Cultivate and develop emerging industries and future industries. Carry out large-scale application demonstration actions for new technologies, new products, and new scenarios, and promote the safe and healthy development of emerging industries such as commercial aerospace and low-altitude economy. Establish a mechanism for increasing investment in future industries and cultivate future industries such as biomanufacturing, quantum technology, embodied intelligence, and 6G. Deepen pilot programs for the integrated development of advanced manufacturing and modern service industries, and accelerate the development of service-oriented manufacturing.

Stabilize the development of foreign trade. Promote the innovative development of service trade, enhance the competitiveness of traditional advantageous services, encourage service exports, and expand imports of high-quality services. Hold major exhibitions such as the CIIE, Canton Fair, CIF, Digital China Summit, and Hainan Expo with high quality. Promote the construction and cooperation of smart customs to improve customs clearance efficiency.

Strongly encourage foreign investment. Promote the comprehensive pilot demonstration of expanding opening up in the service industry, promote orderly opening up in areas such as the Internet and culture, and expand pilot programs in areas such as telecommunications, medical care, and education. Promote the improvement of free trade zones and the expansion of reform tasks authorization, accelerate the implementation of core policies in Hainan Free Trade Port, improve the open development policies of economic and technological development zones, and promote the transformation and upgrading of comprehensive bonded zones.

Solidly advance rural reform and development. Promote the integrated development of industry, county, and people's livelihood according to local conditions, make good use of "local products," develop forest understory economy, promote the extension, efficiency, and linkage of rural characteristic industries with farmers, and broaden channels for farmers to increase income. Strengthen the construction of civilized rural customs, enrich the cultural life of farmers, and promote rural changes in customs and practices. Continuously improve rural infrastructure, public services, and living environment, and build livable, employable, and beautiful villages.

Increase the intensity of regional strategy implementation. Support the accelerated development of revolutionary old areas and ethnic minority areas, strengthen the construction of border areas, and promote border prosperity, enrichment, stability, and consolidation. Actively explore new paths for the transformation and development of resource-based regions. Vigorously develop the marine economy and build national demonstration zones for marine economic development.

Strengthen pollution control and ecological construction. Deeply implement ecological environmental zoning control, comprehensively promote the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, and deserts, comprehensively promote the construction of a nature reserve system mainly based on national parks, and promote the achievement of important results in the landmark battles of the "Three Norths" project.

Strengthen spiritual civilization construction. Improve the system and mechanism for cultivating and practicing socialist core values, and promote mass spiritual civilization creation and citizen moral construction.
