Tourism Focus: Several types of "economy" mentioned in the Central Economic Work Conference

Recently, the Central Economic Work Conference was held in Beijing. In a crucial year for achieving the goals and tasks of the "14th Five-Year Plan", and following the successful convening of the 20th Session of the Third Plenary Session of the 19th Central Committee of the Communist Party of China, this important conference's plans for China's economic development have attracted much attention. The conference mentioned "actively developing first-release economy, ice and snow economy, and silver-haired economy", "promoting the healthy development of the platform economy", "vigorously developing county-level economy", "vigorously developing the ocean economy and bay area economy", etc. These economic models are crucial for economic development. Let's take a look at these "economies" mentioned in the conference.



First-Release Economy



The Central Economic Work Conference determined that in 2025, it will actively develop the first-release economy, ice and snow economy, and silver-haired economy.

The first-release economy refers to the collective term for economic activities such as enterprises releasing new products, launching new formats, models, services, and technologies, and opening first stores, covering the entire chain development process from the first release or exhibition of products or services to the first establishment of stores, R&D centers, and company headquarters. First stores, first exhibitions, first shows, first performances... In recent years, the first-release economy has shown positive development in China, with various new products, technologies, formats, and services emerging, effectively meeting the current new consumption trends of diversification, personalization, and quality.





Ice and Snow Economy



The ice and snow economy is the collective term for economic relations and activities based on the open use of ice and snow resources. It has significant advantages such as relatively low investment, low energy consumption, low pollution, and high efficiency. Taking the development of the ice and snow economy as a new growth point will help to adjust and optimize the industrial structure, energy structure, investment structure, and consumption structure. It will also help to promote the transformation of ecological resources into ecological capital, improve residents' quality of life, and promote the development of the entire ice and snow sports, culture, equipment, and tourism industry chain.



In November 2024, the General Office of the State Council issued "Several Opinions on Stimulating the Vitality of the Ice and Snow Economy through High-Quality Development of Ice and Snow Sports", proposing 24 measures in eight aspects to promote the ice and snow economy as a new growth point, led by ice and snow sports. It is clear that by 2027, the total scale of the ice and snow economy will reach 1.2 trillion yuan, and by 2030, it will reach 1.5 trillion yuan.





Silver-Haired Economy



The silver-haired economy is the sum of economic activities that provide products or services to the elderly and prepare for old age. It has a wide range of involvement, a long industrial chain, diverse formats, and huge potential. Developing the silver-haired economy is an important measure to actively respond to population aging and promote high-quality development, benefiting both the present and the future.



In January 2024, the General Office of the State Council issued "Opinions on Developing the Silver-Haired Economy and Promoting the Well-being of the Elderly". In the future, the state will focus on cultivating high-end products and high-quality service models, allowing the elderly to share the fruits of development and enjoy a happy old age. In terms of livelihood, the state will expand and develop services in seven areas, including elderly catering assistance, home visits, community convenience, elderly health, elderly care, elderly culture and sports, and rural elderly care.




Platform Economy


The Central Economic Work Conference pointed out that it is necessary to strengthen regulation and promote the healthy development of the platform economy.



The platform economy is the collective term for economic activities that provide various production and life services through the Internet as a platform. The platform economy is a new driving force and new form of economic development, an important representative and carrier of new-quality productivity. It provides new space for expanding demand, a new engine for innovative development, new channels for employment and entrepreneurship, and new support for public services.

In recent years, China's platform economy has developed rapidly, and its position and role in overall development have become increasingly prominent. The platform economy has absorbed more than 200 million flexible employment personnel. By the end of June 2023, there were 148 and 26 platform companies with market values exceeding US$1 billion and US$10 billion, respectively, with a total market capitalization of US$1.93 trillion. The platform economy has created an unprecedented new innovation ecosystem, gathering a large number of innovative resources, becoming a source and testing ground for cutting-edge technologies, and a key force in driving the transformation of cutting-edge technologies such as general artificial intelligence.





County-Level Economy



The Central Economic Work Conference proposed developing modern metropolitan areas, improving the level of modernization governance in super-large and extra-large cities, and vigorously developing the county-level economy.



The county-level economy is a basic unit of the national economy that connects with and supports urban economic space but operates relatively independently. The county-level economy has always played a very important role in the development of the national economy. Developing the county-level economy is not only an important measure to grasp the strategic focus of expanding domestic demand and smoothing the circulation of the national economy, but also a key support for promoting rural revitalization and achieving integrated urban-rural development.

Based on their own resource endowments, various places have formed many types of county-level economic models, giving rise to a number of strong agricultural counties, large industrial counties, and famous tourism counties. Counties are the supply side of agricultural products, and agriculture is an important part of the county-level economy. Currently, the mode of agricultural operation is undergoing profound changes, and many counties have formed production and processing clusters around characteristic agricultural products, and the modern agricultural industrial system is becoming increasingly mature. In addition, many counties have very rich cultural and ecological resources. With the discovery of the diverse values of the countryside, ecological advantages and cultural resources will become new engines driving the high-quality development of the county-level economy, giving rise to more and more tourism counties and ecological counties.





Ocean Economy



The Central Economic Work Conference also pointed out that it is necessary to deepen industrial cooperation among the eastern, central, western, and northeastern regions and vigorously develop the ocean economy and bay area economy.



The ocean economy refers to the sum of various industrial activities for developing, utilizing, and protecting the ocean, as well as related activities. After years of development, China's ocean economy has initially formed an ocean industrial system with marine fisheries, marine shipbuilding industry, marine oil and gas industry, marine transportation industry, and marine tourism industry as the core industries, supported by marine scientific research, education, management, and service industries, and expanded by upstream and downstream industries such as material production, equipment manufacturing, finance and insurance, and business services.

Bay Area Economy





The bay area economy is a regional economic form that develops based on seaports and bay area natural geographical conditions. Because it has an open economic structure, efficient resource allocation capabilities, strong agglomeration and spillover functions, and a developed international exchange network, it has become an important growth pole driving regional economic development and a leader in technological transformation.



The Guangdong-Hong Kong-Macao Greater Bay Area, covering 56,000 square kilometers, has created more than 1/10 of the national economic output with less than 0.6% of the national land area, becoming one of the most open and economically vibrant regions in China, as well as one of the regions with the highest quality and "gold content" of economic development.
