On the occasion of the 105th anniversary of the founding of the Communist Party of China, a national symposium on Party building was held in Beijing, where work arrangements were made to study and implement Xi Jinping’s Thought on Party Building. As the chapter on Party building within Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Xi Jinping’s Thought on Party Building marks a milestone in the history of the development of Marxist theory on party building and in the history of the CPC’s own efforts to strengthen its own construction.
Looking back on its 105-year glorious journey, the Communist Party of China has consistently regarded the innovation of Party theory as a major task running through more than a century of struggle, and has always relied on the latest achievements of Marxism’s sinicization to guide Party building, thereby continuously opening up new prospects for the Party’s cause.
Any genuine philosophy is the spiritual essence of its own era. Once advanced ideas are woven into the very fabric of a nation, they can unleash a transformative spiritual force.
At a new historical juncture, guided by Xi Jinping’s thought on Party building, the Communist Party of China—committed to advancing from being “the world’s largest party” to becoming “the world’s strongest political party”—will, with unified thinking, firm resolve, coordinated action, and formidable combat effectiveness, vigorously advance the new great project of Party building in the new era, injecting an inexhaustible source of dynamic energy into the cause of national rejuvenation, the great undertaking of national revitalization, and the progress of human civilization.

In 2026, it will mark the fifth anniversary of the proposal of the “second answer” to the “Question of the Cave.”
“Our Party has such a long history, such a large scale, and has been in power for so long—how can we break free from the historical cycle of chaos, order, prosperity, and decline?”
In November 2021, at the Sixth Plenary Session of the 19th CPC Central Committee, General Secretary Xi Jinping solemnly declared: “Comrade Mao Zedong offered the first answer in the cave dwellings of Yan’an: ‘Only when the people supervise the government will the government dare not slacken.’ After a century of struggle, and especially through new practices since the 18th National Congress of the CPC, our Party has now provided a second answer: self-revolution.”

From the “first answer” to the “second answer,” this underscores the Communist Party of China’s unwavering determination to advance its self‑building and to ensure that it remains untainted, unaltered in character, and true to its original spirit. It also marks a new high in the century‑old Party’s systematic understanding of the principles governing the building of a Marxist party in long‑term governance.
All epoch-making theories are products that meet the needs of their time.
Since the 18th National Congress of the Communist Party of China, in response to the major contemporary question of “what kind of long‑term ruling Marxist party should we build, and how should we build it,” General Secretary Xi Jinping, with the historical initiative, extraordinary theoretical courage, outstanding political wisdom, and a strong sense of mission and responsibility characteristic of a Marxist statesman, thinker, and strategist, has put forward a series of new concepts, ideas, and strategies for strengthening Party governance and revitalizing the Party. These have given rise to General Secretary Xi Jinping’s important thought on Party building and his important thought on the Party’s self‑revolution, providing fundamental guidance and an action-oriented blueprint for unswervingly upholding full and rigorous Party self‑governance and for advancing the new great project of Party building in the new era.

Time bears witness to the journey. From 1921 to 2026, over more than a century of trials and triumphs, the Communist Party of China has grown from fewer than 50 members at its founding to a world’s largest ruling party, with over 100 million members, more than 5 million primary-level Party organizations, and leading a nation of over 1.4 billion people.
As the Party’s “body” continues to grow, both the ranks of its members and its internal conditions are undergoing significant and profound changes. Consequently, the challenges confronting Party building have become sharper and more complex than ever before. The entire Party must ground itself in the new realities, seek out fresh approaches, and explore innovative methods, continuously enriching its thinking on problem-solving, better understanding and applying the laws governing Party building, enhancing the quality of Party development, and ensuring that the Party emerges from its revolutionary forging even stronger, more resilient, and brimming with vitality.
As socialism with Chinese characteristics has entered a new era, the pace of theoretical innovation in Party governance and self‑governance remains unrelenting.
Following the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping explicitly put forward the principle of “exercising full and rigorous governance over the Party,” placing it alongside the goals of building a moderately prosperous society in all respects, deepening reform across the board, and advancing law-based governance, thereby forming the strategic layout of the “Four Comprehensives.”

The 20th National Congress of the Communist Party of China has laid out plans to deepen the new great project of Party building in the new era, and for the first time proposed “improving the system for exercising full and rigorous governance over the Party,” thereby strengthening the comprehensive and systematic planning and coordinated, efficient advancement of Party governance.

With a focus on the evolving practical needs of Party governance and self‑governance, the Party Central Committee with Comrade Xi Jinping at its core has, in upholding Party leadership and strengthening Party building, adopted a series of major decisions and arrangements, striving to forge the Party into a Marxist ruling party that “always stays at the forefront of the times, enjoys the heartfelt support of the people, dares to carry out self‑revolution, can withstand all kinds of trials and tribulations, and brims with vitality.”

