Recently, the "Guangdong Provincial Work Plan for Upgrading Equipment and Facilities in the Cultural Tourism Sector" was released. The Plan proposes to strive to increase the scale of equipment investment in the cultural tourism sector across Guangdong Province by more than 25% by 2027 compared to 2023. The Plan also released four work tasks.
Task 1: Promoting the iteration and upgrading of tourism sightseeing and amusement facilities and equipment.
In 2024, promote the completion of equipment updates (including large and medium-sized amusement facilities, non-highway tourist vehicles, sightseeing boats, passenger ropeways, etc., hereinafter the same) in 200 tourist attractions and resorts; by 2027, a total of 700 equipment updates will be promoted in tourist attractions and resorts.
Task 2: Promoting the updating and replacement of facilities and equipment in professional performing arts theaters.
In 2024, promote the updating of 35 sets of performing arts lighting and video display equipment, performing arts audio equipment, and stage machinery in professional performing arts theaters across the province; by 2027, a total of 151 sets of equipment updates will be promoted.
Task 3: Promoting the iteration and upgrading of digital facilities and equipment in the cultural and tourism sector.
Support Guangdong Province's national cultural and tourism consumption pilot cities and national and provincial-level nighttime cultural and tourism consumption gathering areas in upgrading amusement equipment, performing arts equipment, and other cultural and tourism equipment, and develop a number of digital and immersive nighttime cultural and tourism consumption new scenarios. Update and upgrade 8 sets in 2024; update and upgrade a total of 78 sets by 2027.
Task 4: Promoting the clustered development of the digital cultural industry.
Improve the industrial development policy system, support cities such as Shenzhen and Guangzhou in building digital creative industry clusters, further develop the digital cultural manufacturing industry, strengthen the clustered research and development of digital cultural and tourism equipment, and develop large-scale integrated brands such as lighting and sound, game and amusement equipment, and theme park (amusement park) digital applications. Promote the deep integration of characteristic cultural scenes and digital technologies. Strengthen the construction of tourism technology demonstration parks, create new cultural and tourism consumption scenarios, and continue to promote the construction of digital cultural venues such as smart theaters.

Promoting A-level tourist attractions and provincial-level tourist resorts to strengthen the sorting and investigation of passenger ropeways, non-highway tourist vehicles, sightseeing boats, and large and medium-sized amusement facilities, encouraging the acceleration of the iteration and upgrading of tourism sightseeing and amusement facilities and equipment, and promptly updating, replacing, and improving facilities and equipment found to have safety hazards or exceeding their service life. Continue to promote local governments to build night-time cultural and tourism consumption gathering areas into gathering areas with a larger scale of cultural and tourism consumption, higher consumption quality and level, and typical demonstration and leading role, and create a growth point for the development of the night economy. (1) Strengthening organizational leadership. At all levels, the cultural and tourism administrative departments and industry associations, combining their work with actual conditions, should establish and improve the working mechanism for large-scale equipment upgrades in the cultural and tourism sector, set up working teams, take stock of the situation, formulate work plans, clarify work responsibilities, strengthen coordination and linkage, and take the implementation of large-scale equipment upgrade policies as an opportunity to solidly improve the construction of the provincial cultural and tourism service system and meet the cultural rights and tourism service needs of the masses with high quality.
(2) Strengthening publicity and guidance. Conduct in-depth research on the needs for upgrading and improving cultural and tourism equipment and facilities in our province, strengthen policy publicity and interpretation, respect the wishes of cultural and tourism enterprises, provide targeted business guidance, and implement the work in a practical way according to local conditions.
(3) Strengthening financial and financial policy support. Adhere to the principle of market-oriented and government-guided approach, coordinate existing funds, establish a diversified financing mechanism based on project conditions, and actively guide social capital investment. Actively strive to include eligible equipment upgrade projects in the cultural and tourism sector within the scope of support from central budgetary investment, special government bonds, tourism development funds, and local special bonds. Encourage and guide financial institutions to strengthen their support for large-scale equipment upgrades in the cultural and tourism sector. Implement and refine the current tax preferential policies for equipment in the cultural and tourism sector, and serve to ensure that operating entities fully enjoy the policy benefits.
(4) Strengthening business support and project supervision. Guide cultural and tourism units to strengthen their collaborative cooperation with research institutions, promote technological innovation and research and development, and actively use new technologies to transform and upgrade service levels. Cities with significant achievements in large-scale equipment upgrades in the cultural and tourism sector may be given priority as venues for key brand cultural and tourism events. Carry out supervision and evaluation, and use the sense of gain of the people's cultural and tourism services and the sustainability of the development of the cultural and tourism industry as the effect orientation of the large-scale equipment upgrade policy. Implement full life-cycle supervision of projects with fiscal investment, and improve the effectiveness and accuracy of the use of fiscal funds at all levels.
