1 Characteristics of January Cultural and Tourism Projects:
1. The number of signed cultural and tourism projects exceeded 100, a significant increase compared to the previous month, with a growth rate of approximately 212%. Chongqing, Guangdong, and Fujian saw a high concentration of signed projects, indicating increased investment in cultural tourism;
2. In addition to traditional tourism resorts, hotels, and theme parks, this month, influenced by favorable policies for ice and snow tourism, various regions seized development opportunities, and the number of signed "ice and snow" related cultural and tourism projects increased significantly.
This month, major personnel appointments and dismissals in cultural tourism groups attracted attention, including changes in senior management at Qujiang Cultural Tourism and Fosun Tourism Culture. Cultural tourism groups strengthened strategic cooperation, complementing each other's strengths and empowering each other; frequent equity transfers and acquisitions continuously integrated and optimized assets, contributing to high-quality development; in terms of financing, a month-on-month increase was observed, and various groups, represented by Luoyang Cultural Tourism Group, continued to explore innovative financing tools.
Cultural Tourism Project Information
1) Signing of Cultural Tourism Projects
According to incomplete statistics, 131 new cultural tourism projects were signed in November 2024, a month-on-month increase of 211.9%, mainly due to the concentrated signing of projects in Chongqing, Shaoguan City and Baiyun District in Guangzhou, Guangdong Province, and four areas in Fujian Province. For example, the project investment promotion activities of the Chongqing Cultural Tourism Development Conference this month resulted in 49 project cooperation signings, with a total contract value of 18.544 billion yuan.
In addition, influenced by the favorable policies of the General Office of the State Council's "Several Opinions on Stimulating the Vitality of the Ice and Snow Economy through High-Quality Development of Ice and Snow Sports," various regions across the country have increased and optimized the supply of ice and snow tourism products. For example, "ice and snow" related cultural tourism projects have been signed and implemented in Habahe County, Xinjiang, Foshan, Guangdong, Hangzhou, Zhejiang, and Putuo Mountain, Zhejiang.

2) Commencement of Cultural Tourism Projects
According to incomplete statistics, 21 key cultural tourism projects were newly started across the country in November 2024, with the number of projects remaining basically the same as the previous month. From the regional distribution of key cultural tourism projects under construction, Guangdong Province saw a high concentration of cultural tourism projects started this month, with projects starting in Zhongshan, Foshan, Shenzhen, Guangzhou, and Shanwei, mainly amusement parks.

1) Personnel Appointments and Dismissals
According to incomplete statistics, a total of 9 major personnel appointments were made in cultural tourism groups in November, involving 8 companies: Quanzhou Cultural Tourism Group, CYTS, Shanxi Cultural Tourism Group, Qujiang Cultural Tourism, Guilin Tourism, Fosun Tourism Culture Group, Panda Cultural Tourism, and Tibet Tourism. These were all key positions within the groups, injecting new impetus into their development and having a significant impact on the future operation and strategic development of the groups. For example, Fosun Tourism Culture Group appointed General Bao as the company's CEO (a position that had been vacant for two years), who will be responsible for the group's business strategic planning and overall management.

2) Strategic Cooperation
According to incomplete statistics, there were a total of 5 strategic cooperation projects in November involving 6 cultural tourism groups. From the trend of strategic cooperation, there was both collaborative cooperation between cultural tourism groups and overseas tourism bureaus, local chambers of commerce, and neighboring "brother" groups, as well as business expansion across insurance and UnionPay payment, which will help various cultural tourism groups to leverage their strengths, learn from each other's strengths and weaknesses, and continuously enhance their comprehensive competitiveness.

3) Equity Dynamics
According to incomplete statistics, there were a total of 4 major equity changes in November, mainly equity acquisitions and transfers, which are conducive to the asset integration and optimization of cultural tourism groups and promote their high-quality and sustainable development.

4) Financing Dynamics
According to incomplete statistics, there were a total of 15 financing activities in November, a month-on-month increase of 87.5%, of which 9 were successfully issued and approved, with a total financing amount of 5.407 billion yuan. Kaifeng Cultural Investment Group and Luoyang Cultural Tourism Group in Henan Province each had 2 successful financing projects, and continued to explore innovative financing tools, such as the rural revitalization corporate bonds and targeted debt financing instruments (PPN) issued by Luoyang Cultural Tourism Group.
