Proposal on Promoting the Safety of Large-Scale Amusement Facilities

To all member units and relevant personnel:

June 29, 2024, marks the first "National Special Equipment Safety Day." To "safeguard special equipment safety and contribute to high-quality development," promote the safe operation of large-scale amusement facilities, and ensure the safety of people's lives and property, the association hereby issues this proposal to all member units and relevant personnel:

1. Strictly enforce laws and regulations and implement the main responsibility for safety. All manufacturers and users of large-scale amusement equipment should strictly abide by the "Special Equipment Safety Law," "Special Equipment Safety Supervision Regulations," "Safety Supervision Regulations for Large-Scale Amusement Facilities," "Supervision and Management Regulations on the Implementation of Quality and Safety Main Responsibilities by Special Equipment Production Units," "Supervision and Management Regulations on the Implementation of Safety Main Responsibilities by Special Equipment Use Units," and "Technical Regulations for the Safety of Large-Scale Amusement Facilities," etc., firmly establish the concept of safe development, and effectively implement the main responsibility for safety.

2. Establish a safety assurance system and improve the emergency management mechanism. Manufacturers and users of large-scale amusement facilities should strengthen hidden danger investigation and safety patrols, continuously establish and improve a safety assurance system, improve emergency plans and rescue measures, and form a closed-loop safety work mechanism to prevent problems before they occur and ensure that they can respond quickly and effectively in emergencies.

3. Strengthen personnel training and improve safe operation skills. Personnel of manufacturers and users of large-scale amusement facilities should strictly abide by the special equipment safety operation procedures, continuously update their knowledge of safe operation through training and practice, and improve their safety awareness and operation skills.

4. Abide by industry norms and standards and strengthen self-discipline management. Manufacturers and users of large-scale amusement equipment should abide by relevant industry norms and standards, and strengthen enterprise ethical norms and self-discipline management. At the same time, actively promote technological innovation and quality improvement of facilities and equipment, and jointly promote the improvement of the overall quality and safety level of the industry.

5. Strengthen safety publicity and education and create a good safety atmosphere. Manufacturers and users of large-scale amusement facilities should actively fulfill their social responsibilities, strengthen safety publicity and education, popularize safety knowledge of large-scale amusement facilities and special equipment, improve the safety awareness of the public, and create a good atmosphere in which the whole society pays attention to the safety of special equipment.

The China Amusement Machine and Amusement Park Association will always adhere to the principle of "safety first" and provide comprehensive services and support to member units and manufacturers and users of large-scale amusement facilities. Let us work together to jointly promote the improvement of the quality and safety level of large-scale amusement facilities and create a safer and more enjoyable tourism and amusement environment for the people!
