The tourism industry, through various measures such as promoting the upgrading of consumption content, optimizing the consumption structure, enriching product supply, and optimizing service methods, has not only driven consumption upgrades and economic growth, but also is an effective way to improve people's quality of life. This article focuses on the capital investment in the tourism industry, playing a "combination punch" of active fiscal policies, and seizing the project planning and reserve work in 2025.

In order to optimize and expand service supply, release the potential of service consumption, and better meet the personalized, diversified, and high-quality service consumption needs of the people, the State Council issued the "Opinions on Promoting the High-Quality Development of Service Consumption" (Guofa [2024] No. 18). Recently, multiple departments have introduced a package of incremental policies, proposing to combine promoting consumption with benefiting the people's livelihood, cultivating new types of consumption formats, and implementing actions to boost consumption.

Planning projects based on central budgetary funds

1. Cultural Protection, Inheritance and Utilization Project (Cultural Inheritance and Development "Specialized and New" Project)

It mainly supports the protection and inheritance of national cultural heritage, the protection and display of national natural heritage, and the display of modern Chinese civilization. It can plan the construction of facilities for protection and management, publicity and education, visitor services, and tourism transportation, such as museums, exhibition halls, intelligent security, internal transportation roads, and visitor service centers. (This support is related to major projects and construction related to the "Exploration of the Origins of Chinese Civilization" and "Archaeological China", supporting world cultural heritage (including preparatory), and nationally key cultural relics protection units, supporting 4A-level tourist attractions and above national-level nature reserves, national-level nature parks or world natural heritage (including dual heritage) lists).

2. Central Government Support for Local Public Cultural Service System Construction Project

It mainly supports the maintenance and equipment purchase of public cultural and sports facilities, the free operation of local public libraries, art galleries, cultural centers, museums, memorial halls, township (street) comprehensive cultural stations (centers), and the relevant funds for the exhibition and display of museums and memorial halls. It can plan the exhibition and decoration of museums and memorial halls, public libraries, art galleries, cultural centers, museums, memorial halls, theaters, stadiums (halls), new-era civilization practice centers, township (street) comprehensive cultural stations (centers), village (community) comprehensive cultural centers, farmers' reading rooms, radio and television transmission (monitoring) stations, retransmission stations, satellite earth stations, and the maintenance and equipment purchase of broadcasting and television broadcasting institutions, news publishing units, and art troupes that retain their public institution nature, as well as the purchase of mobile cultural service vehicles. (The implementation period of this subsidy fund policy is 5 years, specifically 2023-2027, and the central government's share is arranged through the general transfer payment system).

3. National Key Cultural Relics Protection Project

It mainly supports the protection of nationally key cultural relics protection units, the protection of major sites, the protection of world cultural heritage, archaeological excavations, and the protection of movable cultural relics. It can plan cultural relics maintenance and protection projects, cultural relics archaeological investigation and excavation projects, protective projects such as cultural relics security, fire protection, and lightning protection, and cultural relics exhibition and display projects. (This subsidy fund is mainly used for nationally key cultural relics protection units announced by the State Council, projects approved by the State Administration of Cultural Heritage and the Ministry of Finance, projects included in the UNESCO World Heritage List, and the protection of first, second, and third-class precious cultural relics in the collections of state-owned cultural relics collection units).

4. Local Museum and Memorial Hall Upgrading and Transformation Project

It mainly supports operating expenses, exhibition and display, and subsidies for national key museums. It can plan projects such as public service infrastructure, exhibition and decoration, collection protection, academic research, talent cultivation, exchange and cooperation, and social education. (This subsidy fund is mainly used for museums, memorial halls, and national patriotism education demonstration bases included in the free opening list determined by the Central Propaganda Department, the Ministry of Finance, the Ministry of Culture and Tourism, and the State Administration of Cultural Heritage).

5. Intangible Cultural Heritage Protection Project

It mainly supports subsidies for representative projects, subsidies for representative inheritors, subsidies for the construction of national cultural ecological protection areas, and subsidies for the training of Chinese intangible cultural heritage inheritors. It can plan projects such as intangible cultural heritage inheritance halls and national cultural ecological protection areas. (This subsidy fund is mainly used for the list of representative projects announced by the State Council, the list of representative inheritors announced by the Ministry of Culture and Tourism, and projects included in the UNESCO Intangible Cultural Heritage List).

6. Primary and Secondary School Out-of-School Research and Study Practice Base Project

According to the development needs of national primary and secondary school out-of-school research and study practice activities, 20 new bases are supported each year to carry out research and study practice activities, and 32 camps are supported to carry out research and study practice activities. It can plan research and study bases and research and study camps. (Project funds are generally supported according to the basic standard of no more than 1.5 million yuan/base/year and no more than 5 million yuan/camp/year).

Planning projects based on special bond funds

It mainly supports tourism infrastructure projects in national A-level and above tourist attractions and national-level tourist resorts. It can plan visitor service centers, parking lots, tourist toilets, tourist roads, smart tourism service facilities, short-distance roads to scenic areas, "dead-end roads", and necessary tourist trails within scenic areas. (This project fund does not support various buildings, image projects, performance projects, theme parks, urban landscape improvements, large-scale artificial landscapes, imitation ancient constructions, replacing real things with fake ones and foreign styles, tourism projects outside A-level scenic areas; it does not support large-scale urban infrastructure and urban quality improvement "brightening" projects, commercial projects or hotels, inns, homestays and other tourism real estate projects, and projects that have been completed or are nearing completion).

