　　Previously, the Party Central Committee has issued the Opinions on carrying out thematic education, making arrangements for and putting forward clear requirements for this thematic education. Here, I will address three issues.

　　 I. Deeply understand the significance of this thematic education

　　To carry out in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era throughout the Party, focusing on leading cadres at the county and departmental levels and above, is a major measure to implement the spirit of the 20th National Congress of the CPC. It is of great significance to unifying the Party's thinking, resolving prominent problems within the Party, maintaining the Party's close ties with the people, and promoting the development of the Party and the country.

　　 First, this is a necessary requirement to unify the Party's ideology, will, and actions, and to maintain the Party's strong cohesion and combat effectiveness. Unity is the lifeblood of the Party and the source of its strength. Ideological unity is the deepest, most lasting, and most reliable guarantee for the Party's unity. Our Party, such a large party, leads such a large country, and shoulders the arduous task of leading the people of all ethnic groups across the country to achieve national strength and national rejuvenation. The whole Party must unify its thinking, will, and actions. How to achieve the unity of the whole Party's thinking, will, and actions? The most fundamental thing is to arm the whole Party with the Party's basic theory.

　　Our Party has always attached great importance to theoretical education. At every major historical juncture, it has used the Party's innovative theories to unify the Party's thinking. Every Party's centralized education has always adhered to theoretical learning as the primary task and has been carried through to the end, laying a solid ideological foundation for the unity of the whole Party. Today, our Party is leading the people of all ethnic groups across the country on a new journey of comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation. To better shoulder the Party's mission and tasks in the new era and on the new journey, we urgently need to arm our minds with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guide practice, and promote work.

　　Since the 18th National Congress of the CPC, along with the process of the formation and development of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in practice, we have continuously promoted the use of the Party's innovative theories to arm the whole Party, achieving remarkable results. However, the task of theoretical education remains arduous. On the one hand, in terms of truly studying, believing in, and using, understanding, and mastering, and putting into practice, there are still some problems that need to be paid attention to. Some Party members and cadres are not interested in theoretical learning, cannot learn, and their learning is perfunctory; some learning is not systematic or in-depth, resulting in superficial understanding; some learning and practice are disconnected, learning for learning's sake and doing for doing's sake, not good at transforming learning achievements into practical abilities for work and entrepreneurship, and so on. These problems show that the Party's theoretical education work cannot be perfunctory and must continue to go deeper and more practically. On the other hand, the Party's innovative theories are constantly developing. The 20th National Congress of the CPC put forward a series of major ideas and viewpoints. Since the 20th National Congress of the CPC, some new viewpoints have been put forward in the process of expounding the spirit of the 20th National Congress of the CPC, especially the putting forward and systematic exposition of Chinese-style modernization, a major theoretical and practical issue, which further enriched Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The study and implementation of this aspect has just begun. Therefore, at the beginning of the new journey, it is necessary to continue to promote the in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era throughout the Party. History and reality show that if theoretical learning is not in-depth and thorough, there will be no basis for ideological unity, and the Party's unity will be seriously affected.

　　This thematic education should focus on promoting the in-depth and practical study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, educating and guiding Party members and cadres to clarify their fundamental principles and strengthen their foundation, continuously improving their political judgment, political understanding, and political execution, strengthening their "four consciousnesses," firming their "four confidences," and achieving "two safeguards," always maintaining high consistency with the Party Central Committee in ideology, politics, and action, working together in the same direction, and forging the Party into an invincible, unyielding steel.

　　 Second, this is a necessary requirement to promote the Party's proactive and responsible actions and continuously create a new situation for development. To fully build a socialist modern powerful country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization is the central task of the Party and the people of all ethnic groups across the country in the new era and on the new journey. This is a pioneering undertaking unprecedented in history. On the road ahead, we will inevitably encounter many unprecedented new issues, encounter various difficulties and obstacles, and undergo many major tests of strong winds and waves, even stormy seas. Only by maintaining a spirit of boldness, daring to be the first, and overcoming difficulties, actively taking on responsibilities, and daring to and being good at struggle, can we successfully advance the historical cause of national construction and national rejuvenation.

