1. Park City, a Standard for Cities
In 2018, General Secretary Xi Jinping first proposed building a park city during his inspection tour in Tianfu New Area. From 2018 to the present, Chengdu, Shanghai, and Shenzhen have successively proposed building park cities.

Shanghai launched the "Guiding Opinions on Promoting the Construction of Shanghai Park City" in 2021, proposing to further optimize the relationship among "citizens-parks-cities." Shenzhen issued the "Overall Plan for Shenzhen Park City Construction and Three-Year Action Plan (2022-2024)" in 2023.

Chengdu, as the first proponent of the "Park City" concept, released a series of innovative results for park city standards in 2023, including the "Park City Park Scene Creation and Business Integration Guide" and the "Park City 'Golden Corners and Silver Edges' Scene Creation Guide."


In March 2022 and April 2023, General Secretary Xi Jinping issued important instructions twice on Beijing's afforestation work, requiring the capital to be built into a large garden. Beijing also launched a special plan for garden cities in 2024.

Park cities have seemingly become a standard for large cities. We often see news like "xx new or renovated parks, completion rate xx%," and we genuinely feel nature getting closer around us. So, what other surprises and possibilities can parks bring us? As park users, what do parks really mean to citizens?

2. A spiritual homeland under the popularity of the "20-Minute Park Effect"?

Recently, the "20-Minute Park Effect" has become popular online. Researchers have found that spending a short time outdoors every day can make people happier. Even just 20 minutes in a park can improve one's state. As a worker, I am also a loyal practitioner of the "20-Minute Park Effect," frequenting Ditan Park, Ming City Wall Park, Beihai Park...


For urban workers yearning for "poetry and distant places," parks are the "nearest distant place." Whether it's watching energetic grandpas and grandmas dance, checking the names of trees adopted in the park, or simply enjoying the breeze and clearing one's mind, it's all a form of spiritual massage.


Just as the slogan says, "The entrance to nature is the exit from life." More and more workers are choosing to temporarily put down their screens and step into nature. These real connections between people and nature have overcome the colorful world behind screens.

3. Behind the Park is a New World

The popularity of the "20-Minute Park Effect" means that parks have become an "exit from old life." However, when I see this "20-Minute Park Effect," I can't help but feel a bit pessimistic. Does it imply that "we can only temporarily escape real life through parks"?


Do parks still hold new possibilities? Not just an "exit from old life," but also an "entrance to new life" for people. Not just a room to hide in for a breather during leisure time, but a paradise for creating entirely new life experiences.

This means parks need to provide lifestyle scenes that young people enjoy, making parks a place where people can leave their sofas to experience on weekends.


But this certainly doesn't mean that simply "Ctrl C, Ctrl V" a series of new consumption and new experiences into parks will lead to success. That would just be a "commercialized" park. Even for the currently popular "park commerce," to succeed, it must first be a park, and only then a business.

So, how to maintain the park's essence, preserve "real human connections," and create new park life behind the gates is undoubtedly a huge test for park managers.



The Re-transformation of Beijing Expo Park

1. From "Eco-environmental Oriented Development" to "Life-Oriented Development"

How to create new park life? The transformation journey of Beijing's Expo Park might offer some insights.

Five years have passed since the opening of the Beijing International Horticultural Exhibition in 2019. Over these five years, Beijing Expo has transformed from an exhibition garden to a park and a national camp, becoming an important research and study distribution center and sports event base in Beijing, radiating new vitality.

On the eve of the Expo's closing, Yu Jianlong, Deputy Chief Representative of the Beijing International Horticultural Exhibition Government, frankly stated in an interview, "Considering the significant initial investment, large exhibition scale, and unique design creativity of the Beijing Expo, good subsequent utilization is very important. It is necessary to study the retention of various exhibition halls and gardens, and improve equipment utilization and economic and social benefits."


As early as the initial planning of the park, the person in charge proposed the concept of "innovative event management and sustainable utilization." After the closing of the Beijing International Horticultural Exhibition, the park began its transition from an exhibition garden to a park. The Beijing International Horticultural Exhibition Park was renamed Beijing Expo Park and officially unveiled on April 28, 2020, the first anniversary of the Expo's opening.

