2024 is a booming year for the tourism industry. Cultural and tourism consumption has become a major force in expanding and boosting consumption, and the important role of "the tourism industry as a new growth point of the national economy and a strategic pillar industry of the national economy" is becoming increasingly prominent. With the expansion of the "tourism empowerment effect," governments and cultural and tourism departments at all levels of provinces and regions attach great importance to the investment and financing work of the cultural and tourism industry, continuously exploring innovation in cultural and tourism financing and expanding financing channels for enterprises. This article focuses on the policy support funds available for cultural and tourism project development.






Central Budgetary Investment Subsidy Funds Policy



(1) Special Funds for the Central Government to Subsidize Local Public Cultural Service Systems

1. Key areas: This includes projects providing basic public cultural services, maintenance and equipment purchases for public cultural and sports facilities, the construction of grassroots public cultural service personnel teams, and other basic public cultural service projects. Specific expenditure ranges for basic public cultural service projects include reading newspapers and magazines, listening to radio, watching television, watching movies, sending local operas, providing open access to facilities, and conducting cultural and sports activities. Maintenance and equipment purchases for public cultural and sports facilities (1) Public libraries, cultural centers, museums, memorials, theaters, stadiums, radio and television transmission (monitoring) stations, relay stations, satellite earth stations, and radio and television broadcasting institutions that retain their status as public institutions. (2) Maintenance and equipment purchases for performing arts groups, news publishing units, etc., that retain their status as public institutions; maintenance and protection of provincial and sub-provincial cultural relics protection units; maintenance and equipment purchases for township and village-level comprehensive cultural service centers. (3) Purchase of mobile cultural vehicles.


2. Subsidy standards: Mobile stage vehicles are determined at a standard of 500,000 yuan per vehicle; public interest performances of opera (opera entering the countryside) are determined at a standard of 6 performances per township per year, with a subsidy of 5,000 yuan per performance; public interest performances of opera (endangered opera genres free or low-priced performances) are determined according to the number of endangered opera genres and the calculated standard (purchasing 100 performances per year, 5,000 yuan per performance), and provincial subsidies are determined. The provincial finance departments and cultural and tourism departments determine the purchasers of public interest performance services, the number of performances purchased, and the subsidy standards, and the implementation plan is filed with the Ministry of Culture and Tourism; the operating and maintenance fees for wireless coverage of central radio and television programs are determined according to the current standards; the high-definition interactive digital set-top boxes for ethnic minority areas are determined at a one-time subsidy of 100 yuan per household; the short-board project for national fitness venues and equipment is determined at 200,000 yuan per street (township). When arranging project budgets, relevant provincial finance departments and sports departments should avoid overlapping with projects arranged by other central government funds.


General project subsidy funds use the factor allocation method, including basic factors, business factors, and financial factors. The allocation amount is calculated according to the basic factors and business factors (each accounting for 50% of the weight), and then the allocation amount is adjusted according to the coefficient of the financial difficulty of each province (region, city) stipulated in the central government's method for balanced transfer payments to local governments to determine the subsidy amount.


(2) Intangible Cultural Heritage Protection Funds

1. Key areas: (1) Subsidies for the protection of representative projects, used to subsidize expenditures related to the investigation and filing, research and publication, preparation of protection plans, carrying out inheritance and practical activities, display and performance, publicity and popularization, and the purchase of necessary tools for inheritance and practice of representative projects. (2) Subsidies for representative inheritors, used to subsidize the expenditures of representative inheritors in carrying out apprenticeship, teaching, and exchange activities. (3) Subsidies for the construction of national-level cultural ecological protection zones, used to subsidize expenditures related to planning, research and publication, digital protection, leasing or repair of inheritance experience facilities, popularization education, and publicity and promotion of national-level cultural ecological protection zones. (4) Subsidies for the China Intangible Cultural Heritage Inheritors Training Program (hereinafter referred to as the Training Program), used to subsidize the expenditures incurred in carrying out the Training Program. (5) Subsidies for recording representative inheritors, used to subsidize the systematic recording of representative inheritors. (6) Other expenditures determined by the Ministry of Finance and the Ministry of Culture and Tourism.