　　The great achievements of our Party's centenary struggle have all been achieved through the Party's unity in leading the people of all ethnic groups across the country to fight and work hard. To turn the grand blueprint depicted by the 20th National Congress of the CPC into reality, we still need to fight and work hard. Overall, the ability, quality, and mental state of the vast majority of Party members and cadres are good, but we must also clearly see that the problems of unwillingness, inability, and ineptitude in shouldering responsibilities among cadres are still quite prominent. Some people would rather not do anything than make mistakes, making do; some people avoid contradictions and difficulties, shirking their responsibilities, and not daring to act decisively; some people only talk but don't act, making quick statements and setting high tones, but acting slowly and poorly implementing; some people are not worthy of their positions, have mediocre abilities, cannot shoulder heavy responsibilities, and cannot open up a new situation in their work; some people are hesitant and timid, lacking confidence and panicking in the face of major risks and challenges, and so on. Although these problems exist among a minority of Party members and cadres, if they are allowed to develop, they will damage the Party's image and delay the Party's cause, and must be seriously addressed.

　　This thematic education should educate and guide the vast number of Party members and cadres to learn the ideology and take action, establish correct views on power, performance, and careers, enhance their sense of responsibility and mission, continuously improve their ability to promote high-quality development, serve the masses, and prevent and resolve risks, strengthen the cultivation of the spirit and ability to struggle, and enhance their spirit of boldness, responsibility, and dedication. Effective measures should be taken to eliminate various negative factors that affect cadres' ability to take on responsibilities, dare to take responsibility for those who take on responsibilities, take responsibility for those who are responsible, and support those who work hard, so that the willingness, courage, and ability to take on responsibilities will become a common practice, and promote the vast number of Party members and cadres to forge ahead with enthusiasm on the new journey and make contributions to the new era.

　　 Third, this is a necessary requirement to deepen the comprehensive and strict governance of the Party and lead social revolution with the Party's self-revolution. Governing the country must start with governing the Party, and the Party's prosperity leads to national strength. The comprehensive and strict governance of the Party is always on the road, and the Party's self-revolution is always on the road. Solving the unique problems of a large party is a long and arduous process, requiring both persistent efforts and concentrated efforts to eliminate all factors that affect the Party's advanced nature and purity, eliminate all viruses that erode the Party's health, and ensure that the Party will never change its nature, color, or flavor.

　　Since the 18th National Congress of the Communist Party of China, faced with major risks and challenges confronting the Party and prominent problems within the Party, our Party, with the self-revolutionary spirit of self-criticism, has adopted a series of major strategic measures, upholding and strengthening the Party's overall leadership, and unswervingly promoting comprehensive and strict governance over the Party. The Party has become stronger and more powerful through revolutionary forging. Achievements are obvious, but problems cannot be ignored. Prominent problems such as impure ideology, organization, and style within the Party have not been fundamentally resolved; some problems that have been resolved may resurface, and new problems continue to emerge. For example, some localities and departments have not implemented the decisions and deployments of the Central Committee of the CPC effectively; some have oversimplified or implemented a “one-size-fits-all” approach, blindly copying and implementing policies without considering local conditions; others have made choices, adopted compromises, or discounted policies, disregarding the overall situation and engaging in departmental and local protectionism; hedonism and extravagance occasionally resurface, hidden and mutated behaviors are growing, and the task of eradicating formalism and bureaucratism remains arduous; some Party organizations lack strong political and organizational functions, and the role of Party building in leading grassroots governance is not yet fully utilized; the situation of anti-corruption remains severe and complex, and the tasks of curbing the increase and eliminating existing corruption remain arduous, and so on. We cannot relax in addressing these issues; we must maintain a strict tone, strict measures, and a strict atmosphere for a long time, and continuously deepen the comprehensive and strict governance over the Party.

　　This thematic education aims to guide Party organizations and Party members and cadres at all levels to focus on problem-orientation, identify shortcomings, find gaps, clarify directions, undergo political checkups, remove political dust, correct behavioral deviations, and resolve prominent problems in impure ideology and organization, continuously enhancing the Party's ability for self-purification, self-improvement, self-renewal, and self-enhancement, ensuring that our Party remains full of vigor and vitality, and always serves as the strong leadership core of the cause of socialism with Chinese characteristics.

　　 II. Fully and Accurately Grasping the Goals and Requirements of Thematic Education

　　The Opinions issued by the Central Committee of the CPC clearly define the overall requirements, objectives, and measures for this thematic education. Party organizations at all levels should implement them in accordance with the actual situation to ensure that the expected results are achieved.