After the Beijing Winter Olympics concluded in early 2022, Yanqing District seized this important urban development opportunity again, actively planning its urban development path.


Entrusted by Beijing Expo Investment Development Co., Ltd., Huagao Lais undertook the planning project for the enhancement strategy and implementation path of the Beijing Expo Park and its surrounding areas (RBD), providing suggestions for Yanqing District's development of the outdoor sports industry and the transformation of the Beijing Expo Park.

Two years later, Yanqing District is accelerating on the fast track of building an outdoor sports city, and the Beijing Expo Park has also achieved several role overlays and transformations, from an exhibition garden to a park and then to a national camp.

Looking back at the Beijing Expo Park's transformation over the past five years, it is believed that both major parks currently undergoing transformation and cities promoting park city construction can learn from and benefit from its experience.

In five years of transformation exploration, the renovation of Yanqing Beijing Expo Park has achieved a re-transformation from "EOD" (Ecological Environment-Oriented Development) to "LOD" (Life-Oriented Development).


Building upon the livability-oriented "Ecological Environment Attraction (EOD)", it further takes "Life-Oriented" as the driver, practicing the concept of "Life Quality Attraction". By creating lifestyles needed by young people, it opens up the chain of "building new lives - creating new consumption - attracting new groups - incubating new industries".

In the past few years, the Beijing Expo Park has identified "study tours" and "outdoor activities" as its main development lines. The key lies in the organic integration of these contents with the park. The Beijing Expo Park builds "gateways to new lives" for people by organically integrating life and consumption content with the park, creating several tag-like and attractive lifestyles.

2. Gateway to Outdoor Life: The Starting Point for New Sports

After the Winter Olympics, Yanqing repositioned its urban development goals, officially proposing the concept of building an outdoor sports city in early 2023 and releasing the "Yanqing District 'Outdoor Sports City' Construction Three-Year Action Plan (2023-2025)". It aims to initially build demonstrative outdoor sports scenarios within three years and create an internationally renowned leisure and vacation tourism destination.


The outdoor sports city involves the entire Yanqing area, and the "integration of venues and park" at the Beijing Expo Park, focusing on hosting events and competitions, is an important means for Yanqing to build an outdoor sports lifestyle and achieve its overall urban transformation positioning.

The Spartan Race, characterized by "obstacle trail running" which distinguishes it from a series of homogenized running events; pickleball, a "new popular sport" jokingly referred to as "playing tennis on a badminton court with an oversized table tennis paddle"; and equestrianism, which has gradually moved from being "high-end" into people's lives...

A series of niche sports have successively landed at the Beijing Expo Park, which has now seemingly transformed into an incubator for niche sports.

Niche sports are continuously taking root and flourishing in the fertile ground of Beijing Expo Park, which is precisely the significance of Yanqing building an outdoor sports city: to allow more people to enjoy the charm of various sports. In the outdoor sports field, it is often said that "it's better to host small events than large ones." Compared to mass events, these niche sports, despite having "fewer participants," are "talkable, highly sticky, and easy to take root."


Currently, domestic outdoor sports are still in the "market cultivation period." In the context of Yanqing building an outdoor sports city, the outdoor offerings at the Beijing Expo Park are not just a simple superposition of park and outdoor sports, but have become a "newbie-friendly" new outdoor scene promotion destination.

The Beijing Expo Park provides a more gentle outdoor environment, and the resident camps and clubs also offer a relatively complete set of introductory and learning mechanisms.

In April 2024, Pran, Chairman of the Asian Pickleball Federation and founder of World Pickleball Series, led an international pickleball delegation comprising important members to visit Beijing Expo Park. The visit aimed to discuss and advance matters related to international pickleball events.


In the future, 21 standard competitive pickleball courts will be built inside the International Pavilion of the Beijing Expo Park. The establishment of the pickleball center also signifies that this new popular sport, listed as a demonstration event for the Paris Olympics, is gradually moving towards standardization and large-scale development in China.

The Beijing Expo Park actively connected with overseas professional associations, becoming the first stop for pickleball's entry into China and establishing itself as a major base for pickleball's future development.