2. Support methods: Subsidies for key projects use the project method allocation. The amount of project subsidies is determined based on the application situation of each province, the protection needs of intangible cultural heritage, the workload, project budget execution, and performance. General project subsidies use the factor method allocation. Allocation factors include the number of representative projects, the number of annual protection tasks for representative projects, the number of representative inheritors, the number of records of representative inheritors, and the number of tasks in the Training Program. Among them, the number of representative projects is determined according to the list announced by the State Council; the number of annual protection tasks for representative projects is determined according to the review of the annual budget for representative projects by the Ministry of Culture and Tourism; the number of representative inheritors is determined according to the list announced by the Ministry of Culture and Tourism; the number of records of representative inheritors and the number of tasks in the Training Program are determined according to the annual work tasks of the Ministry of Culture and Tourism. Projects listed in the UNESCO Intangible Cultural Heritage Lists that are already included in key projects are not used as a basis for factor calculation. The allocation formula is as follows: Subsidy funds for a certain province = Number of representative inheritors × Calculated standard + Number of records of representative inheritors × Calculated standard + (Number of representative projects in the province / Total number of representative projects in all provinces × 45% + Number of annual protection tasks for representative projects in the province / Total number of annual protection tasks for representative projects in all provinces × 45% + Number of tasks in the Training Program in the province / Total number of tasks in the Training Program in all provinces × 10%) × Subsidy for representative projects and Training Program in all provinces × Performance evaluation adjustment coefficient.

(3) Special Funds for Cultural Industry Development
1. Key areas: Support the development of the cultural industry, improve the modern cultural industry system and market system, innovate production and operation mechanisms, maintain national cultural security, improve the overall strength of the cultural industry, and promote the high-quality development of the cultural industry.
2. Support methods: The project method allocation is used, which is specifically divided into three categories: (1) Projects to promote the development of the film and television industry under the responsibility of the Central Propaganda Department, providing subsidies for relevant key film and television projects, emphasizing the political, ideological, and guiding nature of the support; (2) Projects to promote the development of foreign cultural trade under the responsibility of the Ministry of Commerce, rewarding enterprises with good cultural service export performance according to certain standards; (3) Projects determined by the Central Committee of the Communist Party of China and the State Council.

3. Application time: Before 2023




(4) Funds for Primary and Secondary School Students' Out-of-School Research and Learning Practice Activities from Central Special Lottery Welfare Funds
Supported objects: During the "14th Five-Year Plan" period, based on the development needs of primary and secondary school students' out-of-school research and learning practice activities, further improve the planning and layout of bases and camps, and support 20 new bases to carry out research and learning practice activities each year. New bases should not have received support from central special lottery welfare funds; support 32 camps to carry out research and learning practice activities, and implement dynamic adjustments.

Funding Subsidies: Project funding will be supported in principle according to a basic standard of no more than 1.5 million yuan per base per year and no more than 5 million yuan per camp per year.


National Cultural Tourism Industry and Project Policies



(I) Subsidy Policies for Public Welfare and Basic Infrastructure in Cultural Tourism and Health Care
1. Incentive Policies: Encourage the absorption of social capital, promote the PPP model, and for the construction of public welfare and basic infrastructure with no return rate or extremely low return rate, the National Development and Reform Commission will coordinate the arrangement of central budgetary investment.

2. Subsidy Standards: The "Implementation Plan" clarifies the central investment subsidy standards for 2022: In principle, the central investment subsidy ratios for the eastern, central, and western regions (including regions that enjoy central and western treatment according to relevant national policies) are 30%, 60%, and 80%, respectively. Projects in the Tibet Autonomous Region, the four Tibetan prefectures, and the four southern Xinjiang prefectures of the Xinjiang Uygur Autonomous Region (including the Xinjiang Production and Construction Corps) can be fully subsidized (100%) according to the maximum subsidy amount determined in the plan.

3. Applicable Scope:
(1) Public cultural service facility construction: Construction of program production capabilities of county-level radio and television broadcasting institutions in impoverished areas. Phase II construction of basic infrastructure for radio and television wireless transmitting and receiving stations. Phase II construction of the East Wind Project for minority ethnic news and publishing.

