In recent years, new formats and products have emerged in the tourism market. Tourism performances, red tourism, rural tourism, and cultural heritage tourism have flourished. The tourism industry has become a key area for various provinces and cities to expand consumption. To stimulate the vitality of the tourism market and promote high-quality development of the tourism industry, provinces and cities across the country have provided financial incentives. The following is a summary of policy documents related to tourism subsidies in more than ten provinces and cities across China in 2024.



Xinjiang



In April, Xinjiang issued the "Implementation Plan for Special Subsidies for Inbound Tourism (Trial)" issued by the Regional Department of Culture and Tourism.

Subsidy Period: From the date of issuance of this policy to October 31, 2024.

Subsidy Standard: Travel agencies that have accommodated foreign tourists in Xinjiang for 3 nights or more and have received no less than 1,000 foreign tourists annually will be included in the statistics. Travel agencies will be ranked from highest to lowest based on the total number of person-days of foreign tourists received annually. The top-ranked travel agency will receive a subsidy of 200,000 yuan, the 2nd and 3rd ranked agencies will each receive 150,000 yuan, the 4th to 6th ranked agencies will each receive 100,000 yuan, and the 7th to 10th ranked agencies will each receive 50,000 yuan.

Funding Source: Special funds for inbound tourism subsidies are allocated from the regional tourism special funds, with a total amount controlled within 1 million yuan.


Ningxia


In April, Ningxia issued the "Management Measures for Subsidies in Lieu of "Attracting Tourists to Ningxia" ", the subsidy period is from January 1 to October 31 each year (subsidies after November 1 will be carried over to the next year), which includes the following subsidy details. Domestic tourism charter flight subsidy.

Subsidies are provided for each charter flight with 100 or more passengers (including 100 passengers), including: Stay in Ningxia for 3 nights and 4 days, subsidy of 15,000 yuan/flight; Stay in Ningxia for 4 nights and 5 days, subsidy of 20,000 yuan/flight. Subsidies are provided for each charter flight with 150 or more passengers (including 150 passengers), including: Stay in Ningxia for 3 nights and 4 days, subsidy of 22,500 yuan/flight; Stay in Ningxia for 4 nights and 5 days, subsidy of 30,000 yuan/flight. This refers to the subsidy provided to travel agencies that organize domestic tourists to Ningxia for tourism through flight seat allocation within the same province (autonomous region, municipality directly under the Central Government) and stay in Ningxia for at least 3 nights and 4 days, after reaching a certain cumulative number of people, with a maximum subsidy limit of 1 million yuan. Domestic tourism train subsidy.

Tourism train subsidies are divided into passenger train subsidies (high-speed rail trains) and soft sleeper passenger train subsidies. Each train stays in Ningxia for at least 2 nights and 3 days, and stays in a hotel for 2 nights or more (including 2 nights), with a maximum subsidy of 80,000 yuan per train. Self-driving tour and tourism bus expansion subsidy.

Travel agencies receive self-driving tour teams from outside the region to Ningxia for tourism. For a single batch of self-driving cars with more than 20 vehicles and at least 60 people, staying in Ningxia for at least 2 nights and 3 days, and staying in a hotel for 2 nights or more (including 2 nights), a subsidy of 200 yuan per vehicle will be provided. This refers to the subsidy provided to travel agencies that organize inbound tourists to Ningxia for tourism by chartering passenger aircraft (requiring customs clearance at the Yinchuan port). A subsidy of up to 60,000 yuan/flight will be provided for each charter flight with 100 or more passengers (including 100 passengers). Inbound tourism flight seat allocation subsidy.

This refers to the subsidy provided to travel agencies that organize inbound tourists to Ningxia for tourism from the same overseas source market through flight seat allocation (requiring customs clearance at the Yinchuan port), and stay in Ningxia for at least 3 nights and 4 days. A subsidy will be provided after reaching a certain cumulative number of people, with a maximum subsidy limit of 1 million yuan. “One Trip, Multiple Stops” Inbound Tourism Subsidy.

This refers to the subsidy provided to travel agencies that organize inbound tourists to Ningxia for tourism from other provinces (regions, municipalities) in China through “one trip, multiple stops” inbound tourism products, and stay in Ningxia for at least 2 nights and 3 days. A subsidy will be provided after reaching a certain cumulative number of people. The maximum subsidy limit shall not exceed 1 million yuan. Inner Mongolia


In April, Inner Mongolia issued the "2024 Measures for Rewarding the Attraction of Tourists from Outside the Inner Mongolia Autonomous Region", clarifying that the total amount of rewards for attracting tourists to the Inner Mongolia Autonomous Region in 2024 is 10 million yuan, of which tourism charter flights and tourism trains will receive no less than 3 million yuan.