Also in April 2024, the Radar Auto Cup Super Lure Fishing China Tour, hosted by the China Angling Association, was held at the Beijing Expo Park. This competition is also China's largest, highest-level, and most commercially valuable lure fishing competitive IP.


Lure fishing, with its healthy, environmentally friendly, and fashionable characteristics, is known as "golf on water" and is a niche sport currently popular among young people. The Weilan Fishing Club, based at the Beijing Expo Park, has actively conducted training courses and exchange salons in recent years, successfully hosting over 200 fishing-themed events to promote it to the public.

Beijing Expo Park not only builds platforms for exchange and learning for enthusiasts through niche events and expands the popularity of niche sports to the consumer end. It also positions itself for the sustainable development of niche sports, providing support for their long-term growth.


Taking equestrianism as an example, in March 2024, at the China Pavilion of the Beijing Expo Park, the Chinese National Minorities Sports Association held the "Inaugural Meeting of the China Sport Horse Training and Education Center." The establishment of the center aims to build a modern Chinese training and education technical culture system, cultivate and establish training and education bases across the country, train professional horse trainers, and promote the modern transformation, application, and deep processing of domestic Chinese horses.

This will fill the professional gap in China's horse training field and promote the creation of a standardized and regulated training technical system and imperial horse culture system with Chinese characteristics.

Today, the Beijing Expo Park has become an important vehicle for Yanqing to build an outdoor city. It has established long-term partnerships with numerous internationally renowned outdoor sports brands, including the Spartan Race, and has become the host venue for a series of events such as the "National Camping Congress," "China Road Cycling Open," and "National Aeromodelling Invitational."


The attempts made by the Beijing Expo Park have been affirmed by a series of professional organizations and associations, and it has initially established a brand demonstration effect in the fields of study tours and sports.

Beijing World Horticultural Expo Park has become the first park in China to be jointly awarded the title of "Aerospace Science and Sports Park" by four national-level associations: the China Aeronautical Association, the China Ship Model Association, the China Vehicle Model Association, and the China Radio and Orienteering Association. In December 2022, the World Horticultural Expo Park was successfully selected as a national sports tourism demonstration base.

3. Gateway to Educational Life: Deeply Understanding Nature Through Education

In the summer of 2023, the Beijing World Horticultural Expo National Camp, consisting of the Beijing World Horticultural Expo Park, the World Horticultural Expo International Camp Exchange Center, and the National Camp Culture Museum, officially debuted.


The camp covers functional spaces such as "life, social interaction, leisure, parent-child activities, entertainment, sports, and learning." The renovated Beijing World Horticultural Expo International Camp Exchange Center covers an area of over 13,000 square meters and can accommodate over 400 people for living, accommodation, and learning exchanges.

The person in charge stated that the Beijing World Horticultural Expo National Camp will be developed into an international study tour and study abroad service center for the Beijing region, a national-level venue for youth competitions, and a distribution and industry center for study tours in Beijing.

Actively attracting resources around study tour resources, primarily

In just two years, the World Horticultural Expo Park has not only transformed into an important study tour base in Beijing but has also grown into a window for regional and even international exchanges.


In June 2023, a joint construction and sharing exchange event for the China-Russia National Camp was held at the World Horticultural Expo National Camp. At the event, both sides signed a memorandum of cooperation on the joint construction and sharing of the China-Russia National Camp, laying the foundation for subsequent development of camp courses, teacher exchanges, and other activities between the two countries.

Russian youth camp education has a history of nearly a century. This exchange is undoubtedly a good opportunity to learn from a leader in the field. At the event, the Hong Kong International Study Tour Association, the Macao Study Tour Association, and the China-ASEAN Youth Culture and Art Center also awarded the Beijing World Horticultural Expo National Camp, jointly establishing a youth study tour and practice base.

The Beijing World Horticultural Expo Camp will also host a ten-country youth international summer camp program in 2024. The World Horticultural Expo Camp has become an important platform for international educational cooperation and exchange.

Based on the increasingly diverse study tour activities, the World Horticultural Expo Park is actively expanding upstream in the study tour industry chain, using conferences to attract various resources in the industry.