(2) National cultural and natural heritage protection facilities

(3) Main construction content of key projects of nationally key cultural relic protection units: Cultural relic protection and management facilities, cultural relic protection fences and walls, boundary markers and piles, improvement of cultural relic appearance, improvement of the surrounding environment of important historical remains, improvement of important nodal spaces or traditional street facades, improvement of historical water systems, afforestation, etc.; necessary display and utilization facilities, such as signage systems, protection and display sheds, cultural relic warehouses, necessary display rooms, visitor management service centers, etc.; basic infrastructure required for protection, such as water supply and drainage facilities and pipeline construction and renovation, power facilities construction and renovation, heating and gas facilities and pipeline construction and renovation, garbage collection and transfer facilities and public toilets, disaster prevention and mitigation facilities, etc.;

(4) Basic reception facilities, such as ecological parking lots, necessary external connecting roads, and internal sightseeing walkways.

(5) Main construction content of general projects of nationally key cultural relic protection units: ① Cultural relic protection and management facilities; ② Cultural relic protection fences and walls; ③ Boundary markers and piles, urgently needed disaster prevention and mitigation facilities; ④ Sanitation facilities, simple patrol walkways; ⑤ Emergency protection infrastructure such as water supply and drainage, electricity, etc.

(6) Main construction content of historical and cultural cities and historical and cultural blocks: ① Construction or renovation of infrastructure, such as construction and renovation of water supply and drainage facilities and pipelines, construction and renovation of power facilities and lines, construction and renovation of heating and gas facilities and pipelines, garbage collection and transfer facilities, public toilets, fire-fighting facilities, etc. ② Environmental improvement, necessary landscape environmental improvement, historical water system improvement, traditional street facade improvement, street afforestation, etc. for public spaces such as street entrances and exits, surrounding iconic buildings, banks, wharves, and stages. ③ Based on maintaining the historical pattern and spatial scale of the roads, traditional road materials and paving methods are used for repairs. Add necessary ecological parking facilities, etc. ④ Repair and utilization of publicly owned historical buildings, encouraging the government to organize the necessary repair and renovation of unoccupied, publicly owned vacant historical buildings for use as local grassroots comprehensive public cultural service centers, visitor service centers, and other public service purposes.

(7) Main construction content of national intangible cultural heritage: ① Traditional performing arts: performance theaters, rehearsal halls, and related auxiliary rooms, etc. The total scale does not exceed 3,000 square meters; parts exceeding this are not included in the support scope. ② Traditional handicrafts: production and transmission rooms, craft display halls, and related auxiliary rooms, etc. The total scale does not exceed 2,000 square meters; parts exceeding this are not included in the support scope. ③ Traditional folk activities: outdoor performance venues, small indoor display spaces, warehouses, etc. The total building area does not exceed 1,000 square meters; parts exceeding this are not included in the support scope.

(8) Main construction content of national natural heritage sites: ① Protection and monitoring facilities. Construction of necessary visitor flow monitoring and control and planning and supervision facilities, such as ticket reservation systems, scenic area entrance access control facilities, video surveillance facilities for key scenic spots and routes, real-time monitoring and information release systems for visitor volume, emergency rescue and command and dispatch systems, planning and implementation monitoring facilities, etc. ② Protective infrastructure. Construction of necessary environmental improvement and ecological restoration, garbage and sewage collection, sanitation facilities, comprehensive disaster prevention and mitigation and monitoring and warning facilities, small management rooms, etc. Road traffic facilities. Construction of necessary and characteristic slow-travel sightseeing road facilities, such as walking trails, wooden walkways, ecological parking lots, and necessary scenic area external connecting roads (mainly to solve dead-end roads and the last kilometer problem, does not support the construction of long-distance roads outside the scenic area), etc. Construction of necessary resource display facilities, visitor interpretation and education facilities (display centers, signs, science education facilities, etc.), sightseeing safety facilities, etc.

(9) Main construction content of national park system pilot program: ① Ecosystem and heritage resource protection facilities: Ecosystem protection construction, such as forest management, afforestation, forest fire prevention, pest and disease control, soil and water conservation, etc., on-site protection facilities for natural relics and geological relics, biodiversity protection, such as wildlife rescue facilities, etc., related cultural heritage, community customs protection facilities, etc. ② Supporting infrastructure: necessary patrol roads, environmental improvement, garbage and sewage treatment, sanitation facilities, comprehensive disaster prevention and mitigation facilities, small management rooms, etc. ③ Protection and monitoring facilities: ecological monitoring facilities, including ground station networks, remote sensing monitoring, data platforms, etc., visitor flow monitoring and control facilities, emergency rescue facilities, etc. ④ Science education and sightseeing service facilities: exhibition halls, science museums, etc., outdoor science education displays, science education information stations, signage systems, etc., resource display facilities, visitor interpretation and education facilities, etc.