According to the order of arrival time of tourism groups that meet the reward standards in Inner Mongolia, the funds will be awarded until they are exhausted. 按照符合奖励标准的旅游团队来内蒙古出发时间先后顺序排序，资金奖完为止。

• Attracting Tourists
Outside the region: Travel agencies that attract more than 500 tourists from outside the region to stay overnight in Inner Mongolia (inclusive) with a stay of at least 2 nights and 3 days (accommodation in 3-star or above hotels, green hotels, or graded homestays) will receive a reward of 50 yuan per person.

Overseas (including Hong Kong, Macau, and Taiwan): Travel agencies that attract more than 200 overseas tourists (including Hong Kong, Macau, and Taiwan) to stay overnight in Inner Mongolia throughout the year, with a minimum stay of 3 nights and 4 days, will receive a reward of 150 yuan per person.

• Tourist Charter Flights
Domestic: Organizing tourists from outside the region to enter Inner Mongolia, with a minimum of 30 people per flight: 0.5 million yuan for 30 people (inclusive) or more, 1 million yuan for 60 people (inclusive) or more, 1.5 million yuan for 90 people (inclusive) or more, and 2 million yuan for 120 people (inclusive) or more.

International: Organizing overseas tourists to enter Inner Mongolia, with a minimum of 100 people per flight: 50,000 yuan.

• Tourist Special Trains
Domestic: Organizing 400 or more tourists to travel to Inner Mongolia by special train at one time will receive a one-time reward of 30,000 yuan per train.

International: Organizing 300 or more tourists to travel to Inner Mongolia by special train at one time will receive a one-time reward of 50,000 yuan per train.


Liaoning


In January, Liaoning issued the "Several Policy Measures to Promote Steady and Progressive Economic Development in Liaoning Province," which includes several policies on tourism subsidies.

• Actively creating consumption scenarios. A one-time reward of 300,000 yuan will be given to each Liaoning food street that is rated in 2023, supporting the transformation of consumer facilities, software and hardware construction, and the promotion of activities. Giving full play to the leading role of night economy demonstration areas, 10 provincial-level night economy demonstration areas will be newly designated, each receiving a one-time reward of 300,000 yuan. Cultivating 10 new consumption scenarios for the integrated development of culture, sports, and tourism, with a subsidy of 500,000 yuan each.

• Vigorously developing the ice and snow economy. A subsidy of 1 million yuan will be given to each newly selected provincial-level ski tourism resort.


Jilin


In November last year, Jilin released the "Jilin Province Subsidy Details for Supporting Tourism Enterprises," which includes the following specific details.

• A one-time maximum subsidy of 5 million yuan and 1 million yuan will be given to newly designated national and provincial whole-region tourism demonstration areas, respectively.

• A one-time maximum subsidy of 2 million yuan and 1 million yuan will be given to enterprises newly designated as 5A and 4A tourist attractions, respectively.

• A one-time maximum subsidy of 2 million yuan and 1 million yuan will be given to enterprises newly designated as national and provincial tourism resorts, respectively.

• A one-time maximum subsidy of 1 million yuan and 500,000 yuan will be given to enterprises newly designated as national and provincial ecological tourism demonstration areas, respectively.

• A one-time maximum subsidy of 500,000 yuan and 300,000 yuan will be given to rural tourism operators newly designated as 5A and 4A level, respectively.

• A one-time maximum subsidy of 200,000 yuan and 100,000 yuan will be given to enterprises newly designated as national industrial tourism demonstration bases and Jilin provincial industrial tourism bases, respectively.

• One-time rewards of 2 million yuan, 1 million yuan, and 500,000 yuan will be given to the construction and management entities of newly designated high-level scenic areas, scenic towns, and scenic villages, respectively.

• Ski resorts and snow entertainment parks
(1) A maximum subsidy of 800,000 yuan will be given to ski resorts operating during the snow season (November 1 to March 31 of the following year).