The Primary and Secondary School Study Tour and Practice Education Annual Meeting and the ICE International Camp Trade Expo were successively held at the World Horticultural Expo Camp. At the first ICE International Camp Trade Expo held in March 2024, 85 exhibitors showcased study tour products, camp education products, outdoor activity equipment, outdoor education courses, and eco-tourism projects.

At the same time, experts and scholars from institutions such as the China Educational Equipment Association, the Beijing World Horticultural Expo Camp, and the Beijing Universal Studios Resort discussed and shared topics such as the value and role of youth camps in international exchanges and the path to commercial success for camps.

In terms of the breadth of study tour content, the World Horticultural Expo Camp is using itself as a core, linking high-level cultural and tourism resources in Yanqing, and continuously expanding the study tour experience.

In the winter of 2023, the World Horticultural Expo Camp launched Winter Olympics cultural study tours and high-quality skiing camps, achieving internal linkage of resources such as the Winter Olympics and the Great Wall in Yanqing. Even the World Horticultural Expo has formed linkages with must-visit locations for Beijing study tours such as the Forbidden City, Tsinghua University, and Peking University, becoming an important destination on Beijing's study tour routes and gradually becoming a distribution and industry center for study tours in Beijing.

Expanding on the theme around the study tour scenario

The mountains, rivers, forests, fields, lakes, and grasses of the World Horticultural Expo park, including various ecological factors, are very complete. There are over 1500 plant species, 14 mammal species, over 200 bird species, over 20 fish species, 14 butterfly species, 8 dragonfly species, and species such as the three-leaf yellow silk dragonfly, long-leaf heterodont dragonfly, and leopard cat, which have high requirements for habitat quality and are rarely seen in urban green spaces.


Therefore, after the exhibition, the park first focused on ecology, aiming to build the park into an ecological civilization education base.

The World Horticultural Expo Park has attracted a number of professional clubs and nature camps, such as Wei Lan Nature Camp and Xueersi Natural Museum, providing close-to-nature, comfortable, and luxurious nature experiences for families with children and young outdoor enthusiasts.


Professional institutions have brought technological support. Under the guidance of mentors, participants will install infrared cameras to conduct biological observations; professional institutions mean expert teams. Participants can learn by fishing under the guidance of professional forest therapy instructors, landscape designers, and traditional Chinese medicine experts, investigate the native fish species of the Gui River; conduct micro-scientific research on wetland biodiversity, listen to the sounds of the wetland, and explore the natural sounds of nature.

Here, there are even "plant hunters" who travel the world collecting rare plants and herbs explaining herbal knowledge to enthusiasts. Plant dyeing, identification of traditional Chinese medicine, pest and disease prevention and control science... a series of courses at the World Horticultural Expo have brought ecological concepts to more people, and in 2022, it was successfully selected as a national youth nature education green camp.

Today, the study tour themes of the World Horticultural Expo Camp are increasingly diverse, expanding from nature education to include a series of themes such as meteorology study tours, safety study tours, and aerospace study tours.


In the field of safety study tours, the Yanqing District Committee's National Security Office, relying on the existing space of the museum, has set up a knowledge theme exhibition on the concept of national security, displaying a series of cutting-edge unmanned aerial vehicle technology products, becoming the Yanqing District's national security education base for all citizens.

In the field of meteorology study tours, people can immerse themselves in the myth of "Kuafu chasing the sun" in the China Horticultural Exhibition Area, learn about the formation of lightning and lightning protection skills through lightning simulation. The China Pavilion also has a tornado simulation system, cloud formation experimental equipment, and many other meteorological equipment.

In addition, the World Horticultural Expo has also invited many KOLs to serve as study tour mentors to ensure the depth and professionalism of the study tour content. In the meteorology study tour courses, Ma Xincheng, a national chief meteorological expert, and Yan Hongliang, a core member of the Winter Olympics Yanqing competition area forecasting team, have joined the study tour mentor team.

In terms of mechanism, the World Horticultural Expo uses an open-source approach to connect with external study tour institutions, regularly attracting more study tour institutions to conduct investigations through product launch conferences and camp open investigation activities, aiming to attract more partners with compatible ideas to join.


