According to incomplete statistics from the China Association of Travel Agencies (CAAPA), 115 key domestic cultural and tourism projects (over 100 million yuan) were signed in October, involving various business formats such as cultural, commercial, and tourism complexes, integrated resorts, themed towns, themed hotels, and leisure and health care. The signing briefing is as follows:
1. Total contract value: 51 billion yuan
Hubei signed 50 cultural and tourism investment projects
On October 13, the Zhiyin Hubei 2024 Global Travel Agents Conference was held in Shiyan City, Hubei Province. A total of 17 cities and prefectures in the province signed 50 cultural and tourism projects with a total investment of 59.5 billion yuan, with a total contract value of 51 billion yuan.
Among the signed projects, Wuhan, Xiangyang, Yichang, Jingzhou, Enshi, Shennongjia, and Shiyan cities had a total of 12 key projects signed on-site, with a contract value of 16.536 billion yuan. These projects involve multiple fields such as "cultural tourism +" multi-industry integration, leisure and vacation health care, and scenic area development and operation.
Some of the signed projects:
● Yichang Huoshaoping Tourism Resort had the highest contract value, reaching 5.06 billion yuan;
● Danjiangkou Municipal People's Government and Beijing Capital Tourism Group Co., Ltd. signed an investment agreement for a cultural and tourism complex project;
● Wudangshan Cultural Tourism Group and Ctrip Group signed an investment agreement for the Tahe Guolv Tourism Development Project;
● Zhuxi County People's Government and Hubei Xinong Cultural Tourism Technology Co., Ltd. signed an investment agreement for the Xianxia Town Tourism Comprehensive Development Project;
● Fangxian County People's Government and Hubei Shenwu Tourism Development Co., Ltd. signed an investment agreement for the Fangxian Longwangxia Tourism Area Tourism + B&B Development Project;
● Yunxi County People's Government and Shiyan City Xuanyang Tourism Development Center signed an investment agreement for the Guixian River Basin Health and Vacation Base Project;
● Zhushan County People's Government and Hubei Yikang Cultural Tourism Development Co., Ltd. signed an investment agreement for the Liujiashan Cultural Tourism and Health Care Base Project.
2. Total investment: 10 billion yuan
Two major cultural and tourism projects officially land in Quanzhou
On October 24, at the Quanzhou Taiwanese Investment Zone Cultural Strong Zone Construction and 2024 Cultural Tourism Economic Development Conference, two major cultural and tourism projects, the Luoyang Bay World Heritage Creative Town Project and the Song and Yuan China Oriental Port Performing Arts City Project, officially landed in Quanzhou.
It is understood that the Luoyang Bay World Heritage Creative Town Project is located in the Luoyang Town Luoyang Bridge North area of the Quanzhou Taiwanese Investment Zone, with a total investment of approximately 8 billion yuan and will be built in three phases. The project plan takes the millennium Luoyang Bridge as its cultural core and the coastal commercial port culture as its theme. Through the repair and cultural interpretation of the ancient bridge, ancient town, and old streets, it will recreate the prosperous scene of the millennium Maritime Silk Road commercial port. By introducing business formats such as "immersive real-scene performances, art and cultural flagship stores, seaside bars, and resort courtyards," it will create a complex tourism destination that combines urban leisure and cultural tourism vacations.
The Song and Yuan China Oriental Port Performing Arts City Project has an investment of 2 billion yuan and is located north of the Maritime Silk Road Ecological Park in the Quanzhou Taiwanese Investment Zone, covering an area of approximately 400 mu. This project will integrate the Song and Yuan China Maritime Silk Road trade culture with Song and Yuan World Heritage culture, Song and Yuan China, and the food culture of various countries along the Maritime Silk Road. Taking tourists as the "first-person perspective," it will use diversified performing arts products and technology to create a cluster of interactive entertainment performing arts spaces shared by both hosts and guests.
3. Estimated total investment: 9.35 billion
Quanzhou High-end Hotel Investment Promotion Conference
16 hotel projects signed
On October 17, the Quanzhou Municipal Committee and Municipal Government held a high-end hotel investment promotion conference.
