Notice of the State Administration for Market Regulation on Accelerating the Update of Special Equipment

Market Supervision Bureaus (Departments/Commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps:

To implement the 'Notice of the State Council on Issuing the ' (Guofa [2024] No. 7), and to accelerate the renewal of special equipment, relevant matters are hereby notified as follows.

I. Work Objectives

Taking the large-scale equipment renewal action as an opportunity, accelerate the elimination of outdated equipment with poor safety performance and numerous accident risks, promote equipment renewal, quality improvement, and technological upgrading, continuously enhance the safety, energy efficiency, and environmental protection levels of special equipment, centrally address a batch of special equipment safety issues concerning the public, effectively prevent and reduce accidents, and enhance the people's sense of gain, happiness, and security.

II. Key Tasks

(I) Promote Boiler Renewal. Strictly implement the 'Guiding Catalog for Industrial Structure Adjustment (2024 Edition)'. Under the unified deployment of local governments, for boilers listed as obsolete, such as oil-fired boilers primarily for power generation, fixed grate coal-fired boilers, coal-fired boilers with a capacity of 10 steam tons per hour or less, biomass boilers with a capacity of 2 steam tons per hour or less, and coal-fired boilers with a capacity of 35 steam tons per hour or less in key atmospheric pollution prevention and control areas, promptly cancel their usage registration certificates. For boilers listed as restricted, such as coal-fired boilers that do not meet ultra-low emission requirements, fixed grate biomass boilers with a capacity of 35 steam tons per hour or less, and coal-fired boilers with a capacity of 35 steam tons per hour or less in built-up areas of county-level and above cities (coal-fired boilers with a capacity of 10 steam tons per hour or less in other areas), support their users in carrying out renewal and renovation, and encourage the adoption of various types of heat pump units for replacement. For coal-fired boilers and heat exchangers that have exceeded their service life, encourage users to renew and renovate them; if immediate renewal and renovation are not possible, urge users to conduct safety assessments in accordance with the requirements of safety technical specifications. For industrial boilers with operating efficiency lower than the energy efficiency limit value in 'Technical Regulations for Energy Conservation and Environmental Protection of Boilers' (TSG 91—2021) and energy efficiency level 2 in 'Energy Efficiency Limit Values and Energy Efficiency Grades for Industrial Boilers' (GB 24500—2020), support users in carrying out renewal and renovation to comprehensively improve safety, energy efficiency, and environmental protection levels.

(II) Promote the Renewal of Pressure Vessels, Pressure Pipelines, and Gas Cylinders. In accordance with the work plan for the elimination, phase-out, and renewal of old chemical equipment and the prohibited, obsolete, and restricted categories of equipment and devices issued by relevant departments, legally eliminate a batch of pressure vessels and pipelines that do not comply with industrial policies and safety standards. Orderly phase out a batch and renovate and upgrade a batch of high-risk pressure vessels and pipelines. Cooperate with gas authorities to promote standardized renewal and construction of LPG filling stations, renewing and renovating pressure vessels and pipelines within filling stations with more safety hazards. Focus on replacing 50 kg gas-liquid two-phase LPG steel cylinders that do not comply with 'LPG Steel Cylinders' (GB 5842—2023); encourage the replacement of LPG steel cylinders not listed within the scope of 'LPG Steel Cylinders' (GB 5842—2023) specifications.

(III) Promote the Renewal of Old Elevators and Installation of Elevators in Existing Residential Buildings. Support the renewal and renovation of in-use elevators manufactured according to 'Safety Rules for the Construction and Installation of Lifts' (GB 7588—2003), 'Safety Rules for the Construction and Installation of Escalators and Passenger Conveyors' (GB 16899—1997), and earlier standards, to elevators that comply with current regulations and standards. Encourage the renewal or technological upgrading of old residential elevators or their components by referencing standards such as 'Specification for Improving the Safety of Existing Elevators' (GB/T 24804—2023) and 'Technical Conditions for Scrapping Main Components of Elevators' (GB/T 31821—2015). Support the installation of elevators in existing residential buildings, encourage the introduction of new professional elevator use and management models in the residential sector, explore and cultivate elevator use and management entities offering all-inclusive services such as elevator use management, maintenance, and self-inspection, to break the short-term gaming dilemma in the residential elevator use, management, and maintenance market.

