I. Overall Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the CPC and the second and third plenary sessions of the 20th CPC Central Committee, earnestly implement General Secretary Xi Jinping's important expositions on "agriculture, rural areas, and farmers" work, fully and accurately implement the new development philosophy, accelerate the construction of a new development pattern, focus on promoting high-quality development, target the goal of building a strong agricultural country, learn from and apply the experience of the "Millions of Projects," improve the long-term mechanism for promoting comprehensive rural revitalization, ensure national food security, ensure that the rural population does not experience large-scale return to poverty, consolidate and expand the achievements in poverty alleviation, focus on improving the level of rural industrial development, improving the level of rural construction, and improving the level of rural governance, strengthen the dual drive of science and technology and reform, strengthen measures to increase farmers' income, solidly advance the "five revitalizations" of rural industry, talent, culture, ecology, and organization, accelerate agricultural and rural modernization, promote the comprehensive upgrading of agriculture, the comprehensive progress of rural areas, and the comprehensive development of farmers, and provide strong support for building a modern socialist country in all respects.

In the work, we must: uphold and strengthen the Party's overall leadership over "agriculture, rural areas, and farmers" work, uphold the priority development of agriculture and rural areas, uphold integrated urban-rural development, uphold the leading role of farmers, uphold the approach of proceeding from local conditions and adopting differentiated policies, uphold harmonious coexistence between humans and nature, uphold deepening reform and innovation, and uphold a gradual and persistent approach. We must fully mobilize the enthusiasm, initiative, and creativity of hundreds of millions of farmers, doing one thing after another, year after year, accumulating small victories into great achievements. We must coordinate different regions, reasonably determine phased key tasks and implementation sequences, respect objective laws, not exceed the stage of development, not set unrealistic goals; coordinate the development of new industrialization, new urbanization, and comprehensive rural revitalization, narrow the urban-rural gap, and promote common prosperity in urban and rural areas; comprehensively promote rural economic construction, political construction, cultural construction, social construction, ecological civilization construction, and Party building, and achieve comprehensive improvement in rural areas.

The main goals are: By 2027, substantial progress will be made in comprehensive rural revitalization, and agricultural and rural modernization will reach a new level. The foundation of national food security will be more solid, the comprehensive agricultural production capacity will steadily increase, ensuring that the Chinese people firmly hold their rice bowls in their own hands; rural industries will be more prosperous, achieving full-chain upgrading of rural industries; rural areas will be more ecological and livable, with a significant improvement in the living environment, more complete rural infrastructure, and a continuously improving level of equalized basic public services in urban and rural areas; rural civilization will continue to improve, excellent traditional Chinese culture will be fully inherited and developed, and the comprehensive quality of farmers will be comprehensively improved; rural governance will be more effective, and the modernization level of the rural governance system and governance capacity will be significantly improved; farmers' lives will be better, income levels will continue to rise, and a tiered and classified support system for low-income rural populations and underdeveloped areas will be basically established. Eastern developed regions and suburban rural areas of medium-sized and large cities in central and western regions with the necessary conditions will take the lead in basically achieving agricultural and rural modernization. By 2035, decisive progress will be made in comprehensive rural revitalization, agricultural modernization will be basically achieved, and rural areas will basically have modern living conditions.

II. Optimizing the Urban-Rural Development Pattern and Promoting Comprehensive Rural Revitalization in a Classified and Orderly Manner