At the conference, the Municipal Investment Promotion Office focused on promoting the hotel needs and project situations that various counties (cities, districts) plan to attract investment. Representatives from the Swiss Lausanne Hotel Management School Group and hotel companies such as Hyatt, InterContinental, Wyndham, Hilton, Banyan Tree, Langham, Marriott International, and AccorHotels gave speeches. A total of 16 hotel projects with a total investment of 9.35 billion yuan were signed on-site.
4. Total contract amount: 7.17 billion
Suzhou 17 key cultural and tourism projects signed
On October 18, the Suzhou Tourism High-Quality Development Conference opened. At the conference, 17 key cultural and tourism projects were signed. The total contract amount of 7.17 billion yuan involves multiple fields such as travel hotels, digital culture, and smart cultural tourism.

Fujian Yongchun signs a batch of cultural and tourism projects
In addition, seven key tourism projects participated in the opening and completion ceremony. The "One County, One Creek, One Characteristic" landscape bridge, Kuixing Academy, and Yongchun County Ecological Product Trading Service Center were completed, while the Laimengsi Hotel, Fulin International Hotel, and Vienna International Hotel opened for business, and the Dayu Village Baihequan Martial Arts Inheritance Center commenced construction.

Huangshan North Gate Hot Spring Health and Tourism Resort Project Signed
On October 15, the signing ceremony for the Huangshan North Gate Hot Spring Health and Tourism Resort Project was held in Anhui Province.
It is understood that the project mainly involves the construction of a hot spring park, hot spring hotels, hot spring real estate, hot spring resorts, a characteristic cultural commercial street, and ecological sightseeing agriculture. It aims to create a high-end health and tourism resort town centered on hot spring experiences, integrating health preservation, cultural experiences, rural elderly care, sports rehabilitation, and family-friendly functions. After completion, the project will further enhance the development level of Huangshan District's leisure, vacation, and health care industries, adding new vitality to the construction of the Greater Huangshan World-Class Leisure, Vacation, and Health Tourism Destination.
7. Total investment exceeding 41 billion yuan
Kunming Xishan District, Yunnan Province Signs 11 Tourism Projects
On October 15, the 2024 Kunming Xishan District Tourism Industry Investment Promotion Project Signing Ceremony was held. Xishan District signed cooperation agreements with 11 companies, involving projects such as tourism ancient towns, health and wellness destinations, high-end hotels, cultural blocks, and film and television bases, with a planned total investment exceeding 41 billion yuan.
The projects signed that day mainly revolve around the Dianchi Lake Golden Coastline. These include the Shanchan Ancient Town project, an immersive historical theme park that recreates Kunming's historical and cultural heritage; a brand hotel from Zhejiang Likao Group, a global high-end luxury destination; the Kunming Qingyubay Health and Tourism Comprehensive Project, which includes a water obstacle course park, a water garden, a water football park, and an Ice and Snow Wonderland experience center; the province's first and largest short video operation center; an aviation sports park featuring low-altitude flight; the "Juehailou · Yuanyuan Fu" themed tourism banquet project, which excavates ancient Dian culture and provides food and services; and trendy, fashionable, and healing villas, equipped with hotels and the "Cat's Sky City" tourism and entertainment project at the peak of Dianchi Lake, among others.
8. Dongguan Dongcheng with a total investment of approximately 40 billion yuan
Mingguan · Oasis Theme Park Project Signed
On October 16, Dongcheng Street, Dongguan, Guangdong Province, held a signing ceremony for the "Mingguan · Oasis Theme Park" and the National Animation and Game Industry and Copyright Platform.
It is understood that the Mingguan · Oasis Theme Park project is located east of Guanchang Road and south of the west entrance of Tongsha Park. With a total investment of approximately 40 billion yuan and a planned area of approximately 480 mu, it will build a comprehensive tourism and commercial complex including four sections: an outlet shopping park, a well-known game IP theme park, a cultural and artistic creative park, and a luxury star-rated hotel area.