(2) A one-time subsidy of 100,000 yuan will be given to snow entertainment parks with investments of more than 1 million yuan but less than 2 million yuan; A one-time subsidy of 200,000 yuan will be given to snow entertainment parks with investments of 2 million yuan or more.

• A one-time maximum subsidy of 200,000 yuan and 100,000 yuan will be given to units newly designated as national and provincial pilot bases for traditional Chinese medicine and health tourism, respectively.

• A one-time reward of 50,000 yuan will be given to units newly designated as provincial-level and above research and study travel bases.

• A one-time reward of 10,000 yuan will be given to the development units of newly designated provincial-level research and study travel精品课程.

• A one-time maximum subsidy of 200,000 yuan, 150,000 yuan, and 100,000 yuan will be given to newly designated national 5C, 4C, and 3C level self-driving RV campsites, respectively.

• A one-time maximum subsidy of 500,000 yuan and 200,000 yuan will be given to operating enterprises of newly designated national and provincial night cultural and tourism consumption gathering areas, respectively.

• A one-time maximum subsidy of 500,000 yuan will be given to operating institutions of newly designated national intangible cultural heritage experience bases; A one-time maximum subsidy of 300,000 yuan will be given to operating institutions of newly designated provincial intangible cultural heritage characteristic towns and villages.

• Travel agencies and charter flight companies
(1) For provincial travel agencies that independently contact inbound tourists and tourists from outside the province, a maximum subsidy of 20,000 yuan will be given if they stay for one night or more and the total number of receptions throughout the year reaches 5,000 and 10,000 person-times, respectively; Based on this, a maximum additional subsidy of 20,000 yuan will be given for every additional 5,000 and 10,000 person-times.

(2) A maximum subsidy of 5,000 yuan per vehicle will be given to provincial travel agencies that organize tourists from outside the region to enter Jilin Province for tourism.

(3) The top ten provincial travel agencies with a total of more than 10,000 person-times of border tourism throughout the year will receive a maximum subsidy of 100,000 yuan for the top three and 50,000 yuan for the rest.

(4) A one-time maximum subsidy of 300,000 yuan and 200,000 yuan will be given to provincial travel agencies newly designated as national 5A and 4A level, respectively.

(5) A one-time maximum subsidy of 100,000 yuan will be given to provincial travel agencies that establish branches in other provinces (cities).

(6) A maximum subsidy of 100,000 yuan will be given to provincial travel agencies that establish marketing centers overseas (including Hong Kong, Macau, and Taiwan).

(7) Tourist attraction subsidies will be provided. Travel agencies that organize tours for 6 or more tourists from outside the province who stay for 3 or more days will receive a subsidy of 300 yuan per tourist.

(8) Subsidies for tourist trains. Travel agencies that use special trains (stopping at train stations within the province) will receive a maximum subsidy of 6000 yuan per train.

(9) Subsidies for chartered tourist flights; a maximum of 40,000 yuan and 20,000 yuan will be subsidized for each round trip, respectively.

Newly rated Class A, B, and C tourist homestays will receive a one-time maximum subsidy of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.

Newly rated five-star and four-star tourist hotels will receive a one-time maximum subsidy of 500,000 yuan and 300,000 yuan, respectively; Newly rated Golden Leaf and Silver Leaf green tourist hotels will receive a one-time maximum subsidy of 400,000 yuan and 200,000 yuan, respectively.

For counties (cities) without branded chain hotels, the first 5 newly established branded chain hotels will receive a 30,000 yuan annual subsidy for franchise fees for 3 consecutive years.

For newly built hotels and various market operators participating in the revitalization and operation of government-idle real estate, a one-time subsidy of 3 million yuan, 2 million yuan, and 1 million yuan will be provided for hotels with 300, 200, and 100 or more rooms, respectively. For renovated (expanded) and operational hotels, a one-time subsidy of 10% of the total investment in renovation (expansion) will be provided for hotels with 300, 200, and 100 or more rooms, with a maximum of 3 million yuan, 2 million yuan, and 1 million yuan, respectively.

Newly rated provincial "Jidaowan" tourism food experience stores will receive a one-time reward of 20,000 yuan.

Newly rated "Jilegou" famous street management entities will receive a one-time reward of 100,000 yuan.

Newly rated national and provincial civilized tourism demonstration units will receive a one-time subsidy of 200,000 yuan and 100,000 yuan, respectively.

Large-scale tourism enterprises will receive a maximum subsidy of 5 million yuan.