(1) Coordinating and Optimizing the Urban-Rural Development Layout. Based on the carrying capacity of resources and environment and the suitability evaluation of national land space development, we will optimize agricultural, ecological, and urban spaces. We will strictly adhere to the main control lines such as cultivated land and permanent basic farmland, ecological protection red lines, and urban development boundaries, and scientifically formulate and implement county-level overall plans for national land space. We will strengthen cultivated land protection, resolutely rectify illegal acts such as encroachment and destruction of cultivated land, strictly implement the responsibilities of provincial Party committees and governments in cultivated land protection, orderly restore cultivated land, and gradually make up for the shortfall in cultivated land protection tasks. We will reform and improve the system of balancing cultivated land occupation and compensation, improve the quality acceptance mechanism for supplementary cultivated land, implement the action plan for improving the organic matter content of cultivated land, and ensure that the quantity and quality of cultivated land are guaranteed. We will improve the management system for ensuring that cultivated land is used for planting basic crops and draw a "one-map" of cultivated land planting uses nationwide. We will optimize the functions and spatial layout of rural areas, giving full play to the unique functions of rural areas in ensuring the supply of agricultural products and food security, protecting the ecological environment, and inheriting and developing excellent traditional Chinese culture. We will strengthen the construction of major agricultural product producing areas, mainly based on the "seven zones and twenty-three belts," and build national food security industrial belts. We will consolidate the ecological security barrier of "three zones and four belts." We will preserve the characteristic rural landscape and continue the farming civilization.

(2) Promoting Integrated Urban-Rural Development. We will implement a new round of actions to transform agricultural transfer population into urban residents, implement the system of providing basic public services based on permanent residence registration, improve the "people-land-money linkage" policy, and promote the coverage of urban basic public services to all permanent residents. We will guarantee the legitimate land rights and interests of farmers who have settled in cities, legally protect the land contracting rights, homestead use rights, and collective income distribution rights of farmers who have settled in cities, and explore the establishment of a voluntary and compensated withdrawal method. We will build a unified urban-rural construction land market. We will promote the standardized and orderly flow of talent and technology to rural areas. We will take the lead in breaking down the urban-rural dual structure within counties, comprehensively promoting urban and rural planning, construction, and governance, and promoting the equalization of basic public services in urban and rural areas. We will support the construction of county towns in central and western agricultural product producing areas. We will build townships into rural governance centers, rural service centers, and rural economic centers. We will promote coordinated industrial development in counties, building a county-level economic system based on modern animal husbandry and agricultural product processing, with county towns as hubs and small towns as nodes. We will give play to the leading role of various industrial parks and guide the clustered development of county industries.

(3) Promoting Comprehensive Rural Revitalization in a Classified Manner. We will refine the classification standards for villages and scientifically determine development goals. For villages that need to be concentrated and upgraded, we will focus on strengthening industrial development and upgrading infrastructure; for villages that need to be integrated with suburbs, we will focus on promoting integrated urban-rural construction; for villages that need to be protected for their unique characteristics, we will focus on improving infrastructure and public environment; for villages that need to be relocated and merged, we will orderly implement relocation and merger, solving problems such as livelihood security, employment and income increase, and ecological protection. For villages whose future is difficult to determine in the short term, we will leave sufficient time for observation and demonstration, focusing on ensuring basic livelihood needs.

(4) Connecting and promoting the comprehensive revitalization of poverty-stricken areas. Maintain overall stability of major support policies during the transition period, focus on preventing a return to poverty monitoring, implement support measures, improve the normalized mechanism for preventing poverty and return to poverty covering the rural population, and firmly safeguard the bottom line of preventing large-scale return to poverty. Accelerate the improvement of shortcomings in rural infrastructure in poverty-stricken areas, and prioritize the layout of supporting facilities needed for industrial development. Promote the high-quality development of supporting industries in poverty-stricken areas, build a supporting industrial system with good growth and strong driving force, vigorously develop characteristic industries, promote consumption support, and improve the mechanism for the participation of impoverished people in industrial development and sharing of benefits. Deepen East-West cooperation and targeted poverty alleviation. Promote the joint action to promote revitalization, and encourage relatively economically developed areas to jointly develop industries in poverty-stricken areas. Promote the transformation of the support policy system to promote the comprehensive revitalization of rural areas. Establish a tiered and classified support system for low-income rural populations and underdeveloped areas. For those with the ability to work, implement development-oriented support measures such as industrial employment; for those lacking the ability to work and unable to obtain stable income through industrial employment, improve relevant social assistance policies. Improve the long-term management mechanism for assets formed by national investment in poverty alleviation. Increase support for the revitalization of county-level development in underdeveloped areas, and innovate support and cooperation mechanisms.