On March 12, 2026, amid thunderous applause, the Fourth Session of the 14th National People’s Congress adopted a resolution on the Outline of the 15th Five-Year Plan for National Economic and Social Development.
Twenty key indicators, 16 major strategic tasks across various sectors, and 109 major projects—turning the pages of the outline reveals a vivid picture of China’s high-quality development over the next five years, as the grand vision of Chinese modernization is translated into a pragmatic, actionable roadmap and detailed implementation plan.
“We are a major party, leading a great country and undertaking a great cause.”
As we enter the 15th Five-Year Plan period, the weight of the tasks of reform, development, and stability, coupled with the multitude of contradictions, risks, and challenges, all pose new and higher demands on the Party’s self‑building, its governance capacity, and its leadership.
Achieving long-term governance is not a unidirectional process driven solely by a political party’s subjective efforts; rather, it is a bidirectional process in which subjective endeavors are mutually adapted to and interact with objective conditions of development and the underlying laws governing that development.
The Party’s innovative theories are a concentrated embodiment of the Marxist worldview and methodology, serving as a compass and a guiding beacon for advancing the Party’s self‑construction. Only under the guidance of sound theory—by addressing problems at the ideological level, keeping pace with the times, and continuously enhancing our capacity for scientific, democratic, and law-based governance—can we ensure that the ranks of Party members and cadres are politically steadfast and highly competent, better adapted to the demands of the new situation, and equipped with the ability to lead modernization. Only then can we shoulder the heavy responsibilities of our era.
Establishing and upholding a strong leadership core, and formulating and developing a scientific guiding ideology, are fundamental principles of Marxist party‑building theory and also essential requirements of the Marxist historical materialism.
Over the 77 years of New China’s history and the 105 years of the Party’s history, time and again we have navigated treacherous rapids and perilous shoals, advancing from one victory to another—each step made possible by a strong and resolute leadership core and by the scientific guidance of the Party’s innovative theories.

On the occasion of the centenary of the founding of the Communist Party of China, the Summit of Leaders of the Communist Party of China and World Political Parties was held; more than four months after the conclusion of the 20th National Congress of the CPC, the High-Level Dialogue between the Communist Party of China and World Political Parties was convened.
Two important conferences have focused on the same key theme—“the responsibility of political parties.”
General Secretary Xi Jinping has systematically articulated China’s response to the historic question of how humanity can advance along the path of modernization, rallying global political parties around the principle of “responsibility” and enabling the Communist Party of China to increasingly serve as a key force in promoting joint efforts among world political parties to explore the laws of governance, share experiences in state administration, strengthen exchanges and cooperation across various fields, and develop global public goods.
To understand “China’s governance,” one must first grasp “the governance of the Communist Party of China.” Having traversed 105 years of glorious history, the CPC has, through its outstanding leadership and governance capabilities, emerged as a remarkable model for achieving long-term, stable rule, offering valuable lessons for political parties around the world.
As Western party politics grapples with a host of crises—rising populism and the proliferation of far-right ideologies—political parties around the world urgently require new theoretical guidance. Xi Jinping’s thought on Party building, with its lofty values and distinctive intellectual appeal, dispels the myths surrounding Western party systems and offers Chinese propositions and wisdom to advance global political civilization and human political progress in the era of globalization.

“Remote and hard to reach, with mountains that easily give rise to clouds.” Nestled deep among the ranges, Xiadang Township was once a secluded mountain village in Shouning County, Fujian—barren land, impoverished people, and poverty deeply entrenched.
During his time working in Fujian, Comrade Xi Jinping “visited Shouning nine times and went to Xiadang three times,” traversing mountains and crossing rugged terrain, forging ahead through thorns and brambles, and instituted the “Four Visits to the Grassroots” system.

More than thirty years later, the “Going to the Grassroots” campaign has expanded from its origins in eastern Fujian to encompass the entire Party and the nation, becoming an essential tool for Chinese Communists in the new era to refine their work style and strengthen the Party’s capacity to mobilize and organize the masses.
On how to advance Party building, Comrade Xi Jinping has consistently demonstrated profound thought, clear judgment, and resolute action.
In Zhengding, a survey was conducted on the state of grassroots Party organizations throughout the county, emphasizing that “Party building and ideological‑political work are not soft tasks but hard ones; they are not intangible but concrete,” and that “a Party secretary who fails to oversee Party building is derelict in duty.” Requirements were also set for improving the conduct of Party members and cadres, with the call to “serve as the primary driving force” within the Party’s organizational machinery.
In Zhejiang, among the work reflections penned for the “Zhijiang New Words” column, dozens of essays address Party building—ranging from “Three States of Mind in Theoretical Study,” to “Upholding Integrity and Clearing Away Corruption with Principles First,” and on to “Do Not Treat Institutions as Decorative ‘Scarecrows’”—each word a gem, each sentence resounding, guiding Party members and cadres to “act with substance and lead the way.”
In Shanghai, leading cadres at all levels are required to earnestly strengthen their ability to resist corruption and prevent degeneration, successfully navigate the tests of ideology, power, society, family ties, and personal conduct, and carefully weigh the “account of interests,” the “account of law and discipline,” and the “account of conscience,” so as to truly uphold public service, seek truth from facts in all endeavors, and maintain integrity and uprightness.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has, from the strategic standpoint of ensuring the Party’s long-term governance and the country’s enduring stability, steadfastly enforced rigorous ideological education, stringent oversight, strict discipline, rigorous management of officials, austere conduct, and unrelenting anti-corruption efforts. As a result, it has put an end to longstanding unhealthy tendencies and rectified chronic problems that had persisted for years. On October 31, 2017, one week after the successful conclusion of the 19th National Congress of the Communist Party of China, General Secretary Xi Jinping led the members of the Standing Committee of the Political Bureau of the CPC Central Committee on a special visit to the birthplace of the Party’s original aspiration, seeking the spiritual code of the Party.
In the foyer on the first floor of the Memorial Hall of the Site of the First National Congress of the Communist Party of China, a giant Party flag seems to be steeped in blood. General Secretary Xi Jinping, together with other members of the Standing Committee, raised their right fists and solemnly took the oath. He said that the Party membership oath is short and easy to memorize, but what is truly difficult is to uphold it for a lifetime.