(IV) Promote the Renewal of Old Passenger Ropeways. Legally eliminate grips and clamps that have been in use for 15 years. Support the renewal of chairlifts in scenic areas to gondola lifts. Support passenger ropeways with a cumulative operating time of 40,000 hours or more, or those in use for 15 years or more, to conduct disassemblable inspections of important components such as drive-return devices, rope wheel sets, reducers, and conveying vehicles in accordance with 'Technical Requirements for Major Repair of Passenger Ropeways' (GB/T 34368—2017) and other relevant standards, promoting major overhauls or replacement. Encourage passenger ropeways with longer service lives to undergo equipment renewal and technological upgrading, improving ropeway capacity, safety performance, and riding comfort. Encourage breakthroughs in key technologies for passenger ropeways and the development of industrial equipment, further enhancing the manufacturing level of ropeway equipment and improving equipment safety and reliability.

(V) Promote the Renewal of Large Amusement Devices. Legally eliminate entire large amusement devices or their main load-bearing components that have reached their designed service life and have no continued use value. Urge the rectification and guide the renewal and upgrading of equipment that does not meet current safety technical requirements, such as cliff swings and zip lines. Support the replacement of vehicles, load-bearing systems, drive and braking devices, or the entire machine for high-risk large amusement devices such as roller coasters that have been in long-term service, especially those with extended use. Support the renewal of in-use large amusement devices manufactured according to 'Safety Norm for Amusement Devices' (GB 8408—2008) and earlier standards, to equipment that complies with current regulations and standards. Urge manufacturing units to strictly standardize the safety assessment behavior for extended-use equipment, conduct comprehensive disassembly inspections, tests, and necessary repairs and replacements on the equipment, and legally bear quality and safety responsibilities including after-sales service, technical guidance, regular follow-up inspections, risk warnings, and defect recalls.

(VI) Promote the Renewal of Lifting Machinery and Special Motor Vehicles within Premises (Factories). Focusing on metallurgical cranes, mechanical parking equipment, and high-duty class lifting machinery, orderly advance the renewal of equipment and their important components. Support the intelligent transformation of lifting machinery used in harsh environments in industries such as steel, metallurgy, and cement. Intensify the promotion of advanced products and technologies for lifting machinery and special motor vehicles within premises (factories), encouraging the application of high-strength steel and technologies such as intelligent networking, integrated transmission, and overall processing, to enhance the supply capacity of highly reliable, intelligent, and green products.

III. Guarantee Measures

(I) Strengthen Investigation and Coordination. Leveraging special equipment usage registration data, sort out the service life of special equipment, mark old equipment that has experienced accidents or has numerous safety hazards, promptly handle usage registration cancellation and change procedures for eliminated and renewed special equipment, and strengthen information sharing with relevant departments. Actively cooperate with departments such as Development and Reform, Industry and Information Technology, Ecology and Environment, Housing and Urban-Rural Development, and Culture and Tourism to accelerate the implementation of special equipment renewal project initiation, approval, and other work, promoting the implementation of special equipment renewal tasks in the region.

(II) Optimize Service Guarantees. Encourage user units to invite production units and technical institutions to conduct relevant safety assessments, and provide reasonable suggestions for updating, transforming, or overhauling old equipment. Strictly implement supervision and inspection of special equipment, strengthen technical control, ensure the quality and safety of updated equipment; optimize approval processes, open green channels, and provide convenient and high-quality services according to the principles of "safety, simplification, convenience, and efficiency" to promote the steady advancement of special equipment updates.

(III) Improve regulations and standards अभियांत्रिकी Give full play to the guiding and leading role of regulations and standards, accelerate the formulation and revision of regulations on special equipment safety, quality, energy consumption, inspection, and testing, improve the special equipment quality and safety standard system, use standard upgrades to drive equipment renewal, promote the elimination of severely aged, frequently malfunctioning, and overdue equipment or main components, and promptly eliminate risks and hidden dangers.

(IV) Strengthen demonstration and leadership. अभियांत्रिकी Adhering to the principles of government guidance, market dominance, voluntary participation by enterprises, and orderly implementation, fully leverage the demonstration and leading role, encourage user units to actively seek relevant support policies, formulate reasonable renovation and upgrade plans, guide enterprises to eliminate outdated equipment, and promote the use of advanced special equipment products and technologies.