III. Accelerate the construction of modern agriculture and comprehensively consolidate the foundation of food security

(5) Improve the level of supply guarantee for grain and important agricultural products. Taking ensuring national food security as the primary task of modern agricultural construction, fully implement the Party and government's joint responsibility for food security, adhere to the two-pronged approach of stabilizing the area and increasing yield, and ensure that the sown area of grain remains stable at around 1.75 billion mu and the area of grain at around 1.45 billion mu. Organize and implement a new round of actions to increase grain production capacity by 100 billion kilograms, vigorously implement the grain yield increase project, and promote the steady increase of grain production capacity to the level of 1.4 trillion kilograms. Deeply implement the national soybean and oilseed production capacity improvement project, consolidate the responsibility system of the mayor for "vegetable baskets", establish a view of large agriculture and large food, and promote the coordinated development of agriculture, forestry, animal husbandry, and fishery to build a diversified food supply system. Implement the cotton target price policy, and strengthen the construction of sugar and natural rubber bases. Improve the market monitoring and early warning system, coordinate the market-oriented acquisition and policy-based storage of grain, improve the reserve system and institutional construction, promote the entire chain of saving and loss reduction, optimize the market regulation mechanism for pigs, cotton, and sugar, and strengthen the capacity building for emergency supply.

(6) Strengthen agricultural infrastructure construction. Increase investment in high-standard farmland construction, gradually build high-standard farmland in permanent basic farmland with conditions, improve construction standards and quality, improve construction, acceptance, and management mechanisms, and support and guide new agricultural business entities, rural collective economic organizations, etc. to participate in construction and management. Explore the linkage between the issuance of cultivated land fertility protection subsidies and the implementation of cultivated land protection responsibilities. Deeply implement the national black soil protection project and accelerate the construction and transformation of irrigation areas. Develop modern facility agriculture, promote the construction of facility planting and breeding industries, and improve facilities such as drying and logistics. Strengthen the capacity building for agricultural production disaster prevention, mitigation, and relief, strengthen the monitoring, early warning, and prevention and control of agricultural meteorological disasters, implement the protection project for animals and plants, and improve the prevention and control system for crop pests and diseases and animal epidemic prevention.

(7) Strengthen agricultural science and technology and equipment support. Optimize the scientific and technological innovation system, provide stable support for basic research and public welfare research institutions, and establish and improve a classified evaluation system for scientific and technological innovation. Construct major scientific and technological infrastructure, strengthen original research; increase efforts in tackling key core technologies, strengthen technological integration and application; and improve the agricultural technology promotion service system. Accelerate the revitalization of the seed industry, and construct facilities and platforms for germplasm resource preservation and identification; accelerate the tackling of core germplasm technologies, strengthen the leading role of enterprises in scientific and technological innovation, and cultivate large-scale seed enterprises. Implement actions to make up for shortcomings in agricultural machinery and equipment, accelerate the research and application of large-scale, high-end, intelligent agricultural machinery and small-scale machinery suitable for hilly and mountainous areas, and key core components; vigorously develop smart agriculture; and improve policies for subsidies for the purchase and application of agricultural machinery.

(8) Increase support for grain production. Improve the mechanism for guaranteeing the income of grain farmers, improve grain production subsidies, implement the minimum purchase price policy, improve the mechanism for ensuring the supply and stabilizing the price of agricultural materials, implement policies for the full cost and planting income insurance of grain crops, encourage provinces with conditions to implement differentiated premium subsidy policies, and increase support for major grain-producing counties. Improve the benefit compensation mechanism for major grain-producing areas, strengthen support for major grain-producing areas, reasonably arrange the scale of reward funds for major grain-producing counties, implement actions to improve the public service capacity of major grain-producing counties, and coordinate the establishment of an inter-provincial horizontal benefit compensation mechanism between grain production and sales areas, and establish and improve stable cooperative relations.

IV. Promote high-quality development of rural industries and promote farmers' income growth

(9) Build a modern rural industrial system. Cultivate modern rural industries, make good use of "local products," and develop rural planting and breeding, processing and circulation, leisure tourism, and rural service industries. Focusing on major agricultural product producing areas and advantageous areas of characteristic agricultural products, create modern rural industrial corridors and implement agricultural brand and boutique cultivation plans. Optimize the organization mode of the industrial chain, cultivate leading enterprises in agricultural industrialization, and support enterprises in jointly building industrial and supply chains. Strengthen the development carriers of industries, support the construction of county-level rural industrial integration development projects, and develop advantageous and characteristic industrial clusters.

