The project arrangements highlight four characteristics: large investment volume, wide range of fields, strong driving effect, and solid preliminary work.
At the same time, 155 projects that are expected to be implemented in subsequent years will be prioritized as key preparatory projects, striving to advance a batch of projects to start construction in 2025.
These projects include the completion of the Pingguoyuan Integrated Transportation Hub, the construction of the Xishan Yongding River Cultural Belt Greenway (Shijingshan section), the overall improvement of the Shougang Ski Jump area, and the transformation of the Bawei old factory buildings, etc. These major projects will lay a solid foundation for the high-quality development of the entire district.

This year, the Pingguoyuan Integrated Transportation Hub, which has attracted much attention from citizens, will be completed and put into use as planned. This hub integrates three rail transit lines (M1, M6, S1), as well as BRT, regular buses, and P+R, among other transportation methods. It is an integrated transportation hub project primarily focused on transfer functions combined with commercial development. The total construction area is 298,700 square meters, with 4 underground floors and 17 above-ground floors in the south area; and 3 underground floors and 18 above-ground floors in the north area.
After the hub is put into use, it will greatly improve public transportation conditions in the Pingguoyuan area and become an important transfer center connecting the western Beijing area with other regions.
Shougang Ski Jump
The ski jump area in Shougang Park will also undergo overall improvements this year. The main area of the ski jump will be further opened, with rope descent, mini bungee jumping, and a "Courage Cafe" planned for the high-altitude area; rope adventure and internet-famous hammock projects in the low-altitude area; and a super climbing net and slide in the landing area. The south plaza area of the ski jump will incorporate regular mass sports projects, including basketball, tennis, and five-a-side football fields. Basic ground work has been completed.
In addition, the cooling tower next to the ski jump has been transformed into the NBA·Migu Shougang Park Cooling Tower Basketball Park, with an AI intelligent broadcasting system and a game replay system added to the court. It is now in trial operation. By continuously enriching and increasing the business and consumption scenarios in the ski jump area, new impetus will be added to the sustainable utilization of the ski jump.

In addition, the construction of the Xishan Yongding River Cultural Belt Greenway will be launched in the Yongding River riparian area. This greenway is one of the ten key planned greenways in Beijing, the "Jinghua Greenway," jointly planned by Shijingshan District, Fengtai District, and Mentougou District. It is a pilot project of the "Two Parks and One River." This year, Shijingshan District will vigorously promote the construction of the Xishan Yongding River Cultural Belt Greenway (Shijingshan section), linking resource clusters such as Xishan, Shougang Park, Modeshikou, and the Winter Olympics Park. It will connect important business districts, industrial parks, vibrant spaces, and popular check-in points, as well as multiple residential areas and public transportation stations, forming a greenway system that is "north-south interconnected and network-woven," seamlessly integrating mountains, water, parks, and cities, providing citizens with a comfortable and natural waterfront vibrant space.

Major projects implemented by Shijingshan District this year cover a wide range of areas, including industrial transformation, urban renewal, infrastructure, livelihood security, and ecological tourism. These include industrial projects such as the ultra-intelligent artificial intelligence innovation demonstration park and the aerospace medical technology transformation and high-end medical device innovation and R&D platform, which supplement the industrial chain and strengthen its strengths. There are also infrastructure projects such as the overall improvement of the suburban railway line to the city sub-center and the supporting roads at Yamenkou, which lay the foundation and strengthen functions. There are also urban renewal projects such as the transformation of the Bawei old factory buildings and the transformation of the boiler room in the Bajiao Zhongli area, which promote transformation and seek development. There are also public service projects such as the Yamenkou supporting middle school and the Shougang South District fire station, which benefit the people in the long term. Combined with the coordinated development of the "Two Parks and One River," projects such as the renovation of the Shougang coal silo are also arranged.
The overall improvement project of the suburban railway line to the city sub-center in Shijingshan District will continue to be promoted. This newly built railway runs from Beijing West Railway Station in the east, through Fengtai District and Shijingshan District, to Liangxiang Railway Station in Fangshan District in the west. The Shijingshan section is approximately 7.6 kilometers long, and a new "Yamenkou East Station" is planned, which has now fully commenced construction. This railway will connect the east and west ends of Beijing, namely Tongzhou District and Fangshan District, with existing railways, forming an east-west city railway. Residents who need to commute to the Tongzhou City Sub-center or travel from Beijing West Railway Station will have a very convenient and fast travel experience, comprehensively strengthening the overall integrated development of Beijing.