New project construction entities
From March 27, 2023 to March 27, 2025, newly built (based on construction permits) fixed asset investments will receive a one-time maximum subsidy of 8 million yuan.

For A-level and above scenic areas during the tourism off-season (March-April and October-November), a subsidy of 10%-50% of the ticket price will be provided for activities offering free admission or discounts of 50% or more to tourists nationwide (including employees on recuperative leave).

A one-time subsidy of 500,000 yuan will be provided to newly rated national-level tourism and leisure street area operators.


Beijing


In March, the Beijing Municipal Bureau of Culture and Tourism, in accordance with the "Regulations on the Management of Funds for Rewards and Support of Inbound Tourism in Beijing," organized and implemented the "2024 Beijing Inbound Tourism Reward and Support Fund Project" to reward travel agencies that made outstanding contributions to Beijing's inbound tourism business in 2023. Each project below will not receive duplicate rewards.

Inbound foreign liaison person-days project for travel agencies
Travel agencies that meet the application requirements and whose "inbound foreign liaison person-days" ranking is among the top 20 in the application year will receive rewards and support, with a maximum reward of 500,000 yuan.

Inbound foreign liaison person-days increase project for travel agencies
Travel agencies that meet the application requirements, whose year-on-year increase in inbound foreign liaison person-days ranks among the top 10, and whose "inbound foreign liaison person-days" in the application year are 4000 or more will receive rewards and support, with a maximum reward of 300,000 yuan.

Inbound reception person-days project for travel agencies
Travel agencies that meet the application requirements and whose "inbound reception person-days" ranking is among the top 10 in the application year will receive rewards and support, with a maximum reward of 150,000 yuan.

Inbound reception person-days increase project for travel agencies
Travel agencies that meet the application requirements, whose year-on-year increase in inbound reception person-days ranks among the top 10, and whose "inbound reception person-days" in the application year are 4000 or more will receive rewards and support, with a maximum reward of 100,000 yuan.

Inbound chartered flight project for travel agencies
Travel agencies that organize at least 60 inbound tourists on chartered flights on non-fixed routes within the application year, and the tourists stay overnight in Beijing for two nights or more, will receive a reward of 20,000 yuan (the number of rewards will be determined based on the project budget and the travel agency's application).

Special award for inbound tourism
Travel agencies that have made significant contributions to the healthy development of Beijing's inbound tourism market within the application year will receive an award. The special award is 100,000 yuan, and no more than 5 travel agencies will be awarded each year.


Hebei


Last year, the Hebei Provincial Department of Culture and Tourism issued the "Interim Measures for the Management of Subsidies for Travel Agencies Attracting Tourists," which was effective from July 1, 2023 to June 30, 2024.

Chartered flight reward: A subsidy will be provided for each chartered flight with 100 or more passengers, with a stay in Hebei of at least 2 nights and 3 days. Domestic chartered flights will receive a subsidy of 20,000 yuan/flight, and inbound chartered flights will receive a subsidy of 50,000 yuan/flight.

Tourist train reward: Each tourist train must stay in Hebei for at least 2 nights and 3 days, and stay in a hotel for 2 nights or more. For each tourist train with 400 or more tourists entering Hebei, a subsidy of 40,000 yuan will be provided; An additional subsidy of 10,000 yuan will be provided for each additional 100 passengers on the same train, with a maximum subsidy of 80,000 yuan per train.

Tourist ship reward: Each chartered ship with 200 or more passengers must stay in Hebei for 2 nights and 3 days. Domestic chartered ships will receive a subsidy of 30,000 yuan/ship, and inbound chartered ships will receive a subsidy of 50,000 yuan/ship. For each additional 200 passengers, an additional subsidy of 30,000 yuan and 50,000 yuan will be provided, respectively. A reward of 100,000 yuan will be provided for each international professional cruise ship that docks in Hebei and allows passengers to go ashore for tourism.


Shanxi


Multiple departments in Shanxi Province issued the "Implementation Plan for Accelerating the Construction of Tourism, Health and Wellness Aggregation Areas and Demonstration Zones in 2024." The plan proposes supporting the revitalization of existing assets within tourism, health and wellness aggregation areas and demonstration zones, and legally and compliantly applying to the Ministry of Culture and Tourism for tourism real estate investment trust (REITs) projects to broaden financing channels. Organize and carry out the application for subsidized interest on major tourism, health and wellness project construction loans. For project units, during the construction period, loans with a term of one year or more will receive interest subsidy support at 50% of the loan amount and the one-year loan market quotation interest rate of the application year as determined by the loan contract. The annual interest subsidy amount for the same enterprise shall not exceed 5 million yuan.