(10) Main construction content of tourism public service guarantee facility construction: ① Tourist information centers; ② Regional tourism emergency rescue bases; ③ Tourist gathering and distribution centers; ④ Gathering and distribution sub-centers and gathering and distribution points; ⑤ Tourism traffic guidance signage systems; ⑥ Tourism data centers, etc.
Main construction content of key scenic area infrastructure construction: ① Tourist information centers; ② Regional tourism emergency rescue bases; ③ Tourist gathering and distribution centers; ④ Gathering and distribution sub-centers and gathering and distribution points; ⑤ Tourism traffic guidance signage systems; ⑥ Tourism data centers, etc.
Main construction content of red tourism infrastructure construction: ① Connecting roads from national red tourism classic scenic areas to main traffic arteries; ② Roads, walkways, parking lots, toilets, water and electricity supply facilities, garbage and sewage treatment facilities within the scenic area; ③ Fire-fighting facilities, security monitoring facilities, exhibition halls, interpretation and education systems, visitor information service facilities, and environmental improvement, etc.; ④ Necessary repair and protection of national-level anti-Japanese war memorial facilities and sites.

(II) Subsidy Policies for Cultural Tourism Projects
1. Sightseeing and Picking Leisure Agriculture:
(1) Horticultural production demonstration base projects of the Ministry of Agriculture's comprehensive agricultural development, with supporting funds generally around 2 million yuan;
(2) Demonstration projects of high-quality economic forests under the comprehensive agricultural development of the Forestry Bureau, with supporting funds of about 1.5 million to 3 million yuan.
(3) Horticultural crop standardization creation projects under the Ministry of Agriculture, with supporting funds between 500,000 and 1,000,000.
(4) Fruit and vegetable standard garden creation projects of the Agriculture Bureau, with supporting funds between 250,000 and 1,000,000.
(5) High-yield creation projects of the Agriculture Bureau, with supporting funds of approximately 500,000 to 1,000,000.

2. Science and technology demonstration parks and other sightseeing and science popularization integrated leisure agriculture:
(1) Cold chain logistics projects of the National Development and Reform Commission;
(2) Key support projects for trade and circulation;
(3) Agricultural product origin processing subsidy projects of the Agriculture Bureau;
(4) Agricultural science and technology promotion and demonstration projects;
(5) Technology transfer projects;
(6) Pilot projects for modern agricultural parks;
(7) Financial subsidies, concessional loans, one county, one specialty, and leading enterprise-driven projects for agricultural comprehensive development and industrialization operation.
(8) Financial support projects for agricultural industrialization;
(9) Fruit and vegetable industry projects of modern agricultural development funds;
(10) Agricultural comprehensive development and supply and marketing cooperation demonstration projects of the supply and marketing cooperatives.

3. Leisure agricultural parks:
(1) Creation projects for demonstration sites of leisure agriculture and rural tourism;
(2) Farmer entrepreneurship projects for leisure agriculture in the agricultural product processing industry;
(3) Poverty alleviation tourism projects.

4. Modern agricultural industrial park projects:
(1) Leading area for advantageous and characteristic industries;
(2) Integrated area for modern technology and equipment;
(3) Integrated development area of the first, second, and third industries;
(4) Incubation area for entrepreneurship and innovation of new business entities;
(5) Core demonstration area of modern agriculture

5. Agricultural product origin processing subsidy projects: Focus on supporting farmers and farmer professional cooperatives in building potato storage cellars, fruit and vegetable ventilation warehouses, cold storage, and drying rooms and other origin processing facilities.

6. Rural integrated development projects: Six major supporting systems: production system, industrial system, operation system, ecological system, service system, and operation system.

7. Biomass energy comprehensive utilization demonstration projects: Biomass molded fuel, livestock and poultry breeding farm biogas power plants, etc., projects for the utilization of waste.

