As the sub-center's first international large-scale ocean cultural tourism project and the only newly built large-scale ocean-themed park in Beijing since 2000, the project mainly includes an oceanarium and a comprehensive ocean park integrating interactive experiences, performances, and art.

It will be positioned to lead the era of ocean culture, respond to the national strategy of a strong maritime power, and conform to the standards of Tongzhou's world-class cultural tourism resort area. It aims to create a unique, innovative, and unconventional biological display form and novel performing arts, targeting the goal of becoming a world-class ocean park.

According to the introduction, the project will introduce diverse marine life, polar creatures, and large marine and terrestrial creatures. It plans to integrate multiple business formats such as ecology, science education, research and study, interaction, performance, art, internet celebrity check-in spots, and catering. It will aggregate ocean entertainment product clusters, highlighting rarity, innovation, and immersion, and build a new type of ocean resort lifestyle integrating "ecology, entertainment, experience, and vacation."
