On January 3, in order to implement the "Overall Layout Plan for the Construction of Digital China," in accordance with the "14th Five-Year Plan for the Development of the Information and Communication Industry" and the "Action Plan for the Coordinated Development of "Dual Gigabit" Networks (2021-2023)" and other work arrangements, to accelerate the promotion of deep coverage of mobile networks, improve network quality, optimize user perception, continuously meet the growing needs of the people for a better life, support the digital transformation needs of key industries, promote high-quality economic and social development, the Ministry of Industry and Information Technology and ten other departments decided to launch the "Signal Upgrade" special campaign.

Construction Project Work Plan


On January 9, in order to implement the "National Standardization Development Outline" and better promote the implementation of the construction project of the basic public service standard system, and to provide technical support for the rolling implementation of the "National Basic Public Service Standards," the State Standardization Administration, the National Development and Reform Commission, the Ministry of Culture and Tourism, and 16 other departments jointly formulated the "Construction Project Work Plan for the Basic Public Service Standard System."

Announcement of the Second Batch of National Internet Access Service Industry

Cloud Service Pilot City List


On January 9, in order to thoroughly implement the important expositions of General Secretary Xi Jinping on the development of the digital economy, and to use cloud computing and other digital technologies to promote the transformation and upgrading of internet access service business venues, according to the "Notice of the Office of the Ministry of Culture and Tourism on Issuing the "Work Plan for the Cloud Action of the Internet Access Service Industry" deployment, after local application and recommendation by provincial cultural and tourism administrative departments, the Ministry of Culture and Tourism has determined the second batch of national internet access service industry cloud service pilot cities, which are now announced.

On January 12, in order to thoroughly implement the spirit of the National Conference on Propaganda and Ideological Culture, the Central Economic Work Conference, and the National Conference of Propaganda Ministers, strengthen the guidance of micro-short drama creation and the demonstration and guidance of excellent programs, promote innovation in the themes and genres of micro-short dramas, actively explore in-depth cross-border integration with industries such as culture and tourism, promote cultural inheritance and economic and social development, and better meet the spiritual and cultural needs of the people, in accordance with the micro-short drama creation improvement plan, from the date of the issuance of this notice, the State Administration of Radio and Television will organize the "Travel with Micro-Short Dramas" creation plan nationwide.

Announcement of the 2023 "Spring Rain Project"

On January 16, the Ministry of Culture and Tourism, together with the State Ethnic Affairs Commission, organized the selection of excellent projects for the 2023 "Spring Rain Project." Through the stages of recommendation by various localities and units, expert review, and public announcement, a total of 50 excellent projects with clear directions, effective mechanisms, significant achievements, strong innovation, and wide influence were selected.

Implementation Opinions on Promoting the Innovative Development of Future Industries


On January 18, seven departments including the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Transport, the Ministry of Culture and Tourism, the State-owned Assets Supervision and Administration Commission of the State Council, and the Chinese Academy of Sciences jointly issued the "Implementation Opinions on Promoting the Innovative Development of Future Industries." It proposes that by 2025, China's future industrial technological innovation, industrial cultivation, and safety governance will be comprehensively developed, with some fields reaching internationally advanced levels and the industrial scale steadily increasing. A number of future industry incubators and pilot zones will be built, hundreds of cutting-edge key core technologies will be broken through, hundreds of iconic products will be formed, and a future industrial development model that suits China's actual conditions will be initially formed.

On January 24, according to the "Implementation Work Guidelines for the (GB/T 41648-2022)," 59 tourism homestays meet the national Class A tourism homestay standards, and 52 tourism homestays meet the national Class B tourism homestay standards.

On January 25, according to the "Notice of the Office of the Ministry of Culture and Tourism on the Recommendation of Support Projects for Rural Cultural and Tourism Leaders in 2023" (Ban Ren Fa [2023] No. 123), based on the recommendations of cultural and tourism departments (bureaus) at all levels, after qualification review, expert panel review, and public announcement, 485 people were determined as selected personnel for the 2023 support projects for rural cultural and tourism leaders, of which 45 were funded personnel.

On February 1, in order to implement the decisions and deployments of the CPC Central Committee and the State Council, implement the spirit of the Central Economic Work Conference, and promote the innovative development of time-honored brands, according to the "Management Measures for the Demonstration Creation of Time-Honored Brands of China," after enterprise application, local recommendation, and public announcement, the Ministry of Commerce, the Ministry of Culture and Tourism, the State Administration for Market Regulation, the State Intellectual Property Office, and the State Administration of Cultural Heritage decided to recognize 382 brands as the third batch of "Time-Honored Brands of China."

Opinions on Effectively Promoting Rural Revitalization


On February 3, the 12th Central No. 1 document guiding the work on "agriculture, rural areas, and farmers" since the 18th National Congress of the Communist Party of China (CPC) was released, putting forward a "roadmap" for vigorously and effectively promoting the comprehensive revitalization of rural areas. The document, titled "Opinions of the CPC Central Committee and the State Council on Learning from and Applying the Experience of the "Thousand Villages Demonstration, Ten Thousand Villages Improvement" Project to Vigorously and Effectively Promote the Comprehensive Revitalization of Rural Areas," consists of six parts, including: ensuring national food security; ensuring that no large-scale return to poverty occurs; improving the level of rural industrial development; improving the level of rural construction; improving the level of rural governance; and strengthening the Party's overall leadership over the work on "agriculture, rural areas, and farmers." The document outlines six key areas: ensuring national food security, preventing large-scale poverty relapse, upgrading rural industrial development, improving rural infrastructure, enhancing rural governance, and strengthening the Party's overall leadership in rural affairs.