8. Modern agricultural park pilot project application and approval projects: Modern agricultural parks

9. Small and medium-sized enterprise technology innovation fund modern agriculture projects: Patents for technological innovation

10. Agricultural comprehensive development and industrialization development projects: Supporting professional households, family farms, farmer cooperatives, and agricultural enterprises

12. National Chinese herbal medicine production support projects:
If it is a rural tourism project based on Chinese herbal medicine planting, projects can be submitted to the National Economic and Trade Commission, including:
(1) Research and development and promotion and application of scientific and technological achievements of the Wild Medicinal Materials Resources Trade Committee and the transformation of wild medicinal materials into domesticated and farmed varieties;
(2) Research and promotion and application of advanced technologies for planting and breeding Chinese herbal medicines;
(3) Construction of Chinese herbal medicine bases for large and scarce varieties;
(4) Construction of Chinese herbal medicine seed and seedling bases;
(5) Chinese herbal medicine storage technology and improvement of Chinese herbal medicine storage facilities;
(6) Research and promotion and application of Chinese herbal medicine slice processing technology.

13. National agricultural comprehensive development and industrial integration projects: Industrial integration, land management, organic fertilizer, low-residue pesticides, and agricultural film projects

14. Application for the "National Outstanding Rural Practical Talents" funding project: Large-scale planting and breeding households, family farm owners, scientific and technological demonstration households, backbone members of farmer cooperatives, university village officials, heads of grassroots organizations, and returnees entrepreneurs, etc.

15. Regional ecological circular agriculture demonstration projects: Collection and storage of agricultural and sideline resources, feed processing of agricultural and sideline resources, integrated farming and agricultural field absorption bases, treatment of livestock and poultry waste, comprehensive utilization of straw, and other construction contents that meet the requirements.

16. Application for national agricultural comprehensive development projects: Production and processing bases for high-quality crop seeds, demonstration bases for the breeding and production of horticultural high-quality seeds, pilot projects for integrated seedling bases for fruit and tea breeding and promotion, and livestock and poultry high-quality breeding projects

17. Agricultural comprehensive development forestry demonstration projects: Support for woody oil crops, national reserve forests, forest understory economy, and regional characteristic economic forests and other forestry demonstration projects

18. Leading enterprise-driven industrial development pilot projects: Construction of public welfare projects such as agricultural infrastructure, high-quality seed breeding, agricultural pollutant control, comprehensive utilization of waste, and socialized service systems, as well as the promotion and application of new products and technologies, and deep processing of agricultural products.

19. Application for the return-to-home entrepreneurship action plan for rural workers and other personnel: Implementation of targeted tax reduction and universal fee reduction policies, implementation of agricultural and rural industrial support policies, and strengthening the creation of new policies.

20. Poverty alleviation projects: Agricultural product processing industries with strong capacity to increase farmers' income.

(3) Subsidies for free opening of museums and memorial halls
1. Key directions:
(1) Operating expense subsidies. Used to subsidize museums, memorial halls, and national patriotism education demonstration bases (hereinafter referred to as museums included in the central free opening list) included in the free opening list determined by the Central Propaganda Department, Ministry of Finance, Ministry of Culture and Tourism, and the State Administration of Cultural Heritage, for normal operation after implementing free opening, and expenses for improving public service capabilities, etc.

(2) Exhibition and display subsidies. Used to subsidize museums, memorial halls, and national patriotism education demonstration bases under the jurisdiction of the propaganda, culture and tourism, and cultural relics authorities that have already implemented free opening, for expenses such as the design of exhibition schemes for basic exhibitions, the purchase of related materials and equipment, construction, supervision, and expert consultation.

(3) Subsidies for national key museums. Used to subsidize national key museums identified by the National Cultural Heritage Administration and the Ministry of Finance to enhance expenditures on collection protection, exhibition display, academic research, talent training, exchange and cooperation, and social education.