(10) Deepen the integrated development of rural primary, secondary, and tertiary industries. Implement actions to improve the agricultural processing industry and support the construction of processing industrial parks in major producing areas. Improve the backbone network of circulation, transform and upgrade wholesale markets, plan and construct suburban large warehouse bases, implement the high-quality development project of rural e-commerce. Orderly develop new formats such as agricultural experience, and explore the integrated development of modern agriculture, leisure tourism, and rural communities.

(11) Strengthen measures to increase farmers' income. Implement policies for stable employment and rights protection of rural migrant workers, strengthen skills training and employment services, support returning and entering rural areas for entrepreneurship, and increase the intensity of implementing projects using labor for relief. Improve the interest linkage mechanism of the industrial chain, develop agricultural industrialization alliances, guide enterprises to strengthen interest linkages with small farmers, and promote the distribution of value-added income to farmers. Cultivate and expand new agricultural business entities, and link relevant support policies with farmers' income increase.

(12) Comprehensively promote rural consumption. Promote the construction of county-level commercial systems, improve the e-commerce and logistics service system, construct county-level collection and distribution centers, promote the integrated development of passengers, goods, and mail, and accelerate the expansion of consumption. Increase the innovation and marketing efforts of products targeting rural areas, support the rural use of new energy vehicles, green and intelligent home appliances, etc., deeply implement the action plan for the replacement of old consumer goods with new ones, encourage information consumption, and promote consumption upgrades. Develop rural life service industries, implement actions to purify the rural consumer market, and improve supporting consumption facilities.

V. Vigorously cultivate rural talents and attract various talents to participate in the comprehensive revitalization of rural areas

(13) Expand the rural talent team. Implement the high-quality farmer cultivation plan and the "leading goose" project for cultivating leading figures in rural industrial revitalization, strengthen training and guidance for young farmers and new agricultural business entities, and implement the training plan for leading figures in practical rural talents. Encourage and guide young people to develop and start businesses in rural areas, strengthen the cultivation of leading talents and young talents in agricultural and rural science and technology, and promote the close integration of agricultural education and production practice through forms such as scientific and technological small courtyards. Implement the special appointment plan for agricultural technology promotion services, cultivate agricultural technology promotion talents, and expand the team of scientific and technological special envoys. Build a team of public service and governance talents in rural areas, implement the rural revitalization talent support plan and talent support projects, carry out the full-time doctor special post plan, free training of students with orders and directions, etc., promote the transformation of rural doctors into practicing (assistant) physicians, and strengthen the cultivation of rural legal talents and children's service talents.

(14) Improve the rural talent cultivation system. Improve the agricultural higher education system, optimize and enhance vocational education, encourage eligible village cadres and farmers to apply for higher vocational colleges, and continue to implement the "one university student per village" cultivation plan. Improve the agricultural training system, coordinate various training resources, and implement training on demand. Strengthen rural vocational education and adult education, and strengthen the cultivation of rural digital talents and e-commerce talents.

(15) Improve the rural talent guarantee mechanism. Establish a system for regular rural service of talents, support returnees, demobilized soldiers, retired experts, etc. to participate in the comprehensive revitalization of the countryside, improve the county-level talent coordination and use system, promote "group-style" support for science and technology, medical, and education cadres and talents, and implement the "University Students Volunteer Service Western Plan." Establish and improve a graded and classified evaluation system for rural talents, guide local governments to implement directional evaluation and use of professional titles. Encourage all types of talents to dedicate themselves to the countryside, do a good job in service guarantee for returnees and rural talents, and include eligible returnees engaged in entrepreneurship and employment in the scope of agricultural training.