　　 First, firmly grasp the overall requirements. The overall requirements for this thematic education are “study the ideology, strengthen Party spirit, emphasize practice, and achieve new success”. These four phrases reflect the Party's consistent requirement of combining understanding and practice, theory and reality, and transforming the subjective world and the objective world. They are a closely connected, mutually interconnected, and internally unified whole. This overall requirement should be implemented throughout the thematic education.

　　Studying the ideology means comprehensively learning and understanding the new era socialism with Chinese characteristics, comprehensively and systematically mastering the basic viewpoints and scientific system of this ideology, grasping the worldview and methodology of this ideology, upholding and applying the standpoints, viewpoints, and methods contained therein, continuously enhancing political, ideological, theoretical, and emotional identification with the Party's innovative theory, truly mastering the expertise of Marxism, and consciously guiding all work with the new era socialism with Chinese characteristics.

　　Strengthening Party spirit means consciously using the new era socialism with Chinese characteristics to transform the subjective world, deeply understanding the requirements of this ideology regarding firming ideals and beliefs, improving ideological realm, and strengthening Party spirit training, and always maintaining the political character of a Communist.

　　Emphasizing practice means consciously practicing the new era socialism with Chinese characteristics, using it to transform the objective world and promote the development of the cause, using it to observe, grasp, and lead the times, actively identifying, responding to, and seeking change, resolving various contradictions in economic and social development and Party building, preventing and resolving major risks, and promoting new progress and breakthroughs in Chinese-style modernization.

　　Achieving new success means drawing wisdom and strength for vigorous progress from the new era socialism with Chinese characteristics, mastering the leadership methods, ideological methods, and working methods contained therein, continuously improving the ability and level of performing duties and responsibilities, uniting efforts to promote development, tirelessly grasping implementation, contributing to one's post, and striving to create achievements that can withstand the test of history and the people.

　　 Second, firmly set the objectives and tasks. The fundamental task of this thematic education is to ensure that learning, thinking, and application are interconnected, and that knowledge, belief, and action are unified, transforming the new era socialism with Chinese characteristics into a powerful force to strengthen ideals, temper Party spirit, guide practice, and promote work, ensuring that the entire Party maintains unified thinking, firm will, coordinated action, and strong combat effectiveness, and striving to achieve tangible results in forging souls through learning, enhancing wisdom through learning, rectifying conduct through learning, and promoting work through learning. Specific goals to be achieved include:

　　1. Consolidating the foundation of the soul and building the foundation. We should educate and guide the vast number of Party members and cadres to undergo ideological tempering and spiritual baptism, strengthening their faith in Marxism, their belief in socialism with Chinese characteristics, and their confidence in realizing the Chinese Dream of the great rejuvenation of the Chinese nation, carrying forward the great founding spirit of the Party, and ensuring that we never forget our original aspirations and missions, that we remain humble and prudent, and that we strive diligently, that we dare to struggle and are good at struggling, consolidating the foundation of faith, supplementing the calcium of the spirit, and steadying the rudder of thought.

We should educate and guide the vast number of Party members and cadres to firmly establish the people-centered development philosophy, adhering to the principle of everything for the people and everything relying on the people, consciously seeking advice and needs from the people, always sharing the same breath, destiny, and heart with the people, continuously improving people's well-being by expanding the “cake”, focusing on solving the urgent, difficult, and worrying problems of the people, and doing the work of benefiting the people, warming the hearts of the people, and satisfying the wishes of the people to the hearts of the people, enhancing the people's sense of gain, happiness, and security.

　　5. Upholding integrity and establishing new styles. We should educate and guide the vast number of Party members and cadres to enhance their awareness of discipline and rules, continuously rectifying the “four winds”, placing greater emphasis on rectifying formalism and bureaucratism, exercising power justly, legally, for the people, and honestly, promoting the formation of clean and clear comradely relations, orderly superior-subordinate relations, and a new type of political and business relationship that combines closeness and distance, and serving as the leaders, creators, and upholders of a good political ecology and social atmosphere.

　　 Third, fully implement key measures. This thematic education will not be divided into stages or links. Theoretical learning, investigation and research, promoting development, and inspection and rectification should be integrated and organically integrated and promoted as a whole.

　　Theoretical learning should be strengthened. Combine comprehensive learning with focused learning, guiding the vast number of Party members and cadres to focus on what they do and make up for what they lack, enhancing the pertinence of learning, and striving to improve learning effectiveness. Party committees (Party groups) at all levels should adopt various forms such as theoretical learning center group learning and holding reading classes to conduct concentrated learning and in-depth discussions and exchanges. Leading cadres should take the stage and give Party lectures, leading by example and promoting learning through lectures. Persist in using Party education to guide and drive learning throughout society, allowing the Party's innovative theories to become part of everyday life.