Jiangsu


In February, multiple departments in Jiangsu Province issued policy measures on promoting the comprehensive and rapid recovery of the provincial tourism market. The policies include increasing the support of financial and tax policies for tourism industry projects.

Speed up the allocation of 90 million yuan in provincial cultural and tourism development funds, focusing on supporting projects such as consumption stimulation, industrial integration, and digital empowerment. Further reduce the interest rate of the provincial tourism industry development fund by one percentage point, with the proportion of newly invested projects for the whole year not less than 30%.

Allocate 26 million yuan in provincial cultural and tourism development funds to reward travel agencies with significant group-forming achievements and high-quality graded tourism homestays. The deadline for travel agencies enjoying the temporary withdrawal or deferral of deposit payment policy to make up the deposit is extended to March 31, 2024. Travel agencies that obtained their business licenses after April 1, 2023 (including that day) can apply for deferral of deposit payment, and the deadline for making up the deposit is March 31, 2024.


Hunan


In April, Hunan issued "Several Measures on Promoting the Development of High-Quality Tourism Accommodation Industry in Hunan," which includes the following measures.

Increase capital investment. Support high-quality accommodation enterprises to apply for participation in the national high-star tourist hotel assessment. A one-time reward of 2 million yuan will be given to newly assessed five-star tourist hotels, and a one-time reward of 500,000 yuan will be given to five-star tourist hotels that have passed the assessment review. A one-time reward of 600,000 yuan will be given to those assessed as national Class A tourist homestays, and a one-time reward of 200,000 yuan will be given to those that have passed the assessment review. Individuals who win first, second, and third prizes in skill competitions organized by the national cultural and tourism departments will be rewarded with 30,000 yuan, 20,000 yuan, and 10,000 yuan, respectively. Encourage various cities and prefectures to provide policy preferential treatment in water and gas prices to star-rated tourist hotels with an annual operating income of over 10 million yuan and accommodation enterprises with an annual revenue growth of over 10%.


Sichuan


In November last year, Sichuan issued the "Implementation Plan for Subsidies to Travel Agencies for "Attracting Tourists to Sichuan." It sets targeted subsidy standards for travel agencies organizing tourist groups, chartered flights, train groups, and direct buses to Sichuan during the "Winter Tour of Sichuan Consumption Season" from November 1, 2023 to March 31, 2024.

I. Subsidies for Travel Agencies Organizing Tourist Groups to Sichuan
Travel agencies organizing tourist groups to Sichuan will receive a subsidy of 30 yuan per person.

II. Subsidies for Travel Agencies Organizing Chartered Flights to Sichuan
Travel agencies organizing chartered flights from outside the province to Sichuan (excluding inbound chartered flights) will receive subsidies in two tiers based on the occupancy rate of the tourist group's aircraft, with a round trip by the same travel group counting as one flight.

1. Occupancy rate of 80% or above: a one-time subsidy of 280,000 yuan per flight.

2. Occupancy rate of 60% to 80%: a one-time subsidy of 200,000 yuan per flight.

III. Subsidies for Travel Agencies Organizing Train Groups to Sichuan
Travel agencies organizing train groups from outside the province to Sichuan will receive subsidies in three tiers.

1. Organizing 100 or more tourists to Sichuan at a time: a per-trip publicity and marketing fee of 10,000 yuan and a per-person subsidy of 230 yuan.

2. Organizing 200 or more tourists to Sichuan at a time: a per-trip publicity and marketing fee of 20,000 yuan and a per-person subsidy of 240 yuan.

3. Organizing 300 or more tourists to Sichuan at a time: a per-trip publicity and marketing fee of 30,000 yuan and a per-person subsidy of 250 yuan.

IV. Subsidies for Travel Agencies Organizing Direct Buses to Sichuan
Travel agencies organizing direct buses from outside the province to Sichuan will receive subsidies in three tiers, with subsidies of 1,000-2,000 yuan per bus and 30-40 yuan per person based on different distances.


Guizhou


In May, Guizhou issued the "2024 Guizhou Province "Attracting Tourists to Guizhou" Reward Measures," which includes the following reward standards. Deadline: From March 1, 2024 to December 31, 2024, 24:00.