VI. Enrich rural culture and cultivate a new era of civilized rural customs

(16) Enhance the spiritual outlook of the countryside. Organize the study of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, widely carry out publicity and education on the history of the Party, the history of New China, the history of reform and opening up, and the history of socialist development, and deeply carry out publicity and education activities on "listening to the Party, feeling the Party's grace, and following the Party." Strengthen publicity and education on national unity and progress, and consolidate the awareness of the Chinese nation as a community. Implement the civilized rural customs construction project, guided by the core socialist values, strengthen civilized cultivation, civilized practice, and civilized creation work. Do a good job in legal publicity and science popularization, and oppose feudal superstition. Carry out publicity and education on integrity, deepen the special governance of prominent problems of lack of integrity, strengthen the ideological and moral education of young people, and strengthen the protection of minors online. Continue to promote the transformation of customs and practices, promote good rural customs, family customs, and folk customs, guide villagers to abide by rules and regulations, and earnestly carry out governance of prominent problems such as high betrothal gifts, extravagant banquets, and scattered burials. Improve the binding norms and guiding standards for simple wedding ceremonies, simple funeral ceremonies, and filial piety. Strengthen the construction of rural public cemeteries (columbariums), promote rural funeral reform, and cultivate a new style of modern civilized funerals.

(17) Reshape the rural cultural ecology. Optimize the mechanism for cultural services and cultural product supply, deeply carry out the "three-to-the-countryside" activities of culture, science and technology, and health, improve the normalized mechanism for urban-rural "pairing and cultivating culture," promote rural cultural volunteer services, and carry out mass cultural and sports activities with the characteristics of farming, fun, and agriculture. Improve the public cultural service system, establish a mechanism for high-quality cultural resources to reach the grassroots level, implement cultural benefit projects, explore the establishment of a mechanism for cultivating and guiding mass literary and art groups, carry out relevant work for rural cultural instructors, promote the efficient and coordinated operation of the new era civilization practice centers (offices, stations), and promote the reform and innovation of farmers' reading rooms.

(18) Enhance the influence of rural culture. Promote excellent traditional Chinese culture, strengthen the protection and inheritance of traditional villages, strengthen the protection and utilization of cultural relics and intangible cultural heritage, implement the traditional craft revitalization project, and carry out the rejuvenation of ancient trees and the protection of ancient tree groups. Promote the revitalization of traditional Chinese festivals and hold the China Farmers' Harvest Festival well. Cultivate and expand the rural cultural industry, implement the cultural industry empowerment rural revitalization plan and the rural cultural tourism deep integration project, improve the quality and efficiency of rural tourism, and accelerate the digital empowerment of the rural cultural industry.

VII. Deeply advance the construction of rural ecological civilization and accelerate the green transformation of the development mode

(19) Accelerate the green and low-carbon development of agriculture. Promote green production technologies, encourage soil testing and formula fertilization and the application of more organic fertilizers, reduce the intensity of chemical fertilizer application in cash crops, promote the integration of green pest and disease control and integrated pest management, and develop water-saving drought-resistant agriculture. Strengthen the prevention and control of agricultural non-point source pollution, develop ecological circular agriculture, implement the reduction, resource utilization, and harmless treatment of agricultural waste, and strengthen the monitoring and evaluation of the governance of agricultural non-point source pollution. Steadily promote agricultural emission reduction and carbon sequestration, promote no-till and less-till sowing technologies, reduce methane emissions from agriculture and livestock and poultry farming, accelerate the scrapping and updating of old agricultural machinery and the application of green technology equipment, and carry out technological research on agricultural emission reduction and carbon sequestration.

(20) Improve the rural ecological environment. Promote the rest and recuperation of cultivated land, grasslands, forests, rivers, and lakes, improve the systems for cultivated land rotation and fallow and grassland protection, implement the parallel management of natural forest protection and public welfare forests, and carry out the governance and restoration of key rivers and lakes. Implement major projects for the protection and restoration of important ecosystems, promote the construction of key ecological projects such as the "Three Norths," implement biodiversity protection projects, strengthen the prevention and control of alien species invasion, deeply implement the ten-year fishing ban in the Yangtze River, and strengthen the protection of aquatic wildlife. Carry out the governance of prominent ecological and environmental problems, promote the "cleaning up of four chaos" in rivers, lakes, and reservoirs, protect and restore small and micro wetlands, promote the prevention and control of groundwater over-exploitation, soil and water loss, and soil heavy metal pollution, and establish a rural ecological environment monitoring and evaluation system.

