Furthermore, the Zibo government intervened promptly and actively at the beginning of the event, guiding all forces to provide excellent tourist services and coordinating various departments to provide a series of supporting services, making "Zibo barbecue" a "warm barbecue" and creating an image of Zibo as "enthusiastic", "hospitable", and "warmhearted".

Statistics show that during the 2024 Spring Festival, Harbin received a total of 10,093,000 tourists, generating a total tourism revenue of 16.42 billion yuan, both reaching historical highs.







1.8 Xi'an: Ancient capital for thousands of years, Yongxingfang's "smashing bowl wine," and "Datang Never Sleeps City"


Xi'an's rise to fame stems partly from its rich historical heritage and cultural resources as a millennium-old capital. The unexpected popularity of Yongxingfang's "smashing bowl wine" boosted Xi'an's popularity and provided new ideas for tourism promotion. On the other hand, Xi'an proactively utilizes new media to promote its unique cuisine, culture, and historical resources, creating its unique city IP through cultural innovation and shaping its image as a capital city with a "national style and trend."


Xi'an, a city with a long history and abundant cultural resources, has always been a popular tourist destination. Xi'an's rise as a popular city originated from the viral popularity of a video of Yongxingfang's "smashing bowl wine" on Douyin. In 2018, a shop in Yongxingfang launched a "smashing bowl wine" activity. Tourists could smash the bowl on the ground after finishing a bowl of local rice wine. A netizen filmed it and posted it on Douyin. More and more netizens saw the video and came to Xi'an to experience "smashing bowl wine" and taste "Mao Bi Su." In 2019, a short video of a 90s Xi'an girl performing on a tumbler in Tang Dynasty attire garnered 1.7 billion views, and the "tumbler girl" once again sparked a wave of interest in Xi'an.


Since then, Xi'an has created one "盛唐文化" (Tang Dynasty culture) tourism IP after another: strolling along the "Ancient Poetry Path" in Datang Never Sleeps City, experiencing a poetic exchange with "Li Bai," experiencing VR "aerial views of the ancient city" from the city walls, and immersive experiences in the Tang-style market street "Chang'an Twelve Hours." In Xi'an, tourists in Hanfu (traditional Chinese clothing) can be seen everywhere taking photos. "Wearing Hanfu and touring Xi'an" has become a current trend.


During the 2023 Spring Festival, Xi'an saw record-high numbers of visitors and tourism revenue. Tongcheng Travel data shows that Xi'an ranked first nationally in the ranking of popular hotel destinations.







Why do popular cities become popular?



The term "popular city" originates from social networks, initially appearing as internet slang. It refers to cities that gain attention and popularity among netizens in both the real and online worlds due to their interesting, novel, or attractive qualities, making them well-known on the internet and giving the city brand a concrete image. Observers point out that the development of popular cities has entered the 4.0 era. In the 4.0 era, the rise of popular cities is closely related to the rapid development of short video platforms such as Douyin, Bilibili, Weibo, and Xiaohongshu. In the past, popular cities were mostly international metropolises like Shanghai and Hong Kong, and typical tourism cities with abundant tourism resources, such as Lijiang, Guilin, Xiamen, and Sanya. This contrasts with current popular cities, reflecting the changing demands of tourism consumption in the mobile internet era. Nowadays, people are more inclined to pursue emotional experiences, service experiences, and value for money.


The rise of popular cities is usually accompanied by a specific attraction or event. Although the ways in which city brands become popular vary, from these cases, we can see that behind the popularity of any "popular" city are some common elements. Observing and analyzing the eight popular cities in China in recent years, we have summarized three main reasons for the rise of popular cities: firstly, possessing profound urban heritage and unique cultural and natural resources; secondly, grasping the characteristics of each era's media to create unique city IPs and city labels; and thirdly, strong government support to build a public service-oriented government.





Profound urban heritage and unique cultural and natural resources are the fundamental reasons for the rise of popular cities. The popularity of any city is merely facilitated by the internet; the key lies in the city's own outstanding historical and cultural heritage and abundant natural resources. The spread of online media and the marketing behind it only accelerate the public's understanding and familiarity with these cities' history, culture, and scenery. In recent years, the rapid development of short videos and new media has propelled cities such as Changsha, Chengdu, Chongqing, and Xi'an to become popular on the internet. Careful observation reveals that these popular cities have unique charm and advantages in terms of history, culture, and natural scenery.


