Recently, Deyang City Public Resources Trading Center released a bidding announcement for the O+EPC (Operation + Design, Procurement, and Construction General Contracting) building project of the Sanxingdui Cultural Tourism Development Zone project by Guanghan City Sanxingqi Scenic Tourism Development Co., Ltd. The announcement shows that the project has been approved for construction by the Guanghan City Development and Reform Bureau. The project owner is Guanghan City Sanxingqi Scenic Tourism Development Co., Ltd., and the funds are all self-raised by the company and bank loans. The conditions for bidding are now in place, and the bidding will be carried out through public bidding.





The project is located east of the Sanxingdui Museum in Guanghan City, Deyang City, Sichuan Province, west of Tianfu Avenue, covering an area of 815 mu (approximately 54.3 hectares) with a total construction area of 164,358 square meters, including 139,758 square meters of above-ground construction area and 24,600 square meters of underground construction area. The construction content includes a visitor service center and supporting facilities, a multi-functional performing arts center, a characteristic cultural and creative industry center, a creative theme experience area, a quality development center, an underground parking garage and civil air defense project, as well as supporting infrastructure such as a comprehensive pipe network, substation and distribution engineering, intelligent engineering, and fire protection facilities. The maximum bid price for the project is 3.89761 billion yuan, of which the design fee is 116.47 million yuan, and the engineering cost is 3.74614 billion yuan. The planned total construction period is 900 calendar days, with a tentative construction period of 300 calendar days for phase one and 720 calendar days for phase two. The project will be implemented in phases with staggered commissioning.

The following is the detailed bidding content:



Project Overview and Bidding Scope



Construction Location: East of the Sanxingdui Museum in Guanghan City, west of Tianfu Avenue.


Construction Scale: The project covers a land area of 815 mu, with a total construction area of 164,358㎡ (139,758㎡ above ground and 24,600㎡ underground). This includes a visitor service center and supporting facilities (15,388㎡), a multi-functional performing arts center (47,250㎡), a characteristic cultural and creative industry center (10,000㎡), a creative theme experience area (51,650㎡), a quality development center (15,470㎡), an underground parking garage and civil air defense facilities (24,600㎡), as well as other supporting outdoor comprehensive pipe networks, substation and distribution engineering, intelligent engineering, fire protection facilities, and public service facilities.


Bidding Scope: This project is an integrated bidding project for operation + design, procurement, and construction general contracting.


(1) Operation Management: ① Pre-opening Services: Provide pre-opening and operation solutions for the project, covering the establishment of a management company, personnel training, introduction of management systems, establishment of scenic area operation and management systems, marketing and promotion plans, establishment of safety management systems, establishment of performing arts management systems, management details of various business formats (accommodation, commerce, etc.), and establishment of information management systems. ② Operation Management: From the start of the operation period, independently, autonomously, comprehensively, and legally and compliantly carry out all operation-related businesses of this project, including tourism sightseeing, accommodation, brand building, market promotion and marketing, cultural and creative product research and development and sales, tourism product development, visitor management services, house rental, and tour guide services.


(2) Design Scope: Scheme design, preliminary design, construction drawing design, additional and change design, and subsequent design coordination work within the scope of this project.


(3) Engineering Scope: ① Construction Scope: Includes, but is not limited to, all engineering content within the design scope, completion acceptance, overall handover, defect repair and warranty work during the warranty period. ② Procurement Scope: Procurement, supply, transportation, loading and unloading, storage, installation, trial operation, and related technical training, testing, and acceptance work for indoor soft furnishings (including movable furniture, decorative lamps, curtains, carpets, ornaments and paintings), signs, outdoor atmosphere, indoor and outdoor artworks, sculptures, interactive amusement equipment, exhibition equipment, kitchen equipment, swimming pool equipment, laundry equipment, performing arts equipment (including materials and multimedia content) within the scope of this project.


Construction Period and Operation Management Period:


(1) Planned Construction Period: Total construction period of 900 calendar days (Phase 1 tentatively 300 calendar days, Phase 2 tentatively 720 days, Phase 1 and 2 implemented sequentially and concurrently), implemented and commissioned in phases according to the actual needs of the project.


(2) Operation Management Period: Includes "Phase 1 Operation Period" and "Overall Operation Period".


Phase 1 Operation Period: According to the phased delivery of the completed project, after the project is delivered to the operating entity by the bidder, it will enter the Phase 1 operation period. The next day after the entire project is completed and delivered to the operating entity, it will enter the overall operation period.


Overall Operation Period: A total of twenty (20) years, starting from the day after the entire project is completed and delivered to the operating entity.


Operation Model and Operating Entity of This Project: The bidder and the winning operating unit will establish a joint venture company to manage the operation.


Quality Standards for Operational Requirements: Meet the current national standards, regulations, relevant regulations of relevant departments, and the provisions of the operation contract.


Quality Standards for Design Requirements: Meet the requirements of the current national and local standards and pass the review of the relevant competent authorities.


Quality Standards for Procurement Requirements: All materials (equipment, materials, etc.) for the project must meet the relevant usage functions and industry standards, with a qualification rate of 100%.


Quality Standards for Construction Requirements: Comply with the current construction acceptance standards.


Bid Package Division: Design-Construction General Contracting-Operation: 1 bid package.



Part of the Bidder's Qualification Requirements



This bidding requires bidders to have:


Qualification Requirements: (1) Requirements for the operating unit: Must have independent legal person qualifications; (2) Qualifications requirements for architectural engineering design units: ① Must have independent legal person qualifications; ② Must have Class A or above professional design qualifications in the building industry (architectural engineering) issued by the construction administrative authority; (3) Qualifications requirements for architectural engineering construction units: ① Must have independent legal person qualifications; ② Must have Class 1 or above general contracting qualifications for architectural engineering construction issued by the construction administrative authority; The construction unit must have a valid safety production permit.


Performance Requirements: (1) Design performance requirements: In the past 3 years (January 1, 2022 to the bid closing time, no less than 3 years), at least 1 similar project is being designed, newly undertaken, or has been completed. Similar projects refer to: Public building engineering design performance with a total contract investment of no less than 2.5 billion yuan (If it is a joint venture bid, the performance provided by the bidder should be the design performance provided by the design unit in the joint venture); (2) Construction performance requirements: In the past 3 years (January 1, 2022 to the bid closing time, no less than 3 years), at least 1 similar project has been completed. Similar projects refer to: Public building engineering construction performance with a single contract construction and installation engineering fee of no less than 2.5 billion yuan (If it is a joint venture bid, the performance provided by the bidder should be the construction performance provided by the leading unit of the joint venture for this project).
