April 15 this year marks the eleventh National Security Education Day, with the theme “Coordinating Development and Security to Safeguard the New Journey of the 15th Five-Year Plan.” Security is the prerequisite for development, and development provides the foundation for security. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has put forward a series of important statements on thoroughly implementing the Overall National Security Concept, offering crucial guidance for enhancing the public’s awareness and competence in national security and for strengthening the people’s defense line for national security.
Thoroughly implement the holistic national security concept.
To implement the holistic approach to national security, we must give equal weight to both external and internal security: domestically, we pursue development, reform, and stability, striving to build a safe and secure China; internationally, we seek peace, cooperation, and mutually beneficial outcomes, working to foster a harmonious world. We must prioritize both territorial security and the safety of our citizens, upholding a people-centered, human‑oriented approach, ensuring that all aspects of national security are designed for the people and rely on the people, thereby firmly grounding national security in the broad masses. We should address both traditional and non‑traditional security challenges, establishing a comprehensive national security framework that integrates political, territorial, military, economic, cultural, social, scientific and technological, information, ecological, resource, and nuclear security. We must balance development with security: development provides the foundation for security, while security creates the conditions for sustainable development; only a prosperous nation can maintain a strong military, and only a strong military can safeguard the country. Finally, we must uphold both our own security and shared security, forging a community with a shared future and encouraging all parties to move forward together toward the goals of mutual benefit, win‑win cooperation, and collective security.

The holistic approach to national security serves as a crucial guiding principle for building a China that is even safer and more secure, and must be steadfastly implemented. Party committees and governments at all levels should adopt systems thinking, further uphold the principle that development is the fundamental truth and that security is equally essential, and consciously integrate development with security in their work—planning jointly, deploying in a coordinated manner, and fostering mutual reinforcement. It is imperative to maintain a nationwide, unified strategy and ensure concerted efforts across all levels, creating conditions for overall national security by ensuring safety in every locality, region, and sector, and laying a solid foundation for the country’s enduring peace and stability by promptly and effectively addressing each specific security challenge.

We must enhance the comprehensiveness, coordination, and sustainability of development, strengthen measures to protect and improve people’s livelihoods, and address the root causes of social tensions to prevent and reduce their emergence. Guided by the goal of promoting social equity and justice and enhancing the well-being of the people, we should intensify efforts to balance diverse interests and ensure that the fruits of development benefit all members of society more extensively and equitably.