2. Support Methods:
(1) Operating expense subsidies are allocated using the factor method. The specific verification methods are as follows:
A. Basic Operating Subsidies. The allocation factor is the number of museums, memorial halls, and national patriotism education demonstration bases included in the free admission list determined by the Publicity Department of the CPC Central Committee, the Ministry of Finance, the Ministry of Culture and Tourism, and the National Cultural Heritage Administration. Based on the administrative subordination, museums and memorial halls are divided into provincial-level, municipal-level, and county-level. The calculation standard for basic operating subsidies is: 5 million yuan per provincial-level museum per year, 2 million yuan per municipal-level museum per year, and 0.5 million yuan per county-level museum per year. The Ministry of Finance may dynamically adjust the standards based on factors such as the needs of career development and financial capacity. The central and local government fiscal sharing ratios are divided into five tiers by region: the central government bears 80%, 60%, 50%, 30%, and 10% for the first to fifth tiers, respectively. Among them: the first-tier regions include 12 provinces, autonomous regions, and municipalities directly under the central government, such as Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, and Xinjiang; the second-tier regions include 10 provinces such as Hebei, Shanxi, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan, and Hainan; the third-tier regions include 3 provinces such as Liaoning, Fujian, and Shandong (excluding cities specifically designated in the state plan); the fourth-tier regions include 4 provinces and municipalities directly under the central government such as Tianjin, Jiangsu, Zhejiang, and Guangdong, as well as 5 cities specifically designated in the state plan such as Dalian, Ningbo, Xiamen, Qingdao, and Shenzhen; the fifth-tier regions include 2 municipalities directly under the central government, Beijing and Shanghai. For regions explicitly specified by the CPC Central Committee and the State Council to enjoy western development policies, the central finance arranges subsidies at a ratio of 80%.

B. Subsidies for reduced ticket revenue. For museums listed in the central free admission list from 2008-2010, the central finance will bear the full cost of reduced ticket revenue incurred in the year due to the implementation of the central free admission policy.

(2) Operating expense subsidies are allocated and issued by the central finance based on the aforementioned factors.
The calculation and allocation formula is as follows: Subsidy amount for a certain province (region, municipality) = "Factor amount for provincial (municipal, county-level) museums in a certain province (region, municipality) imes Basic operating subsidy calculation standard" imes Central finance sharing ratio + Subsidy for reduced ticket revenue. Provincial finance departments can coordinate and arrange operating expense subsidies based on the progress of free admission work, museum evaluation and rating results, and performance evaluations provided by provincial publicity, culture and tourism, and cultural heritage authorities, to determine the specific subsidy amount for museums included in the central free admission list.

(3) Exhibition and display subsidies are allocated using the project method, determined by the Ministry of Finance based on applications from the Publicity Department of the CPC Central Committee and the National Cultural Heritage Administration. Museums, memorial halls, and national patriotism education demonstration bases applying for exhibition and display subsidies must have their basic exhibition and display outlines and layout drafts reviewed or filed before applying for funds.

Among these, the basic exhibition and display outlines and layout drafts for national patriotism education demonstration bases need to be reviewed and approved by the Publicity Department of the CPC Central Committee in conjunction with the National Cultural Heritage Administration and other relevant departments; the basic exhibition and display outlines and layout drafts for museums and memorial facilities of revolutionary historical nature need to be reviewed and approved by the local publicity departments in conjunction with cultural heritage departments and other relevant departments; for other museums and memorial halls not falling within the above scope, their basic exhibition and display outlines and layout drafts need to be filed with the local cultural heritage department. The standards for exhibition and display subsidies are as follows: generally, for exhibition areas with a floor area of 10,000 (inclusive) square meters or more, the subsidy shall not exceed 20 million yuan; for 5,000 (inclusive) to 10,000 square meters, the subsidy shall not exceed 10 million yuan; for 2,000 (inclusive) to 5,000 square meters, the subsidy shall not exceed 4 million yuan; for less than 2,000 square meters, the subsidy shall not exceed 2 million yuan. Subsidies for key exhibition and display projects identified by the CPC Central Committee and the State Council may be appropriately increased.

(4) Subsidies for national key museums are allocated using the factor method. Factors include: building area (10%), number of collections (10%), number of international cooperation projects (10%), number of exhibitions (20%), visitor numbers (20%), number of scientific research achievements (15%), and number of social education sessions (15%).

