Recently, the "Detailed Control Plan for the Reserve Land Parcel North of Hanxi Avenue, Panyu District (BA0901 Planning and Management Unit)" was approved at the 22nd meeting of the Fourth Guangzhou Municipal Planning Commission's Regional Planning Professional Committee, confirming the construction of a new super theme park in Guangzhou. Benchmarking against world-class theme parks at home and abroad, the detailed plan is as follows:

The plan proposes to benchmark against world-class theme parks at home and abroad, promote the integration and upgrading of the Chimelong Tourism Resort, and build a new 43-hectare super theme park. This, along with Chimelong Safari Park, Chimelong Water Park, Chimelong Paradise, and the "Park Hub", will form the Chimelong Tourism Resort's "one heart, four parks" structure.

At the same time, in conjunction with the southward extension of Guangzhou's new central axis, it will create urban public green spaces, creating an axial space with views of the Guangzhou Tower to the north, the landmark high point Zhanghegang, and Dafushan to the south, and creating a meandering green ring around the open park core.


Project Renderings


The plan proposes to create a new cultural and tourism landmark in the Chimelong area, linking Guangzhou South Railway Station and the Wanbo area, and promoting the construction of a 72-hour one-stop experience golden cultural and tourism corridor. Benchmarking against world-class theme parks at home and abroad, it will build the Chimelong Tourism Resort according to the requirements of "scale, volume, and content", creating an international, fashionable, and technological world tourism brand.




Urban design concept drawing. The plan proposes the concept of "City Ridge Park", aiming to create the most joyful urban façade on the south section of the new urban central axis. The park's quality improvement and expansion project includes: super theme park, tourist hotels, and tourist transportation.

Among them, the super theme park covers an area of 43 hectares, benchmarking against international top-tier theme parks, upgrading the amusement space, and providing an in-depth amusement experience. The central axis park covers an area of 9 hectares, themed on culture, sports, and leisure, serving the citizens; the tourism transportation square covers an area of 13 hectares, integrating a tourism gathering square, parking building, and bus hub; the theme block covers 15 hectares, and is an open-style characteristic amusement block integrating culture and tourism, commerce, catering, studios, and accommodation.


Planning Goals: On the new urban central axis "City Ridge Park • Cultural and Tourism Stage"


Guangzhou Chimelong Tourism Resort currently has four major tourism sectors: Safari Park, Paradise, Water Park, and the Grand Circus. With an annual passenger flow exceeding 16 million, it has become a tourism landmark of Guangzhou, and the Chimelong-Wanbo area has also become
a key development area of Panyu District.

According to the relevant plan, the Chimelong-Wanbo area will be developed into a landmark business district with global influence and reputation, and will promote the Chimelong Tourism Resort to become an international tourism brand project.

This planning project is located in the northwestern part of Panyu District, southwestern part of the Chimelong area, west of Xinguang Expressway, north of Hanxi Avenue, east of G105 National Highway, and south of Chimelong Safari Park. It is approximately 5.2 kilometers west of Guangzhou South Railway Station and 8.5 kilometers south of the Panyu District Government. The project covers an area of 129.4 hectares.

The plan proposes to implement the design requirements of the south section of the new central axis, consider various restrictive conditions in the area, and combine the Chimelong Tourism Resort plan to optimize and adjust the land layout and land use. After the adjustment, public land such as green space, public service facilities, and roads will increase by 25.2 hectares compared to the current control plan.


The total planned building area will be adjusted from 634,000 square meters to 552,000 square meters, a reduction of 82,000 square meters. This includes 195,000 square meters of commercial space, 79,000 square meters of residential space (currently built), and 278,000 square meters of amusement parks, cultural and sports facilities.

The planning goal is: "City Ridge Park • Cultural and Tourism Stage", echoing the new urban central axis, creating a cultural and tourism landmark; expanding the Chimelong Tourism Area, planning a super theme park; and perfecting urban-level functions to create a vibrant city.


World-Class: Benchmarking against international top-tier theme parks, Upgrading amusement spaces


"World-class" is a major keyword of this plan. In conjunction with the development planning of the Guangzhou South Railway Station - Chimelong Wanbo area, this plan proposes to create in the Chimelong area a world-class tourism destination Through the expansion and upgrading of tourism functions, and synergistic development with the surrounding Guangzhou South Railway Station and Wanbo Business District, jointly polishing the "Guangzhou Consumption" brand.