Air Travel Rewards: For tourism enterprises that organize a certain number of tourists to travel to Guizhou by air, different levels of basic rewards will be given based on the number of tourists and the number of nights of accommodation. The basic reward ranges from 1,500 yuan to 6,000 yuan, and additional rewards will be given for the exceeding number of overnight tourists, ranging from 20 to 50 yuan per person.

High-speed Rail Travel Rewards: For tourism enterprises that organize tourists to travel to Guizhou by high-speed rail trains or chartered carriages, different levels of basic rewards will be given based on the number of tourists, the number of nights of accommodation, and the number of scenic spots visited. The basic reward ranges from 5,000 yuan to 10,000 yuan, and additional rewards will be given for the exceeding number of overnight tourists, ranging from 20 to 30 yuan per person.

Self-driving Tour Rewards: For tourism enterprises that organize self-driving tour groups to Guizhou, a basic reward of 2,000 yuan will be given based on the number of self-driving vehicles and tourists, and the number of nights of accommodation in Guizhou. Additional rewards will be given for the exceeding number of tourists, at 20 yuan per person.

Large Group Tours and MICE Rewards: For tourism enterprises that organize or introduce large groups for tourism and MICE activities, a basic reward of 30,000 yuan will be given based on the number of participants, the number of nights of accommodation, and the number of scenic spots visited. Additional rewards will be given for the exceeding number of tourists, at 30 yuan per person.

Annual Ground Reception Incentive: Top 3 tourism enterprises in terms of the number of tourists from outside the province (those with consistent data can be ranked together) will receive a one-time annual ground reception incentive of 30,000, 20,000, and 10,000 respectively. The annual number of inbound tourists is divided into two categories: Hong Kong, Macao, and Taiwan market and foreign market. The top 3 tourism enterprises in each category (those with consistent data can be ranked together) will receive a one-time annual ground reception incentive. The Hong Kong, Macao, and Taiwan market will receive 50,000, 30,000, and 20,000 respectively. The foreign market will receive 80,000, 60,000, and 40,000 respectively.

Tourism Promotion Incentive: Tourism enterprises that actively participate in exhibitions and promotional activities, and operate the Guizhou Culture and Tourism Promotion Center, will receive exhibition and promotion incentives and promotion center incentives based on the type and effect of the activity. The same enterprise can apply for this incentive no more than twice a year. Each participation in different exhibition categories will be rewarded with 10,000-30,000 yuan. Each participation in promotional activities outside the province organized by the provincial department will be rewarded with 3,000 yuan; For promotional activities abroad organized by the provincial department, rewards of 5,000-15,000 yuan will be given each time depending on the location.

Guizhou Culture and Tourism Promotion Centers that are authorized by the Guizhou Provincial Department of Culture and Tourism, located abroad, and have been in operation for more than one year, and meet the relevant data standards, will receive a 50,000 yuan reward. For every 10% (inclusive) increase in data above the 30% base, the reward will increase by 10,000 yuan based on the 50,000 yuan base.

Tourism enterprises independently invite no more than 30 (inclusive) travel agents, influential tourism media reporters, or tourism bloggers/influencers from outside the province and abroad to participate in tourism product experiences, route inspections, or promotional activities in Guizhou. The list of invited personnel and their introductions must be submitted to the Provincial Department of Culture and Tourism for approval in advance. A reward of 150-400 yuan per person per night will be given based on different types.


Guangxi


In February, Guangxi issued the "Implementation Rules for Subsidies for the Introduction of Performances in the 2024 "Guangxi Has Plays" Performing Arts Consumption Season", which divides subsidies into two categories: theater performances and music festivals (concerts), according to the overall subsidy plan.

Subsidy Standards for Performance Types: For performance projects with more than 10 (excluding 10) stage actors, the subsidy standard is determined according to the type of performance work, with a maximum subsidy of 200,000 yuan/work/performance/theater; For performance projects with no more than 10 (including 10) stage actors, the subsidy is 50,000 yuan/work/performance/theater for 5-10 (inclusive) actors, and 30,000 yuan/work/performance/theater for 1-5 (inclusive) actors.

