Under the new tourism situation, tourism space has changed, from scenic spots, tourist areas, and resort areas to rural and urban blocks, communities, and tourist destinations. Tourist resorts are both a transitional space and an important leisure space that transitions from nature to humanity, from sightseeing to leisure recreation, from ticket economy to all-element attraction, from tourism to travel and residence, from experience to immersion, from scenic road scenarios, from life experience to lifestyle itself.

The Ministry of Culture and Tourism issued the "Announcement on Determining 22 Tourist Resort Areas as National-level Tourist Resort Areas," designating 22 tourist resort areas, including Miyun Gubei Water Town International Leisure Tourism Resort Area in Beijing, Taihang Xiya Gully Tourist Resort Area in Jinzhong, Shanxi Province, and Arxan Tourist Resort Area in Xing'an League, Inner Mongolia Autonomous Region, as a new batch of national-level tourist resort areas. This is the first batch of national-level tourist resort areas to be evaluated since the implementation of the new version of the standard "Grading of Tourist Resort Areas" (GB/T 26358-2022) (hereinafter referred to as the "new version standard"). Guided by the new version standard, the newly selected national-level tourist resort areas are different from the past in terms of distribution area, area scale, accommodation types, product formats, and the integration of culture and tourism.


Compatible Regional Differences, Improving the National Holiday Space Pattern


The new batch of national-level tourist resort areas covers 22 provincial administrative regions across the country. Beijing, Inner Mongolia, Liaoning, Shanxi, Ningxia, and the Xinjiang Production and Construction Corps have all seen their first national-level tourist resort area, further balancing the national holiday space pattern. In the west, the Wujiaqu Qinggedahu Tourist Resort Area in the Xinjiang Production and Construction Corps relies on the lake ecological environment and ethnic cultural characteristics to attract tourists to "poetry and the distance." In the north, the Arxan Tourist Resort Area in Inner Mongolia Autonomous Region pays attention to the rational use of natural resources and attracts a large number of tourists with its unique hot spring products. Guided by the new version of the standard, various places have fully combined their own characteristics, relying on market location advantages, resource and environmental advantages, or creative and innovative advantages, fully tapping the potential of resort development, and have taken differentiated paths of resort industry development.



Lowering the Area Threshold, Guiding the High-quality Agglomeration Development of Resort Areas


The new version of the standard has lowered the area threshold for provincial and national-level tourist resort areas, guiding the agglomeration and quality development of tourist resort areas. The average area of the 22 newly evaluated national-level tourist resort areas is about 23 square kilometers, with most of the resort areas concentrated between 5 and 25 square kilometers. Compared with the previous national-level tourist resort areas, which often covered tens or even hundreds of square kilometers, the scale is more pleasant, the facilities are more intensive, and the products are more concentrated. For example, the Qihe Yellow River International Eco-city Tourist Resort Area in Dezhou, Shandong Province, makes full use of limited land resources to create a compact and rich cluster of resort products through meticulous planning and high-quality development. The Miyun Gubei Water Town International Leisure Tourism Resort Area in Beijing, surrounding the space at the foot of the Great Wall, has built a pleasant-scale, exquisite-environment resort town through careful protection and intensive development.



Expanding the Accommodation Connotation, Rural Resort Areas Emerging


The new version of the standard expands the scope of identification of high-quality accommodation facilities. In addition to traditional high-end brand hotels, it also encourages the development of high-quality accommodation facilities with local characteristics, in line with the recent market trends of diversified types of resort accommodation facilities, branded features, and boutique homestays, creating more inclusive conditions for the selection of rural tourist resort areas. For example, the Huangshan Yixian International Rural Tourism Resort Area in Anhui Province, based on the unique Hui-style architectural style and pastoral scenery, has created a number of boutique homestays and themed hotels with strong local characteristics, providing accommodation options full of local cultural charm in a way that suits local conditions, meeting tourists' pursuit of personalized and characteristic holiday experiences.



Diversified Business Integration, Promoting Comprehensive Development of the Resort Industry


The new version of the standard and its detailed rules emphasize the richness of resort products and activities, making clear requirements for the types of resort products, the number of cultural activities, the number of outdoor activities, the number of nighttime activities, and the integration of resort products with other industries. Under this guidance, newly promoted resort areas actively integrate diverse resort formats, extending the length of tourists' stay and the tourism resort industry chain, bringing positive economic and social benefits. The Suzhou Wujiang East Taihu Lake Ecological Tourism Resort Area in Jiangsu Province takes the deep integration of "production, city, people—culture, sports, and tourism" as its development path, creating diverse resort formats and experiences such as art exhibitions, digital cultural tourism, ecological experiences, and sailing activities. The Zhuhai Hengqin Changlong International Ocean Resort Area in Guangdong Province provides comprehensive, all-customer, and all-weather resort and entertainment experiences through the combination of theme parks, resort hotels, and performing arts programs.



Deep Integration of Culture and Tourism, Building a Spiritual Home with Cultural Connotation


The new version of the standard strongly guides the deep integration of culture and tourism. The new batch of national-level tourist resort areas puts the deep integration of culture and tourism into practice, integrating culture into all aspects of the resort experience, including accommodation, dining, and shopping. For example, the Changsha Tongguan Kiln Cultural Tourism Resort Area in Hunan Province takes Tang Dynasty colored pottery culture as its theme, where tourists can participate in pottery making, appreciate pottery performances, and savor food inspired by pottery culture. The Huzhou Wu Xing Xisai Mountain Tourist Resort Area in Zhejiang Province, by excavating rich local cultures such as "poetry, tea, Zen, and seclusion," creates cultural landmarks such as "the hometown of the Tea Classic" and "the ancestral temple of Han Zen," constructing three major cultural themed resort products: "original village experience," "tea and Zen life," and "wild luxury residence."

The new changes in the new batch of national-level tourist resort areas reflect the positive guiding role of the new version of the standard in enriching the connotation of tourist resort areas, improving comprehensive service capabilities, and enhancing market competitiveness, helping tourist resort areas better meet tourists' high-quality resort needs.