(21) Improve the mechanism for realizing the value of ecological products. Implement natural resource asset rights, improve the investigation, monitoring, and evaluation system, conduct ecological product total value accounting, and improve the trading mechanisms for carbon emission rights, emission rights, and water rights. Improve the ecological protection compensation system, promote comprehensive ecological compensation, improve the horizontal ecological protection compensation mechanism, and promote the market-oriented development of ecological protection compensation. VIII. Build livable and workable beautiful villages and enhance the well-being of farmers

(22) Promote the upgrading of infrastructure. Optimize energy supply, consolidate and improve rural power grids, and develop clean energy. Improve the quality and safety level of farmhouses, continuously carry out rural dilapidated house renovation and earthquake-resistant renovation of farmhouses, and promote the construction of modern livable farmhouses.

(23) Continuously improve the living environment. Deeply implement the rural construction action. Solidly promote the rural toilet revolution in a targeted manner, guide farmers to carry out indoor toilet renovation, and improve the management system for rural toilet construction. Promote the organic connection between the rural toilet revolution and the treatment of domestic sewage, and encourage joint household, joint village, and village-town integrated treatment. Carry out classified treatment of domestic sewage, with township government residences and central villages as the key batches to promote implementation, and basically eliminate large areas of black and odorous water bodies. Improve the level of domestic waste treatment, promote source classification and reduction, on-site and nearby treatment and resource utilization, improve collection and disposal, and improve the disposal capacity of toxic and hazardous waste. Improve the appearance of villages, carry out rural greening and beautification actions and village cleaning actions.

(24) Steadily improve the level of basic public services. Improve the quality of rural education, optimize the layout of county-level education, improve the basic conditions for compulsory education, build urban-rural school communities, strengthen the inclusive development of preschool education and special education, and strengthen teacher training. Promote the construction of healthy villages, improve the medical and health service system, enhance the ability to respond to major epidemics and public health emergencies, promote the construction of county-level medical consortia, strengthen the guarantee of basic medical insurance, major illness insurance, and medical assistance systems, carry out health services for the elderly and women and children, and promote the development of prenatal and postnatal care services, and build public fitness facilities in a targeted manner. Improve basic livelihood security, improve the elderly care service network, promote the construction of nursing homes and other facilities according to local conditions and the actual needs of farmers, vigorously promote the improvement of quality and efficiency of township regional elderly care service centers, actively develop mutual assistance in elderly care, and resolutely avoid a "one-size-fits-all" approach. Implement the mechanism for determining the benefits of the basic old-age insurance for urban and rural residents and the normal adjustment of the basic old-age pension, do a good job in caring for and caring for migrant children, left-behind children, women, the elderly, and people with disabilities, and develop inclusive childcare services.

(25) Improve rural community service facilities. Coordinate planning and scientific layout, reasonably arrange the construction of rural community service facilities, and improve service conditions; revitalize and utilize idle facilities for community services, and orderly promote the "multi-purpose use" of existing facilities. Enhance the effectiveness of rural community service facilities, and encourage mass organizations, cooperative economic organizations, and social organizations to participate in construction, management, and service provision.

(26) Accelerate the construction of digital villages. Improve information infrastructure, implement the Smart Broadcasting Rural Engineering project, promote the digital and intelligent upgrading of infrastructure, and build a comprehensive information service system. Accelerate the digitalization of management and services, promote the extension of "Internet+" and "Smart Broadcasting+" government services to the grassroots level, and strengthen the digital construction of rural education, medical care, and culture. Continue to implement the Digital Village Development Action.

(27) Optimize rural planning and construction. Formulate village plans based on local conditions, prioritize the construction of projects that are both convenient for life and promote production, guide farmers to participate in village planning, construction, and management, and strictly prohibit large-scale demolition and reconstruction against the wishes of farmers. Make full use of all constructed facilities and strictly prohibit the use of fiscal funds to construct landscape projects. Conduct rural construction evaluations. Improve the operation and maintenance mechanism for rural public infrastructure, establish a system for the simultaneous implementation of engineering construction and maintenance mechanisms, compile a maintenance responsibility list, reasonably share maintenance costs, and promote integrated urban-rural maintenance in areas with conditions.