The Chimelong area is located at an important node where multiple axes intersect and functions blend, with prominent advantages in location, transportation, and environment. It has the potential to stimulate urban vitality and create a world-class consumption center and tourism destination.


The area relies on 2 expressways, 2 main urban roads, 3 metro lines, and 1 intercity line, providing convenient access to the central urban area and Guangzhou South Railway Station, and forming close ties with the Guangdong-Hong Kong-Macao Greater Bay Area.


At the same time, this area is located in the "Guangzhou South Railway Station - Chimelong Wanbo" modern service industry group, stimulating synergistic development effects, which is conducive to the development of headquarters economy, building economy, cultural, commercial, and tourism economy, and digital economy, jointly building a modern service industry gathering development highland and an international consumption center city fashion consumption demonstration area.


Openness: Observation tower, landscape lake, and central park, Worth looking forward to


Another keyword of this plan is "Openness".

The plan proposes, in conjunction with the southward extension of the new central axis, to originate from business, add color to business travel, move towards the world, and plan for a dual improvement of the area's development level and urban quality. Implementing the Guangdong-Hong Kong-Macao Greater Bay Area development strategy, connecting to the requirements of the extension of the new urban central axis, leveraging the development advantages of the Guangzhou South Railway Station - Changlong Wanbo area, and creating a characteristic area integrating functions such as "tourism and vacation, culture and sports, creative entertainment, and commercial services".


The new urban central axis of Guangzhou starts from Yanling in the north, and extends to Dafushan in the south, with a total planned length of 18 kilometers.

Through central axis leadership and green vein convergence, within the scope of this project, a central axis space will be created with views of the Guangzhou Tower to the north, the landmark high point Zhanghegang, and Dafushan to the south. A meandering green ring around the open park core will also be created, forming a public space structure of "one heart, one ring, one axis, and multiple corridors." This will be achieved through an open park core, a meandering green ring, a central green axis, and multiple ecological infiltration corridors, creating a vibrant and open public space.

By planning public green spaces, landscape corridors, and a landmark landscape tower to the north outside the scope, a three-segment continuous and vibrant open central axis space will be jointly created. Along the central axis, from north to south, there will be a landscape tower, a landscape lake, and a central park.

In the project area, the south section of the central axis space plans public green spaces with a minimum width of approximately 185 meters and a length of approximately 450 meters. This will create a vibrant urban public space providing cultural, sports, and leisure functions. The north section of the central axis space will be connected to the landmark landscape tower on the north side through continuous landscape corridors and three-dimensional pedestrian walkways.

Landscape aspects

Create a spatial pattern and visual field that extends from the open park core to Hanxi Avenue. Low-rise recreational, commercial, and public buildings and green spaces will be set within the visual field. A varied urban skyline will be formed along Hanxi Avenue, with buildings on both sides of the central park limited to a height of 40 meters.

At the same time, a rich and vibrant fifth facade will be created. Along the central axis space, it will mainly feature characteristic roof styles and commercial rooftops, fully utilizing the potential of high-value spaces. High-rise buildings will have basic green roofs, while low- and multi-story buildings will have accessible rooftop gardens, showcasing an eco-friendly urban landscape.


Transportation aspects

The project site mainly uses high-level roads such as the G105 South Main Line and Xinguang Expressway for quick access. Within the project area, the secondary and branch road networks will be mainly improved to enhance travel conditions in and around the Changlong Park.


The newly planned Hengsan Road and Heng'er Road, together with Huanle North Road, will form a ring road around the Changlong Tourist Park, serving the traffic connection function of the tourist park and surrounding land uses, and alleviating the traffic pressure on external high-level roads. In the near term, the existing green belt of Fucui Road will be used to add a northbound U-turn lane. In the long term, a U-turn tunnel can be set up to improve conversion efficiency and facilitate the entry of passenger flow from the central urban area into the Changlong Tourist Resort. The conditions for widening the Xinguang Expressway (Changlong section) will be reserved to improve the capacity of the bottleneck section of the Xinguang Expressway and alleviate traffic congestion.


At the same time, a continuous and comfortable slow-traffic network will be constructed. The 3-kilometer meandering green ring within the project area mainly involves the planned Heng'er Road and Hengsan Road, creating a meandering green ring around the Changlong Tourist Resort that is publicly accessible. Different sections will be given themes such as Happy Green Road, Park Promenade, and Forest Trail. Combining existing and planned roads, a "pedestrian path, running path, and bicycle path" three-line integrated design will be implemented to provide a continuous and high-quality slow-traffic experience.