Subsidies for national key museums are adjusted based on the performance evaluation results of national key museums. The performance evaluation adjustment coefficients are as follows:




The calculation and allocation formula is as follows:

3. Application Time: The Publicity Department of the CPC Central Committee is responsible for the application work of exhibition and display projects for national patriotism education demonstration bases and shall submit the proposed subsidy plan for the next year's exhibition and display projects to the Ministry of Finance before the end of September each year. The National Cultural Heritage Administration is responsible for the application work of exhibition and display projects for museums not included in national patriotism education demonstration bases, as well as the factor calculation and performance evaluation of national key museums, and shall submit the proposed subsidy plans for the next year's exhibition and display projects and national key museums to the Ministry of Finance before the end of September each year.

(IV) Subsidies for Public Sports Venues Opening to the Public for Free or at Low Fees
1. Key Direction: County-level and above public sports venues and national fitness centers (hereinafter collectively referred to as sports venues) affiliated with local sports administrative departments that open to the public for free or at low fees and meet the requirements of the "Basic Public Service Standards for Public Sports Venues," among which national fitness centers must have a sports building area of over 1200 square meters and an indoor fitness area of over 1000 square meters. The subsidy funds are used for expenditures required for sports venues to provide basic public sports services for free or at low fees, including organizing public welfare sports events, public welfare sports training, daily maintenance of sports venues, energy costs, equipment updates, sports venue information services, and other improvements to the operating environment.

2. Support Methods: The allocation of subsidy funds adopts the factor method. Allocation factors include the number of sports venues, the open area of fitness facilities in sports venues, and the annual number of visitors to fitness facilities. The number of sports venues factor (weight 50%) refers to the number of eligible sports venues opening to the public for free or at low fees. The open area of fitness facilities in sports venues factor (weight 30%) refers to the area of fitness facilities in eligible sports venues opening to the public for free or at low fees. The annual number of visitors to fitness facilities factor (weight 20%) refers to the annual number of visitors to fitness facilities in eligible sports venues opening to the public for free or at low fees.

3. Application Time: Sports venues meeting the requirements of the "Basic Public Service Standards for Public Sports Venues" shall report their annual service status of opening to the public for free or at low fees (using data from January-June of the current year and July-December of the previous year, hereinafter the same) level by level to the provincial sports administrative departments and finance departments by July 31st each year, and publish it on the National Fitness Information Service Platform.

(V) Subsidies for Free Admission to Local Public Libraries, Art Museums, and Cultural Centers (Stations)
1. Focus: Subsidies are established by the central government to support the free provision of basic public cultural services by municipal and county-level public libraries, art museums, cultural centers, and township (street) comprehensive cultural stations (centers) (hereinafter referred to as "Three Centers and One Station") that are run by the government and managed by the cultural and tourism authorities.

2. Support Measures: The current basic subsidy standards are as follows: 500,000 yuan per year for municipal public libraries, art museums, and cultural centers; 200,000 yuan per year for county-level public libraries, art museums, and cultural centers; and 50,000 yuan per year for township (street) comprehensive cultural stations (centers). The Ministry of Finance and the Ministry of Culture and Tourism may dynamically adjust the basic subsidy standards based on the needs of cultural development and financial capacity.

3. Application Time: Based on the latest statistical data, the Ministry of Culture and Tourism will propose a subsidy allocation plan for the next year and submit it to the Ministry of Finance before March 10 each year.

(6) Subsidy and Incentive Policy for Red Tourism Projects
1. Subsidy Policy: The National Development and Reform Commission and seven other departments jointly issued the "Implementation Plan for the Cultural Tourism Improvement Project and the Management Measures for Central Budgetary Investments." The notice clarifies that central budgetary investments will be arranged using a proportional subsidy method with a control on the maximum subsidy investment limit.

2. Subsidy Ratio: In principle, subsidies will be provided at a ratio not exceeding 30%, 60%, and 80% of the total investment for the eastern, central, and western regions (including areas that enjoy central and western region policies according to relevant national regional policies), respectively. Projects in the Tibet Autonomous Region and the four prefectures of southern Xinjiang will receive full subsidies at the maximum subsidy limit specified in the "Plan." Projects in the four Tibetan areas of the provinces can also receive full subsidies at the maximum subsidy limit specified in the "Plan." To implement the decisions and deployments of the CPC Central Committee and the State Council on winning the battle against poverty, projects in centrally contiguous impoverished counties, deeply impoverished counties, and key counties for national poverty alleviation in central China will receive subsidies at a ratio not exceeding 80% of the total project investment.