In October 2023, the World Horticultural Expo Camp held its 2023 Winter Product Launch Conference. Dozens of leaders from research and practice bases, travel agencies, and educational institutions in Beijing and various provinces and cities participated, witnessing the launch of the themed product series. Guests visited the core area of the Beijing World Horticultural Expo Camp as an inspection team, examining the camp's unique spaces and high-quality course content.

Currently, the World Horticultural Expo has established partnerships with numerous high-level institutions, including Ctrip and China National Geographic.

In April 2024, the World Horticultural Expo Camp and China National Geographic magazine officially signed a strategic cooperation framework agreement, signifying further in-depth cooperation between the two parties in the fields of cultural tourism, vacation, parent-child research, and study.

The signing of this strategic cooperation agreement will accelerate the planning and implementation of the first China National Geographic Science Park, showcasing the scientific content accumulated by China National Geographic over the years in the World Horticultural Expo Tourism Resort.

4. The gateway to innovative living: Transforming life into an engine for industry

New lifestyles have the potential to drive new industries; each new life scene is supported by countless segmented industry segments. As a carrier of life scenes, parks also have the opportunity to become important platforms for industrial development. At the World Horticultural Expo, music, gardening, and outdoor activities—industries extending from life scenes—are thriving in the park.


Discovering innovation in nature, becoming a hub for horticultural industry development

Early in the establishment of the World Horticultural Expo Park, a horticultural industry development zone was planned on the south side of the park. After the closing of the World Horticultural Expo, making good use of the industrial reserve space in the World Horticultural Expo Park, gathering elements of horticultural industry development, and extending the horticultural industry chain has become a clear path for the sustainable development of the park.


In April 2021, the Zhongguancun Modern Horticultural Industry Innovation Center was established in the Beijing World Horticultural Expo Park, and the "Beijing Herb Industry Research Institute" was inaugurated. Experts and scholars conduct research and development while applying their findings in mountainous areas. In the horticultural town within the Beijing World Horticultural Expo Park, 3,000 square meters and nearly 100,000 herbs have begun to be harvested.

The herbs here were cultivated by Beijing Guoxiangyuan Biotechnology Co., Ltd., a Zhongguancun Yanqing Park enterprise, in collaboration with Beijing Agricultural University, and are showcased in Yanqing. After harvesting, the flowers, stems, and leaves of the herbs are harvested and purified to produce essential oils, hand sanitizers, and other products registered and sold in the national cosmetics raw material database.


Along with the Beijing Herb Industry Research Institute, the Zhongguancun Modern Horticultural Industry Innovation Center also houses the Bamboo and Rattan Flower and Plant Space Breeding Research Center and the China Flower Innovation and Development Center. Established in 2018, this horticultural industry innovation center has shown strong development in the post-World Horticultural Expo era.

Harmonizing nature and music, expanding music industry investment

Over the years, the World Horticultural Expo has actively introduced large-scale fashion and trendy music festivals such as the M-DSK Music Festival and the Universe Island Music Festival. It has also collaborated with the For Blue Club to create the "Wetland Sounds" concert, characterized by "not using any amplification equipment and performing entirely in nature." In 2022, the "Beijing Musicians Association Creation and Performance Base" was successfully established in the World Horticultural Expo...


Nature is the starting point of music. Whether it's the Wetland Concert, which listens to the sounds of nature, or the passionate camp music festivals, the World Horticultural Expo brings music back to the countryside, providing people with a unique musical experience.

In the second year after the World Horticultural Expo concluded, the World Horticultural Expo Company introduced the Strawberry Music Festival, one of the most mature music festival brands in China. From 2020 to 2024, years of cooperation have created a strong bond between Strawberry and the World Horticultural Expo. Artists and bands, ranging from literary to avant-garde, such as Pu Shu, Zhao Lei, Lin Youjia, and WYY, have left their mark on the World Horticultural Expo.


The music festival also boosted the overall cultural and tourism consumption in Yanqing. According to data from the Beijing Business Daily, during the 2024 Beijing Super Strawberry Music Festival, the dining transaction volume in Yanqing's urban commercial districts increased by 300% week-on-week.

Yanqing's support for the Strawberry Music Festival has given "Strawberry" greater room for development. Shen Yue, head of Modern Sky's marketing department, said in an interview: "From the Winter Olympics to now, Yanqing's investment in overall tourism and the music industry, as well as the establishment of the music industry park, has made us feel that the future in Yanqing holds great potential for high-quality music and cultural development."