For example, Changsha is one of the first batch of national historical and cultural cities in China, known as the "city of Chu and Han" and the "hometown of Qu Yuan and Jia Yi." It has historical sites such as the Mawangdui Han Tomb, Yuelu Academy, and Tongguan Kiln. It was one of the sources of the late Qing Dynasty Reform Movement and the old democratic revolution and one of the origins of the new democratic revolution, known as the "cradle of revolution, red land, and city of heroes." Terms related to Harbin, such as "Southern small potatoes," "Erbin," "flying horse on ice," "ice surface hot air balloon," and "Oroqen people reindeer performance," flooded major hot search lists, attracting tourists from all over the country to experience Harbin's unique lifestyle and creating Harbin's unique cultural symbols and city IP.






Strong government support in building a public service-oriented government. From the emergence of these internet celebrity cities, it can be seen that the emergence of "internet celebrity cities" is inseparable from the hard work and strong support of the local government. In today's internet and self-media era, an event that sparks heated discussions and generates buzz is the starting point for a city to become a viral sensation and gain widespread recognition. Xi'an's "Invincible Lady" and "Datang Everbright City," Chongqing's Hongyadong night view and Liuzibaba "light rail through building," Zibo's "soul barbecue three-piece set," and Harbin's "Southern small potatoes" and "frozen pear display"—all have gained attention and traffic from a novel event. The marketing generated by this buzz has opened a channel to convert online traffic into offline activity. The rise of short video platforms like Douyin has brought opportunities for many smaller cities to be seen and become popular. The success of Zibo and Harbin in becoming viral sensations shows that tourism short videos, through co-creation and interaction, convey the city's vibrant atmosphere and human warmth, amplifying the city's charm while shaping its image. This inspires local tourism authorities: building a city's image requires an internet mindset. In today's fiercely competitive environment, to stand out from the crowd, a city needs not only its own high-quality resources and cultural heritage but also effective use of internet media for publicity and marketing, and leveraging the "viral effect" to increase visibility and attract tourists, thereby promoting urban development.


Governments should revert to a service-oriented approach, focusing on creating a favorable market environment and strengthening urban infrastructure. Both Zibo and Harbin's rise to viral fame originated from the fermentation of an online public opinion event. The catalyst for their popularity was the local government's response and measures to the unexpected event. For example, the Harbin government and the Ice and Snow World park's swift rectification measures and sincere apologies during the "refund" controversy not only resolved the public relations crisis but also completely reversed public opinion, winning praise and attracting more netizens to visit Harbin. Furthermore, the contrasting image of "honest weight" merchants shown in the video of a blogger debunking fake products in Zibo's barbecue scene brought both cities more attention and positive reviews. This provides a lesson for local governments: prioritizing meeting tourist needs and providing excellent service. A timely, sincere, and caring response to public opinion controversies and effective problem-solving measures are crucial for building and maintaining a city's image.


Identifying a city's strengths, exploring its regional cultural characteristics, implementing tailored strategies, focusing on product and service innovation, and creating personalized city labels and IPs are key. The biggest challenge for viral cities is sustainability. The transition from "viral" to "lasting popularity" requires maintaining sustained interest and attention. A city's short-term popularity may rely on a viral event or a popular attraction, but lasting popularity requires strengthening urban construction, optimizing the business environment, improving public services, and continuously innovating products and services. Taking Xi'an as an example, as a long-standing viral city, its popularity continues to grow even in a highly competitive environment. This is partly due to Xi'an's rich tourism resources and historical and cultural heritage, but also to its continuous innovation in tourism and the creation of distinctive city labels, deeply integrating cultural attractions with tourist experiences, creating unique city IPs such as "Datang Everbright City" and "Chang'an Twelve Hours themed street." Furthermore, good infrastructure, such as convenient transportation systems, comprehensive public services, a sound medical and health system, and price control mechanisms, are crucial for a city's long-term development and its ability to maintain attractiveness and lasting popularity.
