The tourism industry, through various measures such as promoting consumption content upgrades, optimizing consumption structure, enriching product supply, and optimizing service methods, not only drives consumption upgrades and economic growth but also serves as an effective way to improve people's quality of life. This article focuses on the capital investment in the tourism industry, implementing a combination of proactive fiscal policies, and seizing the project planning and reserve work for 2025.

In order to optimize and expand service supply, release the potential of service consumption, and better meet the personalized, diversified, and high-quality service consumption needs of the people, the State Council issued the "Opinions on Promoting the High-Quality Development of Service Consumption" (Guofa [2024] No. 18). Recently, multiple departments have introduced a package of incremental policies, proposing to combine promoting consumption with benefiting the people, cultivating new types of consumption formats, and implementing actions to boost consumption.



Project planning based on central budgetary funds



1. Cultural Protection, Inheritance, and Utilization Project (Cultural Inheritance and Development "Specialized and New" Project)
It mainly supports the protection and inheritance of national cultural heritage, the protection and display of national natural heritage, and the display of modern Chinese civilization. Projects that can be planned include the construction of protection and management facilities, publicity and education displays, tourist services, and tourism transportation, such as museums, exhibition halls, intelligent security, internal transportation roads, and visitor centers. (This support is related to major projects and construction related to the "Exploration of the Origins of Chinese Civilization" and "Archaeological China" projects, supporting World Cultural Heritage (including preparatory sites) and nationally key cultural relics protection units, supporting 4A-level tourist attractions and above national-level nature reserves, national-level nature parks, or World Natural Heritage (including dual heritage) lists).

2. Central Government Support for Local Public Cultural Service System Construction Project
It mainly supports the repair and equipment purchase of public cultural and sports facilities, the free operation of local public libraries, art galleries, cultural centers, museums, memorial halls, township (street) comprehensive cultural stations (centers), and the relevant funds for the exhibition and display of museums and memorial halls. Projects that can be planned include the exhibition and decoration of museums and memorial halls, public libraries, art galleries, cultural centers, museums, memorial halls, theaters, stadiums (halls), new-era civilization practice centers, township (street) comprehensive cultural stations (centers), village (community) comprehensive cultural centers, farmers' reading rooms, radio and television transmission (monitoring) stations, retransmission stations, satellite earth stations, and the repair and equipment purchase of broadcasting and television broadcasting institutions, news publishing units, and art troupes that retain their public institution status, as well as the purchase of mobile cultural service vehicles. (The implementation period of this subsidy policy is 5 years, specifically 2023-2027, and the central government's share is arranged through the general transfer payment system).

3. National Key Cultural Relics Protection Project
It mainly supports the protection of nationally key cultural relics protection units, the protection of major historical sites, the protection of World Cultural Heritage, archaeological excavations, and the protection of movable cultural relics. Projects that can be planned include cultural relics repair and protection projects, cultural relics archaeological investigation and excavation projects, protective projects such as cultural relics security, fire protection, and lightning protection, and cultural relics exhibition and display projects. (This subsidy is mainly used for nationally key cultural relics protection units announced by the State Council, projects approved by the State Administration of Cultural Heritage and the Ministry of Finance, projects included in the UNESCO World Heritage List, and the protection of first, second, and third-class precious cultural relics in state-owned cultural relics collection units).

4. Local Museum and Memorial Hall Improvement and Transformation Project
It mainly supports operating expenses, exhibition and display, and subsidies for national key museums. Projects that can be planned include public service infrastructure, exhibition decoration, collection protection, academic research, talent cultivation, exchange and cooperation, and social education. (This subsidy is mainly used for museums, memorial halls, and national patriotism education demonstration bases included in the free opening list determined by the Central Propaganda Department, the Ministry of Finance, the Ministry of Culture and Tourism, and the State Administration of Cultural Heritage).

5. Intangible Cultural Heritage Protection Project
It mainly supports subsidies for representative projects, subsidies for representative inheritors, subsidies for the construction of national cultural ecological protection zones, and subsidies for the training of Chinese intangible cultural heritage inheritors. Projects that can be planned include intangible cultural heritage inheritance halls and national cultural ecological protection zone projects. (This subsidy is mainly used for the list of representative projects announced by the State Council, the list of representative inheritors announced by the Ministry of Culture and Tourism, and projects included in the UNESCO Intangible Cultural Heritage List).

6. Primary and Secondary School Out-of-School Research and Study Practice Base Project
Based on the development needs of national primary and secondary school out-of-school research and study practice activities, 20 new bases are supported annually to carry out research and study practice activities, and 32 camps are supported to carry out research and study practice activities. Projects that can be planned include research and study bases and research and study camps. (Project funds are generally supported according to the basic standard of no more than 1.5 million yuan/base/year and no more than 5 million yuan/camp/year).


Project planning based on special bond funds


It mainly supports tourism infrastructure projects in national A-level and above tourist attractions and national-level tourist resorts. Projects that can be planned include visitor service centers, parking lots, tourist toilets, tourist roads, smart tourism service facilities, short-distance roads to scenic areas, "dead-end roads," and necessary tourist trails within scenic areas. (This project fund does not support various office buildings, image projects, performance projects, theme parks, urban landscape improvements, large-scale artificial landscapes, imitation ancient constructions, replacing real things with fake ones, or foreign styles. It does not support tourism projects within non-A-level scenic areas; it does not support large-scale urban infrastructure and urban quality improvement "brightening" projects, commercial projects or tourism real estate projects such as hotels, inns, and homestays, and it does not support projects that have been completed or are nearing completion).