Among them, the first phase of the well-known game IP theme park will feature eight amusement projects: a suspended interactive roller coaster, a multi-dimensional laser competition, a 5+1 survival game community, an immersive train/dynamic dark ride, water mist interaction, virtual hunting confrontation, 4D outdoor exploration, and an inverted flight theater.
9. Wuhan Urban Construction Group and China Resources Vanke Life Reach Cooperation
Jointly Develop the Chubao Commercial Project
On October 11, the Wuhan Chubao Commercial Land Cooperation Signing Ceremony was held in Wuhan. Wuhan Urban Construction Group and China Resources Vanke Life reached a cooperation agreement to jointly develop the Chubao commercial project, aiming to build it into a new commercial landmark in Jianghan and even Wuhan, and to promote urban renewal.
It is understood that Wuhan Real Estate Group won the Chubao plot P(2023)140 with a bid of 2.978 billion yuan. As a golden area in Hankou, Chubao is located in the central section of Zhongshan Avenue, at the junction of modern concession culture and Huashang culture. The area is dotted with characteristic Hankou lanes such as Yongkangli, excellent cultural relics protection buildings such as Minzhong Park, and red sites such as the Hankou General Chamber of Commerce, condensing the century-old historical features and bustling streets of Greater Hankou, with unique Wuhan urban charm.
The project will leverage regional advantages, aggregate industrial resources, continue urban memory, and promote high-quality renewal and revitalization of the old city, creating a comprehensive urban renewal demonstration area integrating culture, tourism, commerce, and residential functions.
10. Total investment of 3.06 billion yuan
Quanzhou Signs Five Major Tourism Projects
On October 30, the Fujian Provincial Tourism Industry Chain Investment Promotion Conference was held in Xiamen. The five projects signed by Quanzhou City at this conference are the Jinjiang Rongyu Zhisang Hotel Project, the Quanzhou Intangible Cultural Heritage Cultural City, the Shishi Song and Yuan Maritime Silk Road Food Culture Park, the Huian Guoming Carving Art Park Project, and the Dehua Shangyong Cloud Mountain Valley Tourism Project. Most of these are projects with investments exceeding 100 million yuan, with the largest project having a total investment of 1 billion yuan.
The Jinjiang Rongyu Zhisang Hotel Project has a total investment of 1 billion yuan. Located in Meiling Street, Jinjiang City, it covers an area of 47.5 mu and has a total construction area of 158,000 square meters. It is planned to be built according to the standards of a high-end five-star hotel, with the interior designed by a world-leading design company, incorporating elements of Minnan and modern culture, as well as ocean and Maritime Silk Road themes.
The Quanzhou Intangible Cultural Heritage Cultural City Project has a total investment of 400 million yuan and covers an area of 25,000 square meters. It plans to add an open-air stage for cultural and music performances, build an intangible cultural heritage music and art square, an intangible cultural heritage tourism characteristic market, and a medium-sized indoor theater, connecting it to the Xunpu Folk Customs Street and introducing art troupe performances, striving to create a model street area for the cultural and tourism industry in Fengze District and Quanzhou City.
The Shishi Song and Yuan Maritime Silk Road Food Culture Park Project covers a total area of 105 mu. It plans to create an immersive experience hall of Song and Yuan Maritime Silk Road culture, mainly focusing on Song and Yuan Maritime Silk Road banquet food tasting, and integrating Minnan folk customs experience, overseas Chinese culture exchange, and fireworks snacks and catering. It will also incorporate intangible cultural heritage performances with the "food etiquette" culture of the Song and Yuan Maritime Silk Road banquet, comprehensively showcasing the cultural heritage of the Song and Yuan Maritime Silk Road.
The Huian Guoming Carving Art Park Project strives to pay attention to the overall image, making the most of local conditions, effectively utilizing land resources, improving comprehensive land efficiency, and creating a corporate culture with a distinctive corporate image.
The Dehua Shangyong Cloud Mountain Valley Tourism Project has a total investment of 800 million yuan. It plans to invest in the construction of tree houses, infinity pools, forest "stage spaces," agricultural demonstration parks, and water activities spaces in Yunlu Village, Shangyong Town, Dehua County, developing immersive rural leisure activities, and comprehensively creating a gathering place for the soul of natural culture and a leisure station for enjoying the mountains, rivers, and countryside.
