Recently, the Resource Development Department of the Ministry of Culture and Tourism issued "Notice on the Launch of a New Batch of National Tourism and Leisure Street District Recognition Work." The full text is as follows:
Notice of the Resource Development Department of the Ministry of Culture and Tourism on the Launch of a New Batch of National Tourism and Leisure Street District Recognition Work
To the Departments of Culture and Tourism (Bureau) of each province, autonomous region, and municipality directly under the Central Government, and the Bureau of Culture, Sports, Radio, Film, and Tourism of the Xinjiang Production and Construction Corps:
In order to implement the requirements of the "14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through 2035" and the "14th Five-Year Plan for Tourism Development," and to create a batch of national tourism and leisure street districts with distinctive cultural characteristics, it has been decided to launch a new batch of national tourism and leisure street district recognition work. The relevant matters are notified as follows:
Urban street districts with distinctive cultural themes and regional characteristics, possessing functions such as tourism and leisure, cultural experience, and tourism public services, integrating sightseeing, dining, entertainment, shopping, accommodation, and leisure, and able to meet the needs of tourists and local residents for sightseeing and leisure.
(I) Application Time
In 2024, the application period is from now until July 31, 2024 (based on the postmark date). Applications received after the deadline will not be accepted. In subsequent years, the unified centralized application acceptance period will be from May 1 to 31 each year. Applications received after the deadline will not be accepted.
(II) Applicant
The district (county) or street (town) people's government where the tourism and leisure street district is located.
(III) Application Conditions
1. Comply with the industry standard "Grading of Tourism and Leisure Street Districts" (LB/T082-2021) and the scoring rules regarding the relevant standards for the national level;
2. Comply with the requirements of the core socialist values, and the responsibility system for ideological and political work is implemented in place;
3. Distinctive cultural and tourism characteristics, rich cultural resources, cultural landscapes, cultural display spaces, and activities, diverse types and innovative forms of tourism and leisure businesses, sufficient number of business operators, and good business conditions;
4. Complete functions, sound tourism public facilities and information service system, and good service effect;
5. High overall visitor satisfaction;
6. High national recognition and brand influence;
7. Safety management measures are in place, meet national requirements, and all relevant entities and their operating behaviors in the street district have completed all necessary procedures;
8. No major safety accidents or negative public opinion events with strong social repercussions have occurred in the past two years;
9. Already a provincial-level tourism and leisure street district.
(IV) Application Requirements
1. From 2025 onwards, the national street district recognition work will be carried out in a normalized application and recognition manner, and no further notices will be issued.
2. Provincial-level cultural and tourism administrative departments are responsible for organizing the application work for local national tourism and leisure street districts. They must strictly follow the industry standard "Grading of Tourism and Leisure Street Districts" (LB/T 082-2021) and relevant rules, and effectively control the preliminary review and recommendation, selecting and determining the applicants for national tourism and leisure street districts. Each provincial-level cultural and tourism administrative department can recommend and submit no more than 3 applications per year, and rank them in order of priority. If there is no ranking, they will be ranked according to the application submission time.
(V) Application Materials
1. Recommendation document from the provincial-level cultural and tourism administrative department;
2. Application report for national tourism and leisure street district recognition;
3. Relevant supporting materials for self-assessment scoring (including text, images, and videos);
4. Letter of commitment that no major safety accidents or negative public opinion events with strong social repercussions have occurred in the past two years;
5. Other materials.
Provincial-level cultural and tourism administrative departments submit paper copies of the recommendation documents. The application report for national tourism and leisure street district recognition, self-assessment scores and relevant explanatory materials (including text, images, and videos), and the letter of commitment that no major safety accidents or negative public opinion events with strong social repercussions have occurred in the past two years are submitted through the Ministry of Culture and Tourism's resource development management system.
Please submit the list of provincial-level tourism and leisure street districts that have been announced (including the announcement time) to our Ministry before July 31, 2024. In subsequent years, the unified reporting time for provincial-level leisure street districts will be from May 1 to 31 each year.
The Ministry of Culture and Tourism will organize the recognition of national tourism and leisure street districts according to the following procedures:
(I) Organize material review and basic evaluation;
(II) Organize comprehensive evaluation in the form of on-site presentations and field inspections;
(III) Determine the recognition results;
(IV) Announce the determined results for 5 working days;
(V) For results with no objections or objections that are not established, issue a recognition announcement.
(I) Provincial-level cultural and tourism administrative departments must strictly follow the industry standard "Grading of Tourism and Leisure Street Districts" (LB/T 082-2021) and scoring rules to review the relevant materials and self-assessment scores of the applicant.
(II) Provincial-level cultural and tourism administrative departments are responsible for organizing the recommended applicants, submitting application materials on time, and organizing eligible applicants to participate in on-site presentations.
(3) The county (district) people's government or street (town) people's government where the recommended tourism and leisure street is located shall be the applicant, and ensure that the application materials are true, complete, and accurate.