　　In-depth investigation and research should be conducted. In accordance with the Party Central Committee's work plan on conducting extensive investigation and research throughout the Party, organize the vast number of Party members and cadres, especially leading cadres at all levels, to immerse themselves in the front lines, going deep into rural areas, communities, enterprises, hospitals, schools, and "two new" organizations, diagnosing problems, dissecting issues, sorting out problems, and identifying difficulties, using the Party's innovative theories to study new situations and solve new problems. Adhere to a problem-oriented approach, enhance problem awareness, dare to face problems, be good at discovering problems, looking at both "tall buildings" and "back alleys," truly understanding the situation, identifying problems, and formulating practical countermeasures. Improve research methods, avoid formalism and bureaucratism, and conduct more research in places and units where difficulties are many, public opinion is concentrated, and work is stalled. Be good at empathetic thinking, approach the masses, sincerely listen to the voices of the masses, truly reflect the wishes of the masses, and genuinely care about the hardships of the masses, accurately understanding the concerns and aspirations of the masses. Pay attention to the transformation and application of research results, deepen research based on investigation, improve the quality of research results, and effectively transform research results into practical measures to solve problems and improve work, preventing excessive investigation and insufficient research, more situations and less analysis, and countermeasures and suggestions that are too general, empty, and abstract, and do not solve practical problems. Coordinate arrangements, reasonably determine the time and location of research, and prevent concentrated research and show-off style research. During the research process, keep it simple, simplify official receptions, and do not increase the burden on the grassroots level.

　　High-quality development should be promoted. Focusing on high-quality development, the primary task of comprehensively building a socialist modern country, using strengthened theoretical learning to guide development practice, and using in-depth investigation and research to promote the solution of development problems, implementing the tasks deployed by the 20th National Congress of the CPC, using the new achievements in promoting high-quality development to test the results of the thematic education. Seriously implement the Party Central Committee's requirements and decisions and deployments on implementing the new development philosophy, building a new development pattern, and promoting high-quality development, enhancing systematic thinking and overall awareness, doing a good job in focusing on expanding domestic demand, deepening supply-side structural reforms, accelerating the construction of a modern industrial system, comprehensively promoting rural revitalization, implementing the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through talent, and the innovation-driven development strategy, protecting and improving people's livelihood in development, promoting green development, advancing the construction of a beautiful China, promoting the rule of law, building a socialist cultural power, and maintaining social stability, forming a strong synergy to promote high-quality development. Closely combining with reality, breaking away from ingrained ways of thinking, changing ideological concepts, focusing on the problems and shortcomings that affect and restrict high-quality development in their respective regions, departments, and units, carrying out targeted treatment, correctly handling the major relationships between speed and quality, development and security, development and environmental protection, and development and epidemic prevention, and continuously improving the systematic, overall, and synergistic nature of promoting high-quality development. It needs to be emphasized that leading groups at all levels should keep in mind the entrustment of the Party and the people, carry forward the spirit of "achievements do not necessarily have to be made by me, but I must contribute to their achievement," adhere to a consistent plan, and for existing deployments and plans, as long as they are scientific, in line with new practical requirements, and meet the wishes of the people, they should be adhered to, and work should be carried out continuously, preventing the phenomenon of performance-driven behavior, blind and reckless actions, rapid development, "changing tracks," and "leaving a mark" that often occurs after a change of leadership.

　　Inspection and rectification should be carried out effectively. Persist in learning, comparing, inspecting, and rectifying simultaneously, making problem rectification a continuous process throughout the thematic education, allowing the people to truly feel the practical results of problem-solving. Leading groups should, in accordance with the problems listed in the Opinions, compare and benchmark against Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the major decisions and deployments of the Party Central Committee, systematically sort out problems discovered through investigation and research, problems encountered in promoting development, and problems that the masses strongly reflect, combining them with problems discovered through inspections, audits, and supervision, formulating rectification measures one by one, rectifying what can be rectified immediately, and for those that cannot be solved immediately, continuing to rectify them until they are rectified, ensuring that rectification is in place, and preventing prolonged delays and failure to rectify. Party members and cadres, especially leading cadres, should put themselves in, put their responsibilities in, and put their work in, conduct Party spirit analysis on the problems identified through inspection, seriously conduct criticism and self-criticism, achieve a clear understanding of people, matters, and thoughts, and focus on solving problems from their ideological roots. All regions, departments, and units should effectively address the special rectification of prominent problems, dare to act decisively, and strive for practical results. Combine "immediate rectification" with "long-term establishment," and promptly establish good practices and experiences in learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the form of systems. For recurring problems, focus on finding the root causes in the system, and do a good job in improving mechanisms and establishing systems to prevent problems from recurring.