11. Total investment of 3 billion yuan
Lancheng Kanghe Tourism Development Project Signed
On October 18, a signing ceremony was held for the Lancheng Kanghe Cultural Tourism Development Project.
The Lancheng Kanghe Cultural Tourism Development Project has a total investment of 3 billion yuan. The project is located at the junction of Fengshan Town and Dahe'an Town, with a construction period of 4 to 5 years. It is an important project for supplementing and strengthening the chain of whole-region tourism, the big health industry, and rural revitalization.

Signing of the Ji'an Wugong Mountain Anlanli Performing Arts Zone Comprehensive Development Project
On October 22, the Wugong Mountain Management Committee and Zhejiang Dafeng Industrial Co., Ltd. officially signed a cooperation agreement for the Ji'an Wugong Mountain Anlanli Performing Arts Zone Comprehensive Development Project.
The total investment in this cooperation project is approximately 1.08 billion yuan, mainly divided into three phases of investment and construction. Phase one is the Wugong Mountain Culture and Sports Center block; phase two is the Happy Bay Cultural Tourism Complex block; and phase three is the construction, operation, and development of the surrounding areas of the Mujing B&B Resort. The cooperation mainly includes the construction of performing arts venues, the development of cultural tourism commercial streets, the construction of supporting commercial facilities, the construction of tourism service facilities, the introduction of performing arts programs, and operation management.

Signing of the Kashgar Oceanarium Project in Xinjiang
On October 15, the signing ceremony for the Xinjiang Kashgar Oceanarium Project was held at the International Convention and Exhibition Center, marking the official launch of Xinjiang's largest comprehensive oceanarium project in Kashgar City.
It is understood that the project is located west of the Lvcheng Yuyuan residential area on Tianshan South Road and south of Behu Park in Kashgar City. With a total investment of 800 million yuan, covering an area of approximately 100 mu and a construction area of approximately 20,000 square meters, it will create 10,000 jobs. It aims to become Xinjiang's first large-scale comprehensive oceanarium integrating marine life displays, leisure and entertainment, catering and accommodation, performing arts appreciation, and technological interaction.

Signing of the Guangzhou Science City InterContinental Hotel
On October 9, the Guangzhou Science City InterContinental Hotel project was signed.
Located on Kaitai Avenue in the core commercial area of the Guangzhou Science City block, the Guangzhou Science City InterContinental Hotel has a planned investment of approximately 400 million yuan. It plans to have 300 rooms and will be equipped with a conference center, restaurants, a swimming pool, a gym, and other high-end resort facilities to fully meet business, leisure, and social needs.

Six agricultural, cultural, and tourism projects in Zhangwan, Caidian District, Wuhan, signed in a concentrated manner
On October 7, Zhangwan Street in Caidian District, Wuhan, held a concentrated signing ceremony for agricultural, cultural, and tourism projects. Six projects were signed on-site, with a total investment of 300 million yuan. These include: the Zhiyin·Tianyuan project, the Leqi Cultural Tourism Technology Service project, the Shangshan Huijian Yayuan project, the Zhiyin Shangshui Phase II project, the Meishang B&B project, and the Qixi Garden Restaurant Phase II project.
Among them, the Zhiyin·Tianyuan project plans to build a rural complex integrating agricultural production, scientific research and popularization, cultural education, and leisure sightseeing; the Leqi Cultural Tourism Technology Service project will introduce large-scale light shows and music festivals to light up the night economy of cultural tourism; the Shangshan Huijian Yayuan project aims to build a characteristic ecological restaurant integrating dining, fishing, and picking; the Zhiyin Shangshui Phase II project will introduce various recreational projects such as motorboats and helicopters to create a comprehensive rural leisure tourism area; the Meishang B&B project will create a boutique B&B with a total construction area of over 1,500 square meters; and the Qixi Garden Restaurant Phase II project will continue to expand the garden restaurant business to provide tourists with more leisure and entertainment projects.
