Xi Jinping: We must further deepen our understanding of the Party’s self-revolution.

  In his important article published in the 23rd issue of the magazine "Qiushi" in 2025, General Secretary Xi Jinping put forward the crucial requirement of “further strengthening five aspects” to advance the Party’s self-revolution. The first of these is “further deepening our understanding of the Party’s self-revolution.” Only when our ideological understanding is fully in place can we maintain an accurate direction and act with firm resolve. Deeply grasping the spirit of this important speech by General Secretary Xi Jinping is of great significance for unifying our thinking, staying firmly committed to our course forward, and genuinely enhancing our political, ideological, and practical consciousness in promoting the Party’s self-revolution.

Self-revolution is the Party’s second answer to breaking free from the historical cycle of chaos, turmoil, and rise and fall.

 

  The ideals pursued by our Party are lofty and sacred, and the mission it shoulders is both arduous and heavy. Only by examining ourselves in light of the demands of the times, by remaining acutely aware of potential risks and challenges, and by forging ourselves with a spirit of self-revolution—continuously enhancing our leadership capabilities and governance standards—can we ensure that the Party remains untainted, unchanged in its character, and true to its original intent, and continues to serve as the strong and steadfast leadership core of the cause of socialism with Chinese characteristics. At the same time, we must recognize that, as the situation and tasks evolve, the external environment shifts, and the ranks of Party members undergo their own changes, various contradictions and problems within the Party are inevitable. We must summon the courage to turn the blade inward, promptly address and eliminate all negative influences, and ensure that the Party always brims with vigorous vitality and dynamism. This is precisely why we must advance the Party’s self-revolution.

  Self-revolution is the Party’s second answer to breaking free from the historical cycle of chaos, rise, and fall—a conclusion drawn from long-term practical exploration. Today, our Party shoulders an extremely heavy task in advancing Chinese-style modernization, and we face an exceptionally complex governance environment. Therefore, we must tighten our grip even further on the string of self-revolution.

The building of Party conduct and integrity, as well as the fight against corruption, still face numerous persistent and recurrent problems. The Party’s self-revolution is an ongoing journey.

 

  From the perspective within the Party, some deep-seated problems remain unresolved at their root, and there is always the potential for old issues to resurface and rebound. Any slight relaxation could lead to a resurgence of these problems. Moreover, new problems continue to emerge one after another. The “four major tests” and “four types of dangers” facing the Party will persist for the long term. In particular, efforts to build a clean and honest Party and to combat corruption still face numerous persistent and recurrent challenges. The Party’s self-revolution is an ongoing process, and we must never let up for even a moment in our efforts to govern and discipline the Party.

  —On February 7, 2023, Xi Jinping delivered a speech at the opening ceremony of the seminar for newly elected members of the Central Committee, alternate members, and principal leading officials at the provincial and ministerial levels, on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Party.

  The achievements are there for all to see, yet the problems cannot be ignored. Prominent issues within the Party—such as impure ideology, impure organization, and impure conduct—have not yet been fundamentally resolved. Some previously addressed problems may resurface, while new problems continue to emerge. For instance, in some localities and departments, the implementation of the Party Central Committee’s decisions and plans has been inadequate: either it is oversimplified and applied uniformly without regard to specific circumstances, merely copying and pasting directives without adaptation, or it involves selective implementation, circumvention, and compromise, disregarding the bigger picture and indulging in departmental and local protectionism. Hedonism and extravagance occasionally reappear, and covert, disguised forms of these behaviors are quietly taking root. It remains a long and arduous task to eradicate the persistent ills of formalism and bureaucracy. Moreover, certain Party organizations lack strong political and organizational capabilities, and the role of Party building in guiding grassroots governance has yet to be fully realized. The situation in the fight against corruption remains grave and complex, and the tasks of curbing new cases and eliminating existing ones remain daunting. We must never relax our efforts in addressing these issues. We must uphold a strict tone, adopt stringent measures, and maintain a rigorous atmosphere over the long term, continuously deepening and advancing the comprehensive and strict governance of the Party.

Firmly overcome the sentiments of complacency, slackening off, and fatigue or war-weariness. Resolutely prevent erroneous expectations of shifting direction or lowering the tone and altering the pitch.

 

  We must, from the perspective of ensuring the Party’s long-term governance, the country’s enduring stability and prosperity, and the people’s happiness and well-being, regard comprehensively enforcing strict Party discipline as a long-term strategy and an eternal task. We must resolutely reject the mindset of temporary fixes or ad hoc measures; we must firmly overcome any tendency toward complacency, slackening off, or fatigue and war-weariness; and we must resolutely guard against erroneous expectations of shifting direction or toning down efforts. We must always remain problem-oriented, maintain strategic composure, carry forward the spirit of thorough self-revolution, and keep sounding the charge—persisting steadfastly in maintaining a rigorous tone, stringent measures, and a climate of strictness over the long term, and seeing through to the end the Party’s great self-revolution.

  With regard to the Party’s self-revolution, most comrades have a relatively correct understanding, yet some Party members and cadres still hold erroneous views. Some believe that since the Communist Party has already become the ruling party, engaging in self-revolution is simply asking for trouble and will only harm the Party’s image and authority. Others think that the comprehensive and strict governance of the Party is too rigid—excessive emphasis on curbing eating and drinking, overly aggressive anti-corruption efforts—that it undermines the enthusiasm of cadres and even hinders economic and social development. Still others view the Party’s self-revolution as merely a matter for the Party Central Committee and organizational bodies, having little to do with themselves. Yet others believe that, given their low rank and limited power, they are far from corruption and thus have no need for self-revolution. Precisely because of these misconceptions, when it comes to the Party’s self-revolution, they often merely go through the motions, offering perfunctory statements without truly internalizing the importance of the issue or genuinely committing themselves to it; some even adopt a detached, bystander-like attitude, remaining completely uninvolved. We must resolutely correct these erroneous viewpoints.

No matter at what level or in what role party organizations and members find themselves, they all bear the responsibility for self-revolution.

 

  No matter at what level or in what capacity Party organizations and members may find themselves, they all bear the responsibility for self-revolution. They must fully engage themselves in this process and must not treat self-revolution merely as a mere slogan. Leading cadres—especially senior cadres—must set an exemplary example in self-revolution; they must not wield the Marxist “flashlight” to shine only on others while failing to illuminate themselves.

  All Party members, especially leading cadres, must bear in mind that the Party’s self-revolution is an ongoing process and that comprehensively enforcing strict Party governance is also an ongoing endeavor. They should persistently implement the spirit of the Central Committee’s Eight-Point Regulation, diligently cultivate their moral character, hold themselves strictly accountable, and resolutely prevent and overcome privileged thinking and practices. They must firmly resist unhealthy tendencies and corruption, always maintaining the clean and upright political integrity characteristic of Communists, and use sound Party and government conduct to lead social and public ethos.
