The "Domestic Tourism Improvement Plan (2023-2025)" issued by the Ministry of Culture and Tourism once again mentions 15 national-level cultural and tourism brands. These brands are an important lever for supply-side structural reforms in the tourism industry, marking a simultaneous improvement in the quantity and quality and optimization of the structure of China's tourism product system, which meets the increasingly diversified and upgraded needs of mass tourism. For regional development, the creation of national-level cultural and tourism brands has become an important lever for regional economic rise, a "gold medal" for high-quality regional economic development, and an important reflection of a region's economic vitality.

National 5A-level tourist attraction

National AAAAA-level tourist attractions, namely 5A-level attractions. The grade of tourist attractions in the People's Republic of China is divided into five levels, from high to low: AAAAA, AAAA, AAA, AA, A. Among them, 5A is the highest level of tourist attractions in China, representing the level of China's world-class boutique tourist scenic areas.


5A is the highest honor for national tourist attractions, representing world-class tourism quality and the benchmark for China's boutique tourist attractions. 5A scenic areas have become a "gold medal" for regional image, a "concentration camp" for tourism consumption, a "new highland" for market investment, and a "passport" for entering the international market.


To date, the Ministry of Culture and Tourism has rated a total of 339 national 5A-level tourist scenic areas. Distributed in 31 provinces and cities, they generally show a dense distribution in the east and a sparse distribution in the west, forming three distribution belts along the coast, the Yangtze River, and the Yellow River, and three dense areas in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta. This is consistent with China's economically developed and densely populated areas. It can be seen that the main factors affecting the distribution of 5A scenic areas include regional economic development, regional population, regional natural environment, and cultural differences.



National Tourism Resort

A tourism resort is an aggregation area whose main function is to provide accommodation, catering, shopping, health preservation, leisure, and entertainment services, with clear spatial boundaries and an independent management and operation organization. Tourism resorts are divided into national-level and provincial-level tourism resorts according to quality grade standards.


Since 2015, when the former State Tourism Administration announced the first batch of national-level tourism resorts, six batches of 63 national-level tourism resorts have been announced. The "Management Measures for National Tourism Resorts" issued by the Ministry of Culture and Tourism has established a dynamic management mechanism with both entry and exit, conducting review checks to ensure the quality of the resorts.


From a geographical perspective, 63 national-level tourism resorts are distributed in 23 provinces and municipalities directly under the Central Government, accounting for about two-thirds of the national administrative divisions. Most are located in the east and central regions, followed by the southwest.



Pilot Program of Cultural Industry Empowering Rural Revitalization

Relevant departments have selected some counties (cities and districts) nationwide to carry out pilot projects on cultural industries empowering rural revitalization, giving full play to the role of county-level integrated planning and resource allocation, and promoting various pilot areas to adapt measures to local conditions, highlight their characteristics, reform and innovate, explore new paths for cultural industries to empower rural revitalization, and take the lead in trial reforms in terms of systems and mechanisms, development measures, industrial introduction, and policy guarantees, promoting the integrated development of rural culture and tourism, and forming replicable and generalizable typical experiences and practices for nationwide promotion, promoting the construction of livable, employable, and tour-friendly beautiful villages.


Carrying out pilot projects on cultural industries empowering rural revitalization is a powerful measure to strengthen the integration of urban and rural areas, promote mutual promotion between urban and rural areas, and promote the effective protection and utilization of rural human and natural resources; it is an important project to promote the integrated development of the primary, secondary, and tertiary industries and connect production, processing, and sales, integrating agriculture, culture, and tourism; it is a specific action to inherit and develop farming civilization and stimulate the vitality of excellent local culture.


In October 2023, after strict selection by the Ministry of Culture and Tourism, the Ministry of Education, the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, and other departments, the first batch of 63 national pilot programs for cultural industries empowering rural revitalization was determined.




National Tourism and Leisure Block

National tourism and leisure blocks have distinct cultural themes and regional characteristics, possess functions such as tourism and leisure, cultural experience, and public services, integrate various formats such as sightseeing, catering, entertainment, shopping, accommodation, and leisure, and can meet the needs of tourists and local residents for sightseeing and leisure in urban blocks.

National tourism and leisure blocks are not only a regularized living and leisure space for local residents but also an important tourism space for tourists to experience the culture and life of their destination. They are the best carrier of "tourism+" consumption scenarios and innovative leisure products under urban consumption upgrades.


National Tourism and Leisure City


A tourism and leisure city refers to a city that relies on modern urban facilities, improves urban tourism and leisure functions and formats, and simultaneously meets the material and spiritual consumption activities of tourists and local citizens. It is a development model in the process of transforming from "tourism cities" to "city tourism" both domestically and internationally.

In January 2022, the "14th Five-Year Plan for Tourism Development" issued by the State Council proposed: creating a number of national-level tourism and leisure cities and blocks with distinct cultural characteristics. This means that in the coming period, expanding the tourism and leisure consumption market, optimizing tourism and leisure products, and improving tourism and leisure services will become the focus of the integrated development of the cultural and tourism industry and trigger a new round of "city competition".


Key Towns and Villages for Rural Tourism

The national key towns and villages for rural tourism are rich in cultural and tourism resources, have distinctive tourism products, an orderly tourism market, complete tourism supporting services, beautiful and livable village appearance, simple folk customs and civilized customs, and a good effect of driving villagers to become rich. With the support of government departments at all levels, these key towns and villages give full play to their demonstration and leading role, promoting high-quality development of rural tourism, promoting the consolidation and expansion of the achievements of poverty alleviation, comprehensively promoting rural revitalization, and meeting the needs of the people for a better life.