Subsidy Standards for Performance Theaters: Theaters with 1000 (inclusive) seats or more will follow the standards determined according to the performance type; Theaters with 500 (inclusive)-1000 seats will follow 70% of the standards for performance types; Theaters with less than 500 seats will follow 40% of the standards for performance types. The final subsidy amount for a single performance is determined by combining the subsidy standards for performance types and performance theater categories. The final subsidy amount is determined according to the ticket sales rate of a single performance. If the single-performance ticket sales rate reaches 70%, the full subsidy amount will be given; If the single-performance ticket sales rate is 50%-70%, 70% of the maximum subsidy amount will be given; If the single-performance ticket sales rate is 30%-50%, 50% of the maximum subsidy amount will be given; If the single-performance ticket sales rate is 20%-30%, 30% of the maximum subsidy amount will be given.

Music Festivals: A single performance with ticket sales of 10,000 (inclusive) to less than 20,000 people will receive a subsidy of 1 million yuan, and a single performance with ticket sales of 20,000 people or more will receive a subsidy of 2 million yuan/performance. For a single music festival project (multiple performances, single-performance ticket sales must not be less than 5,000 people), a total ticket sales of 15,000 (inclusive) to less than 20,000 people will receive a subsidy of 1 million yuan per project, and a total ticket sales of 20,000 people or more will receive a subsidy of 2 million yuan per project.

Concerts: A single performance with ticket sales of 8,000 (inclusive) to less than 10,000 people will receive a subsidy of 600,000 yuan, a single performance with ticket sales of 10,000 (inclusive) to less than 20,000 people will receive a subsidy of 1 million yuan, and a single performance with ticket sales of 20,000 people or more will receive a subsidy of 2 million yuan. For a single concert project (multiple performances, single-performance ticket sales must not be less than 5,000 people), a total ticket sales of 15,000 (inclusive) to less than 20,000 people will receive a subsidy of 1 million yuan per project, and a total ticket sales of 20,000 people or more will receive a subsidy of 2 million yuan per project.

Only one of the above per performance or project can be applied for; duplicate applications are not allowed.


Hainan


In May, multiple departments in Hainan issued the "Several Measures to Further Promote the Linkage of Culture, Sports, Tourism, Commerce, and Exhibitions to Expand Consumption in Hainan Province", which includes multiple reward and subsidy policies to promote consumption in culture, sports, and tourism.

• Support for large-scale concerts and music festivals: Organizers will receive a maximum reward of 3 million yuan based on ticket sales and the proportion of out-of-province audiences.

• Support for high-quality and excellent theatrical performances: Organizers will receive a maximum reward of 500,000 yuan based on the number of viewers and the proportion of out-of-province audiences.

• Support for high-traffic cultural and art exhibitions: Organizers will receive a maximum reward of 300,000 yuan based on the average monthly number of visitors and the proportion of out-of-province audiences.

• Support for influential sporting events: A total reward of no more than 40 million yuan will be given to key series of sporting events, and organizers will receive a maximum reward of 2 million yuan based on the number of spectators or participants and the proportion of out-of-province audiences.

• Support for high-quality summer camps and study tours: Organizers will receive a maximum reward of 300,000 yuan based on the number of groups.

• Support for the operation of the island-wide tourism highway transportation projects: Operators will receive a maximum reward of 300,000 yuan based on the total number of tourists served throughout the year and the proportion of out-of-province tourists.

• Support for cruise tourism: Specific rewards will be given to cruise companies and enterprises providing ship agency services to cruise companies based on the number of cruise voyages, operating days, and the number of inbound tourists received.

Supports inbound tourism, providing a reward of up to 500,000 yuan for travel agencies organizing inbound tours. Additionally, tourism operators inviting foreign travel agents, tourism media, airlines, etc., to Hainan to conduct product line inspections and field trips will receive a reward of up to 100,000 yuan, not exceeding 50% of Hainan's ground handling fees;

Supports the cultivation and introduction of exhibition projects, providing a reward of up to 5 million yuan to organizing units for existing brand professional exhibitions or expos included in the provincial government's key cultivation plan.

Supports online travel platforms in promoting consumption. Online travel platforms that collaborate with airlines, hotels, and tourist attractions to launch consumption-promoting activities targeting both domestic and international markets will receive tiered rewards of up to 3 million yuan based on the number of tourists entering the island;

Supports improving the international quality of the consumption environment. Provincial tourist attractions, commercial complexes, and other market entities will receive rewards of up to 200,000 yuan for building or upgrading multilingual service counters and multilingual signage systems.