IX. Deepen agricultural and rural reforms and stimulate rural development vitality

(28) Consolidate and improve the basic rural management system. Orderly promote the second round of land contracting expiration and extension for another 30 years pilot program, deepen the reform of separating land ownership, contracting rights, and management rights, and develop moderately scaled agricultural operations. Improve the land contracting contract management system, ensure smooth connection with unified real estate registration, and correct illegal acts such as abandoning contracted land and damaging the production capacity of cultivated land. Establish and improve a three-dimensional composite modern agricultural management system based on household farming, with cooperation and alliances as the link and socialized services as the support, improve the land transfer price formation mechanism, and promote farmers' cooperative operations. Encourage small farmers to invest in new agricultural business entities with land management rights, etc., and improve a convenient and efficient agricultural socialized service system. Consolidate and improve the achievements of rural collective property rights system reform, develop new types of rural collective economy, build an operating mechanism with clear property rights and reasonable distribution, and grant farmers more complete property rights. Regulate rural collective economic organizations and their operation and management, rural property rights transfer and transactions, strengthen the supervision and management of rural collective assets, and strictly control the risks and debt scale of collective operations.

(29) Deepen rural land system reform. Accelerate the completion of the confirmation, registration, and issuance of certificates for homesteads with integrated housing and land, and allow farmers to revitalize legally owned housing through leasing, equity investment, and cooperation. Orderly promote the reform of rural collective operating construction land entering the market, prioritize the land needs for comprehensive rural revitalization, and improve the land appreciation benefit distribution mechanism. Strengthen land security for rural development, with provincial land use annual plans allocating at least 5% of newly added construction land indicators to guarantee land for key rural industries and projects, implement policies to guarantee land for rural industrial integration development and facility agriculture, and county and township-level national land spatial plans should coordinate the arrangement of land for agricultural and rural development. Carry out urban-rural construction land increase-reduction balancing in a standardized, orderly, and stable manner, and the construction land indicators released can be included in the annual land use plan.

(30) Improve a diversified investment guarantee mechanism for rural revitalization. Give play to the supporting role of finance, adhere to agriculture and rural areas as a priority area for general public budget guarantees, implement policies to increase the proportion of land transfer income used for agriculture and rural areas, and make good use of newly introduced investment and financing policies. Improve financial services, improve the mechanism for large and medium-sized banks to serve "three rural areas", strengthen the role of policy-based finance in supporting agriculture, strengthen the positioning of rural small and medium-sized financial institutions in supporting agriculture and small businesses, accelerate the reform and risk prevention of rural credit cooperatives, and promote the structural restructuring of village and town banks. Develop rural digital inclusive finance, promote the construction of a rural credit system, establish and improve a market-oriented financial risk compensation mechanism for agriculture, develop multi-level agricultural insurance, and improve the agricultural reinsurance and agricultural insurance major disaster risk dispersion mechanism. Support the establishment of rural revitalization funds in a market-oriented manner. Guide and regulate social investment in the agricultural and rural sectors, and promote the "Ten Thousand Enterprises Helping Ten Thousand Villages" action. Rural revitalization investment should adhere to the principle of doing what we can and avoiding the risk of new local government debt.

(31) Solidly advance key tasks of rural reform. Deepen the comprehensive reform of supply and marketing cooperatives, and promote the group-based reform of state farms and the enterprise-based reform of farms and land cooperation. Improve the systems for collective forest rights, state-owned forest farms, grassland contracting and operation, and the requisition of rural collective land. Promote the comprehensive reform of agricultural water prices. Give play to the leading role of national rural reform experimental areas, national urban-rural integration development experimental areas, and pilot demonstration areas for comprehensive rural reform.

