The seventh issue of the journal Qiushi, published on April 1, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, entitled “Cultivating and Practicing a Correct View of Official Achievement.” This article is an excerpt from General Secretary Xi Jinping’s key remarks delivered between December 2012 and February 2026.
The article emphasizes that the issue of one’s view of political achievements is a fundamental one, bearing on the Party’s commitment to serving the public and governing for the people. Only by continuously advancing the cause of the Party and the country through sound performance and delivering tangible benefits to the people can we truly uphold the Party’s fundamental purpose and fulfill its historic mission. We must adhere to a pragmatic approach, act in accordance with objective laws, and, through scientific decision-making and diligent, hardworking efforts, produce results that stand the test of practice and history—results that genuinely benefit the people and win the recognition of the masses.
The article points out that, in establishing and practicing a correct view of political achievements, Party spirit plays the decisive role. The fundamental yardstick for gauging the strength of one’s Party spirit is the distinction between public and private interests. Only with strong Party spirit and the renunciation of selfish motives can we ensure that our approach to political achievements remains free from deviation. Leading cadres at all levels must, guided by the realization of the Party’s mission and tasks, cultivate and uphold a correct view of political achievements; they should examine whether their thoughts and actions have strayed from the lofty ideal of communism and the common ideal of socialism with Chinese characteristics, whether they have departed from the fundamental principle of serving the people wholeheartedly, whether they have become detached from the Party’s line, principles, policies, and the major decisions and deployments of the CPC Central Committee, or whether they have lost touch with the national conditions and the realities of their respective regions and departments. With the spiritual outlook of “success need not be attributed to me, but success must surely include my contribution,” they should advance Chinese‑style modernization with unwavering focus.
The article points out that Communists must always bear in mind that serving the people and bringing them well-being is the highest political achievement. In pursuing our undertakings and creating achievements, our aim is to benefit the people, not to seek personal promotion or avoid setbacks. When planning and advancing our work, we must steadfastly uphold the fundamental principle of wholeheartedly serving the people, adhere to a development philosophy centered on the people, and ensure that development is for the people, relies on the people, and its fruits are shared by the people, so as to deliver tangible benefits and practical results that truly win the hearts of the masses. We must strive to achieve accomplishments for the people through concrete, down-to-earth efforts, eschewing short-sightedness, falsification, and reckless, blind action in the pursuit of political gains, and putting an end to practices such as new officials ignoring past commitments, as well as “vanity projects” and “achievement‑driven projects.”
The article emphasizes that high-quality development is the primary task in fully building a modern socialist country, and that upholding high-quality development must be an integral part of leading cadres’ approach to performance. To ensure that the requirement of comprehensively, accurately, and thoroughly implementing the new development philosophy and vigorously promoting high-quality development is carried out at every level, it is indispensable to adopt a sound view of political achievements. It is essential to strike the right balance among stability and progress, establishment and dismantling, the intangible and the tangible, symptoms and root causes, and the immediate and the long term; to adhere to bottom-line thinking; to strengthen risk awareness; and to consciously integrate the new development philosophy into every stage of economic and social development. We must refine the methods for assessing and evaluating performance in advancing high-quality development, ensuring that these mechanisms serve as effective guiding tools, encouraging leadership teams at all levels to earnestly embrace a correct view of political achievements and thereby establish a clear and proper orientation in their work. Furthermore, we should improve the differentiated assessment and evaluation system, enhancing its relevance and scientific rigor, so as to prevent the vicious cycle of “officials driven by statistics” and “statistics driven by officials.”
The article points out that this year marks the beginning of the 15th Five-Year Plan period, and leadership teams at all local levels will undergo successive transitions. It is therefore both crucial and imperative to promote, through study and education, the establishment and practice of a correct outlook on political achievements among leadership teams and leading cadres at all levels. Study and education must be treated as a key task in Party building this year to ensure tangible results. First, we must earnestly and thoroughly raise our ideological awareness. All Party members, especially leading cadres at every level, should deeply appreciate, both theoretically and practically, the importance of a proper outlook on political achievements for the development of the Party and the country. In particular, they should draw lessons—both positive and negative—from typical examples, strengthen their sense of Party spirit, and, with a high degree of responsibility to the Party and the people, cultivate both conscious ideological commitment and concrete action to uphold and implement this correct outlook. Second, we must conscientiously and rigorously address outstanding problems. Closely adhering to the overarching principles of “serving the public interest, benefiting the people, making sound decisions, and pursuing practical work,” we should integrate learning, inspection, and rectification, ensuring that problems are clearly identified and accurately pinpointed, and that corrective measures are implemented in a precise and pragmatic manner. Third, we must carefully and steadily establish sound systems and rules. By examining the issues uncovered during this round of study and rectification, we should identify institutional loopholes, shortcomings, and weak links, and promptly fill these gaps by putting in place robust systems and regulations. We must clearly define what may and may not be done, for whom we are working, and how such work should be carried out, while simultaneously refining accountability mechanisms to make these systems truly effective and fully leverage their roles in guiding and motivating, as well as in providing normative constraints.