Project planning based on industry funds


Projects supported by real estate investment trusts (REITs) in the infrastructure sector include natural and cultural heritage, national 4A-level and above tourist attractions' infrastructure, and supporting tourist hotels within the planning area and ownership belonging to the same sponsor (original beneficiary) in the scenic area.

The education and tourism fund focuses on the development of the tourism and cultural industry, supporting projects including tourist attractions, museums, libraries, and cultural squares.

The tourism and leisure fund focuses on investing in tourism, leisure, and cultural exchange, supporting projects such as urban scenic areas, popular tourist attractions, resorts, and cruise ships.

The tourism real estate fund mainly invests in the development of accommodation and entertainment services, supporting projects including various hotels, hot spring hotels, and theme parks.

The tourism sightseeing fund invests in the tourism sightseeing industry, supporting projects including transportation tools such as airplanes, buses, and ships, and the development of tourist attractions.

Tourism development fund subsidies for local projects are mainly used to subsidize projects that improve the infrastructure and public service facilities of A-level and above tourist attractions (spots) in central and western regions, tourism projects in key areas, mainly in central and western regions, that help farmers get rid of poverty and become wealthy, and various new tourism formats. Projects that can be planned include infrastructure projects for tourist attractions (spots), public service facility projects, rural tourism development and rural revitalization projects such as "farm stays" and "fisherman's stays," and new formats such as island and coastal tourism, cruise and yacht tourism, cruise ships and tourist wharves, aviation tourism bases, skiing, hot springs, and self-driving campsites.


Planning projects using policy bank loans


1. EOD projects
The EOD (Ecology-Oriented Development) development model focuses on supporting projects that effectively integrate, coordinate, and implement public welfare projects with poor profitability in ecological environmental governance and related industries with good profitability, based on ecological protection and environmental governance, supported by characteristic industry operations, and using regional integrated development as a carrier. The vast majority of EOD projects involve the agricultural, cultural, and tourism industries. When planning such projects, it is important to consider the revenue design of tourism projects and whether they can cover investment costs, operation and maintenance costs, and ecological environmental governance costs.

2. Equipment upgrade projects
Planning sightseeing facility upgrade projects, including the upgrading of ropeways, cable cars, and elevators in key tourist attractions, national-level tourist resorts, and public cultural venues; upgrading of non-highway tourist sightseeing vehicles, RV self-driving campsites, snow tourism equipment, sightseeing cruise ships, tourist sightseeing boats, speedboats, and low-altitude aircraft in key tourist attractions.

Planning amusement facility upgrade projects, including upgrading a batch of highly reliable advanced amusement equipment in amusement parks and urban parks.

Planning and implementing performing arts equipment upgrade projects, including upgrading stage lighting, sound, display, mechanical, and special effects equipment and corresponding control system equipment in venues for artistic performances and tourism performances.

Planning smart cultural and tourism projects, including upgrading smart service equipment such as signage, exhibition display, query and reading dissemination, and visitor and reader services in key tourist attractions and public cultural venues, as well as smart management equipment such as access control gates, emergency broadcasts, and patrol monitoring.

Planning immersive experience projects, including upgrading digital projection equipment, intelligent cultural equipment, and entertainment-use intelligent unmanned aerial vehicles for cultural and tourism enterprises and institutions.

Planning cultural relic protection and utilization projects, including the elimination of outdated, inefficient, and over-service-life equipment in museums, iterative upgrading of packaging facilities such as acid-free paper bags and boxes for precious cultural relics, high-density storage cabinets, and constant temperature and low-reflection glass display cabinets, and promoting the upgrading and transformation of central air conditioning and constant temperature and humidity equipment.

Planning the upgrading of cultural relic investigation, research, and display equipment projects, including upgrading exhibition display facilities and equipment, large-scale laboratory equipment, archaeological cabins, and on-site platforms in national archaeological site parks, key research bases and joint work stations, key archaeological institutions, and important grotto temple protection institutions.

Planning key film bases (parks) and cinemas, including the upgrading and transformation of park hardware facilities, upgrading of photographic equipment, lighting, storage devices, etc., that meet the requirements of high-tech formats for film production-related enterprises and equipment leasing companies, and new technologies and equipment such as artificial intelligence, virtual shooting, and virtual pre-visualization. Promoting the upgrading and transformation of film post-production equipment systems, new-generation cinema equipment systems, and upgrading and replacement of public screening equipment in rural areas, schools, and communities.

Planning the protection of historical and cultural cities and districts, based on historical and cultural cities, towns, villages, districts, and historical buildings, including the upgrading and transformation of public service and infrastructure equipment such as fire protection and display, achieving green operation and maintenance of historical building protection and utilization, and updating the deployment and application of related sensing equipment such as video surveillance, drones, and Internet of Things perception, and upgrading and improving non-destructive testing equipment such as ultrasonic detectors, stress wave detectors, and infrared thermal imagers.


Very long-term government bonds


Currently, in the cultural and tourism field, only equipment upgrade projects are supported.




Conclusion


From the perspective of national funding policies in support areas, the main sources of funds for cultural and tourism projects are special bonds and central budgetary funds, and the requirements for submitted projects are high. In addition, as an industry with high correlation and strong integration, the cultural and tourism industry can also be deeply integrated with agriculture, forestry, water conservancy, ecological environment, urban renewal, low-altitude economy, national fitness, and digital economy to plan projects, innovate investment and consumption formats in multiple scenarios, continuously expand the areas of national support, and apply for funds from multiple channels.
