The 2025 Spring Festival is approaching. To effectively strengthen the safety prevention work in the cultural and tourism market during the Spring Festival, resolutely prevent all kinds of accidents of amusement facilities, and create a stable social environment for the development of the industry. The China Amusement Machine and Amusement Park Association hereby issues the following safety tips to its member units and cultural and tourism enterprises:

I. Implement the main responsibility for safety

Seriously implement the safety management system for special equipment, especially to do the trial run before daily operation and routine safety inspection. The safety accessories and safety protection devices should be checked and confirmed to be qualified before they can be put into use.

II. Strengthen the management of operation personnel

Before the festival, organize safety education and training for the safety management personnel and operation personnel of amusement facilities in this unit to strengthen the safety awareness of operation personnel. During the festival, strengthen the inspection of operation personnel, urge operation personnel to perform their duties conscientiously, patiently emphasize safety precautions to passengers, and strengthen the inspection and confirmation of safety devices. Implement the system of operation personnel holding certificates before taking up their posts, strictly operate according to regulations, and prevent working without certificates and violating regulations.

III. Strengthen risk assessment and control

Cultural and tourism project operators should: 1. Seriously analyze and assess the safety risks of amusement facilities that may be caused by extreme weather such as low temperature, rain, snow, and ice in winter. If necessary, take measures such as suspending operation or closure; 2. Strictly implement the requirements for determining the maximum carrying capacity of park projects, timely issue passenger flow warning information, avoid passenger congestion, stampede, and take measures such as closing scenic spots and diverting tourists as necessary to ensure the safety of tourists; 3. Do a good job in fire prevention in winter and spring, strengthen the cleaning of combustibles in the park, strictly implement the approval and reporting system for outdoor fire use, and strengthen the management of construction fire use in the park.

IV. Carry out safety emergency drills

According to the characteristics of its own equipment and possible emergencies (such as equipment failure, passenger being trapped, high-altitude fall, etc.), formulate a detailed emergency drill plan. Clarify the responsibilities and tasks of various departments and personnel in the emergency drill to ensure that each link in the drill has a dedicated person in charge. Carry out emergency drills before the festival to ensure that all personnel are familiar with the emergency handling procedures and operating specifications.