Planning projects based on industry funds

Projects supported by Real Estate Investment Trusts (REITs) in the infrastructure sector include natural and cultural heritage, national 4A-level and above tourist attractions' infrastructure, and supporting tourist hotels within the planning area and ownership belonging to the same initiator (original beneficiary).

The education and tourism fund focuses on the development of the tourism and cultural industry, supporting projects including tourist attractions, museums, libraries, and cultural squares.

The tourism and leisure fund focuses on investing in tourism, leisure, and cultural exchange, supporting projects such as urban scenic areas, popular tourist attractions, resorts, and cruise ships.

The tourism real estate fund mainly invests in the development of accommodation and entertainment services, supporting projects including various hotels, hot spring hotels, and theme parks.

The tourism sightseeing fund invests in the tourism sightseeing industry, supporting projects including transportation tools such as airplanes, buses, and ships, and the development of tourist attractions.

Tourism development fund subsidies for local projects primarily focus on infrastructure and public service facility construction and improvement projects for A-level and above tourist attractions (spots) in central and western regions, tourism projects mainly in central and western key areas that help farmers escape poverty and become prosperous, and various new tourism business models. Projects can include tourism attraction (spot) infrastructure projects, public service facility projects, rural tourism development projects such as "farm stays" and "fisherman's delights" and rural revitalization projects, and new business models like island coastal tourism, cruise yachts, boats and tourist terminals, aviation tourism bases, skiing, hot springs, and self-driving camping sites.

Plan projects based on policy bank loans

1. EOD Projects

The EOD (Ecology-Oriented Development) development model primarily supports projects that are based on ecological protection and environmental governance, supported by the operation of characteristic industries, and carried out through integrated regional development. It promotes the effective integration, coordinated advancement, and unified implementation of ecological environment governance projects, which are highly public welfare-oriented but have poor returns, with related industries that have better returns. The vast majority of EOD projects involve agricultural, cultural, and tourism industries. When planning such projects, the key consideration should be the revenue design of the cultural and tourism projects, and whether they can cover investment costs, operation and maintenance costs, and ecological environment governance costs.

2. Equipment Renewal Projects

Plan projects for updating sightseeing and tourism facilities, including the renewal and upgrade of transportation equipment such as cable cars and elevators within key tourist attractions, national tourist resorts, public cultural venues, etc.; non-road tourist vehicles for key tourist attractions, RV and self-driving camp facilities, ice and snow tourism equipment; and the renewal and upgrade of transportation equipment such as sightseeing cruises, tourist boats, speedboats, and low-altitude aircraft.

Plan projects for updating amusement facilities, including renewing a batch of highly reliable advanced amusement equipment in places like amusement parks and urban parks.

Plan and implement projects for updating performance equipment, including the renewal of stage lighting, audio, display, mechanical, special effects equipment, and corresponding control system equipment in venues for cultural performances and tourism performances.

Plan smart cultural tourism projects, including updating smart service equipment such as signage and navigation, exhibition display, inquiry and reading dissemination, and tourist/reader services in key tourist attractions and public cultural venues, as well as smart management equipment like access control gates, emergency broadcasting, and inspection monitoring.

Plan immersive experience projects, including cultural and tourism enterprises and institutions updating digital projection equipment, smart cultural equipment, smart unmanned aerial vehicles for entertainment, and other equipment.

Plan cultural relic protection and utilization projects, including museums phasing out outdated, inefficient, and over-service-life equipment, iterating and upgrading packaging facilities like acid-free paper boxes for precious cultural relics, dense storage cabinets for cultural relics, constant temperature low-reflection glass display cases, etc., and promoting the renovation and upgrading of central air conditioning, constant temperature and humidity equipment, etc.

Plan projects for updating cultural relic survey, scientific research, and display equipment, including national archaeological heritage parks, key scientific research bases and joint workstations, key archaeological institutions, important grotto temple protection institutions, and other entities updating and upgrading exhibition facilities and equipment, large laboratory equipment, archaeological field cabins, and on-site platforms.

Plan projects for key film bases (parks) and cinemas, including the renovation and upgrade of park hardware facilities, the upgrading of photography equipment, lighting, storage devices, and other equipment by film production-related companies and equipment rental companies to meet high-tech format requirements, and new technologies and equipment such as artificial intelligence, virtual shooting, and virtual pre-visualization. Promote the upgrade and renovation of film post-production equipment systems, new generation cinema equipment systems, and the upgrading and replacement of public screening equipment in rural areas, schools, and communities.

Plan protection projects for historical and cultural cities and blocks, relying on historical and cultural cities, towns, villages, blocks, and historical buildings, including the renovation and upgrading of public service and infrastructure equipment such as fire protection and display, achieving green operation and maintenance for the protection and utilization of historical buildings, updating the deployment and application of related sensing equipment such as video surveillance, drones, and IoT sensing, and improving non-destructive testing equipment such as ultrasonic detectors, stress wave detectors, and infrared thermal imagers.

Ultra-long-term national debt funds

Currently, the cultural tourism sector only supports equipment renewal projects.

Conclusion

From the perspective of funding policies in nationally supported areas, the primary sources of funding for cultural tourism projects are special bonds and central budget funds, and the requirements for submitted projects are relatively high. In addition, as an industry with high relevance and strong integration, the cultural tourism industry can also deeply integrate with agriculture, forestry, water conservancy, ecological environment protection, urban renewal, low-altitude economy, national fitness, digital economy, and other areas to plan projects, innovate investment and consumption formats in multiple scenarios, continuously expand nationally supported areas, and apply for funds through multiple channels.
