Xinhua News Agency, Beijing, December 8  On December 8, the Political Bureau of the CPC Central Committee held a meeting to analyze and study economic work for 2026 and to review the "Regulations on the CPC's Leadership in Promoting Comprehensive Governance According to Law." Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

The meeting held that this year is of great significance in China’s journey toward Chinese-style modernization. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the entire Party and people of all ethnic groups across the country have risen to challenges, pressed ahead with determination, coordinated the domestic and international contexts, and implemented more proactive and effective macroeconomic policies. As a result, the major goals for economic and social development will be smoothly achieved. Overall, China’s economy has remained stable and shown steady progress amid ongoing improvements; new-quality productive forces have been steadily developing; reform and opening-up have taken new strides; positive progress has been made in addressing risks in key areas; livelihood safeguards have been strengthened; and overall social stability has been maintained. Over the past five years, we have effectively responded to various shocks and challenges, significantly enhancing both our hard power—covering economy, science and technology, and national defense—and our soft power—including culture, institutions, and diplomacy. The 14th Five-Year Plan is nearing its successful conclusion, and we have gotten off to a good start on the new journey toward achieving the second centenary goal.

The meeting emphasized that to do a good job in next year’s economic work, we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, thoroughly implement the spirit of the 20th National Congress of the Party and the resolutions of successive plenary sessions of the 20th Central Committee, fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, and focus on promoting high-quality development. We must adhere to the general tone of seeking progress while maintaining stability, better coordinate domestic economic work with international economic and trade struggles, strike a better balance between development and security, implement more proactive and effective macro policies, enhance the foresight, targeted nature, and synergy of these policies, continuously expand domestic demand and optimize supply, improve new growth drivers tailored to local conditions, deepen the construction of a nationwide unified market, persistently prevent and resolve risks in key areas, and make concerted efforts to stabilize employment, stabilize enterprises, stabilize markets, and stabilize expectations. By doing so, we can promote a substantive improvement in economic quality and reasonable growth in economic quantity, maintain social harmony and stability, and ensure a successful start to the 15th Five-Year Plan period.

The meeting pointed out that next year’s economic work should adhere to the principle of seeking progress while maintaining stability and improving quality and efficiency. We should continue to implement a more proactive fiscal policy and a moderately accommodative monetary policy, leverage the synergistic effects of both existing and new policies, step up counter-cyclical and cross-cyclical adjustments, and effectively enhance the effectiveness of macroeconomic governance. We must uphold domestic demand as the main driver and build a robust domestic market; insist on innovation-driven development and accelerate the cultivation and strengthening of new growth drivers; remain committed to deepening reform and bolstering the momentum and vitality for high-quality development; stay open to the outside world and promote win-win cooperation across multiple sectors; pursue coordinated development and foster integration between urban and rural areas as well as regional linkages; take “dual carbon” goals as our guiding principle and advance a comprehensive green transformation; prioritize people’s livelihoods and strive to deliver tangible benefits to the public; and firmly safeguard bottom lines while proactively and prudently addressing risks in key areas.

The meeting emphasized the need to strengthen Party leadership, especially the centralized and unified leadership of the Party Central Committee. We must establish and practice a correct view of political achievements, tailor our economic policies to local conditions, and achieve high-quality, sustainable development. We should carefully prepare the national and regional “15th Five-Year” plans as well as specialized plans. We must ensure the stable supply of essential livelihood commodities at the turn of the year, show concern for the production and living conditions of vulnerable groups, properly address the issue of overdue payments to enterprises and wages owed to migrant workers, and firmly safeguard the bottom line of people’s livelihoods. With a sense of responsibility that leaves us constantly worried and vigilant, we must prioritize safe production and resolutely prevent and curb the occurrence of serious and particularly major accidents.

The meeting pointed out that the formulation of the "Regulations on the Communist Party of China's Leadership in the Comprehensive Governance of the Country According to Law" is of great significance for further enhancing the scientific, institutionalized, and standardized level of the Party's leadership in the comprehensive governance of the country according to law, building a more complete socialist rule-of-law system with Chinese characteristics, and constructing a socialist rule-of-law state at a higher level.

The meeting emphasized the need to uphold and strengthen Party leadership, ensuring that the Party’s role in leading legislation, guaranteeing law enforcement, supporting the judiciary, and taking the lead in observing the law is effectively implemented, thereby enhancing the level of governing the country and administering state affairs according to law. We must fully implement Xi Jinping’s Thought on the Rule of Law, firmly grasp the correct political direction for comprehensively advancing the rule of law, bolster our confidence in the rule of law, and unswervingly follow the path of socialist rule of law with Chinese characteristics. We should encourage leading cadres at all levels to enhance their respect for the rule of law and their sense of awe toward the law, and work together to promote scientific legislation, strict law enforcement, impartial justice, and universal compliance with the law. By comprehensively advancing the rule of law in all aspects of national governance, we will provide strong legal guarantees for fully promoting China’s modernization and advancing the great cause of national rejuvenation.