21 National 5A-level Tourist Attractions Announced


On February 6, the Ministry of Culture and Tourism, in accordance with the People's Republic of China's national standards "Classification and Evaluation of Tourism Scenic Area Quality Grades" and "Management Measures for Tourism Scenic Area Quality Grades," and based on recommendations from relevant provincial (autonomous region, municipal) culture and tourism administrative departments, organized a comprehensive evaluation and completed the announcement on February 1, 2024, designating 21 tourist attractions as national 5A-level tourist attractions.

On February 7, based on recommendations from provincial (autonomous region, municipal) culture and tourism administrative departments and sports administrative departments and the Xinjiang Production and Construction Corps, the Ministry of Culture and Tourism and the General Administration of Sport, after material review, expert review, and public announcement, designated 7 resorts as the third batch of national ski tourism resorts.

Tourism “Setting Standard for Public Information Guidance System in Tourist Scenic Areas”


On March 15, the State Administration for Market Regulation (National Standardization Management Committee) approved the release of 406 national standards. Two national standards under the supervision of the Ministry of Culture and Tourism and under the purview and execution of the National Tourism Standardization Technical Committee, namely "Operational Management Standard for National Ecological Tourism Areas" (GB/T 26362-2024) and "Setting Standard for Public Information Guidance System in Tourist Scenic Areas" (GB/T 31384-2024), were among them and will be implemented from July 1, 2024.

On March 26, in order to fully implement the spirit of the 20th National Congress of the CPC, stimulate the vitality of cultural market entities, and promote the high-quality development of the cultural industry, in accordance with the "Management Measures for National Cultural Industry Demonstration Parks (Bases)" (Wenlvchanye Fa [2023] No. 45), after enterprise applications, recommendations from provincial culture and tourism administrative departments, review, and public announcements, the Ministry of Culture and Tourism decided to name 219 enterprises as a new batch of national cultural industry demonstration bases; 165 demonstration bases passed the review and retained their designations.

On April 1, the People's Bank of China, the Ministry of Culture and Tourism, the State Administration of Foreign Exchange, and the State Administration of Cultural Heritage jointly issued the "Notice on Further Optimizing Payment Services in Key Cultural and Tourism Venues and Enhancing Payment Convenience." It clearly states that three-star and above tourist hotels, national 5A and 4A tourist attractions, etc., should achieve full coverage of domestic and foreign bank card acceptance. Relevant operators of key cultural and tourism venues should retain manual ticket windows and support cash payments, ensuring smooth cash payment channels and consumer payment choices.

On May 6, in order to promote the implementation of the "Management Measures for Cultural and Tourism Standardization Work" and further standardize cultural and tourism standardization work, the Ministry of Culture and Tourism formulated the "Detailed Rules for Cultural and Tourism Standardization Work".

Action Plan for Innovative Development of Smart Tourism


On May 13, the Office of the Ministry of Culture and Tourism, together with the Central Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the State Data Bureau, issued the "Action Plan for Innovative Development of Smart Tourism," aiming to promote the collaborative innovation of 5G technology and smart tourism. After self-examination and evaluation, supervision and verification by provincial-level cultural and tourism administrative departments, spot checks by the Ministry of Culture and Tourism and other relevant departments, and expert review meetings, all 180 national key protected units for ancient books from the first to fifth batches passed the rechecking.

On June 5, in order to promote the improvement of cultural and tourism equipment technology, guide high-end cultural and tourism equipment as a landmark product of future industries to innovate and develop, and effectively play an important supporting role of new productive forces in meeting the diverse and multi-level cultural and tourism needs of the people, the Ministry of Culture and Tourism and the Ministry of Industry and Information Technology organized the collection and selection of excellent cases of national cultural and tourism equipment technology improvement in 2024. After application, review, and announcement, 47 cases were determined as excellent cases of national cultural and tourism equipment technology improvement in 2024.

Announcing a New Batch of 22 National-level Tourist Resorts


On June 12, in accordance with the national standards of the People's Republic of China, "Grading of Tourist Resorts" and "Management Measures for National-level Tourist Resorts," after recommendations from relevant provinces (regions, municipalities), and the Xinjiang Production and Construction Corps cultural and tourism administrative departments, the Ministry of Culture and Tourism organized the identification and completed the announcement according to the procedures, determining 22 tourist resorts as a new batch of national-level tourist resorts.

On June 17, in order to scientifically promote the construction of pocket parks, improve supporting service functions, and enhance maintenance and management levels, the Ministry of Housing and Urban-Rural Development organized the compilation and issuance of the "Construction Guide for Pocket Parks (Trial Implementation)." The Guide applies to the planning, design, construction, and management of pocket parks within cities and is for reference and implementation by local governments based on their actual situations.

On June 24, the National Development and Reform Commission, together with the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, and the State Administration for Market Regulation, jointly issued the "Measures for Creating New Consumption Scenarios and Cultivating New Consumption Growth Points." It requires focusing on traditional consumption and service consumption such as residents' food, clothing, housing, transportation, and other aspects, cultivating six new consumption scenarios including catering, cultural tourism and sports, shopping, bulk commodities, health, elderly care, childcare, and communities, and cultivating and expanding new consumption growth points. This includes 17 key tasks, such as developing catering consumption sub-sectors, deepening the integration and innovation of tourism formats, and promoting the diversified and integrated development of shopping consumption.

On July 2, to implement the requirements of the “14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through 2035” and the “'14th Five-Year' Tourism Development Plan,” and to create a batch of national-level tourist and leisure blocks with distinct cultural characteristics, the Department of Resource Development of the Ministry of Culture and Tourism decided to launch a new round of certification work for national-level tourist and leisure blocks.

On July 16, the Ministry of Finance allocated a budget of 967 million yuan for local projects subsidized by the 2024 Tourism Development Fund to various regions.