Leveraging on-site advantages, transforming into an outdoor industry testing ground

With the implementation of the Urban Action Plan for Outdoor Sports, the outdoor sports industry has gradually entered Yanqing. Currently, Yanqing has gathered 460 companies in the upstream and downstream of the digital sports industry chain, covering sub-sectors such as smart venue operation, scientific training, and sports testing.


The World Horticultural Expo Park is gradually evolving from a venue for outdoor activities into a showcase for the outdoor industry. In 2023, the World Horticultural Expo became the starting point for the Beijing-Tianjin-Hebei RV tour, showcasing a series of outdoor camping equipment and diverse outdoor camping lifestyles to tourists.

Drones are an important part of Yanqing's outdoor industry, and the World Horticultural Expo is now an important showcase for the drone industry.


In the "Action Plan for Promoting the Innovative Development of the Drone Industry in Zhongguancun Yanqing Park (2024-2026)", Yanqing proposes to build a high-quality drone cultural tourism and research and study base around existing resources such as the Drone Science and Technology Museum, the World Horticultural Expo Model Aircraft Museum, and the flight camp.

Recently, DJI also conducted test flights and demonstrations of its new drone, "DJI Airport 2," at the World Horticultural Expo. DJI's industry application engineers directly used the Gui River waterway and the World Horticultural Expo Park's Pusen Hotel as targets, planning flight routes via the cloud platform and issuing flight missions. Airport 2 performed inspection operations according to the planned route, collecting multi-dimensional information and generating high-precision 3D models online.

The Shanghai Greening and Public Sanitation Bureau's 2022 "Shanghai Park City Planning and Construction Guidelines" encourages the compatible integration of various service facilities and venues within parks, incorporating diverse functions such as sports, culture, science education, and commerce as needed.

Beijing's Chaoyang District proposes planning and designing cities with the concept of park construction, managing parks with urban governance methods, and promoting the transformation of parks from single to multiple functions.


Beyond local initiatives, the central government has also made policy breakthroughs. The Ministry of Housing and Urban-Rural Development launched a pilot program for the opening and sharing of urban parks and green spaces, proposing to designate open and shared areas in park lawns, undergrowth areas, and vacant land, improving supporting service facilities, and better meeting the needs of the people for outdoor activities in nature. However, the reality of demanding multi-functional parks is constrained budgets.

Park operation and maintenance largely rely on government funding. Taking a park in Beijing with an area of about 8 square kilometers as an example, the basic maintenance and personnel costs alone amount to 100 million yuan annually. Based on this, parks need to adopt light construction methods and utilize ingenuity to enhance their functionality.

From the perspective of the World Horticultural Expo Park, the transformation of exhibition-type parks is even more complex. Exhibition-type parks occupy large areas, require high investment, and need to balance public welfare and economic benefits while preserving heritage. As the World Horticultural Expo Park is developed into a "new life portal," its urban functions have become a "development engine" for the region. After the World Horticultural Expo and the Winter Olympics, Yanqing District has planned a key development area for the future city centered around the World Horticultural Expo Park—the Recreational Resort Business District (RBD).

The plan is to build a recreational resort business district on the south bank of the Guishui River in Yanqing New Town, integrating tourism and leisure, ice and snow sports, cultural exhibitions, commercial entertainment, business offices, and high-quality residential areas.


In addition to the World Horticultural Expo Park, the Winter Olympics ice training hall, Yanqing high-speed rail station, Yanqing Chinese Medicine Hospital, Zhongguancun Yanqing Park, and the soon-to-be-built Beijing International Olympic Academy are all located in this area. The World Horticultural Expo, as a major magnet, effectively drives the overall development of the RBD.

For the Yanqing World Horticultural Expo Park, life-oriented development not only achieves sustainable development of the park, but this "new life portal" also effectively activates the vitality of the entire area.


Taking a broader perspective, making parks the "entrance to a new life" also effectively solves the potential problem of park homogenization. Due to the diversity of "entrances to a new life," different parks and even cities can each forge their own unique paths.
