　　The National Symposium on Party Building was held in Beijing on the 15th. Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee, attended the meeting and delivered a speech. Li Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection, attended the meeting as well.

　　The conference held that, since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has addressed the major contemporary question of what kind of long‑term ruling Marxist party should be built and how it should be built, putting forward a series of new concepts, ideas, and strategies, thereby giving rise to Xi Jinping Thought on Party Building. Xi Jinping Thought on Party Building is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; it has made significant original contributions to the development of Marxist theory on party building and bears major practical relevance and far‑reaching guiding significance for strengthening both the Party and the country.

　　The meeting pointed out that Xi Jinping’s Thought on Party Building serves as the fundamental guiding principle for strengthening Party building in the new era. This thought clearly asserts that upholding the leadership of the Party is the most essential feature of socialism with Chinese characteristics; it emphasizes upholding the centralized and unified leadership of the CPC Central Committee, pursuing comprehensive and rigorous Party self‑governance, remaining true to our original aspiration and keeping our mission firmly in mind, placing political development of the Party at the forefront, using the Party’s innovative theories to unite hearts and forge souls, cultivating strong Party spirit, improving an organizational system that ensures seamless communication from top to bottom and effective implementation, building a high‑quality contingent of cadres capable of shouldering the great task of national rejuvenation, promoting the sustained and institutionalized improvement of work style, enforcing strict discipline across the entire Party, advancing the integrated approach of ensuring that officials dare not, cannot, and do not engage in corruption, governing the Party according to law and regulations, and fulfilling the political responsibility for Party self‑governance. This thought is rich in content and meticulously structured. Rooted in Marxist scientific theory, grounded in China’s fine traditional culture, and nurtured through the great practice of comprehensively strengthening Party self‑governance in the new era, it rests on a solid practical foundation and deep theoretical origins. It embodies firm ideals and convictions, a high degree of historical initiative, a clear problem‑oriented approach, a strong sense of mission and responsibility, profound concern for the people, and a scientific methodology—balancing substance and application, integrating theory with practice, and exhibiting distinct theoretical character. Spanning history, the present, and the future, this thought will continue to grow richer and more dynamic as the practice of Party building in the new era evolves.

　　The meeting emphasized that studying and implementing Xi Jinping’s Thought on Party Building is an important political task for the entire Party, both now and in the period ahead. It is necessary to organize and encourage Party members and cadres to read the original works, study the original texts, and grasp the underlying principles—understanding not only what is said but also why it is said—so as to deepen their understanding of the decisive significance of the “two establishments” and resolutely uphold the “two safeguards.” Systematic theoretical research and interpretation should be carried out to thoroughly expound the principled achievements, original contributions, scientific framework, rich connotations, essential spirit, and practical requirements of this thought, and to promote it in ways that are well‑received by Party members, cadres, and the general public. Efforts must be sustained to ensure that the study and implementation of Xi Jinping’s Thought on Party Building go deeper and take firmer root, guiding Party organizations at all levels to consciously apply this thought in planning and advancing Party building, and to carry out all tasks related to exercising full and rigorous governance over the Party with higher standards and more concrete measures.
