festival travel, thereby meeting the travel needs of the public to the greatest extent possible. Fully implement the policy of waiving tolls for small passenger vehicles during major holidays, intensify efforts to relieve traffic congestion and keep roads flowing smoothly, and improve the quality of services such as charging, refueling, dining, and restroom facilities. Strengthen support for key passenger flows—including migrant workers, students, and tourists—and strictly enforce legal preferential treatment policies for priority travel access for special groups, including military personnel, disabled veterans currently serving or having completed their service, firefighters and rescue workers, and families of martyrs. Optimize and refine emergency response plans to effectively address sudden incidents such as severe weather, stranded passengers, and hazardous accidents. Conduct thorough inspections and identify potential risks and hazards in infrastructure such as highways, bridges, and tunnels. Severely crack down on behaviors including drunk driving, driving under the influence of alcohol, exceeding speed limits, carrying overloaded passengers, driving while fatigued, illegal operations, and “two violations” in rural areas, thereby ensuring travel safety.
V. Firmly enforce the implementation of safety production responsibilities. Strengthen and solidify the accountability for safety production, strictly implement all regulatory systems, promptly address issues such as inadequate fulfillment of responsibilities, superficial safety inspections, and perfunctory rectifications, and resolutely prevent and curb the occurrence of serious and particularly grave accidents. Intensify efforts to identify and address fire hazards in key areas including aging residential buildings, high-rise structures, off-campus training institutions, popular tourist attractions, shopping malls and markets, hotels and guesthouses, restaurants and eateries, elderly care facilities, and factory warehouses. Deepen the identification and remediation of risks and hidden dangers in sectors such as fireworks and firecrackers, mining, gas supply, construction, chemical production, and fishing vessels. Carry out thorough inspections and maintenance of tourism-related facilities and equipment, and strengthen safety management of passenger ropeways, large-scale amusement rides, and emerging high-risk recreational activities. Enhance risk assessment and safety control for large-scale mass events such as exhibitions and sales fairs, cultural and artistic performances, temple fairs and lantern festivals, fireworks displays, and light shows. Strengthen monitoring, early warning, risk alerts, and emergency response for disasters such as low-temperature rain, snow, freezing, and ice-jam floods, as well as forest and grassland fires. Widely carry out safety awareness campaigns to enhance the public’s sense of safety prevention and their skills in self-rescue and hazard avoidance. Intensify surveillance and control of key infectious diseases, and ensure effective diagnosis and treatment of respiratory infectious diseases.
Sixth, make every effort to maintain overall social stability. Uphold and develop the “Fengqiao Experience” for the new era, conduct comprehensive and thorough investigations into all types of conflicts, disputes, and potential risks, intensify efforts by leading cadres to receive and visit petitioners, fully leverage the role of comprehensive governance centers, and strive to address various factors of instability at their earliest stages and resolve them at the grassroots level. Strictly crack down on illegal and criminal activities such as theft, robbery, fraud, gambling, drugs, food, pharmaceuticals, and environmental crimes in accordance with the law. Conduct a comprehensive review of public security vulnerabilities and blind spots, strengthen security precautions in densely populated areas including bustling commercial districts, tourist attractions, buses, subways, train stations, airports, schools, hospitals, parks, and squares, and enhance the management of key items such as firearms, ammunition, hazardous explosives, and controlled knives. Intensify patrols and controls across society, implement joint police-military patrols, refine emergency response and handling plans, and firmly prevent violent terrorist attacks and extreme incidents. Closely monitor public opinion and proactively and prudently carry out risk assessments and response measures.
7. Continue to tackle the “Four Winds” and foster a new ethos. Uphold the fine traditions of the Chinese nation, enforce strict family education and family conduct, promote thrift and frugality, advance the transformation of customs and practices, and resist harmful habits such as exorbitant bride prices, competitive displays of social obligations, and lavish funerals with inadequate care for the living. Consolidate and expand upon the achievements of in-depth study and education on the spirit of the Central Committee’s Eight-Point Regulation, closely monitor key periods such as holidays and festivals, and rigorously investigate violations including improper dining and drinking, illegal acceptance or giving of gifts and money, and unauthorized handling of weddings, funerals, and other celebratory events for personal gain. Deepen the integrated investigation and treatment of both formalistic misconduct and corruption, and prevent the resurgence of unhealthy tendencies. Strictly implement the requirement that Party and government organs live a frugal life and firmly guard against extravagance and waste. Firmly establish and practice a correct view of political achievements, and focus on addressing issues such as perfunctory implementation, falsification of data, and superficial inspections and acceptance procedures. Resolutely rectify problems such as excessive numbers of documents and meetings with poor effectiveness, arbitrary assignment of tasks to grassroots levels under the guise of summarizing and advancing work, redundant and overlapping demands for materials, and overly frequent and intrusive supervision, inspection, assessment, and research activities—thus preventing unnecessary burdens on the grassroots level. Party members and cadres must consciously carry forward the Party’s glorious traditions and fine style, oppose privileged thinking and privileges, and use sound Party conduct to guide social and public morals toward positivity and goodness.
8. Diligently perform emergency duty and response tasks. Strictly enforce the 24-hour dedicated on-duty system, as well as the system requiring leading cadres to be on-site and report their whereabouts when away from the office. Strengthen supervision and inspection, and ensure that responsibilities are firmly assigned at all levels. Foster a strong sense of bottom-line thinking and risk awareness, scientifically schedule on-duty personnel, intensify drills for emergency plans, and make thorough preparations for responding to various emergencies, ensuring swift, efficient, and orderly handling of any unexpected incidents. Units directly serving the public should reasonably arrange on-duty schedules during holidays, guaranteeing service quality while avoiding formalism and superficial practices. Strictly implement the system of requesting instructions and reporting, and resolutely prevent delayed, omitted, false, or concealed reporting.
All regions and departments should raise their political awareness, strengthen organizational leadership, and carefully plan and implement all tasks during the New Year’s Day and Spring Festival periods, ensuring that the spirit of this notice is effectively put into practice.