　　Central and state organs hold a special and important position in the Party and state governance system; they are closest to the Party Central Committee and serve the Party Central Committee most directly, and play a leading role in carrying out this thematic education. In this thematic education, various departments of central and state organs should take the lead and set an example, demonstrating and driving the thematic education to go deeper and become more practical. At the same time, rectification of the cadre队伍 within the organs and systems should be carried out during the thematic education, effectively strengthening political education and Party spirit education, strictly observing rules and regulations, and strictly enforcing discipline, using serious education to purify thoughts and strict rectification to purify organizations, striving to build a model organ that the Party Central Committee can trust and the people are satisfied with, and taking the lead in upholding the "two safeguards."

　　 III. Effectively Strengthen Leadership over Thematic Education

　　This thematic education is a matter of overall importance, with a tight schedule, heavy tasks, and high requirements. Party committees (Party groups) at all levels should attach great importance to it, carefully organize and implement it, and ensure the successful completion of all tasks of the thematic education.

　　 1. Clarify Leadership Responsibilities This thematic education is carried out under the leadership of the Standing Committee of the Political Bureau of the CPC Central Committee, and a Central Leading Group for Thematic Education and its office have been established to be responsible for the leadership and guidance of the thematic education. Member units of the leading group should fully play their functional roles and form a concerted effort. Party committees (Party groups) at all levels should shoulder the main responsibility and plan, organize, and implement the thematic education well. The main responsible comrades of the Party committees (Party groups) should earnestly fulfill the responsibilities of the first responsible person, personally plan, command from the front, and supervise and guide, not being "hands-off leaders" or "middlemen." Members of the Party committees (Party groups) should earnestly fulfill their dual responsibilities, strengthen guidance and supervision over the thematic education in the areas and departments under their charge. Industry and system supervisory departments should strengthen guidance on the thematic education in their respective industries and systems. Relevant departments should clarify responsibilities, cooperate closely, and form a good organizational guidance pattern, ensuring that the thematic education is successful and achieves practical results. The situation of carrying out thematic education should be included as an important content of the annual assessment of leading groups and leading cadres, and the performance appraisal and assessment of Party organization secretaries in grassroots Party building work.

　　 2. Strengthen Supervision and Guidance The Central Committee dispatched inspection groups to supervise and guide the progress of the thematic education. Party committees of provinces, autonomous regions, and municipalities, along with party groups (committees) of industry system departments, dispatched touring guidance groups to strengthen supervision and guidance for their respective regions, departments, and units. City and county levels will not establish guidance groups. Guidance groups at all levels should adopt methods such as touring guidance, random checks, in-depth visits, and symposiums/interviews, providing strict supervision and practical guidance, leading by example in supervision. They should not only point out existing problems but also help research countermeasures. They should provide categorized guidance and precise policies based on the characteristics of different regions, fields, and industries, preventing a

This year marks the beginning of comprehensively implementing the spirit of the 20th National Congress of the Communist Party of China, and we also need to advance the reform of Party and state institutions, which means heavy tasks and many intricate details. All regions, departments, and units must adhere to focusing on the central task and serving the overall situation, integrating the thematic education with the implementation of various decisions and deployments of the Party Central Committee, with promoting the central work of their respective regions, departments, and units, and with advancing institutional reform. This approach ensures grasping both aspects and promoting both, transforming the enthusiasm for learning and work displayed by Party members and cadres into a powerful driving force for overcoming difficulties and achieving goals. Based on actual conditions, the first and second batches of thematic education should be coordinated to ensure smooth connection and orderly progress.

　　 Fourth, strengthen publicity and guidance. We must give full play to the role of mainstream propaganda channels such as Party newspapers, Party journals, TV stations, and radio stations at all levels, focusing on the use of new media to extensively publicize the Party Central Committee's deployments and requirements, as well as the great significance, objectives, tasks, and progress of the thematic education.
