 Recently, the National Conference on Deepening Reform and Advancing Industry Associations and Chambers of Commerce was held in Fuzhou, Fujian Province. The meeting thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, earnestly carried out the arrangements made at the Fourth Plenary Session, and comprehensively put into practice General Secretary Xi Jinping’s important expositions, instructions, and directives on industry associations and chambers of commerce. It also laid out plans for implementing the “Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Promoting Deeper Reform of Industry Associations and Chambers of Commerce.” Liu Zheng, Deputy Minister of the Ministry of Social Work of the CPC Central Committee, attended the meeting and delivered a speech.

  The meeting noted that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the work of industry associations and chambers of commerce, adopting a series of major decisions and arrangements. These efforts have gradually streamlined the management system for such organizations, continuously improved institutional safeguards, strengthened comprehensive oversight, and highlighted their functional roles, yielding significant achievements in reform and development. It is essential to accurately grasp the new circumstances and tasks, earnestly enhance our sense of responsibility and mission, guide reform practices with a correct view of political achievements, and ensure the effective implementation of all policies and measures for deepening reform.

  The meeting emphasized the need to uphold and strengthen the Party’s overall leadership, deepen and expand the “dual coverage” in the sector of industry associations and chambers of commerce, carefully select and effectively manage the “key few” who lead these organizations, intensify oversight and disciplinary enforcement, and establish a robust, Party‑led governance framework. It called for adjusting and optimizing structural arrangements, clarifying the procedures and modalities for direct registration, improving exit mechanisms, and building a dynamic adjustment system that ensures survival of the fittest. Furthermore, it urged the refinement of corporate governance structures, stringent management of assets and finances, and strengthened social oversight, thereby establishing a standardized and orderly internal governance system. The meeting also stressed the importance of deepening reforms of the management system, clearly delineating regulatory responsibilities, exploring the establishment of a categorized management regime, and constructing a rigorous, efficient, and comprehensive regulatory framework. In addition, efforts should be stepped up to foster and support these organizations, broaden their development space, and strengthen policy support in areas such as funding and talent, thus creating a precise and effective system of assistance and safeguards. Finally, focusing on issues such as weak Party organizational functions, unauthorized concurrent posts by leading cadres, chaotic internal management, irregularities in leadership transitions, non‑compliant business activities, and “copycat” associations, the meeting called for a thorough, targeted rectification campaign targeting all levels and types of industry associations, chambers of commerce, and other social organizations, with the aim of promoting their sound and sustainable development through concrete results.

  Leading officials from the Social Work Departments of the Party Committees of all provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps, as well as relevant departmental and bureau-level officials from the central and state organs, attended the meeting.