X. Strengthen rural grassroots organization building and promote the modernization of rural governance

(32) Deepen the efforts to promote rural revitalization through strengthening Party building. Enhance the political functions and organizational functions of rural grassroots Party organizations, and strengthen the responsibility of county-level Party committees in promoting rural revitalization through strengthening Party building. Select and appoint excellent township leadership teams, optimize the teams of village "two committees", especially the leading teams, and provide comprehensive training to improve the ability of township and village teams to lead comprehensive rural revitalization. Give play to the exemplary role of rural Party members, promote the rotation training of rural Party members in county-level Party schools, regularly rectify weak and slack village Party organizations, and improve the system of selecting and dispatching first secretaries and work teams to key villages. Strengthen the care and support for township and village cadres and improve their treatment. Strengthen Party style and clean government construction, improve the system of publicity of Party affairs, village affairs, and finances, promote the effective connection between grassroots disciplinary inspection and supervision organizations and village affairs supervision committees, extend disciplinary inspection and supervision work to villages, strengthen the supervision and management of village cadres, and strengthen the audit supervision of rural collective economic organizations.

Improve the three-level governance system of counties, townships, and villages, strengthen county-level coordination, promote the empowerment of townships, improve the village organization system led by village Party organizations, fully implement the system of county-level leadership team members taking charge of townships and villages, township leadership team members taking charge of villages and households, and village cadres regularly visiting households, promote the shift of governance focus to the grassroots level, the strengthening of cadres to the grassroots level, and the sinking of resources, services, and management to the grassroots level, and effectively improve the effectiveness of rural governance. Improve the system of matching the responsibilities, powers, and resources of townships, and strengthen the service and management capabilities of townships. Formulate a list of matters for townships to fulfill their responsibilities, and improve a long-term mechanism to reduce the burden on the grassroots level. Improve a rural governance system that combines self-governance, rule of law, and moral governance under the leadership of the Party organization, and implement the "Four Deliberations and Two Public Announcements" system; Deepen the construction of rule-of-law villages, and strengthen the work of legal counsel and legal aid; Give full play to the role of village regulations and customs. Innovate governance methods, promote digital empowerment of rural governance, and innovate forms of villager consultation and deliberation.

(34) Maintaining rural harmony and stability. Improve the grassroots service system, strengthen the public service functions of township governments, and improve the governance platform. Enhance emergency management capabilities, improve the coordination mechanisms and organizational systems for emergency management at the township and village levels, improve the responsibility system for flood prevention and fire prevention, strengthen emergency rescue capabilities, and conduct relevant publicity and drills. Expand the forces for mass prevention and control, and implement the leadership responsibility system for safe construction. Adhere to and develop the "Fengqiao Experience" of the new era, and promote leading cadres to visit and receive visitors. Improve the comprehensive mechanism for the multi-faceted prevention, mediation, and resolution of social conflicts in rural areas, and promote the construction of harmonious neighborhoods. Strengthen the normalized management of religious activities in rural areas, comprehensively prevent and combat illegal and criminal activities of cults in rural areas, continuously carry out anti-cult, anti-drug publicity and education, special rectification of gambling-related illegal and criminal activities, carry out normalized anti-organized crime campaigns, and combat illegal and criminal activities that infringe upon the rights and interests of women and children.

XI. Strengthening Organization and Implementation

Promoting comprehensive rural revitalization requires adhering to and strengthening the centralized and unified leadership of the Party Central Committee, adhering to the rural revitalization work mechanism of central coordination, provincial overall responsibility, and implementation at the city, county, and township levels, and fully implementing the rural revitalization responsibility system. Statistical monitoring should be strengthened, and assessments of the implementation of plans should be conducted in a timely manner. Establish contact points for comprehensive rural revitalization work. Accelerate the formulation and revision of laws and regulations related to agriculture, and improve the legal regulatory system for rural revitalization. Strengthen publicity and guidance of public opinion, give full play to the role of trade unions, the Communist Youth League, and women's federations, stimulate the enthusiasm of the whole society to participate in comprehensive rural revitalization, and create a good social atmosphere. All localities and relevant departments should combine actual conditions to promote the implementation of goals and tasks, and resolutely prevent formalism, bureaucratism, and vanity projects in their work. Important matters should be reported to the Party Central Committee and the State Council in a timely manner according to procedures.