Rural Tourism Aggregation Area


The "14th Five-Year Plan for Tourism Development" issued by the State Council proposes implementing high-quality rural tourism projects, optimizing the structure of rural tourism products, enriching product supply, launching a batch of key national rural tourism villages and towns, creating national rural tourism boutique routes, announcing a batch of international rural tourism destinations, cultivating a batch of rural tourism clusters, and building a comprehensive, multi-level rural tourism brand system.

Rural tourism clusters refer to specific geographical areas where rural tourism industrial capital elements are highly concentrated. Building good rural tourism clusters is an important part of promoting high-quality regional tourism development. Through unified planning, coordinating and comprehensively advancing the construction of rural tourism infrastructure such as roads, parking lots, restrooms, and sewage and garbage treatment facilities in the region, and improving the public service system, key counties, key villages and towns, and key parks will become typical cases and demonstration benchmarks for concentrated rural tourism development nationwide, leading the comprehensive revitalization of rural areas through rural tourism.


International Rural Tourism Destinations


With the in-depth advancement of the rural revitalization strategy, rural tourism related industries further integrate, lifting the golden rice bowl of prosperity for the people, shaping a new image of livable and workable rural areas, and contributing to the construction of "Beautiful China" with "Beautiful Villages". For areas rich in excellent traditional cultural resources, through high-starting-point planning, high-standard construction, and high-level planning, international rural tourism destinations with international standards and attractiveness to overseas inbound tourists will be gradually cultivated and developed.


National Tourism Technology Demonstration Parks

National Tourism Technology Demonstration Parks are areas such as science and technology parks, industrial parks, tourist attractions, and characteristic towns with clear geographical boundaries and independent management bodies, which conduct technology research and development or application for the tourism industry with the aim of expanding tourism products, enriching tourism formats, optimizing tourism services, and enhancing visitor experience and satisfaction.

National Tourism Technology Demonstration Parks are national-level tourism brands promoted by the Ministry of Culture and Tourism to implement the national innovation-driven development strategy, foster innovation in tourism production, experience, service, and management models through technology, and enhance the high-quality supply of cultural and tourism products.




National Cultural and Tourism Industry Integrated Development Demonstration Zones

Launching the construction of National Cultural and Tourism Industry Integrated Development Demonstration Zones is the first time that the cultivation of industry integration carriers has been proposed since the institutional reform in the cultural and tourism sector. It is an important measure to implement the spirit of the Party's 20th National Congress report, which emphasizes "persisting in shaping tourism with culture and highlighting culture through tourism, promoting the deep integration and development of culture and tourism."


11. Intangible Cultural Heritage Theme Scenic Areas


In February 2023, the Ministry of Culture and Tourism officially issued the "Notice on Promoting the Deep Integration of Intangible Cultural Heritage with Tourism", which states: The organic integration of intangible cultural heritage can further enrich the cultural connotations and enhance the cultural heritage of tourist spaces such as scenic spots, resorts, leisure blocks, key rural tourism villages and towns, and classic red tourism scenic spots. It promotes the establishment of a batch of intangible cultural heritage theme scenic areas with distinct characteristics, strong atmosphere, and recognition from local residents and tourists.


12. National Intangible Cultural Heritage Experience Bases


In February 2023, the Ministry of Culture and Tourism officially issued the "Notice on Promoting the Deep Integration of Intangible Cultural Heritage with Tourism", which states: During the "14th Five-Year Plan" period, the Ministry of Culture and Tourism will select intangible cultural heritage facilities and venues with distinct characteristics, significant service effectiveness, and widespread public recognition, as well as tourism-related venues offering intangible cultural heritage experiences, study tours, and other services, to establish a batch of National Intangible Cultural Heritage Experience Bases.


13. National Red Tourism Integrated Development Demonstration Zones and Key Zones


In 2022, the Ministry of Culture and Tourism announced 10 pilot units for national red tourism integrated development, aiming to solve long-standing bottlenecks in red tourism development by creating a batch of pioneer zones for red tourism integrated development. This initiative seeks to make red tourism an important vehicle for promoting red culture, a crucial means of patriotic education, a significant driving force for economic transformation and upgrading in old revolutionary areas, and a leading industry for rural revitalization.




14. National Nighttime Cultural and Tourism Consumption Clusters

Nighttime cultural and tourism consumption clusters refer to industrial cluster spaces with regional characteristic culture as the core, relying on certain nighttime landscape environments, implementing integrated nighttime scene design and creation, forming deep integration of culture, tourism, and commerce, rich and diverse business formats and products, complete infrastructure, excellent consumption environment and management/operation mechanisms, strong brand and market influence, and powerful cultural and tourism consumption radiation and driving capabilities.


15. National Cultural and Tourism Consumption Demonstration and Pilot Cities


Current number: 15 demonstration cities, 115 pilot cities
Various regions, in the process of promoting the high-quality development of cultural and tourism consumption, fully leverage their own advantages, continuously optimize consumption scenarios, launch a series of consumption activities, and continuously unleash the potential of cultural and tourism consumption.




In summary, these 15 national cultural and tourism brands are of great significance for promoting the development of China's cultural and tourism industry. Local governments and enterprises should actively participate in the creation and development of these brands to jointly promote the prosperous development of China's cultural and tourism industry.