In terms of road construction, as of now, Shijingshan District has a road mileage of 313 kilometers, and a "five horizontal and six vertical" framework road network has been basically formed. In 2025, Shijingshan District will vigorously promote the planning and construction of main roads such as Shimen Road and the western extension of Yongyin Canal South Road, improving the main road system within the district and shortening the connection between the western and central areas. The traffic road network system in key urban renewal areas such as Beixinan, Xihangcun, Yamenkou, and Guangning will continue to be improved, and key supporting roads such as Xihangcun Road and Yamenkou East Road will be constructed to optimize travel conditions for surrounding residents.
In addition, Shijingshan District will also promote the construction of municipal roads in the eastern part of the Shougang North District, further strengthening the connection between the Shougang Park North District and Beixinan Road and Shijingshan Road. Secondary roads such as Wulituo Street 1, Wulituo Street 10, and Wulituo Street 6 will be constructed to provide strong support for the balanced development of the western region. In-depth research will be conducted on the work of opening up "dead-end roads" within the district, and the construction of "dead-end roads" such as Shijingshan Park South Street 1 and Shijingshan Park West Road 2 will be promoted to open up the micro-circulation of the regional road network.
Jinxiu Hill All-Age Friendly Park
In terms of environmental improvement, Shijingshan District will continue to promote the construction of a garden city, transforming and upgrading 3 all-age-friendly parks, building 7 small and micro green spaces, adding 2.3 kilometers of tree-lined roads, and 2 urban art galleries. Promoting comprehensive green transformation. Implementing the Beijing's implementation opinions on accelerating the construction of an international green economic benchmark city, and deeply implementing the energy-efficient green transformation of public buildings.
Modeshikou Historical and Cultural Street
In 2025, Shijingshan District will promote the construction of the Xishan Yongding River Cultural Belt, accelerate the renovation of key courtyards in the Moshikou Historical and Cultural Block, and launch over 400 key cultural, commercial, tourism, and sports activities. Wan Long, Deputy Secretary of the Shijingshan District Committee and District Head, stated that efforts will be strengthened to protect and inherit historical culture, open and operate Cheng'en Temple, strive to create a national-level tourist leisure block, carry out protection and renovation work on Shijingshan ancient building clusters, continuously build Shijingshan academies, and deepen cultural empowerment for development. In addition, the integrated underground parking garage at Moshikou Station on M11 Line will be completed within this year.

In terms of education, this year we will promote the construction of more 'good schools' recognized by the public. For example, the North Campus of Shijingshan Branch of No. 171 Middle School will be established in the Laishan area, helping the existing school improve quality and efficiency; the supporting schools in Shougang Southeast District and Yamenkou Supporting Primary School will be basically completed and put into use in 2026, expected to add 1,440 student places; accelerated progress will be made in the construction of the South Campus of Shijingshan Branch of No. 171 Middle School (Yamenkou Supporting Middle School), and preliminary procedures for multiple projects such as the Langshan Nursery Supporting School will be handled, continuously optimizing the educational layout to meet the enrollment needs of the people. This will effectively increase the supply of primary and secondary school places and better meet the public's demand for 'attending good schools'.
In terms of medical and health care, we will ensure that people's health has more 'medical' support. We will deeply advance the coordinated reform of 'three medicines' (medical care, medical insurance, and medicine), thoroughly implement the pilot program for national close-knit urban medical groups, promote the reform of district-owned public hospitals guided by public welfare, and expand the scope of 'credit + medical' services. We will strengthen the construction of the public health emergency system, improve emergency medical treatment and pre-hospital emergency care capabilities, continuously improve the comprehensive prevention and control system for chronic diseases, and advance benefit projects such as urban cancer early diagnosis and treatment programs and screening and intervention for high-risk populations with cardiovascular and cerebrovascular diseases.
This year, Shijingshan District will continue to optimize the allocation of regional medical resources. The Wulituo Mental Health Specialist Hospital and Pingguoyuan Community Health Service Center will be completed, and projects such as the relocation of the District Hospital of Traditional Chinese Medicine, the third phase of Yuquan Hospital, and the hidden reconstruction of the Ophthalmology Hospital will be advanced. Preliminary work for the Beixin'an Community Health Service Center and Emergency Medical Rescue Center (new site), and the relocation of the District Maternal and Child Health Hospital will also be carried out.
