On January 27, 2024, the Beijing Municipal Science and Technology Commission, the Zhongguancun Science Park Management Committee, and the Publicity Department of the CPC Beijing Municipal Committee jointly issued the "Beijing Action Plan for Promoting the Development of the Science Fiction Industry (2025-2027)".
According to the Action Plan, by the end of 2025, Beijing's science fiction industry will have achieved significant results in strengthening, consolidating, and extending its industrial chain. The scale of the science fiction industry in key areas will reach 600 billion yuan, and a relatively complete industrial ecosystem will be initially established.
The Action Plan includes six aspects and 34 key tasks. Among them, optimizing the industrial development layout and promoting the construction of "one core and multiple points".

Create a science fiction industry cluster area centered on Shijingshan District, focusing on the layout of key industries such as basic science fiction technology research and development, science fiction reading, and science fiction cultural tourism (exhibitions); promote the integrated development of science fiction, virtual reality, and industrial internet industries. Support the demonstration application of new technologies and products such as artificial intelligence and the metaverse, and build the cluster area into a Beijing science fiction industry innovation highland that integrates "cool" science fiction experiences and high-quality industrial development.

Create no less than 3 science fiction themed display scenes in places such as the Huarong China Film Digital Production Base, Daxing Starlight Film and Television Base, Tongzhou Metaverse Innovation Center, Zhangjiabao Design Town, and the surrounding areas of Universal Studios.
In addition, in the Action Plan, the introduction of artificial intelligence technology is crucial, supporting the adaptability research and development of artificial intelligence-assisted related technologies in the field of science fiction. Based on the creative needs of science fiction content creation, build an AIGC+ engine toolkit to promote the innovative application of technologies such as text-to-image, text-to-video, 3D scene data packaging, and large language models in science fiction content creation. Promote the innovative application of key algorithms and data of artificial intelligence generative large models in the field of science fiction; support the construction of a science fiction AI knowledge service system.
At the same time, support the display of science fiction IP scenes generated based on artificial intelligence underlying technologies. Encourage the creation of multi-person large-space technology immersive interactive experience scenes. Support immersive interactive experience scenes based on real-time rendering virtual simulation using virtual reality technology. Encourage the integration of computer vision motion capture technology and immersive video to create XR immersive experience spaces.
Since Beijing launched the "Beijing Work Plan for Promoting the Development of the Science Fiction Industry (2020-2021)" in 2020, its science fiction industry has undergone significant growth and transformation. By the end of 2023, the industry's average annual total revenue growth rate reached 26%, reflecting not only strong market demand but also the effectiveness of policy promotion. At the same time, the number of science fiction enterprises has also increased significantly, reaching 632, accounting for nearly one-third of the national total. This data further proves Beijing's leading position in the science fiction industry.
In order to promote the development of new cultural formats, Beijing fully utilizes the power of technology to stimulate potential high-tech value-added consumption demand to meet the people's yearning for a better life. This approach of empowering culture with technology not only promotes industrial upgrading but also promotes the optimization of consumption structure.
At the same time, Beijing is continuously deepening the reform of the science and technology system, and has made significant progress, especially in basic research and key core technology breakthroughs. The new generation of information technology represented by artificial intelligence has shown strong advantages. By 2024, the scale of Beijing's core artificial intelligence industry has exceeded 300 billion yuan, the number of related enterprises has reached about 2400, and the number of registered large model products has reached 105. These figures fully illustrate Beijing's leading position in the field of artificial intelligence.
In terms of the integration of culture and technology, Beijing's development momentum is equally strong. From January to November 2024, the revenue of large-scale cultural enterprises in Beijing exceeded 2 trillion yuan, an increase of 7.5% year-on-year. At the same time, 22 new national cultural industry demonstration bases were added, and the number of listed cultural enterprises exceeded 83, accounting for about 20%. In addition, Beijing has added 5 new national cultural and technological integration demonstration bases, bringing the total number of existing bases to 16, which is also the highest in the country.
Taking the SoReal science fiction park in the No. 1 blast furnace of Shougang as an example, this park fully demonstrates the perfect combination of technology and culture. The park extensively uses cutting-edge technologies such as 5G, edge computing, AR, VR, AI, and holographic imaging, providing a variety of formats such as a future technology park, theme show, art exhibition, and experiential commerce. In less than a year since its opening, this new landmark of science fiction and cultural tourism integration has attracted about 100,000 tourists, fully demonstrating its unique charm and market potential.
At present, Beijing has completed the layout of key areas such as science fiction reading, science fiction film and television, science fiction games, and science fiction cultural tourism, forming a pattern with the Shijingshan science fiction industry cluster area as the core, and Haidian, Chaoyang, Tongzhou, Daxing, and Huairou as multiple points, each with its own characteristics and differentiated development.
Among them, Shijingshan District has gathered nearly 200 science fiction and related technology companies, covering cutting-edge technology fields such as artificial intelligence, brain-computer interfaces, computational optics, unmanned systems, and virtual reality. As early as 2020, China's first science fiction industry cluster area was officially unveiled in Shijingshan District. Subsequently, institutions such as the China Science Fiction Industry Research Center and the Metaverse Science Fiction Future Technology Research Institute have also settled in Shijingshan, injecting new vitality into Beijing's science fiction industry development.
According to data from the "2024 China Science Fiction Industry Report," the total revenue of China's science fiction industry in 2023 reached 113.29 billion yuan. This is the first time that China's science fiction industry's total revenue has exceeded 100 billion yuan, marking a new stage for China's science fiction industry. As the leader in the science fiction industry, Beijing has undoubtedly played a crucial role in this process.
